陸版黑鷹 傳可能成航艦載機

（中央社記者張謙香港24日電）外傳中國大陸一款新型10噸級中型通用直升機試飛成功。有大陸專家說，這款直升機將來有可能成為驅逐艦及航空母艦的載機。

據報導，這款型號為直-20的軍用直升機昨天在東北首飛成功，直升機的外型與美國軍用直升機黑鷹極為相似。

大陸新浪軍事網站今天報導，軍事專家杜文龍向媒體說，10噸級通用直升機現在只是一個產品或者樣機，軍方命名要等到它成軍後，才會有正式的名稱。

杜文龍認為，新10噸級通用直升機在驅護艦上可以用作巡邏、反潛、反艦及救援；在遼寧號航空母艦上可以用作警戒、偵察、補給。

新浪軍事指出，直-20成功首飛，預告將成為大陸未來通用直升機裝備的主力。

據說，這種通用型直升機的特點是可以運輸，也可以帶飛彈，還可以火力支援，對海軍、空軍、陸軍，都有填補空白的意義。

羅斯波隆出口公司是俄羅斯國營武器出口商，也出售武器給敘利亞總統巴夏爾．阿塞德（Basharal-Assad）政府。

知情人士說，五角大廈政策轉彎，至少顯示國防部現階段終止以3億4500萬美元添購15架俄羅斯Mi-17直升機的計畫。

德州共和黨籍聯邦參議員柯寧（John Cornyn）在聲明中說：「我讚揚國防部終於取消添購羅斯波隆出口公司直升機的計畫。」

國防部發言人舒曼（Maureen Schumann）在電子郵件中說：「國防部最初要求國會提撥2014會計年度預算，增強阿富汗國家安全部隊軍備，不過國防部已與國會重新諮商評估需求。」

涉嫌腐敗，印度發出取消12架AW101直升機訂單的最後通牒

[據印度報業托拉斯（PTI）2013年10月23日報導]10月21日，印度國防部向阿古斯塔-韋斯特蘭（AgustaWestland, AW）公司發出最後通牒，如果該公司未在規定時間內對涉及賄賂醜聞的AW101直升機採購案作出合理解釋，國防部將取消這項總價值約360億盧比（約合5.56億歐元）的合同。

國防部的通告稱，AW公司應當在21天之內對最後通牒作出答復。在被問到AW公司已準備對此案申請仲裁的問題時，國防部稱仲裁程式不適用於這12架AW101 VVIP直升機採購合同。

英意合資的阿古斯塔-韋斯特蘭公司2010年2月與印度方面簽訂合同，向印度空軍提供12架“AW101”型運輸直升機，全部直升機定於2014年前交貨，印方已經接收3架。

在發現此合同涉及36億盧比的巨額賄賂之後，AW公司的兩名高層領導遭到了指控，印度政府也已經凍結了直升機的採購。AW公司上周表示將對國防部單方面的擱置處理決定申請仲裁和訴訟，但印度政府在AW公司採取措施前發佈了即將取消合同的通知。

AW公司在回復中否認了行賄的指控。印度空軍前參謀長沙希•蒂亞吉也受到了此案的牽連，但他否認在直升機採購專案中收取賄賂。印度國防部長安東尼隨後承諾調查，同時警告，如果查證屬實，將取消採購合同並把這家企業列入“黑名單”。印度總檢察長和總審計長(CAG)目前正在處理這一案件，目前國防部已經決定中止給其餘9架直升機付款。

陸直20直升機原型機 傳現身

（中央社記者張謙香港3日電）中國大陸的軍事網站今天傳出大陸已研製出直20大型運輸直升機的原型機，且機型酷似美國的黑鷹。

大陸網友近日在軍事網站上張貼了一張在公路上拍攝到的照片，照片顯示有一架看似直升機的物體被白色的東西包裹著，有網友推測這是直20直升機。

有網友比較後指出，這架被包裹著的直升機的輪廓酷似美製黑鷹直升機，但又有細節上的不同，因此他們稱為大陸山寨版黑鷹，其實是直20的原型機。

據報導，在2006年10月31日舉行的珠海航展上，中國航空工業公司的展台上曾出現10噸級通用運輸直升機的模型。

2006年10月中，中國直升機設計研究所總設計師吳希明接受中國航空報訪問時，曾明確提到要填補8-10噸直升機的空白。

大陸近年在研製軍用直升機上發展快速，至今已擁有更新型號的武裝直升機武直10及19，網路上更傳出武直10近期試射了一種新型飛彈。

中俄或合製超重型直升機

（中央社台北21日電）俄羅斯新聞網今天報導，中國大陸與俄羅斯總理級定期會晤後，俄國副總理羅戈辛表示，俄中或將聯合研製超重型直升機，載重可達全球最大直升機Mi-26的兩倍。

