    新華網巴黎２月８日電（記者彭夢瑤）法國國防部一名負責人８日說，法國已經同意向俄羅斯出售一艘“西北風”級兩棲攻擊艦，並正在考慮俄方提出進一步從法國購買另３艘“西北風”級兩棲攻擊艦的請求。

    法國國防部軍備司國際事務負責人雅克·德拉瑞吉在當天舉行的新聞發布會上說，法國已經同意向俄羅斯出售一艘“西北風”級兩棲攻擊艦。另外，俄軍方還向法國提出繼續購買另外３艘“西北風”級兩棲攻擊艦的請求，法方正在對此進行考慮。

    德拉瑞吉介紹說，下一步，俄方還將正式通過政治渠道向法政府提出購買另３艘軍艦的申請，而法國則將在“數周後”由“最高領導層”對此申請做出回應與決定。

    “西北風”級兩棲攻擊艦排水量達２．１萬噸，長約２００米，同時具備遠程兵力投放及兩棲作戰指揮功能，相當于一艘直升機母艦，可搭載直升機、水路兩棲裝甲車、坦克等重型裝備以及至多９００名士兵，是法國海軍現役第二大艦只。

    俄羅斯海軍司令弗拉基米爾·維索茨基說，購買這樣一艘軍艦將使俄黑海艦隊具有在４０分鐘內完成原本需要２６小時才能完成的軍事行動能力。

    [據俄新社2009年12月14日報導] 2009年12月14日，俄羅斯國防部消息稱，俄羅斯和法國代表團本月底將舉行會談，商討購買法國“西北風”級兩栖攻擊艦事宜。

    2009年12月8日，俄羅斯參謀總長表示，俄羅斯將於2009年末決定是否會購買法國的“西北風”級兩栖攻擊艦。消息稱俄羅斯對僅僅購買1艘艦艇不感興趣。

    “主要感興趣的是造船的技術，要能使國內的防務工業能造出類似的艦艇。這是我們絕不含糊和堅定的立場。”

    他強調，那種認為僅僅是為海軍購買武器，而不需要獲取合適的先進技術促進俄羅斯自生技術發展的說法是“愚蠢而錯誤”的。他說，“這將充分的應用於從海外購買直升機母艦。”

    消息稱，購買類似艦艇的談判不僅在和法國進行，俄羅斯也同時在與荷蘭和西班牙接洽。

    2009年12月9日國防部稱，購買“西北風”級艦艇的最終決定取決於“徹底的評估法國技術在俄羅斯國內造船項目框架內的效用”。

Russia, France to hold further warship talks

Russian and French delegations will meet later this month to discuss the possible sale of a French warship, a Russian Defense Ministry source said on Monday.

The chief of the General Staff said last Tuesday that Russia would decide by the end of 2009 whether to purchase a Mistral class amphibious assault ship from France.

The source said Russia was not interested in buying just one warship.

"What is of principal interest is shipbuilding technology that will enable the domestic defense industry to build similar ships. That is our unequivocal and categorical position," he said.

He stressed that it was "senseless and wrong" to speak of buying weapon systems for the Navy without obtaining appropriate advanced technology for their subsequent production in Russia.

"This fully applies to the purchase of helicopter carriers abroad," he said.

The source also said that talks on the purchase of warships of the same class were ongoing not only with France but also with the Netherlands and Spain.

The Defense Ministry said last Wednesday that a final decision should be based on "a thorough assessment of the effectiveness of [French] technology in the framework of domestic shipbuilding program."

Deputy Prime Minister Igor Sechin said in late November that Russia could build its own helicopter carrier on a par with the French Mistral-class warship, and that the Defense Ministry could contract the United Shipbuilding Corporation to build it.

The Russian military earlier announced that it was considering buying one of the Mistral-class ships, worth 400-500 million euros (around $600-$750 mln), and potentially building three or four vessels of the same class in partnership with the French naval shipbuilder DCNS.

A Mistral-class ship is capable of transporting and deploying 16 helicopters, four landing barges, up to 70 vehicles including 13 battle tanks, and 450 soldiers. The vessel is equipped with a 69-bed hospital and can be used as an amphibious command ship.

Many Russian military and industry experts have questioned the financial and military sense of the purchase.

Russia's current arms procurement program through 2015 does not provide for construction or purchases of large warships, so the acquisition of a French warship is more likely under a new program, through 2020, which has yet to be developed.

Tiger Deploys on Mistral for Trials

 The flight deck of the Mistral amphibious ship is keeping very busy: after hosting the Russian Ka-52 helicopter on November 27, the French Navy’s first Batiment de Projection et Commandement (BCP, amphibious command ship) on December 9 hosted two Tiger, two Gazelle and two Puma helicopters belonging to the French Army air corps, ALAT.

The event is significant for the Tiger, the Army’s new combat helicopter, which performed the third and final phase of its operational trials (EXTA 3), enabling it to validate its ability to operate from a helicopter carrier.

