  英國《飛行國際》2008年1月10日報導  澳大利亞對其空軍力量能力評估後計畫採購F-22"猛禽"戰鬥機,並將考慮如米格-29和蘇-35等俄制戰鬥機,繼而有可能取消一份66億澳元(58億美元)購買24架F/A-18F"超級大黃蜂"的交易。

  美國已拒絕了日本等親近盟國購買F-22的要求,並且美國國會禁止該機出口。但國防分析家認為,如果政府改變主意,日本和澳大利亞可能成為首批獲得F-22的國家。洛克希德•馬丁公司也樂於保持其"猛禽"戰鬥機生產線繼續運轉,但海外銷售面臨的一大阻力是出口型研製成本將達10億美元。

Australia plans to request access to the Lockheed Martin F-22 Raptor, and will also consider Russian fighters such as the RSK MiG-29 and Sukhoi Su-35, as part of a review of its air power capabilities that could lead to the cancellation of a A$6.6 billion ($5.8 billion) deal to buy 24 Boeing F/A-18F Super Hornets.

The USA has refused even close allies like Japan access to the F-22 (pictured below left, with US Navy F/A-18E), and Congress has banned its export. But defence analysts say that if Washington changes its mind, Japan and Australia could be among the first to get access to the type. Lockheed is also keen to keep its Raptor production line open, but a major deterrent to a foreign sale could be a reported development cost of up to $1 billion for an export variant.

But Australia's new defence minister Joel Fitzgibbon appears unfazed in the search for a replacement for the country's General Dynamics F-111s (pictured below) and early-model F/A-18s. "I intend to pursue American politicians for access to the Raptor," he says. "We are well placed to talk to Democrats on the Hill about it, and I want it to be part of the mix." Fitzgibbon adds that all possible options will be studied before a decision, including the possible purchase of Russian aircraft. "The review should include a comparative analysis of everything on the market," he says. "I'm not ruling out any option."

Observers believe that domestic politics are behind the Labor Party's review of almost A$23 billion worth of defence projects, given that the Liberal Party which lost last December's general elections is now led by former defence minister Brendan Nelson. He was at the helm when Australia pledged to buy 100 Lockheed F-35 Joint Strike Fighters, which are not expected to enter service until the middle of the next decade, and when it ordered its Super Hornets as a bridging measure.

Fitzgibbon charges that the latter decision was made without "proper due process or capability justification", while some military analysts have claimed that the aircraft lacks the stealth capability and power that the Royal Australian Air Force needs. The new defence minister has meanwhile warned that Canberra will not tolerate further delays or an increase in the cost of the F-35.

Another project under review is a A$1 billion programme to upgrade 11 Kaman SH-2G Super Seasprite helicopters. These were purchased in 1997 to operate from the navy's Anzac-class frigates, but have been plagued by technical problems and have been grounded for more than a year. Nelson said last year that the helicopters will be upgraded and available for use around 2010.

The US Air Force is activating the 95th Fighter Squadron at Tyndall AFB, Florida, on 11 October, kicking off a process that will eventually see 24 additional F-22 Raptors being assigned to the base.

“The squadron is being reactivated tomorrow,” says Col Max Marosko, commander of the 325th Operations Group. “The jets won’t start showing up until January.”

Once the first jets arrive in January, more will start arriving in phases through April 2014.The squadron will eventually have 24 aircraft, which includes 21 primary jets and three backup aircraft.

The Raptors were previously based at Holloman AFB, New Mexico, with the 7th Fighter Squadron, but are being shifted as part of an overall USAF effort to consolidate its F-22s at six bases. Combined with the 31 Raptors already assigned to the 325th Fighter Wing, Tyndall AFB will host a total of 55 F-22s. “It’s the largest concentration in the air force,” Marosko says.

The 95th Fighter Squadron will not be immediately mission ready when its jets arrive. It will have to slowly ramp up its operations to get back up to speed. Marosko says he expects the unit to be mission ready by the “summer”.

Unlike the wing’s 43rd Fighter Squadron, which is the F-22 formal training unit, the 95th Fighter Squadron will be a frontline combat unit. While it is somewhat unusual for an operational unit to be based alongside a training unit, it is not unprecedented, Marosko says. The USAF’s fleet of Boeing F-15E Strike Eagles has a similar setup.

In addition to the Raptors, the 325th Fighter Wing will also receive 10 additional Northrop T-38s by the end of the third quarter, bringing the total number of Talon jet trainers at the base up to 20. The small twin-engined jets are used as adversary aircraft for the Raptors. However, using the T-38 for aggressor training has some limitations since the Talon does not have radar or the ability to carry captive air training missiles. But “it helps free up Raptor lines for training,” Marosko says.

A "very small number" of Lockheed Martin F-22 Raptor pilots are refusing to fly the jet, a top US Air Force official says. "Obviously it's a very sensitive thing because we are trying to ensure that the community fully understands all that we're doing to try to get to a solution," says Air Combat Command chief Gen Mike Hostage. He was speaking at press conference at Joint Base Langley-Eustis, Virginia on 30 April.

