美國戰機首次試驗成功以飛彈攔截彈道飛彈

(法新社華盛頓四日電)美國國防官員今天指出,一架美軍F-16戰機本週測試新的飛彈防禦概念,首次利用一枚空對空飛彈,擊落一枚正處於加速升空階段的探空火箭。

這個系統的名稱是「中央作戰網路─空中防禦要件」,此概念的新突破在於,它能在戰機或無人飛機上配備高速飛彈,足以攔截加速升空階段進入太空的彈道飛彈。

配備攔截飛彈的戰機必須飛進彈道飛彈發射點一百英里以內,在彈道飛彈發射後兩到三分鐘之內,捕捉正在爬升的飛彈。

美國飛彈防禦署發言人李納表示,這個系統在近距離對中短程彈道飛彈作戰非常有效。

他指出,美國國防部有另外兩項仍在發展中,較為大家熟悉的攔截加速階段彈道飛彈系統─空中雷射以及動能攔截飛彈,但這些系統距離備妥部署還有許多年。

李納說:「雖然它是非常短程的飛彈,必須在彈道飛彈發射的區域內才有效,但它確實讓我們具有攔截初期加速階段彈道飛彈的能力」。

這次測試昨天在新墨西哥州白沙飛彈試驗場進行,一架F-16戰機對一枚獵戶座探空實驗火箭發射兩枚改裝的AIM-9X飛彈。

國防部飛彈防禦署表示,第一枚飛彈擊毀探空火箭,第二枚則紀錄攔截過程;飛彈尋標器傳回火箭的近距離影像,展現了搜尋與追蹤目標的能力。

除配備特別尋標器,AIM-9X響尾蛇飛彈和AIM-120 先進中程空對空飛彈加裝新的第二階段液態推進燃料,使飛彈爆發速度,得以捕捉加速升空階段的彈道飛彈。

發展這個系統的雷神飛彈系統公司指出,這個系統「為發展並獲取飛彈防禦攔截器,提供了革命性且低成本的辦法」。

WASHINGTON (AFP) - A US F-16 fighter used an air-to-air missile to destroy a sounding rocket in its boost phase for the first time this week in a test of a new missile defense concept, US spokesmen said Tuesday.

The system -- named the Net-Centric Airborne Defense Element (NCDE) -- breaks new ground in that it would arm fighter aircraft or drones with missiles fast enough to intercept a ballistic missile as it lifts into space.

The aircraft would have to get to within a 100 miles of the launch site to catch the ascending missile in the first two to three minutes after launch.

But it could be very useful in a short range combat situation against short and medium range missiles, said Rick Lehner, a spokesman for the US Missile Defense Agency.

The Pentagon has two other better known boost phase intercept systems under development -- the Airborne Laser and the Kinetic Energy Interceptor -- but those are still years away from being ready, he said.

"So it does give us an initial boost phase capability even though it is a much shorter range missile, and you have to be in the area of the missile launch to be effective," Lehner said.

The test Monday at White Sands Missile Range in New Mexico involved an F-16 fighter that fired two modified AIM-9X missile at an Orion sounding or research rocket.

The first destroyed the rocket and the second recorded the interception, the Pentagon's missile defense agency said.

The missile seekers' relayed images of the rocket at close range, demonstrating the capability to acquire and track the target, the Pentagon's missile defense agency said.

"Although not unexpected, the subsequent intercept destroyed the target," it said.

"A second AIM-9X launched during the test observed through its seeker the intercept of the target by the first and was also on a trajectory to intercept the target," the agency said.

Besides special seekers, AIM-9X and AIM-20 AAMRAM are fitted with a new liquid propellant second stage to give it the burst of speed needed to catch a ballistic missile in its boost phase.

Lehner said the missiles were heavily instrumented during the test, but otherwise conditions were "pretty realistic."

Raytheon Missile Systems, which developed the NCADE, said it "provides a revolutionary, low-cost approach to interceptor development and acquisition."

Successful Target Tracking and Radar Exercise Completed

Lieutenant General Henry A. “Trey” Obering, Missile Defense Agency director, announced the successful execution of an important system test today during which a long-range ballistic missile was tracked by radars of the missile defense system.

