英政府被要求公開伊戰決策會議紀錄內容

(中央社記者黃貞貞倫敦二十六日專電)二零零三年英國前首相布萊爾決定與美國共同揮軍攻打伊拉克,近年來因伊拉克情勢不穩定,加上英國消耗大量人力與物力導致民怨升高,英國資訊署長湯瑪斯今天要求布朗政府,公布伊戰前二次內閣會議紀錄,讓外界了解進軍伊拉克的政策決定內幕。

湯瑪斯引用資訊自由法要求政府公布二零零三年三月二場重要的內閣會議。他認為,當時內閣會議的討論內容十分重要且富爭議,公布內容後有助相關議題的透明性,同時提昇社會大眾對事件的了解。

五年前的這二場內閣會議,主要是討論當時檢察總長高史密斯對進攻伊拉克合法性的建議,對英國政府最後決定開戰有重要影響。

過去內閣辦公室以伊戰前的內閣會議,攸關政府政策形成及部會之間的溝通聯繫,拒絕依據「資訊自由法」提供會議內容細節。

不過湯瑪斯認為,是否對另一個國家採取軍事行動的決定非常重要,檢視政府的決策過程是否負責任,也極為重要,就這個特殊案例來看,社會大眾的利益,重要性超過政府的論點。

針對湯瑪斯的決定,內閣辦公室有三十五天可以上訴,一位政府發言人表示,政府還在考慮是否上訴。

他說,「公開與透明的要求,必須與政府的適當及有效運作,兩者兼顧,都做到平衡」。

     派駐伊拉克的美軍部隊23日又有4名士兵遇襲陣亡,魂斷伊拉克戰場的美軍也因這次事件而增至4000人。

     駐伊美軍發表聲明說,這4名士兵是在23日晚於巴格達南區巡邏時,座車遭路邊暗藏的炸彈炸中而喪生。

     刻在耶路撒冷訪問的美國副總統錢尼聞訊後說:「每一次的折損和兵員傷亡都令我們感到遺憾。這個數字對民眾而言,可能有心理層面的影響。」

     美國入侵並佔領伊拉克的戰爭已邁入第6年。而據專門追蹤駐伊聯軍傷亡情況的網站「icasulaties.org」統計,伊戰以來已有2萬9000名美軍官兵受傷。而陣亡美軍中,至少有97%是在2003年5月1日,布希總統宣布伊境「主要戰鬥」已結束後喪生的。即使陣亡者眾,布希仍在伊戰第5年前夕為這場戰爭作辯護。他信誓旦旦說,儘管「代價昂貴」但是美軍仍不撤退,因為美軍終將勝利。

     2003年3月20日,美國以伊拉克擁有大規模毀滅性武器為由,對伊拉克發動了一場「先發制人」的戰爭。5年來伊拉克社會動盪,暴力襲擊案件持續不斷。據有關方面統計,自美軍入侵以來,伊拉克全國已有66萬人喪生,其中平民占99%。

數名駐伊拉克美軍23日晚間乘車巡邏時,在巴格達南區遭到路邊炸彈攻擊,造成4死1傷,使得5年來殉職的駐伊美軍人數累計達到4,000人,其中包括102名女性官兵,受傷的美軍則超過29,000人。

殉職的駐伊美軍中,至少97%發生在美國總統布希2003年5月1日聲稱伊拉克的「主要戰鬥」已經結束之後。美軍扳倒海珊政權後,疲於應付反美暴亂與伊拉克族群血腥衝突變本加厲的局面。

美國揮軍伊拉克已經屆滿5周年,目前在伊駐軍15萬8,000人。保守估計,美國已為這場戰爭投下逾4,000億美元(約台幣12.3兆)的戰費。

駐巴格達美軍發言人史密斯將軍表示,每一名駐伊美軍折損都是悲劇。他說:「不分軍種的美軍生命均同樣珍貴,折損同樣不幸。我們必須冒險犯難,俾為伊拉克人民帶來希望與持久的安全。」

