   來自香港中國人權民運信息中心消息說,遼寧省凌源市萬元店鎮七月間發生二千名民眾與警方發生大規模衝突事件,造成四十名村民與十名公安受傷。事件發生至今近一個月,中共官方卻禁止媒體報導。

   據指出,這事件發生在七月十三日。萬元店鐵礦因修路佔用田地對村民作出補償,補償費卻遭萬元店鎮政府挪用。村民在七月十二日包圍萬元店鎮政府,並與派出所警員發生衝突。

   消息指出,當局緊急從凌源市調派兩百名公安,萬元店其它村民也趕來助陣,總人數達兩千人。結果四十名村民被打成重傷。

   信息中心引述消息說,這起事件經遼寧省定位為「特別重大群體性事件(一級)」,並上報中共中央政法委,這星期萬元店鎮書記及鎮長已因此遭雙規(在規定時間與規定的地點交代問題)。信息中心還說,中共國務院及中央辦公廳已向各地政府下達「國家大規律群體事件應急預案」,但該分秘密文件尚未公開。

(中央社記者張芳明東京三日專電)日本「朝日新聞」今天報導引述三月參加拉薩示威遊行後於四月底逃亡到印度的一名四川出生男性藏人的話指出,他親眼目睹中國軍隊對示威藏人不分男女老幼開槍,並將中槍倒地的示威人士用卡車運走。

朝日發自印度的報導引述三十八歲的攤販索納姆(音譯)的敘述指出,他為賺錢前往拉薩,三月十日傳出拉薩郊外的寺院發生示威遊行,十四日上午十時左右,拉薩市中心約有三十人開始示威,他也加入行列,示威人士隨後增至近千名,圍在遠處的警察開始開槍,他的朋友中彈倒地。

索納姆指出,拉薩示威人士改變場所繼續示威,十四日下午三時左右,三輛裝甲車出現在示威現場後發射催淚彈,接著車上士兵開始對示威者不分男女老幼開槍,造成示威人士四散,裝有車蓬的軍用卡車隨後將倒地的示威人士運走,煙火瀰漫的現場中國的士兵人數不斷增加。

索納姆指出,他和同鄉六、七人在寺院附近空地搭帳蓬過夜,十五日以後中國士兵每天前往盤問,他的朋友被帶走後,為保自身安全,數天後他開始逃亡生活。

這名藏人於三月下旬好不容易搭上前往尼泊爾國境的計程車,通過將近十個檢查哨才得以到達國境,在有驚無險的盤問後進入尼泊爾。他在前往達蘭薩拉途中的加德滿都難民中心才打電話回家向父親報平安,由於擔心竊聽而只有三言兩語。

在印度達蘭薩拉難民中心接受朝日訪問的這名藏人,對冒險獲得自由後有感而發指出,「自由就是外出亂叫亂嚷也不會被殺」。報導指出,他是參加三月拉薩示威後,於四月底逃到西藏流亡政府所在地達蘭薩拉的第一位藏人。

(法新社北京三十日電)中國國營新聞媒體「新華社」今天報導,中國警察在青海省藏人自治區開槍射殺一名藏獨「鬧事者」。這是中國官方首度承認當局在最近的騷亂中殺害任何人。

報導中說,一名警官也在二十八日的槍戰中中彈身亡。

西藏流亡政府說,自三月十日抗議中國統治西藏的示威爆發以來,已有兩百多人在中國軍警的大規模鎮壓行動中遭到殺害。

但是在今天的這項報導之前,中國當局一直堅稱他們未在鎮壓中殺害任何人,並指責西藏「暴亂分子」殺害二十人。

報導引述青海公安局的話說,公安在追捕少數「藏獨鬧事者」的帶頭骨幹分子時爆發了槍戰。

根據報導,這群藏獨分子在西藏首府拉薩爆發大規模示威一周後,三月二十一日試圖煽動達日縣藏族牧民聚眾鬧事。

報導中說:「公安局經過近一個月的調查,周一採取行動逮捕帶頭鬧事的骨幹分子。這名嫌犯拒捕,因此爆發槍戰。」

報導說:「一名警官在槍戰中身亡,其他警察開槍還擊,擊斃該名嫌犯。」

新華社說,遭槍擊犧牲的警官名為拉瑪才旦,但未透露遭擊斃「鬧事者」的姓名。

BEIJING (AFP) - Police shot dead an alleged Tibetan independence "insurgent" in northwest China, state press said Wednesday, the first official admission that authorities killed anyone during recent unrest.
 