During this week of maneuvers, the instructors of the Air Mobility Group of the Army’s Technical department (GAMSTAT) will transfer their skills to the aircrew of the 5th Combat Helicopter Regiment (RHC) based in Pau and to the Mistral's crew.

On the menu: landing exercises for pilots, rolling in and out of the hangar and folding blades for deck engineers. The highlight of the EXTA 3: A final live fire with rockets and cannons to fire air-sea and air to ground.

Thus, both Tigres flew on December 10 for a shooting day on the firing range on Levant island, and night firings at Canjuers.

The commander of the Mistral, a former naval aviation pilot, welcomed the presence of Army Aviation personnel, "which allows the Mistral to implement one of its main capabilities, the airmobile power projection, while strengthening the interoperability ties between the Army and Navy.

意海軍開始建造新一批U212A級AIP動力潛艇

    據防務專家網2009年12月9日報道 12月9日，意大利芬造船金融集團(Fincantieri)下屬船廠在穆吉亞諾舉行儀式，慶祝第二批U212A “托達羅”(Todaro)級潛艇中的第一艘開工建造。這批潛艇由意大利海軍訂購，計劃于2015年和2016年交付，用以替代19世紀80年代建造的“普裏尼”號(Prini)和“佩羅希”號(Pelosi)潛艇(“薩烏羅”級潛艇的第三批)。

    212A型潛艇是1994年開始意大利與德國共同合作的項目，該項目向意大利交付了兩艘潛艇(分別于2006年和2007年交付的“托達羅”號和“斯西勒”(Scir岢”)號潛艇)，向德國交付了4艘潛艇。

French Ship Mistral Hosts Russian Naval Aviation

"This day will mark history." These are the words uttered on November 27, 2009 by the Director General and Chief Designer of the Kamov firm, Mr Sergei Viktorovich Mikheyev, at the first landing of the Russian Ka-52 combat helicopter aboard a helicopter carrier. In this case, the ship was the French Navy’s Bâtiment de Projection et Commandement (BPC) Mistral.

Having barely sailed out of the Neva, in the heart of St. Petersburg, where the Mistral made a four-day visit, the ship made a "cross deck" landing exercise with Russian Navy helicopters. For over an hour, several deck landings were made by a Ka-27 (Helix anti submarine warfare helicopter), a Ka-29 (assault transport helicopter) and the impressive Ka-52, which also simulated a refueling on the flight deck of the Mistral.

The Ka-52 is Russia’s latest combat helicopter, and like other helicopters designed by the Kamov design bureau is fitted with coaxial main rotors. Thanks to the absence of anti-torque tail rotor, they offer stability and exceptional agility. Another originality of the Ka-52 is its ejector seats, which allow its two pilots, installed side by side, to be extracted from the aircraft after the blades are blown off in less than 6 seconds.

The Ka-52, which has not yet entered active service, thus made its first deck landings on the Mistral, whose choice is a strong symbol of the friendship between Russia and France.

Further evidence of the close Franco-Russian relationship was given by the participation of a French officer to the KA-29’s deck landings. Ensign Rémi Wasseln, helicopter flight deck officer on the Mistral, made several landings in the Mistral aboard the Ka-29. It is with ill-concealed joy that he commented on these bilateral exercises: "It's a rare moment that I experienced, and I will have fond memories of being able to fly over the Mistral in the Ka-29 while a Ka-52 was in the landing circuit. The crew of the Ka-29 was very friendly, and showed great kindness to me. I look forward to working again with the Russian navy, maybe with the Ka-52," he said.

In unison, General Nikolai Victirivitch Kuklev, acting commander of the Russian Naval Air Arm, M. Mikheev and Captain Didier Piaton, commander of the Mistral, welcomed the ease with which these exercises were smoothly conducted. Adapting protocols, acclimatizing to new operational cultures, and communicating when not speaking the same language are not easy accomplishments. These difficulties have been overcome by the common desire of the Russian naval aviation and the French navy to mark this day in history by allowing the Ka-52 Russian made its first deck landings on the French Mistral.

    據俄羅斯《生意人報》11月25日報道，俄總理普京將于11月27日對法國進行訪問。期間，普京將親自與法方討論有關為俄海軍採購法制“西北風”級兩棲攻擊艦的可能性。

    法國軍方透露，俄總理親自過問有關採購“西北風”級兩棲攻擊艦的情況表明，俄方對該型軍艦的性能非常滿意。不過，在此次訪問過程中，雙方暫時還不會討論有關簽署採購合同的事宜。據悉，具體的談判將由俄法兩國國防部長負責。

    “西北風”級兩棲攻擊艦的排水量16500─21500噸，艦長199米，寬32米、吃水6.2米、桅高54米；飛行甲板長199米，有6個起降點。航速19節，續航力1.1萬海裏/15節，最大自持力45天。(春風)
