聯合國難民署:去年因戰亂逃難人數續升高

(中央社記者周盈成日內瓦十七日專電)聯合國難民事務高級專員公署(UNHCR)今天發布二零零七年全球趨勢報告指出,因武裝衝突而流離失所的人口數持續上升。

這份報告指出,至去年底,全球離開母國的難民數達一千六百萬人,因武裝衝突導致的境內流離的人民有二千六百萬人,還不包括因自然災害而在境內流離的二千五百萬人。

難民事務高級專員古特瑞斯指出,舉世正面對更複雜的挑戰,包括「世界衝突熱點的各種新興緊急事故、惡劣的治理、因氣候因素惡化環境進而升高的稀少資源競逐,以及傷害窮人最烈的極端物價高漲」,都可能在未來迫使更多人流離失所。

因涉及聯合國體系下的職掌劃分方式,UNHCR 報告中提供的數據有些不易互相比對。例如,前述一千六百萬難民中,有一千一百四十萬屬該署職掌,其他四百六十萬由聯合國近東巴勒斯坦難民救濟工作署(UNRWA)負責協助。

而因武裝衝突導致的境內流離人民中,由UNHCR 負責提供直接或間接保護和協助的約占半數,有一千三百七十萬人。

UNHCR 說,由該署負責照料的二千五百一十萬人,數目達到歷來最高紀綠。難民數字在二零零一年到二零零五年連續五年下降後,去年是連續第二年的成長;較前年增加一百五十萬人的最主要因素是伊拉克局勢動盪。

報告指出,UNHCR 照料的難民以阿富汗人為最多,約三百萬人,大多住在巴基斯坦和伊朗,其次是伊拉克人,有約二百萬人,大多住在敘利亞和約旦。

境內流離人民最多的前三個國家則依序是哥倫比亞、伊拉克、剛果民主共和國。

即使逃難人口總數增加,但UNHCR 表示過去一年該署在協助逃難人民的工作上也有正面消息,去年總共有七十三萬一千名難民藉由志願遣返計畫返鄉,境內流離人民則有二百一十萬人返鄉。除了返鄉之外的解決方案還包括定居在逃難到達的第一個國家以及接受安置到第三國。

(法新社日內瓦十二日電)聯合國難民事務高級專員公署(UNHCR)今天表示,因南歐希夏衝突流離失所人數高達十萬人。聯合國正敦促有關當局開闢人道走廊。

UNHCR表示,喬治亞和俄羅斯政府提供的數據顯示,約三萬名南歐希夏人已經逃往北歐希夏避難,南歐希夏境內本身則有一萬兩千多人流離失所。

此外,喬治亞戈里地區約有五萬六千人流離失所。

GENEVA (AFP)--The number of people displaced by the South Ossetia conflict has reached 100,000, the U.N. Refugee Agency said Tuesday, as U.N. agencies urged authorities to open up humanitarian corridors.

The UNHCR said numbers supplied by both the Georgian and Russian governments indicated that some 30,000 South Ossetians had moved into North Ossetia and up to 12,000 displaced were within South Ossetia itself.

Some 56,000 people from the Gori region in Georgia have also been displaced.

(法新社日內瓦十一日電)聯合國難民事務高級專員公署發言人芮孟今天說,擔心因南歐希夏衝突遭到俄羅斯攻擊,喬治亞城市戈里多達八成居民已逃離。

芮孟告訴「法新社」:「我們昨天有一個小組抵達戈里,當地官員告訴他們,因為擔心遭到俄羅斯攻擊,這座城市的大多數居民已經逃離。」

他表示,戈里有五萬多居民。

俄羅斯九日曾對戈里和黑海港口波蒂發動空襲。

戈里是最接近南歐希夏的喬治亞主要城市。

Majority Of Locals Flee Georgian City On Attack Fears -UN

GENEVA (AFP)--Up to 80% of the inhabitants of Georgian city Gori have fled amid fear of Russian attacks in the conflict over South Ossetia, the U.N. refugee agency's spokesman said Monday.

"We had a team there (in Gori) yesterday, local officials told them that a majority of the town's people had left out of fear of Russian attacks," Ron Redmond, the UNHCR's spokesman said.

Gori was home to more than 50,000 people, he added.

Russian planes staged air raids on Gori and the port of Poti on Saturday.

Gori is the main Georgian city closest to South Ossetia.