據統計,81.3%的殉職美軍死於伊拉克境內的凱達組織成員、效忠海珊的遜尼派叛亂組織與激進的什葉派民兵之手,其餘死於與戰鬥無關的意外事故。路邊炸彈是奪走美軍性命的最主要原因,其次依序是汽車炸彈、小型武器、直升機墜毀、伏襲、火箭攻擊與自殺炸彈攻擊。

美軍將領及官員承認,美國增兵伊拉克使駐伊美軍承受更大的風險,不過去年6月起,伊拉克激進分子伏襲美軍的案例減少60%,增援的美軍亦開始逐步撤離。

駐伊美軍頻頻殉職是美國民主黨總統參選人歐巴馬與希拉蕊‧柯林頓主打的競選主題之一。兩人均主張撤出大部分駐伊美軍。

除兩次世界大戰之外,美軍陣亡最慘烈的戰役是越戰,1964至73年間總計有58,000名美軍殉職,每天平均26人。在伊戰,每日平均有2名美軍殉職。

法新社根據獨立網站www.icasualties.org所作的統計,四名美軍昨天下午搭乘軍車在巴格達南部巡邏時,遭路邊炸彈攻擊後陣亡,使得美軍死亡總數達到四千人。

美軍發表聲明說,另一名士兵在攻擊中受傷。

根據icasualties網站統計,這場邁入第六年的混亂殘暴衝突,也造成兩萬九千多名美軍受傷。

陣亡將士當中,至少有九成七是在美國總統布希於二零零三年五月一日宣布伊拉克「主要戰鬥」結束後捐軀,美軍陷身在猖獗反美叛亂與海珊政權垮台後爆發的殘忍教派衝突中。

BAGHDAD (AFP) - The US military death toll in Iraq has hit 4,000 after the slaying of four soldiers in Baghdad, prompting President George W. Bush to send his "deepest sympathies" to the bereaved families on Monday.
 
 The four were killed when their vehicle was hit by a roadside bomb in south Baghdad late on Sunday, a US military statement said, adding that another soldier was wounded by the blast.

"I offer our deepest sympathies to their families," Bush said, vowing "to make sure that those lives were not lost in vain," on what he called a "day of reflection" honouring the US war dead.

The chaotic conflict, now in its sixth year, has killed 4,000 US soldiers and wounded more than 29,000, according to an AFP tally based on independent website www.icasualties.org.

White House spokeswoman Dana Perino said earlier Bush mourned the loss of every single soldier killed since the conflict started in 2003.

"And he bears the responsibility for the decisions that he made and he also bears the responsibility to continue to focus on succeeding."

Perino said it "may be possible" Bush will decide by Friday on a future drawdown of troops after an ongoing drawdown ends by July.

But the top US commander in Iraq General David Petraeus and Defence Secretary Robert Gates favour a pause before any further withdrawal.

Perino said it was "not unlikely" that Bush would accept a pause after July, saying: "The president thinks that there's some merit in that recommendation."

The icasualties.org website, based only on published reports, shows that around 8,000 members of the Iraqi security forces have also been killed since the March 2003 invasion.

At least 97 percent of the deaths occurred after Bush announced the end of "major combat" in Iraq on May 1, 2003, as the military became caught between a raging anti-US insurgency and sectarian strife unleashed after Saddam Hussein's Sunni-dominated regime was overthrown.

According to the icasualties.org website, 81.3 percent of military deaths were in attacks by Al-Qaeda in Iraq fighters, Sunni insurgent groups loyal to Saddam or radical Shiite militias.

The remainder died in non-combat related incidents.

Roadside bombs caused most of the fatalities, with gunfire the second biggest killer.

The US dead include 102 servicewomen.

The military death toll is a key issue for Hillary Clinton and Barack Obama as they battle to be the Democrat candidate in this year's US presidential election. Both want US troops out of Iraq.

"It is past time to end this war that should never have been waged by bringing our troops home, and finally pushing Iraq's leaders to take responsibility for their future," Obama said in a statement on Monday.

Clinton also promised to bring the troops home.

"I have looked those men and women in the eye. I have made that promise. And I intend to honour it by bringing a responsible end to this war, and bringing our troops home safely," she said.