A policeman was also killed in the gun battle on Monday in a Tibetan populated area of Qinghai province, Xinhua news agency reported.

Tibet's government-in-exile previously said more than 200 people had been killed in a huge Chinese military and police crackdown on protests against Beijing's rule of the Himalayan region that began on March 10.

Until Wednesday's report, Chinese authorities had insisted they had killed no-one in the crackdown, blaming Tibetan "rioters" for the deaths of 20 people.

China has however sealed off Tibet and other hotbed areas in the west of the country that have Tibetan populations to stop foreign reporters and other independent observers from witnessing the crackdown.

The unrest has deeply angered and embarrassed China's communist rulers ahead of the Beijing Olympics, as it has been a rallying cry for pro-Tibetan protesters who have followed the Games torch relay around the world.

Monday's incident occurred after police went in pursuit of the leader of a handful of "insurgents seeking Tibetan independence", Xinhua reported, citing the Qinghai public security department.

The group had tried to incite Tibetan herders in Dari county to rally on March 21, a week after major protests erupted in the Tibetan capital Lhasa, according to Xinhua.

"After a month-long investigation, the police moved on Monday to arrest the suspected leader. The suspect resisted arrest and gunfire broke out," Xinhua reported, citing the department.

"The officer was killed in the gun battle, and other officers returned fire, killing the suspect."

Xinhua identified the police officer as Lama Cedain, but did not release the name of the alleged "insurgent" who was killed. Local and provincial police refused to comment when contacted by AFP on Wednesday.

The unrest began in Lhasa on March 10 to mark the anniversary of a failed 1959 uprising against Chinese rule of Tibet. It then spread to Qinghai as well as Gansu and Sichuan provinces, which have large ethnic Tibetan populations.

Tibet's government-in-exile on Tuesday said that 203 people had been killed, about 1,000 injured and 5,715 arrested in the latest Chinese crackdown.

Tibetan activist groups have previously released photos of monks and other people they said were killed by Chinese security forces, and given the names of many other alleged victims.

Activist groups released photos they said were of six people killed in Ngawa, Sichuan province, by Chinese security forces on March 16. Those graphic images can be viewed at: www.studentsforafreetibet.org/article.php?id=1337.

The deputy chief of Ngawa, Xiao Youcai, told reporters on April 3 that police had fired on and wounded Tibetan protesters in the March 16 incident, but would not confirm anyone had died.

Thirty people jailed for their roles in deadly rioting in the Tibetan capital Lhasa did not get fair trials, Human Rights Watch said Wednesday.

China jailed 30 people on Tuesday for between three years and life for taking part in last month's unrest, state-run Xinhua news agency reported earlier, describing the proceedings as "public" trials.

But a statement by Human Rights Watch disputed that assertion.

"Guilty or innocent, these Tibetans are entitled to a fair trial. Instead, they were tried on secret evidence behind closed doors and without the benefit of a meaningful defence by lawyers they'd chosen," said Sophie Richardson, Asia advocacy director at Human Rights Watch.

The group's statement accompanied a broader report about restrictions placed on lawyers in China.

Chinese troops invaded Tibet in 1950 and officially annexed the region a year later.

Tibet's spiritual leader, the Dalai Lama, who fled his homeland following the 1959 uprising, has repeatedly accused China of widespread rights violations of his people.

Tibetan leaders say the latest unrest is a result of the anger and frustration experienced by the people of Tibet under nearly six decades of repressive Chinese rule.