     喬治亞和俄羅斯在南奧塞提亞爆發軍事衝突後,連日來,當地和鄰近的喬治亞城鎮居民為躲避戰火,只得倉皇出逃。

     七日當天,喬治亞突然揮軍攻打南奧塞提亞,直逼首府茨欣瓦利,同時造成數百民眾傷亡。許多居民被迫逃往北方,越界進入俄羅斯。

     四十七歲的嘉格洛耶娃原本和九歲的姪女在一起。喬治亞部隊進入茨欣瓦利時,她正巧出城,把姪女托付給鄰居照顧。嘉格洛耶娃想回去接姪女出來,茨欣瓦利卻已遭到包圍。

     嘉格洛耶娃後來隨其他難民逃到位在國境北邊俄羅斯的伏拉季高加索市,她透過手機簡訊與茨欣瓦利的親人取得聯繫,得知他們藏身在地下室,食物和飲水即將用罄。另外,他們不知道她姪女的下落。

     九日,嘉格洛耶娃來到伏拉季高加索通往茨欣瓦利的公路邊,仔細盯著一輛又一輛從南奧塞提亞駛來、滿載難民的小巴士,希望能瞧見姪女的身影。當她看到一輛載著許多小女孩的廂型車經過時,立刻衝上前,沒多久,她便又哭著離開。

     神情憔悴的廿六歲難民貝澤尼納說:「我很餓,我已經三天沒吃東西…我母親還在裡面,我沒有她的消息。」

     在邊境公路上,俄羅斯方面設有登記和救援站,替難民辦理身分證明文件,並為他們安排住處以及提供糧食和醫療服務。當局表示,越界進入俄羅斯的難民逾三萬四千人,這個數量相當驚人,因為南奧塞提亞(包括喬治亞裔)總共也只有七萬二千人口。

     位在南奧塞提亞南方的喬治亞城鎮戈里,是前蘇聯獨裁者史達林出生地,也是喬治亞部隊攻擊南奧塞提亞的前進基地。俄羅斯九日出動戰機和戰略轟炸機對該鎮周遭的軍事目標展開轟炸,一處住宅區被炸彈擊中,至少六十名平民被炸死,二百多人受傷。

     婦人瑪瓦拉和兩個女兒以及身體殘障的丈夫當天早上在他們的五樓公寓吃早餐時,突然一聲巨響,周圍所有的東西皆垮下來,幸運的是,他們都還活著,只有女兒艾雅因頸部割傷必須住院治療。

     瑪瓦拉指著附近一輛被壓垮燒焦的汽車說道,轟炸開始時,年輕的車主帶著懷孕的妻子想趕快逃走,可惜沒有成功。

     許多居民驚恐之餘,也難掩憤怒的情緒。四十八歲的工程師努札利認為喬治亞政府沒事挑起這場衝突,棄他們於不顧。但他對俄羅斯也很火大,他說:「普丁是強人,但也是很可惡的人。」

     在南奧塞提亞的卡拉雷提村,喬治亞裔退休婦人莉雅娜在俄軍轟炸前夕,和女兒、女婿及兩個孫子先行逃走。後來她回到被炸毀的家園,和一名奧塞提亞裔鄰居一起在廢墟檢拾東西。

     她說:「喬治亞人和奧塞提亞人一起住在這兒,我們彼此都很友善。」

     在這個距離茨欣瓦利不到廿公里的村子裡,居民只要提到喬治亞和俄羅斯政府都非常憤慨。當他們看見一架俄羅斯戰鬥機被炮火擊中,像著了火的樹葉般落下時,都高聲歡呼。

Refugees Flee to Russia to Escape War in the Caucasus

As fighting between Russian and Georgian troops in South Ossetia enters its fourth day, thousands of people are seeking shelter in Russia.

Red-eyed and shell-shocked from the trip, women and children emerge from the Roki Tunnel, which separates Russia from the heavy fighting in the Georgian separatist republic of South Ossetia.

"We're hungry," Marina Toyeva, 32, told the dpa news agency, clutching her 8-year-old son and niece during a stop in the village of Mizur, some 30 kilometers (18.6 miles) into Russia from the South Ossetian border. "We spent three days in a bunker with no lights, no gas, no water. We have only the clothes on our backs."

Workers for Russia's migration services passed out sandwiches and water to outstretched hands after flagging the minivan down at one of three checkpoints along the lone road feeding from South Ossetia to Russia.

