紐約哈德遜河空中走廊景緻美 卻潛藏危機

（中央社記者黃兆平紐約9日專電）紐約市再傳空難，地點是空中觀光熱門航線的哈德遜河上空，此一空中走廊平常隨時可見小型飛機、直升機與水上飛機穿梭其中，空中交通僅憑駕駛員目視，沒有空中管制系統。

曼哈坦是國際觀光客到紐約遊玩必經之處，島上東西兩側直升機停機坪四處林立，尤其是下曼哈坦靠近華爾街附近，許多政商大戶更偏好以空中飛行取代汽車做為交通工具。

前些時候，美國總統歐巴馬由華府飛抵紐約甘迺迪國際機場，也是再轉乘直升機到華爾街附近的停機坪，與第一夫人共進燭光晚餐、觀賞百老匯歌劇。

南自艾力斯與總督島（Ellis and GovernorsIsland）、自由女神像，北到喬治華爾盛頓橋（George Washington Bridge）、介於曼哈坦西側及新澤西州荷波肯市（Hoboken）的哈德遜河（Hudson River）上空的空中走廊，景緻獨一無二，是紐約觀光客空中之旅絕佳航線。

依距離及俯瞰景點多寡，一趟5至20分鐘航程，要價不便宜，每人從100到200美元不等，包機（直升機）則要價1000至2000美元，暑假期間機位還不好訂。

也就因為景緻優美，除了觀光直升機多之外，華爾街大戶的私人座機也特多，加上水上飛機穿梭其中，讓這條空中走廊異常忙碌。

航行此一走廊的各式飛機飛行高度僅1100英尺，遠低於接受空中管制的5000英尺，各式飛機只憑駕駛員目測進行空中交通管制。

縱使今天發生這起意外事件，市長彭博基於保護紐約觀光產業，依舊不傾向聯邦政府修改這條民航法規。

這起空中意外事件發生在下曼哈坦西側的哈德遜河上，警方將失事現場以黃色帶隔離封鎖，目前持續進行打撈。事發原因仍由警方深入調查中。

一架搭載五名義大利觀光客、一名機師的觀光直升機（AS350），中午過後從曼哈坦西30街碼頭邊起飛，準備進行空中觀光之旅，但不幸在哈德遜河空中碰撞到一架有兩名乘客（包括一名兒童）、一名機師的小型飛機（Piper PA32），事發時，小型飛機位於直升機上方。

據現場目擊者指出，兩機相撞時冒出一股濃煙，接著直升機打轉，螺旋槳槳葉隨即掉落，直升機垂直掉入曼哈坦對面的新澤西州荷波肯市（Hoboken）附近的哈德遜河裡，不久，小飛機也墜落河裡。

由於今天是週六，下曼哈坦乘坐渡輪到自由女神像、總督島的觀光郵輪很多，遊客驚叫連連，警方隨即封鎖現場，空中警察在上空盤旋搜救，但各種跡象顯示無人生還，後來搜救工作變成打撈屍體。

遇難的直升機及小飛機上，除了各自一名駕駛員外，另有七名遊客，紐約警方證實全部罹難，目前已打撈到三具屍體。

顯然這起事件就沒有1月15日全美航空公司事件幸運了，當時一架全美航空噴射客機迫降在哈德遜河上，機上155名乘客奇蹟平安生還。

這也是紐約市近幾年來最大一起空難事件。

俄一架米-8直升機墜毀 6人不幸遇難

    7月22日，俄伏爾加格勒區一架米-8直升機墜毀，機上共8人，其中6人遇難。據報道，此飛機初步認定為俄天然氣公司下屬公司所有。

    俄新社報道，消息人士透露，這架米-8直升機是在執行視察天然氣管線飛行任務時墜毀的。另據塔斯社報道，俄民政救災部表示該直升機屬于盧克石油公司，詳細情況還在調查中。

民用直昇機墜毀阿富汗南部　至少16死

    北約駐阿國際安全援助部隊當天發表聲明說，這架直升機從阿南部城市坎大哈的北約空軍基地起飛時墜毀，機上均為非軍事人員。聲明排除了直升機被地面火力擊落的可能性。

Helicopter crash at Afghan base kills 16

KABUL – A Russian-owned civilian helicopter crashed and burst into flames shortly after takeoff at southern Afghanistan's largest NATO base Sunday, killing 16 civilians in the latest in a string of deadly aircraft crashes in the country.

A U.S. military helicopter also made an emergency landing in the country's east, causing several injuries. A military spokeswoman said there was no insurgent fire involved.

