美國兩架VH-71A總統直升機投入飛行試驗

  英國《飛行國際》 2008年1月10日報導  頭兩架美國海軍擁有的洛克希德•馬丁公司VH-71A總統專用直升機已在美國海軍的派特克森特河試驗中心投入飛行試驗。這兩架由阿古斯塔•韋斯特蘭公司製造的試驗機編號為TV-2和TV-5,是去年底由美空軍的C-17運輸機運抵美國的。

  由工業界擁有的一架編號為TV-1的試驗機從2005年開始就在進行飛行試驗,已累計飛行555小時。TV-2和TV-5正在用於結構和推進試驗。按計劃,另外兩架試驗機(TV-3和TV-4)將在今年年底交付,用於任務系統試驗。這5架試驗機都屬於"增量一"飛機,"增量一"飛機共有9架,都將在英國製造。23架"增量二"飛機的命運現在還不清楚。(姜曙光 責編洪山)

VH-71 presidential helicopters enter US flight testing

The first two Lockheed Martin VH-71A presidential helicopters have entered flight testing at the US Navy's test centre in Patuxent River, Maryland. Built by AgustaWestland in the UK, test vehicles TV-2 and TV-5 were delivered by US Air Force Boeing C-17s late last year.

The helicopters are the first of four US Navy-owned test vehicles for Increment One of the troubled VH-71 programme. An industry-owned aircraft, an EH101 designated TV-1, has been in flight test since 2005 and has accumulated 555 flight hours.

TV-2 and TV-5 are being used for structural and propulsion testing. Two more Increment One test aircraft, TV-3 and TV-4, will undergo additional assembly and missionisation at prime contractor Lockheed Martin Systems Integration in Owego, New York before delivery to Pax River later this year for mission system testing.

The US Navy says all nine Increment One aircraft, including the initial fleet of five presidential helicopters, will be delivered to Pax River over the next 11 months. All of these VH-71 will be assembed in the UK by AgustaWestland. The aircraft are intended to replace the US Marine Corps' Sikorsky VH-3D presidential helicopters.

The fate of the 23 planned Increment Two helicopters, which would have a bigger rotor and more powerful engines to increase payload and performance, remains unclear. The programme is to be restructured because of budget overruns and schedule delays, and some reports suggest the second increment could be cancelled.

[據美國《防務新聞》網站2011年4月6日報導]歐洲直升機公司首席執行官Lutz Bertling稱,由於公司宣佈一部分產品將從其附近La Courneuve遷出,歐直公司計畫投資1.2億歐元(1.72億美元)在巴黎北部市郊的Dugny新建一個複合材料槳葉工廠。

Eurocopter Plans New Blade Plant Outside Paris

PARIS - Eurocopter plans to invest about 120 million euros ($172 million) in a purpose-built composite blade factory at Dugny, in the northern outskirts of the capital, as part of the company's announced transfer of production from its nearby La Courneuve site, chief executive Lutz Bertling said.

The investment "is one of the first industrial projects in the Grand Paris project," Bertling said April 4. The Grand Paris plan is a high-profile political drive by President Nicolas Sarkozy to develop the greater Paris region by creating clusters of high technology industry and research and development centers.

Eurocopter's investment consists of 90 million euros for infrastructure, notably buying the land and purpose-built buildings, and 30 million euros for manufacturing tools, equipment and other assets, Bertling said.

The Dugny site is on a former French Navy air base, near Bourget business airport, north of the capital. The move will bring the production closer to the blade balancing operations, the company said. The plant is due to be completed by 2014.

The move by Eurocopter is backed by parent company EADS, which will transfer to Dugny some of the composites work from its Suresnes research and development facility in the western suburbs, Bertling said.

EADS expects to transfer about 40 Suresnes employees to the new site, although discussions are still going on as to what competences should stay at Suresnes, an industry executive said.

"The move will help Eurocopter remain the leader in innovation in France in the face of increasingly fierce competition," the company said in a March 30 statement. "Eurocopter plans to make major investments as part of the transfer in order to increase its competitiveness and to further develop its objective to expand its activities in areas such as support and maintenance services."