The war between Russia and Georgia had expanded on Saturday, adding to the flow of refugees from South Ossetia, which allied itself with Russia after declaring itself independent from Georgia in the 1990s. Georgia has sought to maintain control of the territory.

The fiercest battles on Saturday were in the South Ossetian city of Tskhinvali, where intense howitzer and tank fire in the vicinity of the town was audible. Shelling intensified in the early afternoon, as Russian reinforcements arriving on the scene went on the counteroffensive.

Refugees fleeing to Russia

The United Nations High Commissioner for Refugees representative in Tbilisi said Friday that more than 2,000 refugees had fled across the border into Russia, and thousands more likely made their way across the pass Saturday.

No fewer than 400 vehicles, including tanks, armored personnel carriers, military transport carriers and mobile anti-aircraft guns, formed a Russian military convoy headed the opposite direction on Saturday to join the fighting.

Relatives of those caught in South Ossetia since the start of fighting huddled in groups watching the colonnade, and raising a cheer when four Russian attack helicopters blazed overhead toward the mountains.

But Lida Gabarayeva, 47, broke into tears as another minivan of refugees arrived with no sign of her 5th-grade niece, left in the care of friends for summer vacation in Tskhinvali before the fighting broke out Thursday.

"I thought they might be with them ... If they're still alive," she said.

Gabarayeva traveled to the border Friday night in an attempt to retrieve the 9-year-old girl. But her niece, a citizen of Georgia, wasn't allowed through, she said standing helpless at the road side, her voice drowned out by the rumble of passing tanks.

Empty shelves, lack of food

"Our husbands are not being let out -- even the old men," one refugee Zamira, 36, said, holding her elderly mother's hand in the back of the freshly arrived van. "But they've also stayed because it brings shame on them to leave."

A car of five young South Ossetian men had crossed paths with the Russian military convoy, as the car made a run over the border from Tskhinvali for food, one of the men, Sergei, said Saturday.

"The stores are either on fire or empty," he said. "We're heading back tonight, but we don't know if we can get through."

On the other side of the four-kilometer, black tunnel, the road was under heavy fire. A key bridge on the road from Tskhinvali had been also been bombed, and heavy shelling kept women and children stuck in improvised bunkers, the refugees said.

"Now people can't get out (from Tskhinvali), even by foot," said Alik Tomayeva, 41, who has been shuttling people back-and-forth since the fighting broke out. He said he would still try to get through to the capital via another mountain road.

"We will never forget this," Toyeva's sister said. "There are no words for what we lived through. That such things could happen in the year 2008, I never thought was possible."

四十七歲的賈巴洛耶娃仔細尋找每一輛擠滿難民的小巴士,看看親人是否就在裡面。她說:「他們不讓她通關。她在隧道裡面。她被迫再從隧道折回去」。難民大都穿著運動服及涼鞋,準備經由戰略要地「羅基隧道」,從南歐希夏逃往俄羅斯。

賈巴洛耶娃在疲憊的難民中尋找親人時說:「他們躲在地窖,我不知道他們現在怎麼樣了」。

報導說,昨天有數百名難民逃進俄羅斯,不過法新社記者在邊界附近還看到數十名難民正在辦理通關。

俄羅斯總理蒲亭今天表示,自二日以來,已經有三萬四千名難民進入俄羅斯。

在另外一邊,五百多輛戰車、裝甲運兵車及其他軍用車輛正開往南歐希夏增援。俄羅斯支持南歐希夏分離主義份子。

她說:「他們什麼東西都沒有,沒有麵包,沒有衣服。他們只剩身上穿的那一套衣服。有很多人受傷」。她估計今天有一千多名難民越過邊界。

在路邊抽菸的南歐希夏小巴司機說:「他們在轟炸道路」。

大部分的難民都被暫時安置在俄羅斯高加索山區的旅館。其他人則想辦法借住邊界附近的親戚家。

俄羅斯緊急事務部今天在邊界設置野戰醫院,治療傷兵及難民。

法新社記者到這裡採訪的時候,醫生正在治療一名腿部中槍的男子,不過死傷人數似乎不高。

醫生說:「我們今天治療了五人」。

等著開進南歐希夏的俄羅斯士兵在附近嚼著葵花子。有人說:「我們很害怕」。另一人說:「我們必須保護國民」。

一臉倦容的俄羅斯軍官揹著攻擊步槍說:「我們將與喬治亞人戰鬥,我就是不懂這有什麼意義」。

(中央社記者蔡筱穎巴黎六日專電)就在歐洲法院針對一九九四年盧安達種族大屠殺事件涉案者盧安達官員發出逮捕令時,盧安達政府也不甘示弱地表示,可能起訴法國軍人和前政治負責人,這是盧安達政府第一次表示要起訴法國官員的立場。

