媒體：歐巴馬將爭取逾2000億美元軍費

（法新社華盛頓26日電）美國「有線電視新聞網」（CNN）今天報導，美國總統歐巴馬（Barack Obama）將要求國會提供逾2000億美元，作為在未來18個月的戰爭經費。

CNN引述不具名國防官員說，歐巴馬的要求包括在2009年提撥755億美元，用於派遣更多美軍前往阿富汗。

報導指出，歐巴馬爭取的2010會計年度國防預算將包括在伊拉克與阿富汗作戰的軍費。美國2010會計年度從10月開始。

（法新社華盛頓25日電）美國軍方面臨歐巴馬總統設限的新時代，高科技戰機、新式戰艦與飛彈防禦計畫的經費都可能遭到大幅削減。

隨著美國預算赤字迅速膨脹到一兆多美元，歐巴馬新政府之前就暗示，希望透過縮減伊拉克駐軍人數及裁減昂貴的武器計畫，縮小軍事支出規模。

列星頓研究所（Lexington Institute）的湯普森（Loren Thompson）說：「裁減武器比裁減人員容易。」

湯普森告訴法新社：「有清楚的跡象顯示，美國防支出在2008年達到高峰，隨著美國減少伊拉克駐軍，國防預算在未來四年會逐漸減少。」

歐巴馬的前任小布希去年九月簽署6120億美元的國防授權法案，按實值計算，這個金額為第二次世界大戰以來之最。但是經濟危機意味著國防支出將遭遇更多壓力與限制。

經費可能遭到削減的包括通用動力公司（General Dynamics）製造的海軍驅逐艦、包括洛克希德馬丁（Lockheed Martin）與波音（Boeing）共同製造的F-22猛禽戰鬥機與艦載超級大黃蜂（Super Hornets）戰機、武裝部隊共同使用的數位無線電系統及波蘭與捷克的飛彈防禦武器。

國防部發言人表示，國防部準備大幅削減支出之際，部長蓋茨（Robert Gates）決心防堵預算問題內容外洩，史無前例要求高級官員簽署保密文書，承諾不向外透露可能引起政治紛爭的預算討論細節。

索諾馬州立大學（Sonoma State University）教授暨新聞查禁榜（Project Censored）主任菲力普斯（Peter Phillips）說：「新保守派主張美國必須以武力主導全球，歐巴馬政府延續這項主張，儘管也許他們表現出來的是比較寬容、比較溫和。」

印度新年度國防預算將增加34%達290億美元

   據俄新網消息，印度財政部代理部長普拉納博·穆克吉(Pranab Mukherjee)16日表示，印度國防部將把2009年至2010年的年度預算增加34%，達到1.41萬億盧比(按照現匯率折合290億美元)。

   在議會發表講話時穆吉克說：“對孟買的襲擊標志著跨國恐怖主義出現新的變化，因此我提議把國防開銷增加至14170.3億盧比。”

日本政府宣布下年度防衛預算，預計減0.1%

   共同社消息，日本政府在24日的內閣會議上通過了下一財政年度的政府預算案，防衛費用減少，下年度為47,741億日元(約合人民幣3602億元)，減少了0.1%。駐日美軍駐留經費負擔為1928億日元，減少了156億日元，自1992年度以來首次低于2000億日元。
   駐日美軍整編經費為689億日元，其中346億日元用于為駐衝繩美國海軍陸戰隊搬遷至關島建設新的司令部和軍營。此外還有149億日元作為由美軍整編產生的陸上自衛隊中央快速反應集團司令部向座間營地的搬遷費等維持威懾力所需費用。包括這部分在內的駐日美軍整編費用共達到839億日元。

法國公佈六年軍事預算計畫

     [據簡氏防務週刊網路版11月刊報導]法國計畫在2009年至2014年之間將1500億歐元國家國防預算中的1010億歐元（約合1290億美元）用於採購新型軍事裝備。這份軍事預算計畫是法國國防部提交的。他表示儘管法國經濟面臨著一些困難，但是這項預算計畫是合理的，也是可以實現的。但是如果經濟情況發生較大變化時，法國也有可能調整這一數字。法國國防部長表示新硬體的支出在2009年到2014年的最初四年中每年保持在169億歐元，然後到2013年和2014年分別增加到173億歐元和180億歐元。

    在最初的四年中，預算數額可能小於計畫公佈的數字，但是國防部將通過出售價值35億歐元的軍用資產和向私有廠商出售無線電頻率波段來彌補這一差異。另外，國防部計畫將目前的27.1萬人減少5.4萬人，用於支付裝備採購。該計畫將在一個月後公佈，國防部表示2009年的軍事裝備預算將作為6年計畫的一部分，2009年度的預算額將達到170.1億歐元，與本年度相比增加了10％。