The threat-representative target, which was accompanied by countermeasures, was launched from the Kodiak Launch Complex, Alaska, at 1:47 p.m. Alaska Time (5:47 p.m. EDT). The target was acquired and tracked by several space, ground and sea-based sensors which provided data to the missile defense system’s Command, Control, Battle Management, and Communications (C2BMC) system, and also to the Ground-based Midcourse Defense fire control system in Colorado Springs, Colo. to support a simulated interceptor missile engagement. Participating sensors included a transportable AN/TPY-2 X-band radar temporarily located in Juneau, Alaska; a U.S. Navy Aegis destroyer equipped with the SPY-1 radar; an upgraded early warning radar at Beale AFB, Calif. and the Sea-Based X-band radar mounted on a floating platform and positioned in the Pacific Ocean.

This was the most challenging flight test of the missile defense system’s command and control software to date. It required the system to process complex data from multiple sources simultaneously and develop an engagement solution necessary to intercept a threat-representative long-range ballistic missile target.

During the test, target tracking data from the radars was transmitted to the command and control system and the Ground-based Midcourse Defense fire control system at the Missile Defense Integration and Operations Center in Colorado Springs, Colo. Although the target missile’s entry into the planned intercept area in space was shorter than expected, a weapon task plan (intercept solution) was successfully generated and operational crews simulated the launch of a long-range ground-based interceptor from Vandenberg AFB, Calif. Similarly, data was sent to the U.S. Navy Space and Naval Warfare Systems Command where operators developed an engagement solution for a simulated intercept using a sea-based Standard Missile-3 (SM-3) interceptor missile after successfully receiving a target launch cue from the AN/TPY-2 radar in Alaska.

Participants from the ballistic missile defense operational community included the Operational Test Agencies, U.S. Northern Command, U.S. Pacific Command and U.S. Strategic Command. The test provided a significant opportunity for warfighters to practice and refine tactics, techniques and procedures to defend the United States, our deployed forces and our allies and friends.

Program officials will spend the next several weeks sorting, cataloging and evaluating a huge amount of data obtained by the radars and command and control system based upon telemetry and other data obtained during the test. Flight test results will help to further improve and refine the performance of the missile defense technology that provides a defense against the type of long-range ballistic missile that could be used to attack an American city with a weapon of mass destruction.

The Ground-based Midcourse Defense system currently has interceptor missiles deployed at Ft. Greely, Alaska, and Vandenberg AFB, Calif. The Aegis SM-3 interceptor system is the sea-based, midcourse defense component of the missile defense system and is cooperatively managed by the joint service Missile Defense Agency and the U.S. Navy. The overall missile defense architecture provides an integrated, layered defense of the United States, our deployed forces, allies and friends against ballistic missile threats of all ranges, in all phases of flight—boost, midcourse and terminal. Since September 2005, successful target missile intercepts have occurred 35 times in 43 tests.