法國外交部則表示,法國正等待這份報告的文本和結論,以作出反應。國防部則表示,從二零零七年起,已一再質疑這個調查委員會的公正和合法性。法國完全肯定一九九四年在盧安達採取的行動,特別是其武裝力量。

盧安達今天再次指責法國積極參與一九九四年的種族大屠殺。這是盧安達司法部長卡魯加拉瑪今天向新聞界發表一份報告的結論。

盧安達調查委員,會對一九九四年四月到七月之間盧安達八十萬人遭大屠殺,法國所扮演的角色,進行了調查。

KIGALI (AFP) - France played an active role in the 1994 Rwanda genocide, a report unveiled Tuesday by the Rwandan government said, naming French political and military officials it says should be prosecuted.
 
The damning report accused a raft of top French politicians of involvement in the massacres, threatening to further mar relations between the two countries, which severed diplomatic ties in November 2006.

"French forces directly assassinated Tutsis and Hutus accused of hiding Tutsis... French forces committed several rapes on Tutsi survivors," said a justice ministry statement released after the report was presented in Kigali.

The 500-page report alleged that France was aware of preparations for the genocide, contributed to planning the massacres and actively took part in the killing.

It named former French prime minister Edouard Balladur, former foreign minister Alain Juppe and then-president Francois Mitterrand, who died in 1996, among 13 French politicians accused of playing a role in the massacres.

Dominique de Villepin, who was then Juppe's top aide and later became prime minister, was also among those listed in the Rwandan report.

The report names 20 military officials as being responsible.

France refused to comment directly on the report's findings, saying the inquiry had lacked legitimacy or impartiality.

A Defence Ministry spokesman instead referred reporters to the government's position as set out in a statement from February 2007.

That original statement declared that the Rwandan inquiry had no "independence or impartiality" because its stated remit was to "gather evidence of the involvement of the French state" in the Rwandan genocide.

The inquiry, it stated, had "no legitimacy nor competence" to conduct interviews on French soil because it had broken off diplomatic relations with France in November 2006.

France has acknowledged making "mistakes" in Rwanda but denies any responsibility for the killing spree.

The 1994 genocide in the central African nation left around 800,000 people -- mainly minority Tutsis and moderate Hutus -- dead, according to the United Nations.

"The overwhelming nature of France's support to the Rwandan policy of massacres... shows the complicity of French political and military officials in the preparation and execution of the genocide," the statement said.

Justice Minister Tharcisse Karugarama presented the report to the press in Kigali, more than two years after a special commission tasked with probing France's role in the genocide began its work.

The statement said the military and humanitarian Operation Turquoise carried out by the French in Rwanda between June and August 1994 abetted the killings perpetrated by the extremist Interahamwe Hutu militia.

The French military "did not challenge the infrastructure of genocide, notably the checkpoints manned by the Interahamwes.

"They clearly requested that the Interahamwes continue to man those checkpoints and kill Tutsis attempting to flee," the statement added.

"Considering the seriousness of the alleged crimes, the Rwandan government has urged the relevant authorities to bring the accused French politicians and military officials to justice," the statement said.

Karugarama hinted that Rwanda could launch a legal challenge against some of the officials named in the report.

The release of the report comes against a backdrop of tense relations between France and Rwanda.

Kigali severed diplomatic ties with France after French investigating magistrate Jean-Louis Bruguiere accused Kagame and his entourage of involvement in the death of the then president, Juvenal Habyarimana, a Hutu.

Habyarimana's plane was shot down above Kigali airport on April 6, 1994, sparking the genocide.

In July, Kagame had threatened to indict French nationals over the genocide if European courts did not withdraw arrest warrants issued against Rwandan officials.