(中央社記者郭傳信新德里三十日專電)一位流亡海外的藏人表示,最近發生的藏人抗爭活動,波及地區之廣和持續至今之久,是兩世紀以來藏人史上從未有的現象,在在顯示中共對藏人的強硬政策收到反效果,不但凝聚了大陸所有藏區藏人對達賴喇嘛的向心力,更激起藏人一致捍衛自己的文化宗教認同。

總部設在華盛頓的「國際支援西藏運動」組織今天在一項聲明中,引述要求匿名藏人的談話作了上述表示,並指出中共當局在大陸藏區的大規模逮捕行動、查封寺廟和發動類似「文化大革命」的灌輸愛國思想運動,至今依然持續未止,只會引發更多的社會不安。

聲明說,據「國際支援西藏運動」組織收到來自藏區不同地方的訊息和圖片顯示,因抗議中共的高壓政策或對未來前景絕望,據傳有若干藏人已經自殺,但無法獲得有關方面的證實。此外,聲明又說,中共軍警或官員對藏人精神領袖達賴喇嘛的圖像踐踏和塗污,導致藏人的強烈憤怒。

中共當局也在整個西藏地區展開「愛國思想教育」,官方工作小組深入各個寺廟進行政治宣傳和教育,民間藏人社區居民也常被集合開會,強迫聲討「達賴集團的罪行」。聲明引述中共官方「西藏日報」報導說,「愛國教育」的成果將做為中共「評估地方幹部和黨員的表現」。

聲明說,這又顯示了自三月十日西藏發生動亂以來,中共當局甚至對地方藏人幹部和黨員的疑慮也與日俱增,因此自上週開始為期兩個月的愛國教育,施教對象包括了中共地方幹部、退休公務員、學童、農夫甚至武裝警察和派駐當地的軍人。

聲明引述拉薩一位消息人士形容「愛國教育」的活動說,在西藏學校和政府辦公室裡,每個人都要寫出有關三月十四日動亂事件的文章,並且必須極盡所能的抨擊達賴喇嘛,但在寫到達賴喇嘛時,只能寫「達賴」,不能寫「達賴喇嘛」,否則必須重寫。這位人士表示,他自己的孩子因此被迫寫了好幾遍這樣的作文。

聲明也引述一名西藏作家兼評論員在中文部落格的文章說:「可以說,沒有任何人能夠躲得了這場愛國教育的浩劫,無論是村、鄉、鎮、縣,都要進行同樣規模的政治思想改造運動,這形同另一次橫掃整個藏區和打擊藏人靈魂的文化大革命。」

(中央社台北二十九日電)西藏拉薩「3‧14」事件發生以來,今天上午首次宣判部份犯罪案件,新華社表示,共有十七人分別被判處有期徒刑三年至二十年及無期徒刑。

中國官方媒體新華社、中新社中午分別發出短稿表示,拉薩市中級人民法院上午舉行公判大會,對拉薩騷亂事件中的部分犯罪案件依法進行了公開宣判。

中新社並強調,公開宣判此舉,在拉薩事件發生以來尚屬首次;新華社並增列說明十七人遭判刑的刑度。

(中央社記者盧健輝香港二十二日電)香港「明報」今天報導,中國雲南省麻栗坡縣日前發生政府血腥鎮壓抗議民眾慘劇,公安開槍打死二人,二十多人受傷。

報導引述消息人士透露,麻栗坡縣出產金礦,在香港上市的紫金礦業集團近日收購當地小礦場時,懷疑當地村民因不滿意補償與安置方案,引發激烈抗爭,並與到場鎮壓的警察發生衝突,導致流血事件。

消息人士指出,由於不滿意紫金礦業的補償與安置方案,並質疑政府與紫金礦業互相勾結,近一百名村民前日與紫金礦業工程人員發生衝突。

消息人士說,當地公安前往鎮壓時,雙方爆發激烈衝突,村民手持木棍和磚塊襲擊公安,打傷五名公安,公安在鳴槍示警無效下,開槍打死兩名村民,並拘捕一批抗議民眾之後,衝突才告平息,事件中共有二十多人受傷,其中五人重傷。