The USAF has not found the root cause of 11 hypoxia-like cases since the Raptor fleet returned to flight in September after a near five-month stand-down. The jet has flown about 12,000 times since then. Hostage says that while he will not force pilots to fly the F-22, those aviators won't "get a free pass to go do something else" however. But he says he believes that the USAF has "driven down the risk to a level where we can safely operate the airplane."

In solidarity with his pilots, Hostage says him will get himself checked out in the Raptor and fly the jet until the cause of the F-22's oxygen woes are discovered and fixed. "I'm going to check out and fly the airplane so I can understand exactly what it is they're dealing with. The day we figure out what the problem is I will stop flying because we don't have enough sorties for all of our combat aviators to get as much training as they need," Hostage says.

"I don't feel like it's right that I ask them to do it and I'm not willing to do it myself," he adds.

While Hostage did address the recent reports of the F-22 deploying to Al Dhafra, in the United Arab Emirates, he wouldn't confirm where the jet was deployed to, or where the aircraft came from, but the Raptor has deployed to Al Dhafra in previous years.

One source says the jets came from the 7th Fighter Squadron at the 49th Wing, based at Holloman Air Force Base in New Mexico. He says that the deployment is routine and simply part of their air expeditionary forces rotation. Indeed, Hostage says the deployment was previously planned.

[據美國《航宇日報》2012年5月7日報導]美國政府問責署(GAO)稱,F-22A的費用已經達到原計劃兩倍而部署使用也已經拖延,究其原因,這是因為每個增量改進子專案都由同樣的專案來管理,而不是採用單獨的採辦來進行需求判斷和里程碑設置。

在最近的第二篇關於洛馬公司F-22型隱身戰鬥機的現代化費用增長報告中,GAO稱,美國空軍希望將第四次增量改進(3.2B)作為一個獨立的採辦項目。GAO稱:“但是,考慮到空軍到目前為止對該專案和其他現代化專案所採用的方法,在沒有國防部長辦公室(OSD)給出詳細說明的情況下,這一設想實現的可能性很小。”

【據英國《飛行國際》網站2012年4月26日報導】美國空軍可能將通過微型(nano)無人機在敵軍防護密集的空域執行深入偵察任務,不過現階段,軍方仍將依靠第5代隱身戰鬥機執行此類情報收集任務。

The US Air Force could eventually develop swarms of nano-unmanned aircraft to conduct penetrating reconnaissance missions inside heavily defended airspace, but the service will rely on its stealthy fifth-generation fighter fleet to gather intelligence inside those areas for now.

"As you think about the A2/AD [anti-access/area denial] environment, I would offer that over the course of the last 10 years we been very good at operating in a permissive environment with airborne capabilities," says USAF intelligence chief Lt Gen Larry James speaking at an Air Force Association sponsored breakfast. "However if you think about the future conflicts that we may face, that is a non-permissive environment Frankly we may not have the ability, especially at the outset, to fly [General Atomics MQ-1] Predators or [MQ-9] Reapers."

That also applies to other non-stealth airborne intelligence collectors like the L-3 Communications RC-135 Rivet Joint aircraft.

The USAF's Lockheed Martin F-22s and F-35s are probably going to be the only aircraft capable of gathering intelligence, surveillance and reconnaissance (ISR) data inside those hostile environments, James says. Both aircraft have an array of sensors that make them extremely capable intelligence collectors.

The USAF's scientific advisory board and Air Combat Command (ACC) are currently working on how to use the Lockheed Martin F-22 Raptor and F-35 Lightning II as intelligence, surveillance and reconnaissance platforms. That advisory board study should be complete by this summer, James says.

One of the major issues the two USAF organizations will examine is how to download the vast amount of data generated by the two fighters to intelligence analysts.

"Frankly, that is a hard question," James says. "How do you get the data off-board in that environment."

ACC will develop a roadmap based on the advisory board's conclusions on how to proceed with that the task of integrating the fifth-generation fighter fleet into the intelligence architecture, including the distributed common ground stations.

But ACC is already working on developing tactics, techniques and procedures for using the two stealth fighters in the ISR role, James says.

The USAF might also invest in standoff sensors that have the range to collect intelligence data from outside range of enemy defences. Other options include using more space-based collection systems or even cyber-based intelligence gathering efforts. It will probably require a combination of air, space and cyber-based collection to overcome A2/AD challenges though, James says.

But in the future there could be a new generation of penetrating unmanned aerial vehicles (UAV).

"Are there places for nano-UAVs that can be survivable or throwaway, networked small UAVs that can perhaps penetrate and operate for some period of time?" James says. "Those are things technologists need to look at."