There were no indications that the crash of the Mi-8 helicopter at southern Kandahar Air Field was caused by hostile fire, military officials said. Sixteen people died in the crash, and five were wounded and were treated on the NATO base, said Capt. Glen Parent, a spokesman for the NATO-led force in Kandahar.

No military personnel were wounded or killed, NATO said. Parent said the helicopter burst into flames when it crashed near the runway only moments after takeoff.

The Russian news agency Interfax said the Mi-8 was owned by the Russian air company Vertikal-T. It cited Russian charge d'affaires Andrei Vadov as saying there were no Russians among the 16 killed.

The Mi-8 helicopter can seat up to 24 people, Parent said. Civilian helicopters help ferry civilian contractors and supplies to small military outposts across Afghanistan.

In a second helicopter incident in the country's east, a U.S. military chopper made an emergency landing in Kunar province, the military said in a statement. U.S. military spokeswoman Lt. Cmdr. Christine Sidenstricker said no enemy fire was reported near the helicopter.

Personnel on the helicopter were taken to a medical facility for treatment, but no other details were released.

The two incidents came after a spate of recent aircraft crashes in Afghanistan.

A U.S. Air Force F-15E Strike Eagle fighter jet crashed early Saturday in central Afghanistan, killing two crew members. U.S. officials say insurgent fire did not bring down the plane.

Last week, Taliban militants downed an Mi-6 transport helicopter in southern Afghanistan, killing six Ukrainian civilians on board and an Afghan child on the ground.

Earlier in July, two Canadian soldiers and one British trooper were killed in a helicopter crash in Zabul province. Officials said that crash did not appear to be a result of hostile fire.

Elsewhere in the country, the Afghan Defense Ministry said 35 militants were killed during a joint operation by Afghan and coalition troops in the Shah Walk Kot district of Kandahar province early Saturday. The mission included the use of airstrikes, it said in a statement.

A spokesman for the ministry, Zahir Murad, said he did not know how defense officials knew that 35 militants had been killed, and there was no way to independently verify the number.

Also in the east, a suicide bomber attacked the Afghan-Pakistan border crossing at Torkham, killing a border police officer and a civilian, said Gen. Ayub Salangi, the provincial police chief of Nangarhar.

Militant violence has risen across Afghanistan in the last three years, prompting President Barack Obama to send 21,000 additional U.S. troops this year. Within months, a record 68,000 U.S. forces will be in the country.

U.S, NATO, and Afghan forces are working to provide security for the country's Aug. 20 presidential election, which Taliban militants have vowed to disrupt.

Gunmen killed a candidate for provincial council in Kunduz province Sunday as he was traveling to a campaign event, said Ahmad Sami Yawar, the spokesman for the provincial governor. Candidate Jan Mohammad and his driver died in the attack, he said.

KANDAHAR, Afghanistan (AFP) – A helicopter carrying civilian contractors working for foreign troops in Afghanistan crashed on Tuesday in the south of the country killing at least six people on board, NATO said.

It was not immediately clear why the helicopter came down in the Sangin district of Helmand province, where US Marines, British and Afghan forces are pressing assaults against Taliban strongholds in the run-up to key elections.

"At around 9:00 am (0430 GMT) this morning, a private helicopter has crashed outside Sangin military base... we have at least six people killed," said a spokesman for the NATO-led International Security Assistance Force (ISAF).

"The passengers were all civilians," he added, speaking from the biggest NATO base in southern Afghanistan at Kandahar.

Another ISAF spokesman said the aircraft was carrying civilian contractors, but their nationalities were not immediately known and it was not clear how many people were on board.

Fazul Haq, head of the local administration in Sangin, told AFP that he saw the chopper catch fire and crash.

"I was on the rooftop of a building when I saw a helicopter... Suddenly, about two kilometres from a foreign forces' base in Sangin I saw the chopper catch fire, then crash down," he said.

"Even now I can see flames and smoke," he added, speaking to AFP by telephone from the remote southern district.

A spokesman for the Taliban, which is waging an increasingly deadly insurgency against Western troops and the Afghan government, claimed that its fighters shot down the helicopter.

The Taliban frequently make claims and exaggerate their prowess in statements that are impossible to confirm.

"It was a Chinook helicopter and we brought it down," the spokesman, Yousuf Ahmadi, told AFP by telephone.

The incident comes one week after a British and two Canadian soldiers were killed when their Ch-146 Griffon helicopter crashed on take-off in Afghanistan.

Canadian military officials said the crash on July 6, also in the south of the country, was likely caused by mechanical failure, not enemy fire.

Afghanistan has seen a surge of violence in recent weeks, as the country prepares to go to the polls for landmark presidential and provincial council elections on August 20.

