俄研出新型RPG-30反坦克火箭筒未來將出口

　　本站2008年12月2日綜合報導 俄羅斯巴紮特公司已研製成一種新型RPG-30反坦克火箭筒，專門用於攻擊配裝有主動防護系統(active protection systems，APS)的裝甲車。

　　RPG-30反坦克火箭筒重10.3千克，分為上下兩個部分：上部分是大口徑發射筒，它可發射配裝有串聯戰鬥部的PG-30式105毫米空心裝藥反坦克火箭彈；下部分是小口徑發射器，它可發射用以對付主動防護系統的誘餌彈。主動防護系統在調整好攔截第二次威脅之前的反應時間為0.2秒～0.4秒，PG-30火箭彈正好可以利用主動防護系統攔截誘餌彈的機會摧毀車輛裝甲。在躲避了主動防護系統之後，PG-30還能夠穿透爆炸反應裝甲元件和厚度超過600毫米的軋製均質裝甲、厚度超過1500毫米的鋼筋混凝土以及厚度超過2000毫米的磚塊。

美國陸軍投資5000萬美元研發遊戲幫助訓練

    根據Stars and Stripes的報道，美國陸軍目前正在開發一個遊戲訓練設施，並計劃于2010年開始運營。該計劃預算高達5000萬美元，不同于以往的徵兵廣告或是形象宣傳等小打小鬧，而將被真正用于士兵在虛擬戰場下的訓練。

    “美國軍方很重視這個項目。”該項目執行主管Gary Stephens上校對記者表示：“我們負責為陸軍開發這款遊戲，從項目要求到最終結果。”

    盡管美國陸軍開發的這個項目不會參與電視遊戲市場的競爭，也不會像普通的商品那樣打廣告上市，但對于民用遊戲生產企業來說依然存在許多互動的可能性，因此在業內也受到了廣泛的關注。

    據悉，該項目的經費中包含一筆具體數目不明的撥款，用于購買或是自主開發一款足以媲美之前“DARWARS Ambush（音似星球大戰，是美國軍方曾開發過的模擬訓練遊戲，基本上是個20世紀背景的FPS，見上圖）”的新訓練程序，最終由一家民用遊戲開發商承包的可能性也很大。

    Gary上校透露，新的模擬訓練遊戲需要比以往更高水準的技術支持，其中包括支持更多的受訓者同時參與一個訓練科目，逼真的地形地貌還原、可自行設定修改的假象故事背景以及回放分析等功能。

俄軍取消師級作戰編制 王牌作戰師最先被開刀

　　俄羅斯新一輪軍事改革正如火如荼地展開，為了顯示決心，俄國防部決定拿“御林軍”開刀。據俄《觀點報》10月28日報導，富有傳奇色彩的塔曼師，將在作戰單位改革中首先被拆分。

　　“御林軍”率先師改旅

　　塔曼摩步師是一支快速反應部隊，該師必須保證80%的人員和100%的武器裝備能隨時調動。其主要作戰目標是保衛莫斯科，口號是“祖國，榮譽和驕傲”。

　　塔曼摩步師，在二戰中的新羅西斯克-塔曼戰役中一戰成名。在1943年9～10月的會戰中，該部強攻塔曼半島，重創德第17集團軍，蘇軍統帥部將其定名為“塔曼師”。1953年為維持史達林葬禮秩序，塔曼師受命開進首都，從此成為保衛首都安全的“御林軍”。

　　更讓該師揚名的是“8•１9”事件。在1991年8月，塔曼師50多輛坦克“臨陣倒戈”，站到“緊急狀態委員會”的對立面，參加了保衛白宮(俄聯邦議會所在地)的行動。葉利欽站在該師第110號坦克上發表講話的鏡頭，也成了蘇聯解體的經典畫面之一。1993年“炮打白宮”時，總統葉利欽與議會的矛盾僵持不下，塔曼師開進莫斯科。時任國防部長的格拉喬夫下令，10月4日8時，該師700名特種兵在重型坦克支援下，一舉攻佔白宮，議長哈斯布拉托夫、副總統魯茨科伊等人束手就擒。在1999年的車臣戰爭中，該師開赴車臣首府格羅茲尼參與平叛。

　　目前，該師下轄6個團、1個反坦克營、1個偵察大隊和1支補給部隊。多年來，每當俄羅斯有新型武器列裝，塔曼師總得近水樓臺之利，而這次俄軍歷史上規模最大的改革，也讓塔曼師成為首先被開刀的對象。俄羅斯人熟悉的該師軍旗和軍徽，幾乎已成為最重要的俄軍傳統標誌，但現在這些都只能送進博物館了。

　　據《觀點報》透露，在這輪改革中，塔曼師將被改組為兩支各有7500人的摩步旅。差別將體現在武器裝備上，其中一旅將裝備BMP-3戰車，另一旅將裝備BTR-80和BTR-90兩款戰車。兩支新軍隊的駐地暫時不變，仍為莫斯科州的納拉佛明斯基地區的阿拉比諾村。