(法新社華盛頓十六日電)美國國務卿萊斯今天發表公民迅速回應部隊,協助世界各地部分遭武裝衝突蹂躪的地區穩定與重建。

外交人員、工程師、衛生官員、農藝學家等人,已經組成一支部隊,記取阿富汗等地學得的教訓,準備在四十八到七十二小時內部署到各個熱點。

萊斯在發表典禮上表示,美國與其盟國「已經學到...我們的世界現在與未來許多年面臨的其中一項挑戰,將會對付衰弱且治理不佳的國家」。

萊斯說,這些國家常常成為軍火販子、其他罪犯與恐怖份子的天堂,她建議採取新的努力,避免國家機構在戰爭與衝突中崩解。

萊斯說:「這是需要安全、外交與發展整合的任務。」

國務院表示,公民回應部隊將有來自國務院、司法部、商務部、農業部與國土安全部等多個政府機構的現役與預備人員。

國務院說,除外交人員之外,也會有發展專家、執法與懲戒官員,以及經濟學家、律師、公共行政人員。

這些專家將提供「所需技術,協助脆弱國家恢復穩定與法治,盡快達成經濟復甦與永續發展」。

US launches civilian rapid response force for world hotspots

WASHINGTON (AFP) - US Secretary of State Condoleezza Rice launched Wednesday a civilian rapid response force to help stabilize and rebuild parts of the world ravaged by armed conflict.
 
Armed with lessons from places like Afghanistan, an inter-agency corps of diplomats, engineers, health officials, agronomists and others has been formed to deploy to hotspots within 48 to 72 hours.

The United States and its allies "have learned that one of the ...challenges in our world now and for many years to come will each deal with weak and poorly governed states," Rice said at the launch ceremony.

Such states often become havens for arms traffickers, other criminals and terrorists, Rice said, recommending a new effort to prevent the collapse of state institutions amid war and conflict.

"This is a mission that requires the integration of security, diplomacy and development, Rice said.

The State Department said the Civilian Response Corps will have both active and standby members from various government bodies like the departments of state, justice, commerce, agriculture and homeland security.

"Both are composed of full-time federal employees that are trained and equipped to deploy rapidly to countries in crisis or emerging from conflict, to provide reconstruction and stabilization assistance," it said.

Besides diplomats, there will also be development specialists, law enforcement and corrections officers as well as economists, lawyers, and public administrators, the State Department statement said.

Such specialists will offer the "skills needed to help fragile states restore stability and the rule of law, and achieve economic recovery and sustainable growth as quickly as possible," the statement said.

The corps was launched based on a decision of Congress to appropriate up to 75 million dollars "for this purpose in the Supplemental Appropriations Act, 2008," it added.

For next year the administration has asked for funds to expand the corps to 250 active members and 2,000 standby members, as well as create a reserve of 2,000 volunteers from the private sector and state and local governments.

(法新社洛杉磯二十五日電)一家慈善基金會今天宣布,好萊塢情侶布萊德彼特與安潔莉娜裘莉捐款一百萬美元,協助教育八千多名受戰爭迫害的伊拉克和美國兒童。

這對銀色情侶是透過他們的基金會|裘莉彼特慈善基金會,捐款給「戰爭兒童教育合作組織」。

戰爭兒童教育合作組織發布聲明說,這筆捐款將平均分給伊拉克與美國的非營利慈善團體,提供教育並資助因戰爭而失去父母、家庭和教育機會的兒童。

Pitt, Jolie donate 1 mln dollars to war children fund

LOS ANGELES (AFP) - Brad Pitt and Angelina Jolie have donated one million dollars to support the education of 8,000 children in Iraq and the United States affected by war, a charity said Wednesday.
 
The iconic Hollywood couple made the donation to the Education Partnership for Children of Conflict via their charity, the Jolie-Pitt Foundation.

A statement from the Education Partnership said the money would be split evenly between US and Iraq non-profit groups who seek to provide education and support for children who have lost parents, homes or schooling opportunities.

"These educational support programs for children of conflict are the best way to help them heal," Jolie, who has visited Iraq twice in the past year, said in a statement.

Pitt added: "We hope to encourage others to give to these great organizations."

Pitt and Jolie have given millions to charities in recent years according to tax records. In March it emerged the actors had funneled more than four million dollars each to their foundation, which was set up in 2006 to aid humanitarian causes around the world.

Pitt, 44, and Jolie, 33, are currently reported to be in France ahead of the birth of twins. Pitt and Jolie met on the set of their 2005 film "Mr and Mrs Smith" and later began a romantic relationship.

Pitt was previously married to "Friends" star Jennifer Aniston, while Jolie has been married twice before.