A move was needed because the Courneuve factory is 94 years old, and no matter what maintenance was done, the age of the facility remained a constraining factor, Bertling said. A normal reflex would be to find a site in a low-cost country, but a key consideration was to retain the highly competent staff at the Courneuve factory, he said.

"Blades are a special job," Bertling said.

Given that need to keep the technical competence, the company looked for a site within 10 kilometers, or "three bus stops," from Courneuve, he said.

The move was not expected to lead to job cuts, with the total number of staff likely to remain stable at 600 to 700, although the mix might include a greater number of engineers, as some sales staff might be transferred to the main Marignane factory, in southern France, Bertling said.

Eurocopter was able to commit to Dugny after a March 25 commitment from French local and government authorities, which gave their backing to the EADS and Eurocopter project, Bertling said.

The agreement to buy Canadian aircraft maintenance specialist Vector for 625 million Canadian dollars ($638 million), announced March 28, also helped the Dugny decision as Eurocopter then had a clearer idea of how much cash would be available, Bertling said.

The move comes in the context of French ambitions to develop a Greater Paris aeronautics center of excellence. The Groupement des Industries Françaises de l'Aeronautiques et Spatiales (GIFAS) trade body is in talks with the local authorities of Bourget, who seek to develop the area - already home to the Paris Airshow, the business airport, and the Air and Space Museum.

空軍一位官員證實了其說法,稱空軍正在商業現貨產品方案和軍方需求之間尋找一個平衡點。

空軍的CVLSP項目進展十分曲折。軍方從上世紀90年代就已經開始進行這方面的工作,但由於其他採辦項目的優先順序都較高,該項目始終沒有正式立項。

直到2012財年預算中才包含了兩架CVLSP的預算。但目前CVLSP的採辦策略又成為了質疑的重點。

與此同時,空軍採購了若干架陸軍的H-60,計畫將其改裝用於承擔戰鬥搜救(CSAR)任務,以填補HH-60G“鋪路鷹”留下的缺口。但是,空軍未來如何選擇CSAR飛行器仍未確定。

India to buy 65 HAL light combat helicopters

The Indian air force plans to buy 65 Hindustan Aeronautics light combat helicopters, with deliveries to start in 2013-14. The service has confirmed the size of its planned purchase, but says the cost of the deal will be specified later.

The helicopter is India's first indigenous attack rotorcraft. It made its maiden flight in March 2010 and staged a brief aerial display at February's Aero India air show near Bangaluru, but photographs and Indian media reports suggest the display was cut short owing to mechanical problems.

With a maximum take-off weight of 5.8t, the LCH is a development of HAL's Dhruv advanced light helicopter. France's Turbomeca helped develop the helicopter's twin Shakti engines.

Key features include stealth, a glass cockpit, armour protection, crashworthiness and the ability to operate at night. Mission systems include a helmet-mounted sight, electronic warfare system, directional infrared countermeasure/laser transmitter, a datalink and an infrared suppressor.

The helicopter's armament includes a 20mm cannon in a chin turret, as well as rockets and missiles. According to HAL, the helicopter will be able to carry missiles for a variety of missions, including air-to-air, air-to-surface, and anti-radiation.

In January 2010, HAL chairman Ashok Nayak said that India could eventually purchase up to 100 LCHs.

India also has a requirement for 22 combat helicopters produced overseas. In January a notice posted by the US Defense Security Cooperation Agency detailed Boeing's bid to sell 22 AH-64D Apache Longbows. According to the agency, India has requested bids from "several foreign suppliers", although only Russia's Mil Mi-28 is publicly acknowledged as a rival.

