美軍事雜誌:中國軍力白皮書仍不夠透明化

(中央社記者林芥佑華盛頓26日專電)美國軍事雜誌「國防新聞」週刊今天以社論指出,中國新公佈的國防白皮書是朝向軍事透明化的重要一步,但北京仍未能清楚說明中國軍力現代化真正意圖,難解鄰邦憂慮。
今天出刊的最新一期國防新聞(Defense News)在社論以「中國白皮書:仍未盡透明化」以題,指全球對於中國解放軍快速且遠超過防衛需要的進行軍力現代化,有極大疑慮,而本月20日中國公佈的「2008年中國的國防」白皮書,是邁向更透明化的一大步,但這份白皮書對於中國快速提升的軍事能力少有透露。
國防新聞強調,這份中國軍力白皮書初看令人印象深刻,內容指出精準攻擊的重要性、列出過去30年中國軍費成長、聯合作戰、中國軍事人員與各國的交流。
但社論說,對於外界關注的航空母艦建造計畫、以試射過的反衛星武器,這份白皮書卻避而不談。當日本、南韓等鄰邦對中國無盡擴張軍力的憂慮日益增加,北京發佈這樣的白皮書無法減輕各國的憂慮。中國試圖透過這份報告淡化「中國威脅論」,但因為還是不夠透明化,效果適得其反。
社論指出,當北京舉辦2008年奧運期間,展現了中國各項進步,讓全球觀光客與觀察家都感受到前所未有的現代中國與開放,包括允許各種有關中國專制、貪污與經濟犯罪的新聞報導,但這次公布的國防白皮書仍未向外界說明,為何中國需要如此強大攻擊能力的武力?為何需要如此積極的軍事現代化目標?
社論也分析,當美國第44位總統歐巴馬(BarackObama)宣誓就職當天,中國國防部長呼籲華府「排除美、中兩國軍事交流的障礙」。社論說,雖然中國國防部長沒有明白說出「障礙」為何,但外界了解,北京是要求華府停止出售武器給台灣,包括取消去年底同意的美金65億軍售案。
社論說,有諸多因素讓北京這項要求顯得十分荒謬,主要包括:台灣是美國重要盟邦、而北京卻部署上千顆飛彈對準台灣;還有儘管北京與台北最近的接觸令人高興,但台灣需要美國的武器來強化防衛。
這篇社論也指出,每個國家都有秘密或其它長遠考量的動機,美、中兩大強國在安全防衛議題上處於緊張卻又經濟密切的關係,雙方透過軍事人員交流是軍事透明化的重要一步。
但社論最後強調,當前全球經濟危機也造成中國失業問題加劇,考驗北京政權維持國家秩序的能力,歷史證明經濟紊亂將是衝突的根源,不管透過軍事或政治手段,愈能讓「意圖」更加透明化,愈是有助於降低衝突可能。

China Calls on Obama to Strengthen Military Ties

BEIJING - China called for stronger military ties with the U.S. on Jan. 20, just hours before Barack Obama was to take power in Washington.
Beijing said there were currently "difficulties" in military relations between the two nations and urged the U.S. to remove obstacles to an improved relationship.
"In this new period, we hope that both China and the US could make joint efforts to create favorable conditions and improve and promote military-to-military relations," Ministry of Defense spokesman Col. Hu Changming told reporters.
"We call on the U.S. to remove the obstacles to the growth of military relations between the two countries and to create favourable conditions for the healthy growth of military relations."
Hu did not specify the nature of these obstacles, but China has repeatedly demanded that the U.S. cuts its military links with Taiwan.
Last month, China's defense minister called on the U.S. to drop a planned weapons sale to Taiwan, saying it threatened Sino-U.S. defense cooperation.
The Pentagon notified Congress in October that it planned to sell $6.5 billion of military hardware to Taiwan, Beijing's longtime diplomatic rival.
"China-U.S. military relations in the past 30 years show that only when the two sides have taken full account of each others' core interests and concerns could the two sides enjoy firm political basis for military-to-military relations," Hu said Tuesday.