羅戈辛（Dmitry Rogozin）指出，已經確定中方希望獲得的型別直升機，基本鎖定載重量為Mi-26兩倍的直升機。Mi-26有效荷載可達20噸。

他說，如果中方需要的直升機在技術特點上與Mi-26差異很大，那麼就必須另外開發建造超重型直升機。

羅戈辛希望超重型直升機能夠成功，並駁斥這款直升機不符主流市場需求的說法。他表示，兩國專家準備就聯合研製超重型直升機磋商。

英國皇家海軍組建首支“灰背隼”HM2中隊

   [據英國《飛行國際》網站2013年7月24日報導]英國皇家海軍組建了其首支使用阿古斯塔•韋斯特蘭“灰背隼”HM2構型直升機的航空中隊。

基地在康沃爾郡Culdrose皇家海軍航空站的第824訓練中隊已經接收了5架“灰背隼”HM2。作為價值11.5億美元的灰背隼能力維持項目（MCSP）的一部分，洛克希德•馬丁公司主導為這批HM2構型機換裝了全新的任務系統和航電元件。8月還將有3架反潛型加入該中隊。9月，第820中隊將開始接收HM2構型機。

820中隊骨幹飛行員的地面換裝訓練已於7月中旬開始，並將其最後一架HM1構型機移交給阿古斯塔•韋斯特蘭Yeovil工廠進行改裝。

    “灰背隼”HM2構型機初始作戰能力和完全作戰能力計畫於2014年第一季度末和年底實現。

The UK Royal Navy has stood up its first air squadron to operate AgustaWestland Merlin helicopters enhanced to the HM2 standard under a £750 million ($1.15 billion) upgrade programme.

Based at RNAS Culdrose in Cornwall, training unit 824 Sqn has so far received five of the modified aircraft. These have been equipped with a new mission system and avionics suite in an effort headed by Lockheed Martin as part of the Merlin Capability Sustainment Programme (MCSP).

A further three helicopters configured for the anti-submarine warfare role will join the squadron in August. A first frontline unit, 820 Sqn, will then begin taking receipt of its Merlin HM2s in September.

Ground-based conversion training for the initial cadre of 820 Sqn pilots commenced in mid-July, with the last of their HM1s having already departed to receive the upgrades at AgustaWestland's Yeovil site in Somerset.

Speaking at a 23 July ceremony to mark the milestone at Culdrose, Cdre Andy Lison, representing the UK Defence Equipment & Support procurement agency, said the Merlin had now "come of age".

"It offers the force commander capability, flexibility and the all-important military edge," he says.

Alongside the improvements to the cockpit and mission system interface, increased modularity means the helicopter can be converted in about 2h 30min to other roles, such as casualty evacuation or troop transport. It also gains a door-mounted .50cal M3M machine gun for self-protection.

"It's now such a highly flexible aircraft that it gives the force commander a Swiss Army knife to do whatever they want with on any given day," says Jeff Streznetcky, managing director helicopter programmes for Lockheed Martin UK, which has led the upgrade project.

In all, 30 Merlins will receive the enhancements under the MCSP effort, a reduction of eight aircraft over the initial project proposal. No decision has been taken on the future of the surplus helicopters, but in the short term they are likely to be stored and used for spare components, says Lison.

Deliveries of the HM2 helicopters will continue until the end of 2014, with the final four aircraft to receive additional defensive suite upgrades to enable deployment in the Persian Gulf, says Lison.

Between now and the end of 2014, a number of software releases of "increasing maturity" will be rolled out, as systems such as the radar acoustics and mission suite are fine-tuned, he adds.

Initial operational capability is envisaged for the end of the first quarter of 2014, with full operational capability expected to be declared by the end of the same year.

So far, reaction from the crews to the new standard has been positive. Lt Cdr Tony Morris, one of 824 Sqn's qualified flight instructors for the variant, says: "The Mk1 feels a bit like a prototype cockpit, you certainly see the age of it when you get into the new aircraft."

An initial shipborne embarkation in UK waters aboard the Royal Fleet Auxiliary vessel Argus is planned for November, to be followed by active deployment on a Type 23 frigate in 2014.

AgustaWestland has so far received 22 of the 30 helicopters at Yeovil.

