  英國《飛行國際》2008年1月10日報導  澳大利亞對其空軍力量能力評估後計畫採購F-22"猛禽"戰鬥機,並將考慮如米格-29和蘇-35等俄制戰鬥機,繼而有可能取消一份66億澳元(58億美元)購買24架F/A-18F"超級大黃蜂"的交易。

  美國已拒絕了日本等親近盟國購買F-22的要求,並且美國國會禁止該機出口。但國防分析家認為,如果政府改變主意,日本和澳大利亞可能成為首批獲得F-22的國家。洛克希德•馬丁公司也樂於保持其"猛禽"戰鬥機生產線繼續運轉,但海外銷售面臨的一大阻力是出口型研製成本將達10億美元。

Australia plans to request access to the Lockheed Martin F-22 Raptor, and will also consider Russian fighters such as the RSK MiG-29 and Sukhoi Su-35, as part of a review of its air power capabilities that could lead to the cancellation of a A$6.6 billion ($5.8 billion) deal to buy 24 Boeing F/A-18F Super Hornets.

The USA has refused even close allies like Japan access to the F-22 (pictured below left, with US Navy F/A-18E), and Congress has banned its export. But defence analysts say that if Washington changes its mind, Japan and Australia could be among the first to get access to the type. Lockheed is also keen to keep its Raptor production line open, but a major deterrent to a foreign sale could be a reported development cost of up to $1 billion for an export variant.

But Australia's new defence minister Joel Fitzgibbon appears unfazed in the search for a replacement for the country's General Dynamics F-111s (pictured below) and early-model F/A-18s. "I intend to pursue American politicians for access to the Raptor," he says. "We are well placed to talk to Democrats on the Hill about it, and I want it to be part of the mix." Fitzgibbon adds that all possible options will be studied before a decision, including the possible purchase of Russian aircraft. "The review should include a comparative analysis of everything on the market," he says. "I'm not ruling out any option."

Observers believe that domestic politics are behind the Labor Party's review of almost A$23 billion worth of defence projects, given that the Liberal Party which lost last December's general elections is now led by former defence minister Brendan Nelson. He was at the helm when Australia pledged to buy 100 Lockheed F-35 Joint Strike Fighters, which are not expected to enter service until the middle of the next decade, and when it ordered its Super Hornets as a bridging measure.

Fitzgibbon charges that the latter decision was made without "proper due process or capability justification", while some military analysts have claimed that the aircraft lacks the stealth capability and power that the Royal Australian Air Force needs. The new defence minister has meanwhile warned that Canberra will not tolerate further delays or an increase in the cost of the F-35.

Another project under review is a A$1 billion programme to upgrade 11 Kaman SH-2G Super Seasprite helicopters. These were purchased in 1997 to operate from the navy's Anzac-class frigates, but have been plagued by technical problems and have been grounded for more than a year. Nelson said last year that the helicopters will be upgraded and available for use around 2010.

  據英國《飛行國際》2008年7月8日報導 F-22將首次出現在國際性的重要航展上,不久F-22將參加今年的范堡羅航展。與此同時F-22項目正面臨未來生產的投資問題。

  到目前為止,美國國會編制明年國防預算的工作已經過半,但F-22的前景仍不清晰。引起目前局面的原因部分是因為前國防部長拉姆斯菲爾德於2005年對該專案的調整。當時拉姆斯菲爾德出臺了一份新計畫,決定2008財年後將削減掉F-22的全部投資。

  2006年,由於F-35專案出現18個月的延遲,美國空軍以需要維持第5代戰鬥機持續全速生產為名,成功要求延長F-22的採購。總計60架飛機的3年採購合同使F-22生產減緩到每年20架,同時使生產線維持開工到2010年。這一成功不僅使生產線多維持2年,而且增加了將F-22的命運交由新政府決定的機會。

F-22, set to make Farnborough debut, faces further funding problems

A debut flying demonstration at one of the world's major air shows can be a sort of coronation, a rite of passage for the relatively few aircraft concepts that survive the process of development and flight test and enter production.

When the Lockheed Martin F-22 makes its belated debut in the public display at this year's Farnborough air show, the event will be testament to the stealth fighter programme's perseverance over sometimes formidable odds in a decades-long development phase.

But the F-22's big moment comes amid yet another crisis over the programme's funding. Even as the aircraft is celebrated on its most public stage, Lockheed must hope the event will not be followed by the curtain falling on production as soon as the end of October.