　　俄軍啟動新指揮體制

　　《觀點報》文章評論說，此次改革的主要思路是，將過去俄軍的主要作戰單位由師變為旅。俄羅斯政治軍事分析研究院專家亞歷山大•赫拉齊新認為，新的作戰單位具有更好的機動性和靈活性，俄軍將因此具有全新的指揮框架。過去的“軍區-軍-師-團”四級指揮體制，將被新的“軍區-作戰指揮部-旅”三級體制所代替。

　　赫拉齊新指出，不同的國家會採用不同的軍事指揮體制，在國土狹小和具備複雜氣候和地形條件的國家，往往採用旅為主要作戰單位。如歐洲的荷蘭、捷克、奧地利等國，都採用旅為主要作戰單位的體制；而法國和德國則一直堅持師作戰體制。顯然，在俄羅斯的一些地域廣大的地區，如中部地區和西伯利亞地區，旅作戰單位顯得不足以承擔戰鬥任務，但師作戰單位又過於龐大。據悉，俄軍將組成特種軍團來解決此類問題。

　　在這輪師變旅的改革中，國防部從塔曼師下刀。但遭此“橫禍”的還有第106圖拉傘兵師和第3坎傑米爾坦克師等數支傳奇部隊，也未能倖免。赫拉齊新認為，拿英雄部隊來“開刀”，這足以顯示出國防部推行軍隊改革的巨大決心。

The U.S. Army Aviation and Missile Life Cycle Management Command has awarded General Dynamics Armament and Technical Products two new orders to produce Hydra-70 rockets and warheads. The combined value of the orders is approximately $85 million; deliveries will begin in May 2010.
The orders were awarded under a five-year contract signed in 2005 that has a total potential value of more than $900 million if all options are exercised. General Dynamics Armament and Technical Products is a business unit of General Dynamics.

System engineering and program management will be performed at General Dynamics' Burlington Technology Center in Vermont. Final assembly and component sub-assembly will occur at the company's Camden, Ark., facility.

"We take pride in the range of capabilities delivered by this lightweight and affordable weapon," said Russ Klein, vice president and general manager of weapon systems for General Dynamics Armament and Technical Products.

"Over the past 12 years, our Camden, Ark., workforce has produced more than 2 million reliable and effective rockets for U.S. warfighters."

英國BAE公司贏得美軍巨額卡車採購合同

　　據美國《防務工業日報》2008年10月10日報導 近日，美國國防部宣佈，2008年9月29日，英國BAE系統公司贏得了一項價值4.42億美元的美陸軍中型戰術車族(Family of Medium Tactical Vehicles，FMTV)卡車採購合同，將為美陸軍生產10000輛FMTV卡車。據悉，這10000輛中型戰術車族將在位於美國德克薩斯州的BAE系統公司工廠進行生產，預計將於2011年12月31日前完成全部工作。

Amateurs discuss tactics, professionals discuss logistics. A military force can have all of the flashy combat vehicles it wants, but without a solid underpinning of medium and heavy trucks to handle logistics, that combat force is either dependent or hollow. This truth has been vividly illustrated in Iraq, where the priority level placed on raising the Iraqi Army’s combat power has made it dependent on the mature American logistics force in theater. Discussions of “independent operational capability” for Iraqi units revolve primarily around this logistics gap. While some units are capable now, Iraq is just beginning to implement the logistics tail that will give most of its units this ability to operate independently.

The 14 variants in the Family of Medium Tactical Vehicles (FMTV) form the core of the USA’s new state-of-the-art medium military transport truck fleet. Which in turn forms the core of the “mature logistics capability” seen in the Iraqi theater and elsewhere. FMTV trucks are all automatic transmission, and rage from 2.5-ton cargo and van models to 5-ton cargo, tractor, van, wrecker, tanker, specialty, and dump-truck models in various 4×4 and 6×6 configurations. Some models also have attached trailers that increase their carrying capacity. Even so, the use of common engines, transmissions, drivelines, power trains, tires, cabs, et. al. create over 80% parts commonality between FMTV models. Where possible, commercial components are used for added savings.

In addition to their role as the backbone of the US Army’s truck fleet, FMTV trucks serve as the base for key weapons systems like the future MEADS air-defense system and the new HIMARS air-portable multiple rocket launchers. They also serve as the base for BAE’s Caiman MRAP blast-resistant vehicle, which adds armor and a blast-resistant capsule for carrying troops. As of June 1/08, the US military has ordered 2,862 Caimans for use on the front lines.

There have been 3 main phases of the FMTV program, including the last “SO23” open competition in 2003. All told, approximately 48,000 FMTV trucks in various models have been delivered to the US Army. Now, a multi-billion dollar order has been finalized, adding 20,000 more trucks by 2011. They will bridge the gap to the FMTV program’s next re-competed phase, and also inaugurate the US Army’s Long Term Armoring Strategy (LTAS) for its vehicle fleets. 　　據美國防務新聞網報導23日報導，俄羅斯國防工業部門一位高官透露，俄羅斯將以7000萬美元的價格出售給土耳其80套"短號"(Kornet-E，北約代號為AT-14)鐳射制導反坦克導彈系統。這是北約成員國11年來首次從俄羅斯購買武器裝備。

Turkey Buys 80 Russian Anti-Tank Missile Systems

Russia will sell 80 Kornet E (NATO designation: AT-14) laser-guided anti-tank missile systems to Turkey in a $70 million deal that is Moscow's first arms sale to the NATO member in 11 years, according to a senior Russian defense industry source.

