Actually I have also thought of this problem.  As you see, the Communist Governments offered many privileges to the ethnic minorities.  However, they do not feel grateful but continue to use all (include violent) means to pursue independence. 

As such, I suggest the Communist Governemnt to adopt the following ways to tackle the problem:

(i) Cease the privileges provided to the Uyghurs and Tibetans, as this only means aiding someone to fight against yourself;

(ii) As someone said, to enforce the One Child Policy on the two ethnics, so as to diminsh their popoulation in the long run;

(iii) Perhaps the most importantly: To use all means (i.e. carrot & stick) to impose cultural assimiliation to them, with an aim to turn their next generations into Semi-Han or 100% Han people;

(iv) Cease Tibetan and Uyghur language teaching gradually.  This is a very powerful weapon to eradicate their indepence thought and ethnic identity!

Hope my advice could be seen and taken by the relevant Mainland officials.