美國F-22超音速戰鬥機「猛禽」(Raptor)去年因發生飛行員在空中出現頭暈和昏迷等連串事件而停飛。去年9月問題排除恢復飛行,但工程人員仍試圖解決疑似飛機供氧所出的問題。

兩名飛行員高登(Jeremy Gordon)少校及威爾森(Josh Wilson)上尉告訴「60分鐘」節目,由於缺氧安全疑慮,他們1月就停飛了。

根據訪談片段,當被詢及是否相信這型戰機的安全性,高登表示:「我不便回答這問題。但現在我飛F-22不自在。」訪談將於6日播出。

高登說:「(缺氧)是在不知不覺中發生,部分飛行員能執行全程任務,降落後也不知道那裡出差錯。」

都曾參與伊拉克戰爭的2人,已尋求伊利諾州共和黨籍議員金辛格(Adam Kinzinger)協助,尋求「告密」保護法保護。

官員指出,兩人都屬空軍國民兵(Air NationalGuard)。

美國空軍拒絕對這項電視報導置評,但發言人表示,空軍視安全為優先要務。

While I was unable to attend this (30 April) morning's briefing at Joint Base Langley-Eustis down in Hampton, Virginia, press reports from the event indicate that the US Air Force is admitting that a "small number" of Lockheed Martin F-22 Raptor pilots are refusing to fly the jet.

"Obviously it's a very sensitive thing because we are trying to ensure that the community fully understands all that we're doing to try to get to a solution," says Air Combat Command chief Gen Mike Hostage as quoted by the Associated Press.

The USAF has not found the root cause of 11 hypoxia-like cases since the Raptor fleet returned to flight in September after a near five-month stand-down.  The F-22 fleet has flown about 12,000 times since then.

Incidentally, I had known that several pilots were planning on asking not to fly the Raptor for weeks, but could not report it because it might compromise the sources. I had asked USAF PA to confirm on the record--this appears to be it.

Hostage told the assembled reporters at Langley that he would get himself checked out in the Raptor and fly the jet until the cause of the F-22's oxygen woes are discovered and fixed.

"I'm going to check out and fly the airplane so I can understand exactly what it is they're dealing with. The day we figure out what the problem is I will stop flying because we don't have enough sorties for all of our combat aviators to get as much training as they need," Hostage says--via AP.

Hostage did address the recent reports of the F-22 deploying to Al Dhafra, in the United Arab Emirates. But he wouldn't confirm where the jet was deployed to, or where the aircraft came from--though the jet has deployed to Al Dhafra before.

However, I have it on good authority that the jets came from the 7th Fighter Squadron at the 49th Wing, based at Holloman Air Force Base in New Mexico. My understanding is that this was simply part of their Air Expeditionary Forces rotation.

Indeed, Hostage says the deployment was previously planned.

Incidentally, I'm off to Marietta, Georgia, in the morning to attend the delivery ceremony for the last jet 10-4195 on 2 May.

(中央社維吉尼亞州漢普頓1日綜合外電報導)美國空軍作戰司令部(Air Combat Command)指揮官哈斯提吉說,部分F-22猛禽式匿蹤戰鬥機飛行員因為這種戰機會有缺氧問題,希望調往別的職務。

哈斯提吉將軍(Mike Hostage)在維吉尼亞州漢普頓朗里空軍基地(Langley Air Force Base)告訴記者,「非常少部分」飛行員要求不要飛這種第5代戰機或要求調往其他職務。美國約有200名F-22戰機飛行員。

哈斯提吉說:「這件事顯然非常敏感,因為我們企圖確保所有飛行員都完全了解,我們正致力於找出解決方案。」

他沒說到底有多少飛行員不願飛F-22,但說會個別處理每位飛行員的申請。

空軍官員認為F-22很安全,可以升空執行任務。哈斯提吉特別指出,他很快就會駕駛F-22升空,因為他不願意做的事,也不會要求飛行員去做。

他說:「在我們找出問題那天,我就會停飛F-22,因為我們沒有足夠的訓練架次,讓所有飛行員接受足夠訓練。」

F-22飛行員抱怨駕駛這型戰機時會出現缺氧現象,導致暈眩與昏厥,這型戰機去年停飛4個月。

空軍每週都召開小組會議研究問題發生原因,甚至要求美國航太總署與海軍協助,希望進一步了解人體在極端情況下會出現甚麼狀況。

造價1.43億美元的F-22於2005年開始服役,最後一批近190架F-22預定本週交給空軍。

不具名美國官員表示,無法透露派遣至阿聯達夫拉(Al-Dhafra)空軍基地的戰機數量。軍方人員傾向避免公開討論美國空軍基地運作細節。

空軍發言人證實,美國會派遣最先進的F-22猛禽(Raptors)戰機飛往該區。不過發言人未提到基地或伊朗相關訊息。

發言人少校丹納瓊斯(Mary Danner-Jones)表示:「美國空軍已派遣F-22戰機飛往西南亞。此舉可強化雙方軍事關係、提昇主權和區域安全、改善空中聯合戰術任務,並增進部隊、設備和程序交互操作能力。」