In the US Congress, the laborious process of producing next year's defence budget is already past the halfway point, yet the outlook for the F-22 remains more unclear than at any time since the depths of the development challenges that threatened its survival repeatedly in the late 1990s.

The current stalemate was set in motion by a programme restructuring in 2005 orchestrated by former Defense Secretary Donald Rumsfeld. With little warning, Rumsfeld unveiled a new plan that year to cut off all funding for the F-22 after fiscal year 2008, reducing the USAF's projected buy from up to 277 aircraft to 183 aircraft - enough to outfit seven squadrons. The USAF's approved requirement for F-22s is still 381 aircraft, enough for 10 squadrons, but it has not been funded at that level since 2001.

Bridge a Gap
In 2006, the USAF succeeded in partly rolling back part of Rumsfeld's changes. Explaining its need to keep a fifth-generation fighter in continuous full-rate production, the USAF stretched out the order for F-22s to bridge a gap created by an 18-month delay for the F-35 Joint Strike Fighter.

A three-year procurement deal for a total of 60 aircraft slowed production to 20 F-22s a year, but kept the production line intact until 2010. That victory not only kept the production line moving two more years, it created the opportunity for the F-22's fate to be decided by a new administration.

Under the current White House regime, Rumsfeld's successor, Bob Gates, brought many changes to the US Department of Defense when he arrived in late 2006, but not for the F-22 programme.

Agreeing with Rumsfeld's decision to cap the programme at 183 aircraft, Gates decided not to request funds to extend production beyond the end of next year, overruling the objections of a chastened US Air Force.

Gates thinks the USAF has invested enough money in its premier air superiority fighter, and it is time to reinvest in technologies most relevant to current national security threats.

"The reality is, we are fighting two wars - in Iraq and Afghanistan - and the F-22 has not performed a single mission in either theatre," Gates told a congressional committee in March. "So it is principally for use against a near peer in a conflict, and I think we all know who that is. And looking at what I regard as the level of risk of conflict with one of those near peers over the next four or five years until the Joint Strike Fighter comes along, I think something along the lines of 183 F-22s is a reasonable buy."

Gates Could Stay
Gates also silenced a senior USAF commander who told reporters in March that funding for the F-22 programme would be restored when Gates was no longer in power. The Bush administration leaves office in January, although speculation continues that Gates could be retained by either party in the next administration in his current role.

Gates' staunch refusal to fund long-lead items to continue production into FY2010 passes the decision for the F-22's fate to Congress. Already, congressional committees with a role in the budgeting process have taken a variety of positions, resulting in no clear view about the aircraft's chances of survival.

The House Armed Services Committee has voted to restore funding in FY2009 to buy enough long-lead items to build a further 20 F-22s the following year. The long-lead funding in question amounts to $523 million. That is nearly the same amount Gates' staff took away from the F-22 and put into the Boeing F-15 sustainment account.

The status of the funds shifted to the F-15 account is no longer publicly understood. The money was allocated to repair a manufacturing defect detected after an F-15C crashed in November 2007.

"Since that time, the air force has determined that these additional funds are not necessary for completing the repairs required to correct F-15 structural problems and return them to flying status," the HASC wrote.

It is not clear whether that money could still be available to move back into the F-22 account. The HASC report does not mention that possibility.

Restoring the F-22's funding for long-lead procurement in FY2009 would save the production line and allow the supply chain to continue for at least another year, and would spare the USAF the drama of cutting funds for another programme to pay for more F-22s in the Pentagon's internal budgeting process.

"On the F-22, a lot of people don't realise we've got a third of that programme," Boeing chief executive Jim McNerney told investors in May. "It's about $1 billion a year and we were encouraged in the 2009 HASC language that they'd put in money for long lead for another 20 F-22s. I think they really decided to defer the decision on how many F-22s to be built until the next administration."

One more year of production would increase the USAF's total order from 183 to 203. But the Senate Armed Services Committee prefers to leave the funding decision to the next administration, passing a bill that would permit the next US president to shut down the production line or pay for long-lead items. The SASC bill provides $497 million for either purpose.

"The next president of the USA would have to decide which alternative would be in the best interests of the nation and submit a certification of that decision to the congressional defence committees before any of these funds could be spent," says the committee's report on the bill.

Softer Stance
This approach has earned Gates's endorsement. Although earlier this year he called for a complete halt to F-22 production, he has recently softened his stance to embrace the Senate panel's compromise.