(法新社華盛頓十八日電)五角大廈表示,美國今天在太平洋上空試射一枚目標長程飛彈,以測試飛彈防禦系統中一系列雷達及其他偵測設備。

五角大廈飛彈防禦署署長本週稍早表示,這項測試行動原先應搭配攔截飛彈試驗,但這個部份在蒐集攔擊飛彈的遙測數據等資訊的一個儀器發現瑕疵後,被迫延後至十二月。

飛彈防禦署發布聲明說,這枚長程飛彈在台灣時間十九日上午六時四十七分自阿拉斯加的科達克島發射升空,配備一顆模擬彈頭和反制裝置。

飛彈防禦署說:「這是至今飛彈防禦系統指揮和控制軟體最具挑戰性的一次飛行測試。」

飛彈防禦署說:「測試行動須仰賴系統同步處理由許許多多不同來源湧入的錯綜複雜資訊,及發展出必要的戰鬥解決方案,以攔截具有威脅代表性的長程彈道飛彈目標。」

追蹤這枚目標長程飛彈的有配備在一艘神盾驅逐艦上的雷達儀器、一座可移動部署的陸基偵測雷達、一座海基偵測雷達,以及加州貝爾空軍基地先進的早期預警雷達。

〔編譯鄭寺音/綜合報導〕隨著一種可擊落敵軍飛彈與迫擊砲的雷射系統問世,電影「星際大戰」裡的雷射科技,很快就要應用到戰場之上。

美國武器製造商雷神公司僅花費十八個月,就將汽車業使用的雷射轉變為武器形式,這種雷射武器可以光速發射,熔化敵軍射來的砲彈外殼、引爆內部的炸藥。

一個雷射已在測試中成功摧毀六十公釐的迫擊砲砲彈,九月雷神計畫在與美國軍方進行另一項測試時擊落砲彈,如果成功,最快可在明年初應用於戰場。

英國國防部也正與雷神討論,研發可把雷射裝載在「方陣快砲」系統的新武器。方陣快砲是利用密集發射子彈形成彈幕來擊落飛彈的武器系統,雷神公司認為,搭載雷射將會大幅提升方陣快砲性能。

英國「每日電訊報」記者二月在伊拉克巴斯拉空軍基地採訪時,正好遇到四枚一○七公釐火箭彈來襲,結果其中兩枚火箭彈被方陣快砲擊落;隨著這種新雷射技術的研發,軍方希望未來朝向基地射來所有砲彈,都有機會被擊落。

 類似美國「星戰」計畫構思的高科技雷射武器,可望於近期首度在戰區正式服役,截擊來襲的敵方飛彈與迫擊炮彈。

 美國大型國防承包商雷神公司耗時18個月,轉化原先運用於汽車製造的雷射技術,已研發成功新型的雷射武器,不僅能以光速攔截敵彈,雷射光束並能熔蝕敵彈外殼,引燃內部裝填炸藥,讓敵彈在遠離目標的空域爆炸解體。

 而這種雷射武器的體積已由原型系統時期如足球般的顯眼,改良到像高爾夫球一樣嬌小玲瓏,而其發射的雷射光束也足以混淆來襲飛彈的紅外線導引裝置。

 雷神公司的新雷射武器已完成數次測試,擊毀了一枚60公厘迫擊炮彈。雷神今年9月也將與美國軍方合作,測試新雷射武器擊毀飛行中之砲彈的能力,如果測試成功,該武器最快將於明年在伊拉克和阿富汗戰區正式服役。而美國國防部已與雷神公司洽談讓新雷射武器搭配現役的近迫武器系統「Phalanx Gatling」方陣快炮,讓兩者並肩防禦來襲敵火。美軍部署在海外戰區前進基地的這種防空方陣快炮具有多管旋轉機炮,裝填數千枚20公厘炮彈。

 雷神公司能源武器部門主管布恩指出,未來新雷射武器與方陣快炮相輔相成,將能大幅提升命中敵彈的防禦率。而且,只要電力供應源源不絕,雷射武器就能不斷發射禦敵,沒有彈盡援絕之虞。

 雷射武器將來應也能應用以護衛飽受國際恐怖組織威脅的民航機以及機場。據估計,讓所有的美國民航機配載有效的防禦裝置,約需耗資300億美元(約台幣9115億)。

 雷神公司研發的陸基「警戒之鷹」高能微波武器系統可以在機場周遭形成「防護罩」,以防護機場內停置的所有飛機,並保障飛機的起降安全。高能微波武器可以干擾來襲飛彈電路板的正常運作,改變敵彈的推進路徑,使其偏離目標。

 此外,雷神公司也研發了一種針對自殺炸彈客、暴民和挾持犯的新型毫米波定向能武器「寂靜衛士」,它能發射定向高能毫米波束,人被擊中後會瞬間產生劇烈灼痛感,從而被迫棄械或立即快閃。

   【據每日航宇網站2008年7月1日報導】    6月25日,美國國家導彈防禦局(MDA)和末端高空區域防禦(THAAD)的主承包商洛克希德•馬丁公司在夏威夷的太平洋導彈實驗場對雷聲公司製造的THAAD雷達成功的進行了一次綜合飛行試驗。