The deadliest war for the US military, apart from the two world wars, has been Vietnam, with 58,000 soldiers killed between 1964 and 1973 -- an average of 26 a day. On average just over two US soldiers die in Iraq every day.

The icasualties.org statistics reveal that the deadliest year for the military in Iraq was 2007 when it lost 901 troops after a controversial "surge" which saw an extra 30,000 soldiers deployed in a bid to end the violence that has killed tens of thousands of Iraqis.

That figure compares with 486 deaths in 2003, the first year of the conflict, 849 in 2004, 846 in 2005 and 822 in 2006.

This year 96 soldiers have died.

American commanders in Iraq acknowledge that putting extra troops on the ground has exposed them to more attacks, but they also say it has helped curb violence and that attacks have dropped 60 percent since last June.

Most attacks against US troops in the past five years were in just four of Iraq's 18 provinces.

The western Sunni province of Anbar witnessed highest overall US casualties, with 1,282 losses, according to icasualties.org, followed by Baghdad with 1,255, Salaheddin with 376, and Diyala with 238.

Over the past year attacks have fallen sharply in Anbar after local Sunnis joined forces with the US military to fight Al-Qaeda.

According to the website, November 2004 was the deadliest month for the American military in Iraq.

It lost 137 troops that month when it launched a massive assault to take back the Anbar city of Fallujah, then a Sunni insurgent bastion.

The US military is also still searching for four soldiers missing in Iraq -- two since since May last year, another since October 2006 and the fourth since April 2004.

Meanwhile the remains of two American security contractors kidnapped more than a year ago have been found in Iraq, the Federal Bureau of Investigation said in Washington on Monday.

智利駐聯合國一位高級外交官4月將出書披露美國領導聯軍出兵伊拉克之前,對盟邦施壓的秘辛。書中指出布希政府對不支持聯合國授權派兵的友邦國家,不但以貿易報復要脅、派間諜監聽,甚至向這些國家施壓召回駐在聯合國的大使。

智利駐聯合國大使穆諾茲撰寫的書名為「一場孤獨戰爭:一位外交官對伊戰及其教訓的紀錄」(A Solitary War: A Diplomat's Chronicle of the Iraq War and Its Lessons)。書中寫道,美國這種激烈外交策略,造成其與歐洲、拉丁美洲,以及其他地區國家的關係陷入長期「痛苦」及「嚴重不信任」。

穆諾茲說,「在進攻之後,忠於美國的盟邦遭到抵制、嘲弄,甚至懲罰」,原因是他們拒絕支持授權對伊拉克採取軍事行動的聯合國決議案。

(法新社可倫坡二十三日電)斯里蘭卡國防部今天宣布,安全部隊發動新攻勢試圖奪回游擊隊據點,在戰鬥中至少擊斃八十名坦米爾游擊隊份子,另有五名政府軍士兵在戰鬥中陣亡。

國防部官員表示,軍方發動攻勢,攻擊「坦米爾伊蘭解放之虎」組織在北部地區的防線,引發雙方激戰,游擊隊份子傷亡慘重。

國防部表示,自從戰鬥於昨天上午爆發後,已有八十人被擊斃,政府軍陣亡的人數也增加到五人。

但游擊隊表示,他們阻擋住政府軍的攻勢,同時使政府軍遭到慘重傷亡。游擊隊在支持他們的網站表示,在昨天的戰鬥中,游擊隊擊斃五十五名政府軍士兵,另外射傷一百二十人。

(法新社巴黎二十二日電)在北大西洋公約組織盟國舉行高峰會之前,預期法國將保證增派一千名援軍前往阿富汗協助西方國家的聯合部隊,西方國家部隊正在阿富汗與塔利班叛軍作戰。沙柯吉的此一行動使法國與北約組織盟國的立場更為接近。

假如沙柯吉作成此一決定,他可能於四月二日至四日北約組織在布加勒斯特舉行會議時宣布法國的增兵計畫。這批增援部隊將與兩百名特種部隊一同前往阿富汗。法國的特種部隊官兵於去年一月離開阿富汗。此外,法國在阿富汗境內還有數十名教官。

法國未來參與阿富汗的行動似乎尚未達成最後決定,巴黎的一位消息人士表示:「與盟國進行的會談將持續到最後一刻。」

France expected to send extra troops to Afghanistan

PARIS (AFP) - France is tipped to promise 1,000 extra troops for international forces fighting the Taliban in Afghanistan, as President Nicolas Sarkozy moves his country closer to its NATO allies ahead of a key summit.
 