土耳其企業為“黑鷹”直升機提供備件

    [據英國《飛行國際》網站2013年5月9日報導]土耳其國防工業部與西科斯基公司就合作生產“黑鷹”直升機項目談判進入尾聲，該專案主要內容為西科斯基公司與土耳其國防工業部門合作在土耳其生產“黑鷹”T-70i型直升機。

    土耳其政府在2011年選擇西科斯基公司許可生產109架T-70i多用途直升機，土耳其航宇工業公司是主承包商，合同的總額預計將達到35億美元，所有工作將由西科斯基公司和其他合作夥伴共同完成。

    在美國主公司的授權下，諸如機艙、駕駛艙和旋翼等部件將在土耳其生產，在土耳其航宇工業公司進行總裝。

    T-70i直升機的航電設備由阿塞爾桑公司設計，發動機由通用電氣公司授權土耳其發動機工業公司製造，起落架和傳動系統則由ALP航空公司製造。

Turkey's undersecretariat for defence industries and Sikorsky intend to finalise negotiations that will result in a contract award to build T-70i-variant Black Hawk utility helicopters in the country.

The Turkish government selected Sikorsky in 2011 for the licensed manufacture of 109 T-70i helicopters, with the aircraft to be provided for multimission use. Turkish Aerospace Industries will be the prime contractor for the estimated $3.5 billion programme, with this value to be inclusive of work to be performed by Sikorsky and other partners.

Under licence from the US airframer, components such as cabins, cockpits and rotor blades will be manufactured in Turkey, with the aircraft to be assembled by TAI.

The T-70i's avionics suite will be designed by Aselsan, its engines manufactured by TEI under licence to General Electric and its landing gear and transmission manufactured by ALP Aviation.

Meanwhile, Sikorsky has delivered the first of two new VIP-roled S-92 helicopters to the Turkish National Police, with these to join another example flown since 2005 in performing prime ministerial transport tasks. The remaining aircraft will be delivered later this year, the company says.

    NAVAIR在RFP中鼓勵製造商提交以現有在產平臺方案為基礎的競標方案。

    政府希望VXX專案能夠儘量減少開發工作，而將重點放在將成熟的子系統集成至成熟平臺的工作上。

    NAVAIR表示，任何平臺都需要進行一定的改動，但非常不建議對主要部件如傳動系統、旋翼、發動機和基礎結構進行改動，並建議其儘量避免引入不成熟的技術。

    NAVAIR還表示，任何作為基礎平臺的機型都應該獲得了FAA或其他與FAA有雙邊協定國家的型號合格證，美國軍方的認證或有明確的近期取證規劃的型號也可以被接受。

    NAVAIR的總統直升機專案辦公室目前正在和位於馬里蘭州St. Inigoes的海上航空作戰中心飛機分部（NAWC-AD）進行執行通信元件的整合工作，該元件將由VXX未來的承包商集成到平臺上。

    RFP中還規定，承包商將承擔駕駛艙內部的配置工作，並對VXX系統整體性能負責。

The US Navy's Naval Air Systems Command (NAVAIR) has released a request for proposal (RFP) for a new VXX presidential helicopter to replace the service's ageing Sikorsky VH-3D and VH-60N fleet.

As expected, NAVAIR has adopted a risk-averse development strategy in the wake of the failed attempt in 2004 to substantially modify the Lockheed Martin/AgustaWestland VH-71A Kestrel with a new airframe, engine, drive system and tail rotor.

"Offerors will be highly encouraged to propose an existing, in-production helicopter platform from which the VXX will be derived," a NAVAIR document reads.

"It is the Government's desire to hold development to an absolute minimum on the VXX Program and focus the program effort on integration of mature subsystems on a mature platform."

While NAVAIR says that minor changes to whatever platform is selected are inevitable, "change to major components such as drive train, rotors, engines and basic structure is highly discouraged." As such, the navy is encouraging potential contractors to avoid proposing immature technology.

NAVAIR also says that any proposed aircraft should already be certificated by the Federal Aviation Administration (FAA) or another civil airworthiness authority with a bilateral agreement with the FAA. A US military certification or a clear and imminent path to gaining such a certification is also acceptable.

NAVAIR's Presidential helicopter programme office is working with the Naval Air Warfare Center - Aircraft Division (NAWC-AD) at Saint Inigoes, Maryland, to assemble the aircraft's executive communications suite. The contractor will have to integrate that suite onto the aircraft, the navy document says.

The document also states that the contractor will have responsibility for furnishing the cabin interior and the overall performance of the VXX system.

AgustaWestland is expected to offer the AW101, while Sikorsky will likely bid the S-92. Bell-Boeing may offer a variant of the V-22 Osprey. The winning airframer would be expected to deliver six developmental helicopters, nine low rate initial production aircraft and eight full rate production aircraft over a total of about eight years.