With the nearly eight-year insurgency at its deadliest, the United States has dispatched up to an extra 21,000 soldiers in a bid to stabilise the country ahead of the vote.

Military casualties have surged in recent weeks as about 4,000 US Marines and thousands of British and Afghan forces battle their way into Taliban strongholds in the south in separate assaults launched about three weeks ago.

There are about 90,000 international troops, mainly US, British and Canadian, deployed in Afghanistan to help Kabul defeat the Taliban insurgency which followed the 2001 US-led invasion to oust their Kabul regime.

    據俄羅斯《生意人報》報道，俄軍一架最新型的米-28N型武裝直升機在6月份的一次測試中墜毀，但軍方封鎖了相關的消息，直到最近才被透露出來。俄國防部組建的事故調查委員會在經過初步的調查後指出，事故很可能是由于飛行員操作失誤或是武器控制係統故障引發的。

    據悉，此次墜機事故發生在6月19日，當時一架米-28N正在莫斯科軍區的戈羅霍維茨諸兵種靶場進行射擊試驗。飛行員將直升機懸停在一較低的高度並使用火箭彈和機炮對靶標進行射擊，但不幸就在此時突然發生：火箭彈產生的尾氣導致直升機發動機發生嚴重的喘振。由于動力急劇喪失，飛行員不得不採取迫降措施。但迫降並不成功：直升機幾乎從40米的高度垂直墜下。在墜地後，直升機還滑行了一小段距離，在此過程中，其左側支架陷入泥土之中，導致機體向左側翻倒，造成升力螺旋槳和尾梁折斷。所幸沒有飛行員在此過程中受傷。

OTTAWA (AFP) – Two Canadian troops and a British soldier were killed in Afghanistan when the CH-146 Griffon helicopter they were travelling in crashed during takeoff, officials in Ottawa said Tuesday.

Military officials said Monday's crash likely was caused by mechanical failure, not enemy fire.

The accident northeast of Kandahar also injured three people on the ground, officials said.

The deaths bring the number of Canadian troops killed in Afghanistan since 2002 to 124.

Violence has reached record highs in recent weeks and Western military commanders fear that the trend will continue as insurgents try to target presidential elections due in August.

Canada's mission, set to conclude in 2011, includes some 2,800 soldiers deployed in southeastern Kandahar province.

Helicopter crash kills 26 in NW Pakistan

ISLAMABAD (AFP) – At least 26 security personnel on board a military helicopter were killed on Friday in northwestern Pakistan when it crashed due to a technical fault, security officials said.

The accident occurred on the border of the semi-autonomous Orakzai and Khyber tribal regions.

"An MI-17 (military) helicopter crashed due to a technical fault this afternoon at the border of Orakzai and Khyber agency. Twenty-six security personnel on board embraced shahadat (martyrdom)," a senior security official said.

He said that the site of crash was 20 kilometres (12 miles) from Peshawar, the capital of North West Frontier Province.

Another security official also confirmed the crash and casualties and said, "detailed investigations are being carried out."

Pakistan has been pressing a two-month battle to dislodge militants in three districts of the northwest and has launched air raids in the tribal belt to lay the groundwork for a second front against the Taliban.

Fighter jets have been pounding suspected insurgent hideouts in South and North Waziristan, where the military says it is preparing for a full-scale offensive against Pakistani Taliban warlord Baitullah Mehsud.

Military and government officials announced the assault against Mehsud and his network in mid-June, vowing to track down and eliminate the warlord blamed for a wave of deadly blasts in Pakistan in the past two years.

Pakistan has offered a 615,000-dollar reward for information leading to the capture, dead or alive, of Mehsud, who is holed up in South Waziristan.

About 2,000 people have died in bombings since July 2007 and the United States has put Pakistan at the heart of its war against Al-Qaeda and efforts to stabilise Afghanistan, welcoming a military push to clear out Taliban havens.

Fighting in Pakistan's tribal belt follows two months of assaults to root out the Taliban from three districts of North West Frontier Province.

Commanders say those assaults are nearly over, but sporadic fighting has continued and many areas have been devastated by the offensive, leaving it unclear how an estimated two million displaced people can easily return home.

During the last 24 hours, the Pakistani military said at least 13 militants and four local tribesmen were killed in the districts of Swat and Dir.

Death tolls are impossible to confirm independently because fighting takes place in closed military zones and the army has faced scepticism that more than 1,600 militants have been killed since late April.

Washington alleges Al-Qaeda and Taliban rebels who fled Afghanistan after the 2001 US-led invasion are holed up in South Waziristan.
