Navy facing shortage of jump-jet Harriers: Antony

Navy is facing shortage of jump-jet Sea Harriers, Defence Minister A K Antony admitted in the Lok Sabha, but said the crisis was "temporary".

He told the House in a written reply that the upgradation of the sea fighters had caused the scarcity.

"The ongoing upgrade of Sea Harrier Programme has temproraily affected the availability of the aircraft," Antony said.

The Defence Minister said the contract from limited upgrade of Sea Harrier aircraft was concluded with HAL in March 2005 at a cost of Rs 476.69 crore and the upgradation would be completed by 2009.

Indian Navy has recently suffered a spate of Harrier crashes depleting its fighter strength. Recently the British Aerospace, the makers of the aircraft have offered to supply four Harrier frames to India for cannibalisation to make navy jets more operational.

　　印度新聞網2008年2月25日報導 俄羅斯Sevmash船廠發言人米哈伊•斯塔羅志洛夫已公開反駁一些關於”戈爾什科夫”號航母可能將不向印度出售的報導。

　　他表示印度方面不願撤銷與俄羅斯國防出口公司(俄唯一國有武器出口商)簽訂的合同，儘管要保留合同印度需要再支付10億盧布。

　　印俄雙方目前正進行高層會談，印度軍方總司令今年3月將出訪俄羅斯北德文斯克市，這證明了雙方目前都不願終止合同。

　　俄羅斯外交部亞洲二局主管亞歷山大•馬亞索夫表示雙方高層官員與專家目前正討論”戈爾什科夫”號航母的改造問題。

　　俄羅斯國防出口公司與印度海軍於2004年簽訂了”戈爾什科夫”號航母的合同。該項目包含了”戈爾什科夫”號航母的修理與改造。該航母將裝載最新的武器系統、艦載米格-29K型戰鬥機組以及反潛艇預警直升機Ka-27和Ka-31。

　　目前，Sevmash船廠的航母改造工程已經放慢腳步。該船廠總經理尼古拉•卡利斯采托夫表示俄專家當時對合同價格評估犯了錯誤，而他們的錯誤價值10億盧布。(中國船舶工業綜合技術經濟研究院 溫佳峰)

Carrier deal with India still on, claims Russia

MOSCOW — The deal with India for selling the aircraft carrier Admiral Gorshkov stands, a spokesman for the Russian shipyard that is refurbishing the ship says, refuting reports that the deal could be scrapped.

Sevmash spokesman Mikhail Starozhilov said  India is not interested in severing its contract with Rosoboronexport, Russia's sole state-run arms exporter, although it will have to pay an extra billion roubles for the ship.

"The two sides are currently actively involved in top-level negotiations. The Indian Navy chief will come in March to settle the differences. In Russia, this question is supervised by the ministry of defence. These facts prove that neither side wants to annul the contract," Starozhilov said.

Director of the foreign ministry's second department of Asia Alexander Maryasov said that the problems associated with the reconstruction of the ship were being discussed by high-ranking officials and experts.

"The sides are discussing a number of technical, legal and financial issues. In the near future, they will establish a working group to consider proposals on resolving this problem with a concerted effort. This is a solvable problem," the diplomat said.

Rosoboronexport and the Indian Navy signed the contract for the ship in 2004. The project provides for the vessel's repairs and modernisation. It will be equipped with the latest arms systems and ship-based MiG-29K fighters and anti-submarine early-warning Ka-27 and Ka-31 helicopters.

印度升級海鷂戰機使艦載機部隊暫時失去戰鬥力

　　據防務新聞網2008年3月3日報導 印度國防部長A•K•安東尼在3月3日告知國會，隨著15架英制反潛戰鬥機“海鷂”升級計畫的進行，印度海軍正面臨短缺“海鷂”式戰機的處境。

　　1998年美國為報復印度進行核子試驗對印進行制裁之後，印度難以獲得“海鷂”式戰鬥機的相關備件，印度海軍的多數 “海鷂”式戰鬥機都停飛。2001年美國取消了對印制裁， “海鷂”戰機的升級計畫於2005年獲准。

　　印度國防部引用安東尼在書面答國會問中表示，國有企業印度航空公司(HAL)獲得了大約1.19億美元的部分升級合同，該合同預計將於2009年完成。

　　印度航空公司獲得升級合同的重要原因是其升級合同報價比英國BAE系統公司的報價低一半，儘管後者是1983年“海鷂”式戰鬥機的供應商。

Shortage of aircrafts in Navy

New Delhi, Mar 3 : The Indian Navy has been facing a shortage of sea Harriers, the carrier-based vertical take off jet fighter aircraft.