    儘管國防預算緊張，法國也希望能夠確保這一軍事計畫的實施，以保證法國的軍事實力保持在世界第四或第五的位置。在這項計畫下，法國在2009年至2014年之間將投資203億歐元用於升級和保持核威懾。其中包括計畫於2010年下水裝備M51戰略導彈的第四艘“可懼”級戰略核潛艇。法國將訂購60架多功能“陣風”戰鬥機，但是，實際可能也只訂購50架，如果有國外用戶訂購，法國可能增加交付數量。

    在2009年至2014年間，法國陸軍將交付495 VCBI步兵戰車和22230套FELIN未來士兵系統，同時還將升級Leclerc主戰坦克，使主戰坦克的總數達到254輛。除此之外，法國將“虎”式直升機的存貨從目前的20架增加到2014年的33架。2011年交付NH90運輸直升機。該計畫還規定建造FREMM多功能護衛艦和“梭魚”級潛艇。儘管A400M軍用運輸機專案還存在很多問題，但是法國國防部長表示法國不可能追究建造商空客公司的母公司EADS集團的罰款。在這一條件下，EADS公司將給法國政府一個確切的交付日期。（中國船舶工業綜合技術經濟研究院 於紅）

布希簽發美國2009財年國防預算

    [據美國國防部網站2008年10月15日報導]    華盛頓時間2008年10月14日上午，美國總統布希簽發了美國2009財年國防預算，使之成為正式的法律性檔。在該預算案中，5120億美元是普通軍費預算，660億美元用於美軍在伊拉克和阿富汗的軍事行動。
 
    此次簽發的國防預算表明，布希政府將優先確保反恐作戰能力、增強地面作戰能力、提高戰備水準、開發應對未來威脅所需的作戰能力等。美國2009財年的國防預算中，將有200億美元用於新增部隊所需的武器裝備費、訓練費和設施費。在這筆巨額經費的支持下，陸軍編制將擴展到54.74萬人，海軍陸戰隊將擴展到20.2萬人。將有專門的款項繼續支持陸軍從以師級單位為中心的部隊向更靈活、更機動、更具戰鬥力的模組化部隊轉型。
 
    此外，2009財年的國防預算加強了對國家護衛隊和預備役部隊的建設，將有490億美元用於招募新兵、訓練、配備裝備以及支援國內外提供關機軍事能力的部隊編制。

Bush Signs Fiscal 2009 Defense Budget Into Law

WASHINGTON, Oct. 14, 2008 – President Bush signed the fiscal 2009 defense budget into law today, authorizing a $512 billion base to support military readiness, as well as $66 billion for operations in Iraq and Afghanistan.

The law also authorizes a 3.9 percent pay raise for servicemembers, to take effect Jan. 1. This represents a one-half-percent increase over Bush’s initial request.

Bush signed the bill into law this morning without issuing a public statement, before leaving the White House to meet with Defense Secretary Robert M. Gates and the Joint Chiefs of Staff at the Pentagon.

The budget represents Bush’s priorities and sustains U.S. commitment to the war on terror, increasing ground combat capabilities, improving force readiness, developing combat capabilities needed to meet future threats, and improving the quality of life for servicemembers and their families, defense officials said.

It “provides the resources necessary to maintain an agile, highly trained and lethal fighting force, increase Army and Marine Corps end strength and sustain the United States’ technological advantage over current and potential enemies,” Defense Secretary Robert M. Gates said as Bush announced the budget request in February.

The 2009 budget provides more than $20 billion to grow the force and provide the equipment, training and facilities these troops will need. The new budget will fund efforts to increase the active Army to 547,400 soldiers and the Marine Corps’ strength to 202,000. It also includes continued funding for the Army’s transformation from a division-centric force to a more flexible modular force with increased mobility and combat power.

The new budget will strengthen the National Guard and reserves, providing $49 billion to recruit, train, equip and sustain units that provide critical military capabilities both at home and abroad.

It also provides funds needed to recapitalize aging aircraft fleets, providing $17.3 billion to modernize tactical fleets and develop and procure fighter aircraft for the Air Force, Navy and Marine Corps.

Quality-of-life issues play prominently in the new budget. In addition to the pay raise, the law provides more than $41 billion for the military health system. It also bars some participants in the military's health care network from raising their fees.

The law also provides funds to continue action on recommendations of the President’s Commission on Care for America’s Returning Wounded Warriors. Officials said the funds will ensure world-class health and rehabilitative care to warfighters who are wounded, ill or injured in service to the nation.