報導引述麻栗坡縣宣傳部謝姓官員的話說,公安是在生命遭到極大威脅時,才使用防暴槍自衛,而在事發現場並沒有民眾死亡,只有一人是被送到醫院後,搶救無效死亡。

該名官員並稱,當地政府已將事件定性為「暴力對抗事件」,將追究肇事者的責任。

至於政府與紫金礦業互相勾結的傳聞,謝姓官員強調,紫金礦業在當地的投資完全符合有關法規。

對於鎮壓抗議村民事件,紫金礦業董事長秘書范先生表示,旗下的礦場工地絕對不會發生抗議或流血衝突,「我們推動項目和收購企業時,全部按合法正常程式進行,一定會與企業達成協定,不會存在強買強賣的情況」。但被問及當地具體情況,他表示並不了解。

被問及西藏向外國和本國觀光客重新開放的計劃是否已被推遲時,一名西藏觀光局官員在電話中向「法新社」表示:「是的,因為時機還不夠成熟。」

這名官員自稱在觀光局拉薩辦公室工作,但拒絕透露姓名,他說新的開放日期尚未確定。

他只說:「不,日期尚未被決定」,並拒絕透露更多細節。

以美國為基地的「國際支援西藏運動」組織上週表示,他們獲得「可靠情報」指出,由於西藏動亂仍在持續,開放計劃已被取消,而且可能在八月八日至二十四日進行的北京奧運結束前,都不會再重新對外開放。

BEIJING (AFP) - China has abandoned plans to reopen riot-hit Tibet to visitors on May 1, a tourism official in the Himalayan region said Thursday, amid reports of simmering tension there.

Asked whether the reopening for foreign and domestic tourists had been postponed, a Tibet Tourism Bureau official told AFP by phone: "Yes, because conditions are not ripe for it."

The man, who refused to give his name but said he was director of the bureau's main office in the Tibetan capital of Lhasa, said a new date had not been set.

"No. It's not decided yet," he said, refusing to give further details.

Tour organisers had been informed of the postponement, a tour operator in the southwestern Chinese city of Chengdu who regularly arranges trips to Tibet told AFP.

"Yes, they have told us. But they haven't indicated what the new date would be," said the woman, who organises such trips from a guesthouse in the city.

She asked that AFP not use her name to avoid trouble with authorities.

The US-based International Campaign for Tibet first reported the postponement last week, saying the reversal was due to lingering unrest and that Tibet might not be reopened until after the August 8-24 Beijing Olympics.

Chinese authorities began clearing Tibet of foreign tourists after riots erupted in the region's capital, Lhasa, on March 14 amid protests by Tibetans against China's 57-year rule of the remote region.

Foreign reporters were also banned as China sent in a massive security force to quell the unrest, which spread to other areas of western China with Tibetan populations.

Chinese authorities announced on April 3 that the region would be reopened to foreign and domestic tourists on May 1, a national holiday in China.

The official Xinhua news agency said independent travellers, as well as those on group tours, would be allowed back in.

The report cited Tibet's tourism bureau while Lhasa's tourism authorities also confirmed the May 1 plan to AFP.

However, the government appeared to begin backtracking last week amid continuing reports of tension in the region.

On two occasions in recent weeks, Tibetan monks at Buddhist monasteries in Lhasa and the northwestern Chinese province of Gansu have held protests in front of foreign journalists brought to the region by China on tours aimed at showing calm had returned.

The monks denounced China's rule and called for the return of the Tibetan spiritual leader, the Dalai Lama, who was forced into exile in India in 1959.

Pro-Tibet groups overseas have said China has added to anger in the region by responding with a campaign of "patriotic re-education" in monasteries, which the groups say typically involves forcing monks to denounce the Dalai Lama.

Exiled Tibetan leaders say more than 150 people have died in the Chinese crackdown on the demonstrations. China insists it has acted with restraint and killed no one, while blaming Tibetan "rioters" for the deaths of 20 people.

Alongside the Great Wall and the famed Terracotta Warriors in Xian, Tibet has become one of the most popular destinations for foreign travellers in China.

Its spectacular landscape, Buddhist culture and access to Mount Everest base camp are among Tibet's top drawcards.