Meanwhile, appropriators in the House and Senate are squabbling about whether to allocate the same amount of funding as part of a supplemental spending bill intended to pay for the cost of the Afghanistan and Iraq wars.

Leaving the decision to the next administration will present a huge decision very soon after the election. The next president will not be sworn in until late January, and the following year's budget request is traditionally submitted by early February.

From the industry's point of view, keeping the programme's future on hold could prove costly if a decision is not made before 31 October. That is the date when Lockheed must turn off the earliest components of the supply chain in the absence of continued funding. Turning those elements back on later could cost up to $1 billion if no decision is made for another year, say Boeing officials.

  據美國《空軍雜誌網站》2008年7月7日報導 F-22戰鬥機7月將首次出現在英國上空,在2次國際航展上展示其威力。明天,蘭利空軍基地第1戰鬥機聯隊的3架"猛禽"以及F-22參展小組將進行一周的跨大西洋遠行。7月12日和13日,美國空軍的首個F-22表演飛行員Paul Moga少校將在英國Fairford皇家空軍基地舉行的英國皇家國際航空展示會(Royal International Air Tattoo)進行單機表演。

Invasion of Britain: The F-22 fighter will be appearing in the skies over Britain for the first time later this month, demonstrating its prowess at two air international shows. Tomorrow, three Raptors from the 1st Fighter Wing at Langley AFB, Va., along with members of the F-22 demonstration team will make the trek across the Atlantic Ocean for a week-long stint. On July 12 and July 13, Maj. Paul Moga, USAF’s first F-22 demonstration pilot, will treat visitors to a single-ship performance at the Royal International Air Tattoo at RAF Fairford in Gloucestershire, wing spokeswoman 2nd Lt. Georganne Schultz, told the Daily Report. On the following day, Moga will perform at the Farnborough International Air Show outside of London, Schultz said. The F-22s will head back to Langley on July 15, she said. The F-22 Demonstration Team is in its first full season. Last year was its debut year, but not a full season. Normally two aircraft would be sent for such a demonstration, with one serving as a backup. Schultz said, in this case, the decision was made to send three.

  據英國《飛行國際》2008年6月16日報導 今年的英國皇家國際航空展示會(Royal International Air Tattoo,RIAT)已定于在范堡羅(Farnborough)航空展開展之前的7月12~13日舉行,屆時美國空軍的F-22"猛禽"戰鬥機將會在展示會上露面,這將是該機首次在海外公開展示。

  據報導,參加本屆RIAT的兩架F-22將來自常駐美國弗吉尼亞州蘭利(Langley)空軍基地的東部表演隊(East Demo Team),本屆RIAT期間這兩架飛機將抵達展示會舉辦地--英國格洛斯特郡的Fairford空軍基地,其中一架將會在展示會中的某一天進行空中飛行展示。

To be staged on 12-13 July, immediately before Farnborough, this year's Royal International Air Tattoo will feature the first overseas display appearance by the US Air Force's Lockheed Martin F-22.

Two aircraft from the Raptor East Demo Team at Langley AFB, Virginia will be deployed to RAF Fairford in Gloucestershire for RIAT, with one of these expected to make a flying appearance on day one of the Farnborough event.

While the Raptor's international show debut will be the highlight for many, huge emphasis is being placed on marking this year's 90th anniversary of the Royal Air Force in considerable style.

The RAF will be presented with new Queen's Colours at Fairford on the Friday before the weekend event traditionally its low-key final display rehearsal and trade media day. Preparations are under way to mark the first event of its kind for 15 years, including for a flypast to involve around 95 aircraft of almost all types in the RAF's current inventory.

"While we cannot take any credit for the organisation of this special ceremony, it is a huge honour to have been asked to provide the backdrop for it," says Air Tattoo director Tim Prince.

The weekend event is expected to attract around 350 aircraft, comprising a variety of military types from European and NATO nations and elsewhere, including Brazil and Pakistan. Historic types from the First and Second World Wars and eight aerobatic display teams will entertain the crowds, while the Avro Vulcan could make its long-planned return to the air show circuit.

Show organiser the RAF Charitable Trust Enterprises expects up to 165,000 visitors to attend this year's event, enabling it to increase its contribution of around £700,000 ($1.38 million) made to the air force and its charities over the past three years.