   這次試驗創造了THAAD計畫中的一個“第一”即在太平洋上空首次攔截了“mid-endoatmospheric”(地球大氣層內)的分離目標。

   THAAD可以在威脅程度不同的目標中選擇威脅最大的目標進行攔截。這次試驗驗證了THAAD武器系統完全集成的雷達、發射器、火控、導彈和作戰功能。

   THAAD雷達即AN/TPY-2,在實驗中完成了所有目標:獲取目標結構、識別致命目標、為火控提供跟蹤好識別資料以及與飛行中的THAAD攔截器進行通信。

   火控軟體是雷聲公司與洛•馬公司聯合開發的,其測試也獲得了成功,實現了初始化發射次序以及作戰等功能。

   雷聲公司的AN/TPY-2雷達提供通用能力,允許終端模式和前線部署模式。終端模式可以支援THAAD武器系統的部署,前線部署模式支援MDA的彈道導彈防禦系統。AN/TPY-2是一種相控陣雷達,用於超遠距離的搜索、威脅探測、分類、識別和精確跟蹤。(資訊產業部電子科學技術情報研究所    李  冀)

WASHINGTON (NNS) -- Air Force Lt. Gen. Henry "Trey" Obering III, Missile Defense Agency (MDA) director, announced the successful completion of the latest flight test of the sea-based Aegis Ballistic Missile Defense (BMD) element, conducted jointly with the U.S. Navy off the coast of Kauai, Hawaii.

The event, designated as Flight Test Maritime-14 (FTM-14), marked the fourteenth overall successful intercept, in 16 attempts, for the Aegis BMD program and the second successful intercept of a terminal phase (last few seconds of flight) target by a modified Standard Missile - 2 Block IV (SM-2 Blk IV) interceptor.

The mission was completed by the cruiser USS Lake Erie (CG 70), using the tactically-certified Aegis BMD shipboard weapon system, modified for a terminal capability, and the modified SM-2 Blk IV. This is the 35th successful terminal and midcourse defense intercept in 43 tests since 2001.

Aegis BMD is the sea-based mid-course component of the MDA's Ballistic Missile Defense System (BMDS) and is designed to intercept and destroy short to intermediate-range ballistic missile threats. In 2006, the program's role was expanded to include a sea-based terminal defense effort, using a modified version of the SM-2 Blk IV. Unlike other missile defense technologies now deployed or in development, the SM-2 Blk IV does not use "hit to kill" technology (directly colliding with the target) to destroy the target missile. Rather, it uses a blast fragmentation device that explodes in direct proximity to the target to complete the intercept and destroy the target.

At 8:13 a.m. Hawaii Standard Time (2:13 p.m. Eastern Daylight Time) a short range target was launched from a mobile launch platform 300 miles west of the Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii. Moments later, the USS Lake Erie's Aegis BMD Weapon System detected and tracked the target and developed fire control solutions.

Approximately four minutes later, the USS Lake Erie's crew fired two SM-2 Blk IV missiles, and two minutes later they successfully intercepted the target inside the earth's atmosphere, about 12 miles above the Pacific Ocean and about 100 miles west-northwest of Kauai.

FTM-14 test objectives included evaluation of: the BMDS ability to intercept and kill a short range ballistic missile target with the Aegis BMD, modified with the terminal mission capability; the modified SM-2 Blk IV missile using SPY-1 cue; and system-level integration of the BMDS.

MDA and the U.S. Navy cooperatively manage the Aegis BMD Program. Lockheed Martin Maritime Systems and Sensors of Moorestown, N.J. is the Combat System Engineering Agent and prime contractor for the Aegis BMD Weapon System and Vertical Launch System installed in Aegis equipped cruisers and destroyers. Raytheon Missile Systems of Tucson, Ariz. is the prime contractor for the SM-2 and SM-3 missile and all previous variants of Standard Missile. The SM-2 program is managed by the Naval Sea Systems Command, Washington, D.C.

