   新華網莫斯科２月２日電（記者 聶雲鵬）俄羅斯中央機械制造研究所宣布，截至２００９年１月３０日，“格洛納斯”全球導航定位係統信號已經覆蓋俄羅斯全境。

   據俄塔社報道，中央機械制造研究所相關人士說，“格洛納斯”全球導航係統運行中的衛星為１８顆，另有１顆衛星處于維護狀態，１顆衛星處于調試階段，整個係統足以確保導航定位信號連續覆蓋俄羅斯全境。

   “格洛納斯”係統計劃始于上世紀７０年代，由俄羅斯獨自開發。

   這一係統需要至少１８顆衛星才能確保向俄羅斯全境提供導航定位服務；如要提供全球定位服務，則需要２４顆衛星。上世紀９０時代，係統所含衛星數量一度達標，但由于經費短缺，部分失效衛星未獲更新。

   俄羅斯打算今年完成重新部署這一係統全部衛星的工作。屆時，衛星導航范圍可擴大至整個地球表面和近地空間，定位精度可望提高至１．５米以內。

    據俄新網報道，俄羅斯航天部門25日用一枚運載火箭發射了3顆全球衛星導航係統衛星(即“格洛納斯”係統)，使得該係統的在軌衛星總數達到20顆。

    莫斯科時間25日13時43分(北京時間18時43分)，俄航天部門從位于哈薩克斯坦境內的拜科努爾發射場用一枚“質子-M”火箭將3顆“格洛納斯-M”導航衛星送往近地空間，此次發射是俄今年最後一次航天發射。

Russia launches rocket with three new Glonass satellites

MOSCOW, December 25 (RIA Novosti) - Russia launched a Proton-M carrier rocket on Thursday with three Glonass navigation satellites on board from the Baikonur space center in Kazakhstan, a space agency spokesman said.

Glonass - the Global Navigation Satellite System - is the Russian equivalent of the U.S. Global Positioning System, or GPS, and is designed for both military and civilian use. Both systems allow users to determine their positions to within a few meters.

"The launch of the Proton-M carrier rocket with Glonass-M satellites on board was made on schedule at 13:43 Moscow time [10:43 GMT], and the separation of the satellites from the spacecraft is due to occur at 17:15 Moscow time [14:43 GMT]," the Roscosmos spokesman said.

This is the second successful launch of the Glonass mission this year. The first launch of three Glonass satellites was carried out on September 25.

According to Roscosmos, Russia carried out a total of 27 launches in 2008, beating last year's previous record of 26 launches. The latest launch is the 10th in 2008 involving Proton-M carrier rockets.

The Russian space agency announced earlier this month it planned to make a total of 39 launches in 2009 from the Baikonur space center and the Plesetsk space center, in northwest Russia.

The Glonass system currently consists of 19 satellites, of which 16 are operational, two are undergoing maintenance, and one is due to be withdrawn. The system requires 18 satellites for continuous navigation services covering the entire territory of the Russian Federation, and 24 satellites to provide services worldwide.

A total of 9.9 billion rubles ($360 million at the current exchange rate) was allocated for Glonass from the federal budget in 2007, and 4.7 billion rubles ($170 million) in 2006.

Russian Prime Minister Vladimir Putin signed a directive on September 12 allocating an additional $2.6 billion to develop the system.

Roscosmos chief Anatoly Perminov said in September that the number of satellites in the Glonass network would be increased to 30 by 2011.

　　新華網莫斯科11月24日電 (記者聶雲鵬)據俄羅斯國際文傳電訊社24日報導，俄羅斯將于明年開始大批量生產自主研製的格洛納斯導航儀，預計每年生產35萬至40萬台。

　　據俄羅斯航太儀器科學研究生產企業總裁兼總設計師科羅廖夫介紹，該導航儀能同時接收俄羅斯“格洛納斯”衛星導航系統及美國GPS導航系統信號。他還表示，在歐洲“伽利略”全球衛星導航系統、中國“北斗”衛星導航系統及印度區域導航系統完全部署到位後，該企業將對格洛納斯導航儀加以改進，以便使其能同時接收這些導航系統的信號。

　　格洛納斯導航儀於去年在俄羅斯國內上市銷售，但是由於種種原因，銷售情況並不令人滿意。“但現在情況完全不同了，目前‘格洛納斯’導航系統基本覆蓋俄全境，導航儀價格也大大降低了”，科羅廖夫說。

　　“格洛納斯”衛星導航系統於上世紀70年代由蘇聯開發，主要用於軍事領域，該系統衛星的“滿員編制”為24顆。2001年俄羅斯與印度展開合作，將其升級為軍民兩用的全球導航系統。預計整個“格洛納斯”系統將於2009年完成24顆衛星的部署工作，屆時衛星導航範圍可覆蓋整個地球表面和近地空間，實現全球定位導航，定位精度將達到1.5米以內。

俄羅斯總理普亭17日贈送一項高科技禮物給愛犬柯妮，這是一個具有衛星定位功能的項圈，可透過衛星追蹤柯妮。

這種科技並不新鮮，透過美國開發的「全球定位系統」（GPS）早已在世界各地運用多年。然而俄國不願在太空競賽中落後，俄國軍方也從1980年代起努力開發俄國版衛星定位系統，也就是稱為「全球導航衛星系統」的GLONASS。