HICKAM AIR FORCE BASE, Hawaii — About a dozen of the military’s most advanced fighter jets will deploy to Guam this summer, said the top Air Force commander in the Pacific.

The F-22 Raptors will travel from Alaska, where they have been based since last year.

Gen. Carrol “Howie” Chandler said the primary objective of the exercise is to have the squadron practice deploying with the jets.

The Air Force is still working out details, but Chandler said he expects the planes to hold joint drills with U.S. allies in the region, particularly Japan.

The F-22 has gone overseas just once since it became operational in 2005. A Virginia-based squadron traveled to Okinawa early last year for a few weeks.

  據英國《飛行國際》2008年6月5日報導 為配合洛克希德馬丁公司生產的F-22"猛禽"戰鬥機的下一輪的重大改進,波音公司啟動了先前以及"退休"了的飛行試驗平臺。經過重大改進的757試驗機,採用了鴨翼和F-22的機頭雷達天線罩,將用來試驗稱為"改進增量3.1"(increment 3.1)的改進組件。

Boeing will re-launch on Friday the next major upgrade for the Lockheed Martin F-22 Raptor aboard the programme’s previously retired flying testbed.

The heavily modified 757, featuring a canard-mounted wing and the F-22’s nose radome, has been returned from “warm storage” to test a package of upgrades called increment 3.1.

Scheduled to be delivered in fiscal 2010, the US Air Force’s second major round of F-22 upgrades add an electronic attack function and integrates the Boeing GBU-39 small diameter bomb (SDB). Lockheed previously added an air to ground mode for surveillance and ground attack in increment 2, now operational.

As the contractor that supplies the aft fuselage and wings and integrates the systems for Lockheed’s advanced fighter, Boeing’s main role in increment 3.1 is to identify and fix any software bugs and glitches that may arise over the next two years.

In December, Boeing received approval to overhaul its approach to systems integration testing, bringing back the flying testbed and connecting it to a ground testing station.

Boeing’s renamed agile integration laboratory (AIL), which includes both the 757 and the ground laboratory, is intended to support the series of upgrades planned for the F-22.

Boeing also intends to offer the 757 as a flying testbed to other customers.

The company is already in talks with at least five other programmes about using the AIL to flight test a variety of payloads, although the F-22 as the project’s main sponsor will always receive first billing.

The first check out flight of the 757 testbed is expected to take place in the third week of June. The flight test phase for the increment 3.1 upgrades should start by the end of the month.

  環球時報•環球網消息:美國總統國家安全事務顧問斯蒂芬•哈德利4日在白宮記者會上表示,雖然目前很多國家對美國新型F-22戰機感興趣,但美國法律禁止出口這種戰機。

  據俄羅斯媒體6月5日報導,哈德利做此表態是因為記者會期間,有記者提到,布希總統在與以色列總理奧爾默特在白宮舉行會談期間是否會提到向以國出口F-22戰機的問題。

  美F-22“猛禽”戰機是目前世界上最新型的第五代多功能殲擊機,該戰機採用了躲避雷達追蹤的隱形技術,其造價大約為1.3億至1.8億美元。

  早前據以色列媒體報導,布希在與奧爾默特會談期間將討論關於向以方供應新的一批武器的一攬子合同,並提及奧爾默特將向布希提出購買美國F-22戰機的問題。

針對中國 美將在關島部署F-22
〔本報記者/綜合報導〕台灣國民黨政府積極推動兩岸事務,和中國你唱我和之際,美國對西太平洋軍力部署卻絲毫不敢輕忽,即將除役的「小鷹號」廿八日駛離日本,將由核子動力航空母艦「喬治華盛頓號」入替;美國空軍也表示,七、八月份將在關島空軍基地部署具有匿蹤功能的F-22猛禽戰機。

小鷹號告別日本 返美除役

駐紮日本近十年的「小鷹號」廿八日上午在美國駐日大使西佛及橫須賀市長等有關人士歡送下,駛離橫須賀基地,艦上的人員特別在甲板上排出「SAYONARA」的字形,向日本說再見。

美軍僅存的傳統型航空母艦「小鷹號」,曾參與越戰、轟炸阿富汗及伊拉克戰爭等任務。一九九六年台海飛彈危機時,航經台海扮演嚇阻力量,更讓台灣人印象深刻。接手的「喬治華盛頓號」,則將是首艘駐日的美國核子動力航空母艦,兩艘戰艦將在夏威夷舉行交接儀式。隨後,「小鷹號」將返回美國本土退役。