　　中新網莫斯科9月17日電 俄羅斯國際文傳電訊社引述俄羅斯總理普京的話說，俄羅斯2009年的軍費將增長27%，達到2.4萬億盧布。有西方分析人士對此表示“震驚”。

　　普京說：“2009年將撥出將近2.4萬億盧布(941億美元)支應國防和安全需求。”他說，“這相當於增加27%。”

　　俄羅斯上個月與格魯吉亞就南奧塞梯問題發生了軍事衝突，目前局勢已經趨於平靜。但美國先後派出多艘軍艦到附近地區，引發了俄羅斯的嚴重關切。

　　俄羅斯總統梅德韋傑夫和普京都曾指出，在南奧塞梯的戰事已經顯示出俄軍武器和硬體設施有必要進行大幅現代化。

Russia plans record $46.5 bln arms spending in 2009

MOSCOW (Reuters) - Russian spending on arms will rise to a record $46.5 billion next year, a senior government official said on Friday, as the Kremlin moves to beef up the armed forces after a conflict in Georgia.

Russian national defence orders will rise to 1.2 trillion roubles ($46.55 billion) in 2009, 70 billion roubles higher than previously planned, Deputy Prime Minister Sergei Ivanov was shown saying on Russian television.

"We have managed to convince the Finance Ministry that the volume of state defence orders in 2009 will be 70 billion higher than previously planned," Ivanov told Prime Minister Vladimir Putin.

"The overall volume of state defence orders next year are planned at a record level of 1.2 trillion roubles," Ivanov said.

State defence orders includes spending on arms by all of Russia's military organizations -- such as the Defence Ministry, Interior Ministry and special services -- as well as repairs and spending on research and development.

Ivanov did not give reasons for the rise but said prices for military goods was rising faster than government inflation forecasts.

President Dmitry Medvedev said on Thursday the five-day conflict in Georgia last month had shown the armed forces needed modernizing and that problems with equipment needed to be resolved.

Russia provoked an outcry from the West when it sent troops deep into Georgia after repelling a Georgian attack on the Moscow-backed rebel enclave of South Ossetia, which is internationally recognized as part of Georgia.

Putin hiked defence spending during his eight year presidency in an attempt to stop the decline of Russia's once mighty fighting forces. 

But domestic critics and former officers say the Russian armed forces are hampered by rampant corruption, poor discipline, faulty equipment and outdated battle plans which still focus on a major land war in Europe.

In Russia's draft budget, spending on "national defence" is set to rise more than a quarter to 1.28 trillion roubles in 2009 from 1.02 trillion roubles this year. A more detailed breakdown of the spending is classified.

Putin also told Ivanov he had approved increases in spending on space programs and that he had signed a decree ordering an addition 67 billion roubles for the Russian GLONASS satellite navigation system.

Putin said an additional 45 billion roubles would be spent on the Federal Space Program over the next three years.

He said the money would be used to build a new cosmodrome in the Far East, finance the International Space Station and help space research.

　　據美國國家防務網站2008年9月15日報導 全球範圍的軍費支出沒有放慢速度的跡象。據斯德哥爾摩國際和平研究所的研究，2007年，全世界購買武器的支出接近1.3萬億美元——全球國民生產總值的2.5%，美國的武器採購費用占到全球總額的45%，遠遠高於緊隨其後的英國、中國、法國和日本——每個國家的武器採購費用都低於其國民生產總值的5%。

印度09年國防預算達400億美元半數用於採購裝備

　　據印度防務網站6月15日報導，印度國防部長安東尼表示，印度計畫將軍事預算上漲50%，達到差不多400億美元，占印度國內生產總值(GDP)的3%。

　　安東尼表示，目前印度的國防花費比GDP的2%還低，國防花費至少應達到GDP的3%。印度已經於2月將國防花費上漲了10%，2008—2009財年的國防預算已經達到265億美元，但仍然低於GDP的2%。

　　巴基斯坦和中國的國防預算分別占各自GDP的3.5%和4.3%。印度國防部長表示，這些國防預算首先要用於部隊的現代化建設，國防預算的一半應該用於購買新的軍事裝備。

Indian Defence Budget Could Touch US$ 40 Billion In 2009

India is planning to raise its military budget by 50% to almost $40 billion, making military expenditure 3% of the annual gross domestic product (GDP), the defense minister said.

"Our current defense spending is lower than 2% [of GDP]...and it should be at least 3%," A. K. Antony said at a meeting with top military commanders on Tuesday, without specifying a timeframe. India raised its defense spending in February by 10% to $26.5 billion for the fiscal year 2008-2009, but it still fell below 2% of GDP for the first time in at least a decade.

India's neighbors and long-term rivals, Pakistan and China, allocate around 3.5% and 4.3% of GDP to defense, respectively. The minister said top priority must be given to the modernization of the Indian Armed Forces and half of the defense budget should be allocated for the purchase of new military equipment.

"The modernization of armed forces has become a global trend," he said. "We must also assume a new approach taking into account a variety of threats to our national security." The Associated Chambers of Commerce and Industry of India said in a report last year that over the past three years, India had spent as much as $10.5 billion on military imports, making it amongst the largest arms importers in the developing world.

India's military imports are expected to reach $30 billion by 2012 with its armed forces expected to ink defense deals for at least 126 multirole fighters, 155-mm howitzers, a variety of helicopters and long-range maritime reconnaissance aircraft.