Introduced in the Navy over two decades ago, it was decided to upgrade the aircraft in 2005.

A Contract for the limited upgrade of Sea Harrier aircraft was concluded with M/s Hindustan Aeronautics Limited in March 2005 at a cost of Rs. 4766.9 million. The upgradation programme is expected to be completed by 2009.

This has temporarily affected the availability of the aircraft.

Defence Minister A K Antony gave this information in a written reply in the Parliament today.

The Defence Minister also stated that the Government does not propose to introduce compulsory military service in the country.

According to the latest statistics the Army is grappling with a shortage of 11,238 officers in an "authorized" strength of 46,615.

Around 3,000 officers have applied for premature retirement since 2004.

　　“各方面都在不斷地努力解決‘戈爾什科夫’號航母的問題，甚至列入了俄羅斯總統普金和印度總理曼莫漢•辛格的最高政治對話中，現在正在專家級討論僅剩的幾個技術和財務問題，”據俄羅斯外交部第2亞洲司司長亞歷山大•馬里亞斯夫週四表示。

　　印度國防部長維吉•辛格目前正帶著一個高級代表團在俄羅斯進行實地考察，並考察航母所需要的額外改裝工作，以核實莫斯科所提出的額外費用。

　　據2005年俄羅斯與印度簽訂的合同，這艘排水量45000噸原定於今年8月交付印度，但去年11月俄羅斯要求增加12億美元來進行改裝等工作。

Only Few Technical, Financial Issues Pending on Gorshkov Deal

India and Russia have launched experts-level talks to thrash out the "few remaining" technical and financial issues pending on the upgrading of aircraft carrier Gorshkov. 

"Hectic efforts are on at all levels to resolve the issue of Gorshkov, which was discussed at the highest political level by President Vladimir Putin and Prime Minister Manmohan Singh, and now few remaining technical and financial issues are being discussed at experts level," Director of 2nd Asia Department of the Russian Foreign Ministry Alexander Maryasov said on Thursday. 

Defence Secretary Vijay Singh is presently leading a high-level Indian delegation to Russia to carry out physical verification of additional refit work needed on the aircraft carrier to justify additional costs as claimed by Moscow. 

The 45,000 tonne displacement carrier was to have been delivered by August this year as per a USD 1.5 billion contract signed in 2005 but Russia stunned India in November by demanding an additional USD 1.2 billion for refitting and other works. 

In a parallel development, RAC MiG Corporation announced on Thursday that it will deliver 16 MiG-29K fighters developed for Gorshkov to India by June this year. 

According to the initial agreement, 12 fighters and 4 fighter trainers were to be deployed on Gorshkov after its induction by the Indian navy as INS Vikramaditya.

（中央社記者郭傳信新德里十七日專電）據國防人士今天表示，已擁有十九艘潛水艇部隊的印度，決心進一步增強海上武力投射平台，繼二零零五年向法國採購六艘「（魚由）魚（Scorpene）」級常規動力潛艇之後，又計劃引進六艘反潛潛水艇，配備新型飛彈，作為建立藍水艦隊中的水下獵殺部隊之用。

在新德里舉行的印度二零零八年陸海軍備國際展中，印度國防人士表示，印度海軍已在最近要求國際主要潛艇製造商提出建議說明，包括法國DCNS國有船廠，也是「（魚由）魚」級潛艇的建造者、西班牙納萬蒂亞（Navantia）公司、俄羅斯RUBIN中央潛水艇設計局，以及德國哈德威（HDW）造船廠。

據法國國有船廠執行副總裁富若龍（AlainFougeron ）向在場媒體介紹法國可能向印度提供的新型獵殺潛艇表示，新型潛艇將比「（魚由）魚」級潛艇具有更大的噸位和更多的特色。

俄羅斯中央潛艇設計局經理艾非莫夫則表示，獵殺潛艇必須具有在水下發射飛彈的能力，俄羅斯提供的最新型「阿穆爾（Amur）」級常規動力潛艇，即具備了威力強大的飛彈系統。

印度武器研發機構「國防研究暨發展組織」十五日曾表示，計劃於本月底試射印度自製研發的「薩卡里卡（Sagarika，又稱海洋）」潛射巡弋飛彈，長約八點五公尺、直徑約一公尺，射程約七百公里，可攜帶五百公斤核子彈頭。