(中央社記者劉坤原華盛頓十三日專電)「華盛頓郵報」今天報導,西藏自三月爆發抗議動亂以來,中國人民解放軍一直非常謹慎地退居幕後,由人民武裝警察站在第一線,鎮壓拉薩及鄰近省份的抗議動亂。這與一九八九年天安門事件發生時,解放軍出動坦克車,開槍殺死數百名手無寸鐵的平民,形成強烈對比。

報導說,中國政府改變作法,一方面是西藏的動亂不像八九年天安門事件幾乎已到要動搖國本的地步,另一方面是中國政府出動軍隊鎮壓的後遺症,至今仍是中國領導人揮之不去的夢魘。

報導指出,天安門事件讓中國十三億人民對解放軍留下惡劣印象,共產黨宣傳部門十餘年來努力改善解放軍的形象。前一陣子大陸發生雪災,軍人在全國各地協助剷雪,老百姓感激地送上點心熱茶的鏡頭,充斥官方媒體,就是最佳寫照。

報導說,其實解放軍的任務長期以來是強烈地聚焦於台灣,以及中國成為區域強權的軍事需要。如要他們鎮壓暴動,將會影響到這兩項任務的執行,因此人民武裝警察被擴大編制,賦予負責內部安全的任務。目前編制已達七十萬人。

這篇發自北京的報導說,胡錦濤最近告訴人民武裝警察領導說,他們維護內部安全的最大任務,是保證北京奧運成功。

報導說,其實解放軍在這次西藏鎮暴事件中,並沒有完全置身事外。從網路流傳的照片可以看到,在拉薩及雲南、四川的幾個城市,都有軍車出現,軍人坐在裝甲車內,但軍隊識別記號被用厚紙或布條蓋住,行動低調。

西藏流亡政府在一項聲明中,公布了傷亡者的姓名、性別和年齡;死亡者的年齡均在二十二至三十四歲之間。

聲明說,事件發生起因在於中共當局逮捕了兩名持有達賴喇嘛照片的藏人之後,三百多名寺廟僧尼要求當局放人,另約有四百人也加入了示威行列,但警方開槍驅散群眾。

中共官方新華社則報導說,在當晚發生的「暴力示威」事件中,藏人攻擊政府的一座建築,並重傷一名漢人官員。報導引述一名地方官員的話說,為結束暴力,警方不得不開槍警告。

China to step up 're-education' of Tibetans

BEIJING (AFP) - China has warned it would step up a controversial "re-education" campaign for Tibetans after a fresh protest showed a huge security crackdown had failed to extinguish nearly one month of unrest.
 
The statement in the state-run Tibet Daily newspaper called for Buddhist monks to become Chinese patriots, but activist groups said the heavy-handed techniques already employed in the campaign were inflaming tensions.

Efforts by authorities to "re-educate" monks at a monastery in Sichuan province in southwest China led to protests there on Thursday in which at least eight Tibetans were killed, the activist groups said.

China's communist rulers have been deeply angered and embarrassed over the Tibetan unrest, as it has overshadowed its preparations for the Beijing Olympics and exposed other human rights issues.

Tibetans have been protesting in anger over what they say has been widespread repression under nearly six decades of Chinese rule.

In Xinjiang, a Muslim-populated region of northwest China which neighbours Tibet, there have also been protests in recent days to express similar sentiments, although not on nearly the same scale as the Tibetan unrest.

The jailing of prominent Chinese dissident Hu Jia on Thursday for subversion added to concerns around the world that the human rights situation in China was getting worse instead of better ahead of the Games.

Those concerns are expected to be magnified on Sunday when the Olympic torch passes through London, with Tibetan activists and other groups vowing to add further heat to the flame there.

In the Tibet Daily article, Tibet's deputy Communist Party chief was quoted as telling a group of influential monks that "reinforcing patriotic education" was now a top priority.

"Guide the monks so that they continue to foster the tradition of love of religion, love of the country and to hold high the banner of patriotic progress," the paper quoted Hao Peng as saying.

Hao was speaking on Thursday at the ancient Tashilumpo monastery in Shigatse, the seat of the Panchen Lama, who ranks number two in Tibetan Buddhist's hierarchy behind the Dalai Lama.