  中新網6月7日電 繼今年2月發射導彈擊落一枚失效的間諜衛星之後,美國軍方5日再次在夏威夷對開的海面上空,成功進行彈道導彈攔截測試,攔截一枚模擬來襲的導彈。這項測試顯示,美國海軍船艦有能力在敵方短程導彈的最後飛行階段,將它們擊落。

  據香港《大公報》報導,美軍這次導彈測試的成本高達4000萬美元,首先由一艘已經退役的兩栖攻擊艦發射一枚射程數百公里的模擬“飛毛腿”導彈;接著,駐守檀香山的巡洋艦“伊利湖”號發射了2枚攔截導彈,5分鐘後在太平洋19公里上空,成功把進入最後幾秒飛行階段的來襲導彈擊落。

  這項測試顯示,美國海軍船艦攔截處於飛行最後階段的短程彈道導彈的新技術,再次取得成功。

  “宙斯盾”彈道導彈防禦計畫負責人布拉德-希克斯表示,軍方計畫在20個月內為海軍18艘設有“宙斯盾”防禦系統的艦艇裝置能夠攔截飛行末段的導彈的技術。“愛國者”反導系統專門攔截飛行末段的導彈,不過它是個陸基系統。希克斯說,“宙斯盾”的新科技將可為需要攔截導彈的指揮官提供更多選擇,尤其在軍隊中沒有“愛國者”系統的時候。

  今年2月,“伊利湖”號曾發射“標準3”型導彈,成功擊毀了失控衛星。

  據美國aviationweek網站近日報導 美國導彈防禦局計畫2010至2015年間,將“終端高空區域防禦”(THAAD)和“宙斯盾”(Aegis)彈道導彈防禦系統的導彈生產率提高一倍。

  導彈防禦局長亨利•奧柏林(Henry “Trey” Obering III,將於2008年秋退休)強調,將在2010財年預算制定過程中做出最終決定。4月17日,他在眾議院武裝部隊戰略力量分委會聽證會上提供證詞。

  這一舉措在於回應最近五角大樓與國會領導人呼籲,他們要求聚焦導彈防禦工作以滿足近期美國海外基地作戰部隊所需(依靠陸基中程防禦組件,保護國土免受遠端洲際彈道導彈威脅)。2009財年93億美元預算請求中,已有3/4資金用於導彈防禦局的近期工作,如THAAD和Aegis彈道導彈防禦。

  18艘艦船

  覆蓋全球的美國導彈防禦系統,是21世紀最具野心、最受爭議,同時也最“燒錢”的軍備計畫。據美聯社4月17日報導,就在美國官方決定在今後5年內,為該專案追加460億美元經費的同時,一個由相關領域專家組成的評估小組卻公開警告稱,被吹噓為“固若金湯”的反導盾牌,到頭來可能只是一堆徒有其表的廢物。

  “反導盾牌”能被輕鬆破解

  圍繞反導系統有效性展開的新一輪爭論,是在4月16日的國會聽證會上爆發的。“這是五角大樓有史以來風險最高的構想,”曾在美國國防部任職7年的前高級武器測試員菲力浦•科伊爾表示,“潛在威脅實際上被嚴重誇大了,而且就算這種威脅屬實,我們也不認為這種防禦系統能發揮作用。”

  按照科伊爾等人的說法,現有反導武器的致命弱點在於無力破解進攻方的“低技術”對抗手段。例如,波音公司斥資數十億美元開發的“機載鐳射發射系統”(ABL),號稱能以高能鐳射摧毀處於上升階段的彈道導彈。然而有證據顯示,敵人其實只要在自己的導彈表面塗上白漆,就可以輕鬆抵消前者90%的威力;如果想提升鐳射的殺傷效果,又會面臨沒有足夠大的飛機可供運載的難題。

  更麻煩的是,由於軍方在以往的攔截試驗中故意降低難度,反導系統投入實戰後的可靠程度也很值得懷疑,連一些內部人士也說不清它是否比25年前的“星球大戰”計畫更有可操作性。有分析指出,比起導彈防禦系統的實際效能,白宮其實更看重它所帶來的戰略威懾效應。但問題在於,這種過分炫耀實力的做法也會引起“某些大國”的不安,難免給美國的外交工作增加阻力。