    在預測國際公司一份名為“中/重型軍用直升機市場”的報告中顯示:從現在至2020年,全球製造商將生產4434架中/重型軍用直升機和傾轉旋翼機,價值1004億美元。多數中/重型軍用直升機型號的訂貨都在減少,新訂單不足以維持訂貨量平穩。分析師預測中/重型軍用直升機的2011年產量將為418架,2013年增加至504架,隨後逐漸穩定下降至2020年的366架。2011~2020年間,西科斯基飛機公司將在產量和產品價值方面成為市場主導。其他主要製造商將包括阿古斯塔•韋斯特蘭、波音、歐直和俄羅斯直升機公司。

    [據美國《軍事與航空電子》2011年3月28日報導]    據稱,美國海軍陸戰隊裝備的AH-1Z“眼鏡蛇”攻擊直升機具備了初始作戰性能。該直升機由貝爾直升機公司生產。

    AH-1Z攻擊直升機採用四葉片螺旋槳、性能匹配的傳動裝置、四葉片尾翼螺旋槳、大型側翼上分別掛載兩個武器存儲站、改進的起落架和綜合駕駛艙。AH-1Z的作戰半徑比AH-1W擴大了1.2倍。海軍陸戰隊計畫用AH-1Z攻擊直升機替代現有的AH-1W直升機。

[據美國《防務新聞》網站2011年3月17日報導]美國空軍將開始通用垂直起重保障平臺(CVLSP)專案的競標程式,該型號將用來替換空軍當前老化的UH-1N通用直升機。

USAF To Compete Vertical Lift Support Program

The U.S. Air Force will hold a competitive bid for its Common Vertical Lift Support Platform (CVLSP) program to replace its increasingly decrepit fleet of Bell UH-1N Huey utility helicopters.

The Air Force UH-1N fleet provides transportation for security teams that patrol the service's intercontinental ballistic missile bases and also to lawmakers in the Washington area during emergency situations.

"I'm absolutely sure competition will be involved," Air Force Secretary Michael Donley told the Senate Armed Services Committee on March 17. However, the Air Force's leaders won't receive the service's vertical lift acquisition strategy until later in March, he said.

Analysts have mixed feelings about holding a competition to fill the CVLSP requirement.

Byron Callan, an analyst with Capital Alpha Partners in New York, said the military already has a hot production line for Sikorsky's Black Hawk series helicopters, and this might be a cheaper option. That aircraft is already in service with the U.S. Army, Navy and Air Force, and might therefore offer significant savings in terms of logistics and infrastructure, Callan said.

"There no real cost advantage, but that's the flavor of the day right now," he said, of holding a competitive bid process for CVLSP.

However, Callan said he is torn between that position and throwing the doors open to competition.

"I can understand the push for it, but there is another side of me that says, 'OK, why not give the other guys a crack at it? You don't know what you can gain with other approaches,'" he said.

The US Air Force's acquisition leaders are likely to consider three or four different helicopters for a new contract, overruling a senior commander who strongly pushed for a sole-source contract for a new version of the Sikorsky UH-60.

"I expect we will go towards a competitive strategy," Lt Gen Mark Shackelford, military deputy to the assistant secretary of the air force for acquisition, told a House Armed Services Committee hearing on 15 March.

A competition would allow at least "three or four vendors" that meet the air force's requirement to submit proposals for the common vertical lift support programme (CVLSP).

The CVLSP requirement has been listed for 93 aircraft, but air force officials recently suggested the number could eventually be 205. The latter number appears to include a related requirement for 112 combat search and rescue helicopters (CSAR-X).

Sikorsky has offered to meet both the CSAR-X and CVLSP fleet requirements with a single helicopter - the HH-60M.

That strategy has been embraced by Lt Gen Jim Kowalski, chief of Global Strike Command, which is responsible for operating the CVLSP fleet. Kowalski said last month that awarding a sole-source deal would accelerate the acquisition process.

For Kowalski, speed of acquisition is one of the key requirements for the CVLSP procurement. The Bell Helicopter UH-1s currently flying the missions, which involve patrolling remote missile fields and ferrying VIPs in Washington DC, have been inadequate for their mission since 1996, he says.

Kowalski last month said the acquisition strategy for CVLSP would be decided during a meeting in March with David Van Buren, the air force's assistant secretary of acquisition, and Shackelford's boss.

It is not clear if the meeting has taken place, but Shackelford's statement indicates the decision on the CVLSP acquisition strategy has already been made.

Although Shackelford says there are three or four vendors that meet the USAF's requirement, at least five companies have expressed interest in the CVLSP programme.