"Especially reinforce education of young monks about the legal system so that they become patriots who love religion and observe discipline and law," he said.

The International Campaign for Tibet said the re-education campaign, a tactic long used by the Communist Party, typically involved forcing Tibetans to denounce the Dalai Lama.

The Dalai Lama fled his homeland in 1959 and remains a revered figure for Tibetans, although China believes he is a dangerous figure bent on achieving independence for Tibet.

China says he is orchestrating the latest unrest, claims he denies.

Such orders to denounce the Dalai Lama helped trigger Thursday's protest in Garze county of Sichuan province, International Campaign for Tibet spokesman Kate Saunders said.

China's official Xinhua news agency reported the incident late Friday, saying police were forced to fire warning shots to quell a "riot" in which protesters attacked a government building and seriously wounded one official.

"Police were forced to fire warning shots and put down the violence, since local officials and people were in great danger," Xinhua said.

Xinhua did not give other key details in its brief dispatch, such as how many "rioters" were involved or why they had marched on the government office.

The International Campaign for Tibet, the Free Tibet Campaign and Radio Free Asia reported that police had fired directly into the protesters, killing at least eight.

The attempted re-education campaign had taken place at Tongkor monastery, which the Free Tibet Campaign said had about 370 monks.

Independently verifying what happened, as with all the unrest, is extremely difficult because China has barred foreign reporters from travelling to Tibet and the other hotspot areas and blanketed them with security.

The protests began in Tibet's capital, Lhasa, last month to mark the anniversary of a failed 1959 uprising against Chinese rule, then spread to other areas of western China with Tibetan populations, including Sichuan.

China says Tibetan rioters have killed 18 civilians and two policemen. Before the latest unrest, Tibetan exiled leaders said 135-140 Tibetans had been killed in the Chinese crackdown.

An envoy of the Dalai Lama on Thursday urged Beijing to cancel plans to run the Olympic torch relay through Tibet, describing such a move as provocative and insulting, given the unrest.

China order targets dissent

China's ruling Communist Party has ordered regional party leaders to use military and intelligence units to crack down "harshly" on dissent and step up spying throughout the country as part of security measures before the upcoming Olympic Games, according to a purported internal party document.

The 3,600-character document outlines the party's plan for countering expected unrest and opposition, like the violent protests that began last month in Tibet and neighboring Sichuan province that have been met with attacks on civilians by Chinese military and security forces.

The Washington Times obtained the document from Chinese sources and verified through authoritative sources that it appears to be a legitimate Central Committee document. A translation from Chinese was checked with several U.S. specialists.

President Bush last week called Chinese President Hu Jintao and said he was concerned about the crackdown in Tibet and called on him to authorize talks with the Dalai Lama, Tibet's exiled leader.

"As the Beijing Olympics approaches, various enemy forces inside and outside our border are accelerating their sabotage activities with a focus on the Olympics," the party document states, adding that these forces will exploit the Olympics to "attack our social and political system."

The document identifies the enemy forces as "national separation forces" and violent terrorists, including Tibetans and separatists in western Xinjiang province, who have "joined forces" with dissident religious groups such as the Falun Gong Buddhist group.

Maintaining security at the Olympics, to be held Aug. 8 to 24, will be a "serious test" for Chinese security organs and political and judicial authorities, the document says. The report lists eight objectives as part of the Olympics security plan.

The document apparently was produced by the Chinese Communist Party Central Committee, specifically its Central Political and Judiciary Affairs Committee that has authority over the Ministry of Public Security, which controls the police and security forces, and the Ministry of State Security, which conducts intelligence gathering. The committee is headed by Zhou Yongkang, one of nine senior party leaders and minister of public security until last year.

The document provides a rare glimpse into the inner workings of the secretive ruling party. It repeatedly uses the phrase "strictly guard against and harshly crack down," in directing local party officials. The document calls for officials to counter "infiltration and sabotage activities" by "taking advantage of inner conflicts among our people." The plan also called for taking action against the Falun Gong and other religious groups, as well as targeting criminal activities by organized crime groups like the Asian Triads.