「喬治華盛頓號」由於廿二日在南美洲外海發生火災,原定八月進駐橫須賀市的時程可能延後。

此外,美國空軍時報報導,美軍計畫將部署在阿拉斯加的十多架F-22戰機轉移到關島,同時也確定七個F-22飛行大隊中的三個大隊,將部署到太平洋地區。

相關報導指出,美軍這項行動據信是針對朝鮮半島情勢和中國,盼加強美軍在西太平洋地區的空優。

美國太平洋空軍司令錢德勒最近在接受媒體採訪時表示,部署到關島的F-22戰機,將與周邊的盟國日本等空軍共同實施軍事演習。

錢德勒還透露,未來將用最新型戰機F-35來替代橫田空軍基地的兩個F-15飛行大隊。F-35和F-22戰機同樣是最新型隱形戰機,但前者的作戰能力略遜後者。

F-22自從二○○五年成軍後,僅有一次短暫的海外部署行動,去年曾有一個F-22中隊進駐日本沖繩的嘉手納空軍基地三個月,此次會在關島部署多久,美軍並未多做說明。

  去年曾在亞洲引發軒然大波的美空軍“猛禽”戰機又要回來了。據美國《空軍時報》23日報導,號稱世界最強戰鬥機的F-22A“猛禽”將在今夏部署美軍關島基地。有分析認為,相對於美國本土基地和日本嘉手納空軍基地,“猛禽”部署在關島對於爭奪西太平洋上空的制空權,攻擊亞洲大陸更具優勢。

  F-22A今夏關島輪戰

  這批準備部署到關島的“猛禽”來自美國阿拉斯加的埃爾門多夫空軍基地。美國太平洋空軍司令卡羅爾•錢德勒表示,大約12架F-22A戰鬥機將在今年夏季飛向關島,其首要的演練目的是讓美空軍熟悉這種隱身戰機的海外部署。錢德勒還稱,他希望這些頂尖戰機能夠同該地區的美軍盟友,特別是日本的空中力量進行聯合訓練。

  美空軍“猛禽”戰鬥機主要部署在位於加利福尼亞州愛德華茲空軍基地、內華達州內利斯空軍基地、阿拉斯加的埃爾門多夫空軍基地等。自從2005年形成作戰能力以來,只在去年有一個F-22A中隊曾在日本沖繩嘉手納空軍基地部署了數周。此次部署可能仍然只是類似的短期部署,主要對當地基地、氣象條件進行適應性訓練,並與盟軍飛機聯合訓練。同時也為“猛禽”長期部署關島,或制訂該戰機定期在關島輪換部署制度進行探路。

  部署關島威脅更大

  近年來,美國媒體幾乎每次提到F-22A戰鬥機都會在其名稱前加上“世界上最先進的隱身戰鬥機”這個頭銜。美國媒體稱,它集隱身、超音速、超機動性和先進的航電系統於一身,對目前的三代戰鬥機可形成巨大的優勢。據美國“防務新聞”23日報導,美國眾議院最近批准美國空軍在明年再添置20架“猛禽”,因此將 F-22A部署在亞太地區,以加強美軍在西太平洋地區的空中力量,可能將是美國空軍下一步的工作重點。而相對於去年部署在嘉首納空軍基地,部署在關島儘管距離更遠,但是威脅卻更大。

  從作戰距離上講,由於遠隔數千里,這裏幾乎可以免遭亞洲大部分國家戰鬥機的威脅。關島距離北京4500公里,距離平壤3800公里。亞洲幾乎沒有一種戰鬥機可以不經過空中加油而直抵關島。如果使用空中加油機,則有可能從遭到美軍在日本和韓國的東亞一線機場起飛的戰鬥機攔截。此外,美軍可對從亞洲大陸射向關島的彈道導彈形成多道攔截區,最大限度地減少關島基地遭到來自亞洲大陸的打擊。而這段距離對於擁有加油機和東北亞基地群支援的F-22A來說卻算不了什麼。F-22A自身的航程近4000公里,在空中加油機的支援下爭奪西太平洋天空或者攻擊亞洲大陸的目標不在話下。

  部署在關島的F-22A將對亞洲國家形成“我打得了你,你卻夠不著我”的優勢。實際上將比較廉價的戰鬥機部署在一線機場,而將重型、昂貴的戰鬥機部署到二線機場,是世界各國通行的做法。因此未來戰時F-22A部署在關島的優勢更大,可能性也更大。