If a decision is made, and possibly announced during the April 2-4 alliance meeting in Bucharest, the troops could leave for Afghanistan in the company of up to 200 special forces who would return to the war-torn country after leaving in January last year.

Several dozen French instructors are still on mission in Afghanistan.

No final decision on France's future involvement seems to have been taken, with a source in Paris saying that "talks with the allies continue up to the last moment".

The issue will also be discussed during talks between Sarkozy and British Prime Minister Gordon Brown when the French president visits London on Thursday and Friday.

In the meantime, French military experts were looking into possible scenarios for France's role in Afghanistan -- from maintaining the status quo to the deployment of additional troops to the volatile south, alongside Canadian troops, 80 of whom have been killed since 2002.

France has already committed 2,200 troops to the region of which 1,500 are currently stationed in Afghanistan.

French military leaders are said to prefer a deployment in eastern Afghanistan, where insurgent attacks have tumbled, according to a US general, notably along the border with Pakistan, in recent months compared to the same period last year.

Under one scenario, French units in the Kabul area would gradually withdraw and hand over to Afghan government troops to replace US forces and spread out between the Afghan capital and the Pakistani border to the east.

French special forces are already familiar with the country's eastern regions.

This option is seen as being tactically and logistically coherent as it would create a link between French units in Kabul, instructors in the neighbouring provinces of Logar, Wardak and Kapissa and new units that would be deployed under US command.

A southern option -- backing Canadian troops in the Kandahar area -- would on the other hand leave French units scattered around larger areas, given the distances between the capital and the theatre of operations.

It would also mean that French troops are kept in the capital and French fighter aircraft at the NATO base in Kandahar, in addition to the deployment of fresh forces.

The deployment of a fifth batch of about 50 instructors in southern Oruzgan, alongside Dutch troops, would be upheld.

Washington, which has sent 3,200 more Marines to Afghanistan, has been putting pressure on European NATO allies to send more troops and equipment to fight the Taliban, particularly in the south where the rebels are most active.

There have also been calls by the NATO-led International Security Assistance Force for nations contributing to ISAF to send 7,500 more troops to help in the fight against the insurgency.

In early March the United States welcomed Sarkozy's long-term commitment to Afghanistan, laid out in a letter to its NATO allies.

US Acting Under Secretary of State for Political Affairs Dan Fried has also told the US Senate that Sarkozy was looking into the options of his country's future role in Afghanistan.

Since 2002, shortly after the start of the US-led invasion of Afghanistan to oust the Taliban, 13 French soldiers have died in accidents, fighting or bomb attacks.