Party orders called for cracking down on financial crimes, illegal fundraising and pyramid schemes and other activities the party views as "destructive to the order of the socialist market economy."

Chinese Embassy Press Counselor Wang Baodong said he did not know how the document was obtained by The Times but noted that "I strongly question the authority of the document."

"After saying that, it is common practice for the hosting country of the Olympics to take relevant measures to ensure that the games are held smoothly and take into consideration the safety and security of the dignitaries and sports participants," Mr. Wang said.

Mr. Wang said he has read official documents and has "very rarely" seen terms such as "enemies" and "harshly crack down" used.

The Tibetan government-in-exile, based in India, estimated that 140 people were killed in the Chinese crackdown on demonstrations that began March 14. A spokesman for the International Campaign for Tibet said 41 people killed in the fighting were identified and photos of at least 20 others who were killed remain unidentified.

China's government claims it killed no one and blamed some 22 deaths on Tibetans. Beijing media also accused the Dalai Lama of ordering suicide attacks by Buddhist monks, a charge denied by the leader.

Amnesty International, in a report Tuesday, confirmed that Chinese authorities have launched a pre-Olympics crackdown on human rights activists and journalists.

"The crackdown on activists has deepened, not lessened, because of the Olympics," said Amnesty Secretary General Irene Khan in releasing the report Tuesday.

Several activists were sentenced to prison in the past three weeks, the report stated.

In addition to stifling dissent, China's rulers ordered security forces to remove street beggars and criminals before the Olympics, according to the party document.

Other targets of the stepped up security measures include drug addicts, people released from prison or forced labor, unemployed young people and "highly dangerous people in the mobile population," the document states.

The plan calls for creating a security "moat" around Beijing by setting up checkpoints for people and vehicles entering the capital. Controls also will be placed on Olympics venues by creating security cordons about 200 yards around each stadium or sports facility.

In responding to "sudden incidents," Chinese security and military forces will use lessons from other Olympic Games hosts and train military teams that will "answer the calls when needed and be able to come to the battle and be able to win."

On intelligence gathering, the document says boosting intelligence gathering is the key to "guaranteeing the safety of the Olympics."

"Public security organizations, state security organizations, military intelligence organizations should leverage their own edge and cooperate with each other to mobilize resources to gathering information that could impact the internal stability of our country," the document says.

The document orders spy agencies to develop spies deep inside "enemy" organizations to gain advance word on planned activities aimed at interfering or disrupting the Olympics.

Intelligence analysis should be stepped up to learn "hostile forces and violent terrorist forces moves," and an "incentive mechanism" should be created to help gather intelligence.

The document says that the Olympics is a sports event on a "super scale" and that making the 2008 games "a great success" is "the common wish of the widest population as well as the work focus of the entire Chinese Communist Party and the entire nation."

Larry M. Wortzel, chairman of the congressional U.S. China Economic and Security Review Commission, said China's Olympics Games will focus global attention on Beijing's treatment of its citizens and whether the Communist Party follows through on promises to expand press and Internet freedom during the games.

"China's leaders are also conscious that there are groups hungering for better treatment or religious freedom that will use this attention to demonstrate or disrupt the games," Mr. Wortzel said in an interview.

"This is why the communist leadership has alerted the security and police apparatus of the country," he said. "This tension will create serious dilemmas for the U.S. and western democracies."

Chinese security services will ask for U.S. and other foreign nations to provide police, bomb detection and surveillance equipment, he said.

"But the treatment of minorities and suppression of freedom of religion and assembly in China will create moral dilemmas for many countries, including our own," Mr. Wortzel said. "Ultimately, Americans will be concerned that after the Olympics, such equipment would be turned against innocent Chinese citizens."

The disclosure of internal Chinese party documents is rare but not unprecedented. In 2001, a large volume of previously classified party documents was published in the book "The Tiananmen Papers." It provided details on internal power struggles within the Communist Party over how to manage mass pro-democracy protests in Beijing's main square.

Chinese military forces were called in to put down the protests, killing thousands and imprisoning more.