  現有兵力只是杯水車薪

  必須承認的是,美國軍方和一些媒體對導彈防禦系統的過度吹捧,讓不明真相的公眾高估了它的作戰效能。對此,美國合眾國際社的資深評論員馬丁•賽弗於4月15日撰文指出,在對反導計畫的前景“謹慎樂觀”的同時,也決不應將其視做“刀槍不入”的護身符。文章強調,即使已充分運用了最尖端的科研成果,但使用超過音速幾十倍的導彈去截擊另一枚同樣速度的導彈,難度比擊落迎面飛來的槍彈只高不低。特別是在遭遇突然襲擊的場合,那些複雜卻又嬌貴的“高科技玩具”究竟能否準確把握住僅有一次的表現機會,就連那些最樂觀的人也心裏沒底。

  就拿被視為美國本土最後防線的“陸基中段攔截彈”(GBI)來講,由於製造工序複雜,美軍在過去7年間只在加州範登堡和阿拉斯加州葛利裏堡兩處基地部署了不到20枚這種武器。和技術成熟、隨時可以大量生產的彈道導彈相比,防守一方無論從成本還是數量上都毫無優勢可言。事實上,以目前的戰備水準,美國的導彈防禦系統只能勉強應付“流氓國家”放出的“冷槍”,或許還能能抵擋來自中國洲際導彈的威脅,但在擁有2400餘枚核彈的俄羅斯面前依然是杯水車薪。

  以、捷兩國加盟在即

  儘管反對與質疑的聲浪持續高漲,美國政府與軍方在戰略利益的驅動下仍決心將規模空前的導彈防禦工程進行到底。為此,它們在向該項目繼續注入巨額資金的同時,也在世界範圍內四處尋找合作夥伴以分擔壓力。

  據知情人士透露,美國和捷克就東歐反導系統建設的協商現已接近完成,正式條約預計在5月上旬就能簽訂。另一方面,作為華盛頓在中東地區的忠誠盟友,以色列也在早些時候成功試射了作為本國反導計畫關鍵一環的“藍雀”運載火箭,並正式提出了將自身戰略預警系統同美方“聯網”的倡議。

  有了眾多盟國的支援,美國國會國防事務委員會專司裝備採購的副主席約翰•楊,在4月17日信心十足地宣稱,強化“宙斯盾”反導戰艦和“陸基中段攔截彈”的實戰能力是今後的工作重點,按照軍方的建議,這兩類攔截導彈的部署總數將在5年內增加一倍多。

MAJURO (AFP) - Traditional owners of land used by the US military for a missile base in the Marshall Islands could lose 20 million dollars if a disputed lease is not finalised by December, the US ambassador said.
 
The money is in a special escrow account which has been building up since 2003 and represents the difference between rental for the Kwajalein Atoll base under a current agreement due to expire in 2006 and a new disputed lease agreement.

"If there is no signed land use agreement (LUA) by December 18, 2008, the money in escrow plus interest will be returned to the US Treasury," ambassador Clyde Bishop said Thursday.

"Once the money is returned to the US Treasury, there will be no way to retrieve such funds in connection with any eventual agreement on an amended or new LUA."

But defiant islanders from the western Pacific nation said they would prefer to lose the money than sign the "unfair" lease deal.

The revised deal was agreed by the US and Marshall Islands governments five years ago, but requires the approval of landowners to go into effect.

Kwajalein senator and traditional chief Michael Kabua said landowners "just want a fair deal" for the new lease agreement due to run to 2066.

"We won't jump just because money is there," Kabua said.

"I've talked to the people (of Kwajalein) and they're very strong."

Landowners' unhappiness over the US rental offer is exacerbated by deteriorating health and social conditions on the over-crowded 32 hectare (80 acre) island of Ebeye where 12,000 people live.

But Kabua said he remained optimistic a new agreement could be reached by the December deadline.

"If we sit down and talk things out I hope that we can come up with something we all agree is fair for everyone," he said.