普亭對這項先進科技十分著迷。去年12月他在幕僚伊凡諾夫主持的GLONASS發表會議上問道：「這可以用在我的狗狗身上嗎？」伊凡諾夫向當時還是總統的普亭承諾，今年夏天以前，就能讓消費者也享受到這項產品。GLONASS原訂今年初完全運作，卻因技術問題和配備瑕疵而延遲。

政府聲明引用副總理伊凡諾夫告訴蒲亭的話說，儘管禮物夏天就已備妥，「我們就是沒有時間和你與柯妮見面」。

Putin's dog gets presented with collar during govt meeting

MOSCOW (AFP) – Russian Prime Minister Vladimir Putin's dog Koni was the unlikely recipient of a present -- a satellite-tracking collar able to detect the canine's every step -- during a government meeting Friday.

Though the device had been ready since summer, "we just didn't have time to meet you with Koni," Deputy Prime Minister Sergei Ivanov told Putin, as cited in a government statement.

Putin has been fascinated by the cutting-edge technology.

"Can I use it for my dog?" he had asked during a presentation of the Global Navigation Satellite System (GLONASS), developed by the Russian army in the 1980s to respond to the American GPS system.

Televised images on Friday showed a GLONASS specialist putting the black collar, more likely to please master than dog, on Koni at the meeting.

"She looks sad, it's the end of her freedom," said Ivanov.

Putin did not agree.

"She's wagging her tail, that means she likes it," said the prime minister, as Koni sat down and gave her paw to Putin, who responded "thank-you."

　　中新網9月5日電 俄羅斯聯邦航太署署長阿納托利•佩爾米諾夫在接受採訪時表示，俄羅斯全球導航衛星系統(GLONASS)的衛星數量將在2011年從目前的16顆增加到30顆，其中，計畫在今年年底前發射6顆衛星。

　　據俄新網5日援引《紅星報》報導，全球導航衛星系統(GLONASS)目前在軌衛星數量為16顆，其中用於導航目的的為13顆。該系統覆蓋整個俄羅斯領土需要至少18顆衛星，覆蓋全球需要24顆衛星。該系統不僅將用於軍事目的，還將用於民用。

　　佩爾米諾夫說：“到2011年導航衛星的數量將增加一倍，達到30顆。到2008年底計畫向軌道發射6顆衛星，明年再發射6顆。這樣，導航衛星系統將真正成為全球性系統。”

俄歐聯合研發載人太空船 與美較高下

　俄羅斯航太工業「能量火箭太空公司」新設計完成一款宇航人員載具，未來研發成功並上線生產問世後，將取代俄國現役的「聯合號」載人太空船，執行「國際太空站」人員輸運任務，而正與「俄羅斯聯邦太空署」洽談共同研發事宜的「歐洲太空總署」也將因此如虎添翼，從而具備宇航員直接參與太空運輸任務的能力。

　能量火箭太空公司設計的「宇航員太空運輸系統」(Crew Space Transportation System)，已由俄國航太題材作家暨圖像設計師札克繪製出外觀想像圖，並在上周英國費柏洛航太展期間正式對外發表。

　根據能量火箭太空公司的構想，「宇航員太空運輸系統」將是可以重複回收再利用的宇航人員載具，重量預計18至20公噸，執行登陸月球的任務時可搭載4人，而繞行地球低軌道的任務則能承載6人。此系統並有一項推陳出新的設計，也就是返降地球時，將運用迥異舊式載具的著陸方式，藉助推進器點火制動以讓載具減速，也就是採行所謂的「軟著陸技術」。

　「宇航員太空運輸系統」未來將與美國的新世代太空運載機具，在載人宇航任務的領域一較高下。　至於發射地點的選擇，可行的方案包括使用哈薩克的「貝康諾太空中心」，或是法屬蓋亞那的庫武宇航中心。俄國現役的「聯合號」載人太空船都是從貝康諾太空中心發射升空。而庫武宇航中心則是歐洲「亞利安五號」貨物運載火箭的發射場。

MOSCOW, June 7 (RIA Novosti) - Russia's Glonass satellite system is expected to become fully operational in 2010, if it receives sufficient financing, the head of the Russian Space Agency (Roscosmos) said on Saturday.

Glonass (Global Navigation Satellite System) is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use, and allows users to identify their positions in real time.

"Until 2005, the system's financing was 43% of required levels. Normal financing at acceptable levels only began after 2005. I am confident that with sufficient financing, the Glonass system will start working in full in 2010," Anatoly Perminov said.

According to the Central Research Institute for Machine-Building, the Glonass system currently consists of 16 satellites, with 13 satellites operating in accordance with the designation function and 3 satellites undergoing maintenance.

It was earlier reported that the Glonass system should include 18 satellites for continued navigation services covering the entire territory of the Russian Federation and 24 satellites to provide services worldwide.

A total of 9.9 billion rubles ($418.25 million) was allocated for Glonass from the federal budget in 2007, and 4.7 billion rubles ($200 million) in 2006.