不過，由於印度迄今尚無能夠在水下發射飛彈的潛艇，只能在水下五十公尺處設立一座固定發射架使用。

印度海軍潛艇艦隊現階段共有十九艘潛艇，包括十艘俄羅斯製「基洛（Kilo）」級潛艇，目前正交由俄羅斯船廠進行改造升級工程；此外，還有五艘俄製Ｆ級潛艇和四艘德國209型潛艇。但這些現役潛艇大部分老舊，多數至二零一二年即服役期滿。

據印度國防人士表示，海軍除已向法國採購六艘「（魚由）魚」級常規動力潛艇，以及計劃繼續增加六艘新型獵殺潛艇之外，印度也準備尋求美國合作建造七艘巡防艦，作為增強印度海洋武力投射的平台。

　　環球時報•環球網消息：俄羅斯為印度改裝戈爾什科夫號航母，中途提出在原來價格的基礎上，加價12億美元，印度對此很是不滿，此事一度陷入僵局，可如今，印度終於鬆口，即將派出有國防秘書帶頭的高規格代表團，遠赴俄羅斯商談，適當滿足俄羅斯的加價要求。

　　據印度時報2月2日報導，印度國防秘書維吉•辛格(Vijay Singh)將於2月19日率高規格代表團到俄羅斯，商談戈爾什科夫號航母的加價數額。

　　來自印度國防部的消息說，俄羅斯開出的加價12億美元的要求實在太高，雙方正在商談能否將這一數額減半；印度準備再拿出5至6億美元，讓俄羅斯繼續改裝這艘4.457萬噸級的航母。

　　印度時報的文章說出了印度對加價問題率先鬆口的“苦衷”：對於印度實現在整個印度洋地區建立強有力“藍水海軍”的夢想來說，這艘在俄北德文斯克Sevmash造船廠停靠了12年的戈爾什科夫號航母確實至關重要，未來十年內，印度希望擁有兩大航母戰鬥群，這艘航母將是其中之一。

　　2004年1月份，俄印簽署協定，印度出資15億美元升級改造這艘航母及其配屬的16架米格-29K戰機和一系列直升機，交付日期定於2008年8月份。

印度基洛級潛艇辛杜格霍什號與商船發生碰撞

　　海事鏈結網2008年1月14日報導 據印度私立電視臺NDTV報導，印度海軍“辛杜格霍什”號潛艇與一艘商船在阿拉伯海域發生碰撞，該潛艇設法在孟買以北300km處的阿拉伯海域浮出水面。

　　發生碰撞時，“辛杜格霍什”號正在進行常規的軍事演習，碰撞對潛艇的水平舵造成了輕微的破壞。事故發生時，潛艇上有60名艇員，事故發生以後，在沒有任何的幫助下，潛艇自己返回了孟買的基地。該潛艇能夠安全逃脫是不可思議的，因為在那樣的情況下，潛艇通常會沉沒，印度海軍官方不願意證實或否認該次事故。(中國船舶資訊中心 楊龍塾)

High court gives CBI time to probe Scorpene deal

The Delhi High Court Thursday granted three months' time to the Central Bureau of Investigation (CBI) to submit a detailed report on the investigation into the alleged irregularities in the 2005 deal for French Scorpene submarines.

A division bench comprising of Justices T.S. Thakur and Veena Birbal asked the agency to file its reply by April 25. 'Come to us after three months and inform us if a first information report (FIR) in this case can be registered or not,' it said.

The court Wednesday pulled up the agency for not investigating the matter properly.

'We would like to cross-check your investigation officer to know what has been done on the complaint alleging kickbacks in the Scorpene deal. We feel dissatisfied with what you have done so far. If you have tried to shield someone, then we would come down very heavily on you,' it said.

Seeking a direction to initiate an inquiry into the defence deal, former law minister Prashant Bhushan said he had approached the court through a public interest litigation (PIL) after the CBI failed to act on his complaint for a separate probe in the defence deal.

In a 2006 complaint, the petitioner had alleged that one of the accused in what has come to be known as Navy War Room leak case had sent an e-mail to the French company manufacturing the submarine demanding on behalf of a political party four percent commission for brokering the deal.

The Intelligence Bureau (IB) had seized the e-mail, Bhushan said.

Various government agencies, including the IB, were involved in investigating the Navy War Room leak and in February 2006 authorities decided to hand over the case to the CBI for initiating criminal proceedings against the dismissed naval officers and civilians, said the petition.

Retired navy officers Ravi Shankaran, Kulbhushan Parashar and businessman Abhishek Verma were accused of being involved in the alleged leak of sensitive information from the Navy War Room.