布希指出:「開戰五年來,國內對這場戰役究竟是否值得打、是否值得贏和到底能不能贏等問題的爭辯,都是可以理解的。但答案對我來說非常清楚。」

提到前伊拉克獨裁者海珊時,布希堅稱:「推翻海珊是一個正確的決定,這是一場美國能夠也必須贏的戰爭。」

布希於二零零三年三月十九日晚間九時三十分發動「自由伊拉克行動」,美軍部隊大規模空襲當時正值清晨五時三十分的巴格達,構成「震憾與威懾」的作戰主軸。

五年的時間過去了,在他只剩下十個月的任期,民調聲望也盪到谷底的同時,兩個總統任期的政績已經被定義且籠照在衝突的陰影下。

伊拉克和美軍部隊現在每天都要面對來自動亂幫派和伊斯蘭激進份子的攻擊,以及伊拉克境內擁兵自重的遜尼派和什葉派的互鬥。

布希在演說中表明不會改變他的政策,目前在伊拉克仍有十五萬八千名美軍,持續對抗血腥暴動,面對一場自越戰以來美國所進行的第二長時間戰役。

布希警告:「我們已經得到教訓,如果提早撤軍會造成什麼後果,恐怖份子和激進份子會馬上進去。」

「他們會趁亂填補空隙,建立避風港,並利用這個避風港擴展混亂與浩劫。」

根據最保守的估計,美國已經在伊拉克戰爭中付出四千億美元,諾貝爾經濟學獎得主史提格里茲認為,總支出將會超過三兆美元。

布希在演說中也承認,這場戰役已經付出慘重的「生命和財產代價」。

布希表示:「在伊拉克還有許多艱難的工作仍待完成,目前所獲致的成果仍很脆弱、不穩。但值此週年之際,美國人應該知道,自從開戰以來,伊拉克的暴力事件已經明顯降低、平民百姓的死亡率下降、派系間的殺戮也變少了。」

伊拉克總統塔拉巴尼今天發表聲明表示,儘管國內仍有暴動不安的情勢,伊拉克戰爭已經結束海珊政權數十年殘暴、黑暗的統治,新的時期已經展開。

Bush defends Iraq record amid protests, five years on

WASHINGTON (AFP) - US President George W. Bush will on Wednesday defend his decision to invade Iraq five years ago, vowing no retreat from a conflict he says now promises a major victory in the "war on terror."
 
Nearly 4,000 US soldiers have died in the conflict, and although the ailing economy is increasingly distracting Americans, widespread anti-war protests are expected Wednesday and the issue remains a top concern for US political leaders.

Bush leaves office in January, bequeathing to his successor the intractable military and political stalemate that started with the first US bombings launched on March 19, 2003, in the United States and March 20 in Baghdad.

In a speech to the Pentagon Wednesday, the president will acknowledge the war has "come at a high cost in lives and treasure," but will defend both the decision to invade and to boost the number of US troops there last year.

"The answers are clear to me: removing Saddam Hussein from power was the right decision -- and this is a fight America can and must win," he will say.

According to pre-released extracts, Bush will argue the so-called troop "surge" was in response to growing violence that "could eventually have reached genocidal levels," and insist it has succeeded in turning the tide.

More than that, he will say that it "opened the door to a major strategic victory in the broader war on terror," making Iraq a place where Arabs fight alongside Americans to drive Al-Qaeda out.

He will warn against a rapid withdrawal of troops, something both Hilary Clinton and Barack Obama, the Democratic contenders for the White House, have pledged to do. The Republican nominee, John McCain, strongly backs the surge.

Bringing the 155,000 US troops in Iraq home too soon would create a vacuum, let "the terrorists and extremists step in ... establish safe havens... and use them to spread chaos and carnage," Bush will say, adding it could also embolden countries such as Iran.

Bush will also thank the US soldiers who have fought in Iraq, where he has dispatched Vice President Dick Cheney this week.

While the president is defending his strategy, however, anti-war activists have pledged to ensure that the anniversary of "Operation Iraqi Freedom" is accompanied by as much noise and fuss as they can organize.

"The war was based on lies. One million Iraqis have died, five million have been made into refugees, tens of thousands of US soldiers and marines have been killed or wounded," said Brian Becker with one well-known protest group, the ANSWER Coalition.

Anti-war groups have planned hundreds of events during the week as well as larger rallies in Washington, New York, Miami, Chicago, Los Angeles and San Francisco to demand an immediate withdrawal of US troops and mourn those killed in the conflict.

Although attendance at anti-war demonstrations has declined in recent years, organizers said they were confident of attracting large crowds.

"This war needs to end and it needs to end now," Leslie Cagan, national coordinator of United for Peace and Justice, told AFP. "I think people are looking for new ways to express their opposition."

Moveon.org planned more than 850 candlelight vigils nationwide, including one outside the White House, the group said.

Demonstrators in the US capital planned to "blockade" the Internal Revenue Service, while in New York, protesters from the Granny Peace Brigade were to hold a "knit-in" at the Times Square military recruitment center.

A rally was planned in Chicago, and in Louisville, Kentucky, protestors will read aloud the names of some of the troops and Iraqi civilians killed.

US national security spokesman Gordon Johndroe, meanwhile, said Bush would hold a series of meetings next week with State Department officials and military advisors, as he crafts his Iraq policy during his final months in office.