The Russian government arms export monopoly Rosoboronexport and Turkey's Secretariat of Defense Industries, SSM, signed the contract in late August, the official said Sept. 23.

All deliveries will be made in 2009, the official said.

Developed by the Tula-based Instrument Design Bureau KBP, Kornet E is a semi-automatic laser-guided missile that can hit targets out to 5,500 meters during the daytime and 3,000 meters at night. It can carry anti-tank or thermobaric warheads. Each 60-kilogram system consists of a launcher, thermal sight and a single missile container. It can be ready in three minutes.

In 1999, Tula KBP was slapped with sanctions by the United States for delivering Kornet Es to Syria. Israeli media had reported that Syria had leaked them to the Lebanon-based radical Hezbollah group, which used them against Israeli tanks during the August 2006 military conflict in Lebanon.

In January 2007, Turkey launched the competition to supply 80 medium-range anti-tank weapon systems, 800 missiles and related maintenance services.

Rosoboronexport beat out rival bidders Denel, Rafael and Raytheon.

荷蘭準備訂購大型多用途車

    [據美國《防務工業日報》2008年9月7日報導]    荷蘭國防部宣佈，將耗資2.5億歐元在2011～2018年替換近8000輛輕型、中型和重型輪式後勤與巡邏車。這將不包括戰術車，如“非洲小狐”偵察車、CV90/YPR/BvS10裝甲人員輸送車和坦克等，但是將替換荷蘭多數巡邏車和卡車。該項目有望訂購7018輛車（包括民用車）、3617套模組和用於執行特種任務的拖車。該專案也將訂購1020套模組化防護元件、120套遙控武器系統和1260套槍支架。

The Netherlands’ Ministerie van Defensie has announced a EUR 250+ million project to replace nearly 8,000 light, medium and heavy wheeled logistics and patrol vehicles between 2011-2018. This will not include tactical vehicles such as the Landmacht’s Fennek reconnaissance vehicles, CV90/ YPR/ BvS10 armored personnel carriers, tanks, et. al., but it will replace a significant percentage of the Dutch patrol vehicle and truck fleet.

The project is looking to acquire 7,018 vehicles (including civilian vehicles) plus 3,617 modules, trailers et. al. to adapt the vehicles for specific tasks. The project also expects to order 1,020 modular protection kits, 120 Remotely controlled weapon systems and 1,260 gun mountings.

The accompanying briefing states that the operational vehicles, as opposed to vehicles bought under this program for civilian/domestic use, should be able to operate in the upper levels of the violence/war spectrum. This includes the option of modular add-on protection that can be changed as threat levels from projectiles, shrapnel, land mines, et. al. The mounting of electronic jammers to defeat remotely-detonated IED land mines is also contemplated, and the vehicles should be able to operate in extreme high and low temperature conditions.

The ‘light freight/cargo vehicle’ should be CH-47 transportable, either in the helicopter or underslung, as well as C-130 transportable. All of the operational vehicle types should be transportable in the C-17, AN-124 and A-400M, as well as with the country’s Rotterdam Class LPD ships, by civilian transport vessels and by train. Operational life should be at least 2 years, with a total lifespan of 10-15 years.     新華網消息 據中國國防科技資訊網報導，美國陸軍技術網站2008年9月8日刊文稱，美國陸軍目前正在購買4600支Mk19榴彈發射器和29900支12.7毫米班組支援機槍，其使用的大口徑彈藥及其高射速已由步兵在伊拉克和阿富汗執行緊急任務中進行了驗證，具有極大的價值。這樣的武器系統可有助於對在逃跑中的或混雜在當地居民中的小群體叛亂分子進行瞄準。

    據位於新澤西州皮卡汀尼兵工廠的美國陸軍單兵武器系統專案副經理稱，正常情況下，使用7.62毫米武器攻擊煤渣混凝土牆體後面的敵人是非常困難的，而使用12.7毫米武器則能夠穿透牆體。

通用擬售悍馬 買主鎖定印中俄

消息人士透露，美國通用汽車（GM）正與外國車廠洽談出售悍馬(Hummer)事業單位，印度汽車大廠M&M是首要洽談目標，而中國大陸車廠上海汽車、俄羅斯車廠GAZ也被點名為潛在買主。

一位熟悉內情的人士說，通用正與M&M洽談資產出售事宜，但M&M似乎興趣不大，這家印度業者打算明年以自有品牌在美國市場推出卡車及多功能休旅車，已經與全美超過300家經銷商接觸，與通用的Hummer車款市場定位雷同。對於這項傳言，通用發言人韋金森表示，公司正與潛在買主洽談，但他不願特別針對通用與M&M洽談合作的說法表示意見。