Beyond Sikorsky, the most outspoken advocate for a competition has been AgustaWestland, which has rigged up an AW139M to compete for the contract.

Bell and Boeing have also distributed marketing materials showing their respective UH-1Y Super Huey and HH-47 Chinook products as alternatives for CVLSP, while EADS North America officials have proposed Eurocopter's Super Puma.

The selected helicopter will have to perform a unique mission. As part of its requirement to secure remote missile fields, the aircraft must take off with a fully loaded nine-person response team and four crew members.

Indian AF to Buy 64 Indigenous Combat Helos

NEW DELHI - The Indian Air Force will buy 65 Light Combat Helicopters (LCH) from state-owned Hindustan Aeronautics Ltd. (HAL) for about $1.4 billion.

Under development since 2006, the LCH has undergone several test flights, and deliveries are scheduled by 2013-2014.
 
The LCH is a two-engine, 5.5-ton helicopter and will carry air-to-air missiles, 20mm guns, unguided rockets and cluster bombs, grenade launchers and anti-radiation missiles. It will be used to kill UAVs and slow-moving aircraft, escort troop-carrying copters on special operations, destroy enemy air defenses, fight in urban environments, and blow up tanks and other vehicles.

An Air Force official said the weight of the LCH has been reduced, although he declined to detail the service requirement. The total demand for the helos by the Air Force and Army is 179.

The LCH will also be capable of high-altitude warfare since its operational ceiling will be 16,000 to 18,000 feet. The LCH is not a derivative of the homegrown Advanced Light Helicopter although it uses the same transmission and rotor systems.

The helicopter will be equipped with missile warning systems, anti-missile countermeasures and night attack-capable cockpit displays. Its narrow fuselage will be stealthy, and its landing gear will be built to handle hard landings.

The LCH carries a homegrown gyro-stabilized sighting system comprising a high-performance thermal imager and laser rangefinder with a four-kilometer detection range.

The helicopter also will be armed with the Helina missile, a Nag derivative, with an extended range of seven kilometers to augment its air-to-ground capability.

The Air Force is operating at just 74 percent of its helicopter requirements, as most of its helicopter fleet have reached their life expectancy, an Air Force officer said.

[據英國《飛行國際》2011年3月3日報導]由於以色列空軍的西科斯基C-53運輸直升機在短期內沒有候補機型,以空軍決定利用殘骸零件和堆積數年之久的廢棄部件重建一架直升機。2010年7月,以色列一架CH-53在羅馬尼亞墜毀,直接導致了重建直升機的需求。那架直升機當時正在進行聯合演習,機上6名以色列機組人員和1名羅馬尼亞觀察員全部喪生。

根據以色列空軍雜誌的報導,以空軍第22維護部隊將負責重建任務,重建直升機將按照2025年的標準進行現代化,將安裝20個新系統,包括先進電子戰裝置和衛星通信設備等,提升其作戰能力。

Fleet pressure prompts Israel to rebuild scrapped CH-53

With no immediate substitute for the Israeli air force's Sikorsky CH-53 transport helicopters in the frame, the service has decided to rebuild one aircraft which was cannibalised for spare parts and dumped in a scrapyard several years ago.

The need to reactivate aircraft 985 is one outcome following an Israeli CH-53 Yasur crash in Romania in July 2010.

Six Israeli crew members and one Romanian observer were killed when the aircraft came down during a joint exercise.

According to a report in the Israeli air force magazine, the service's 22nd maintenance unit will perform the rebuild, which will fit the aircraft to its modernised 2025 standard.

The upgrade, already being carried out on all Israel's operational CH-53s, will see the installation of 20 new systems, including an advanced electronic warfare suite, and a satellite communications fit to expand the type's operational capability.

The project will also introduce an altitude hold-and-hovering stabilisation system and a laser obstacle ranging and display capability.

Israel plans to continue flying its current fleet until it can acquire Sikorsky's new-generation CH-53K, under development for the US Marine Corps.

Only the CH-53K is designed for the type of missions Israel's Yasur helicopters are required to perform, the air force says.