In April, the US leader has meetings planned with Washington's ambassador in Iraq Ryan Crocker, and the top US military commander there, General David Petraeus.

4千人陣亡花費15兆 稱「值得」全美示威促撤軍

【蔡佳慧╱綜合外電報導】美國入侵伊拉克在今天屆滿五周年。布希選擇在周年前夕於五角大廈發表演說,大張旗鼓宣揚伊戰「成功」。他坦承美國已為伊戰付出生命與財產的「高昂代價」,但這些卻是「值得」的,未來也須堅持下去,否則將讓伊朗與恐怖組織「基地」趁勢坐大。在此同時,全美各地出現多起反戰示威,要求美軍立刻撤出伊拉克。

根據白宮前天預先發布的布希演講摘要,布希宣稱伊戰成功「無庸置疑」,而且打這場仗絕對有「必要」。布希說:「在戰爭五年過後……對我而言再明顯不過,推翻海珊是正確的決定,這是一場美國能夠、也必須獲勝的戰爭。」
 
六成民調反戰
美國自2003年入侵伊拉克以來已付出驚人代價,陣亡美軍累計已達3990人,戰爭花費一般估計至少達5000億美元(約15兆元台幣)。
前天在全美各大城市,包括紐約、華府、舊金山、波特蘭等地,都有民眾舉行反戰遊行,呼籲美國立即撤軍,終止伊戰。群眾高舉「別再浪費一塊錢」、「別再犧牲一條命」標語,部分場面激烈,甚至與警方發生肢體衝突,導致數人被捕。反戰民眾說:「我們在伊拉克是浪費時間,不但沒有讓當地情勢好轉,反而惡化。」而根據美國哥倫比亞廣播公司最新民調發現,在伊戰5周年前夕,有64%民眾認為伊戰不值得投入,認為值得的僅達29%,其不受歡迎程度可見一斑。
民主黨陣營藉此時機要求撤軍,認為美國對伊拉克已經仁至義盡。民主黨眾議員迪格爾說:「針對這個猙獰的里程碑,值得我們紀念的是當初為何身陷此境,以及思索脫身之道。伊拉克剩餘任務,包括停止派系衝突、設計政治權力分享機制,以及建立有效運作、足以提供人民需要的政府,都是只有伊拉克人可以完成的任務。」

轉移經濟焦點
觀察家指出,布希演說的意圖,是把國內焦點從經濟弊病,轉向伊拉克與反恐維安。布希在演說中宣稱,自去年1月美軍增兵以來,已經產生「首度大規模反抗賓拉登(基地組織首腦)的阿拉伯勢力」,「不僅讓伊拉克局勢全盤改觀,也替更廣大的反恐戰爭開啟重大策略性致勝新契機。」
他也據此駁斥撤軍要求,指稱美軍現在離開將使「基地組織重整旗鼓,自伊拉克邊境向外散布暴力和恐怖攻擊,危害世界經濟。」

美軍入侵伊拉克20日屆滿5周年。美國總統布希在此周年前夕發表談話,承認這是一場生命與財產代價都很高的戰爭,但「推翻海珊的決定是對的」,「這是美國可打,也必須贏的一場戰爭」。

反戰人士可不這麼想。他們在華府市區舉行盛大的示威集會,籌辦活動的ANSWER聯盟領袖貝克說:「這場戰爭從開始就是一個大謊言。2600萬的伊拉克百姓死了100萬人,500萬人流離失所,4000多名美軍喪生。」

布希在白宮發表的聲明中說,「未來的挑戰,就是要鞏固我們已獲得的成果,讓極端分子無法翻身。我們學到的切身經驗,就是如果我們撤得太快,恐怖分子和極端分子就會切進,填補這個真空,建立新巢穴,再利用它們散播混亂和殺戮。」布希說:「我們在伊拉克的成功不容否認。」

但是,對被美國從暴君海珊手中「解放」出來的伊拉克人民而言,5年來,他們的日子並沒有比以前更好。

巴格達居民每天早晨離開公寓去上班,總是可以在街頭自到死屍。過去以海珊為名的社區,解放後更名為和平社區,卻成為槍戰、綁架及宗派公開行刑的地方。