  頂級戰機並非無懈可擊

  儘管F-22A性能優勢明顯,威脅巨大,但部署在關島的F-22A也並非無懈可擊。首先,F-22A自身相對嬌貴,其維護需要特殊裝備,目前只能依靠本土基地完成,其在西太部署的持續部署時間有限。其次,隨著一些諸如新型米波雷達、無源雷達等新體制雷達的問世,可能對F-22A這類隱身戰機實施有效預警。削弱“猛禽”也未必一定攻擊其本身。例如干擾它用於通信的資料鏈系統、攻擊或干擾向“猛禽”提供導航、通信資訊的各種設備,或攻擊支援其進攻的加油機、預警機等都能在一定程度上削弱它的戰鬥力。而美軍在演習中也已經證明,越是在大規模空戰時,“猛禽”單機的性能優勢越很難完全發揮。

美國國會討論明年是否繼續投資購買C-17和F-22

[據英國《飛行國際》2008年5月12日報導]美國國會就是否在明年預算中增加C-17和F-22投資以使其生產線繼續運轉出現了分歧。
 
      今年2月美國國防部在其下一財年預算中沒有為這兩個項目申請投資,從而將這兩個飛機專案的命運交與了下屆政府手中。4月底,美國參議院武裝部隊委員會經過投票建議為F-22增加投資4.97億美元,但之後又突然停止改變國防部的決定,只允許下屆政府使用該筆資金或用於關閉生產線或用於購買20架新飛機的遠期材料。參議院委員會沒有為新C-17增加資金。
 
      眾議院委員會則採用了不同的做法。5月7日眾議院武裝部隊空中和陸地力量子委員會通過投票建議增加39億美元用於購買15架C-17和增加5.23億美元購買20架新F-22製造所需的遠期材料。
 
      眾議院及參議院委員會只能提供建議,因為眾議院和參議院撥款委員會將在撥款法案中行使最終的撥款權。眾議院武裝部隊委員會計畫5月13日討論追加支出法案。
 
      波音C-17項目自2005年起在國會干預下保持生產線運轉,美國空軍已將該項目列為明年高優先權的無投資專案清單的第6位元。波音同時還在尋找國際訂單以維持生產線開啟直到美國政府同意給予新投資。
 
       洛•馬公司F-22生產線10月份將開始3年期、60架飛機訂單最後12個月的生產工作。美國空軍已訂購了187架F-22,有2架已在事故中損失。(中國工業發展研究中心  吳蔚)

Battle lines are forming in the US Congress over whether to add funds to next year's budget to keep alive production lines for the Boeing C-17 and the Lockheed Martin F-22.

Both landmark US defence programmes have faced the axe since a February US Department of Defense budget request omitted funds for either programme, effectively leaving their fate to the next administration.

Restoring funding would keep alive the only full-rate production lines for a so-called fifth-generation fighter and strategic airlifter in the US inventory.

Lockheed's F-35 Joint Strike Fighter programme remains in development and low-rate production phase through 2013.

A vote in late April by the Senate armed services committee recommends adding $497 million for the F-22, but stopped short of reversing the DoD's decision and would merely grant the next administration the right to use the funds to either shut the production line or order long-lead materials for 20 new aircraft. The Senate panel added no funds to build new C-17s.

A panel of lawmakers in the House of Representatives is taking the opposite approach. A vote on 7 May by the House armed services subcommittee on air and land forces recommends adding $3.9 billion to buy 15 C-17s and $523 million to pay for buying long-lead materials to build 20 more F-22s.

Both the House and Senate authorising panels can only make "recommendations", as separate appropriations committees wield final funding authority over spending bills. The recommendations must be reviewed by the full committees and the full House and Senate. Differences between the bills must be reconciled before it can be reviewed by President George Bush.

The House armed services committee is scheduled to debate the supplemental spending bill on 13 May.

Boeing's C-17 line has been kept alive since 2005 through Congressional intervention. The US Air Force has named the programme its sixth-highest "unfunded priority" next year. Boeing also is seeking additional orders by foreign militaries to keep production alive until the US government approves new funding.

Lockheed's F-22 production line in October enters the final 12 months of a three-year, 60-aircraft order. The USAF has ordered 187 aircraft, although two have already been lost in crashes.
