所舉辦的第4屆台北國際素食暨有機產品博覽會
裡面以豆類發展出的各項食品
真是多樣化
其中也有其他種類的養生型式產品
但與豆類衍生食品相比
仍然不足

緬甸風災死傷慘重 紅樹林消失是部份禍因

(法新社新加坡六日電)東南亞國協秘書長蘇林今天表示,「納吉斯」熱帶氣旋侵襲緬甸造成罹難人數慘重,部份禍首歸因於紅樹林遭到摧毀。紅樹林可充當海洋與陸地之間的緩衝。

納吉斯氣旋三天前肆虐緬甸伊洛瓦底江三角洲,並襲擊緬甸大城仰光,造成兩萬二千人喪生。

蘇林說:「衝擊之所以會如此慘重,是因為人口增加。」

蘇林指出,人口增加導致「紅樹林被鯨吞蠶食,而紅樹林一向可充當居住區與潮汐、大浪和風暴間的緩衝帶」。

蘇林表示,「所有紅樹林棲息地都已遭摧毀,人類如今直接成為大自然力量的被害者。」

蘇林是在新加坡南洋理工大學拉惹勒南國際研究學院新中心啟用式致詞時,作以上表示。

緬甸官方「新光報」報導,伊洛瓦底江三角洲精華區的波加來鎮受創最重。

東南亞國協地區生物多元化保育中心則稱,伊洛瓦底江是全球淤塞最嚴重的河流之一,理由不外沿岸農業活動密集,森林遭到砍伐。

該保育中心指出,保育森林區外的土地皆已被轉作農業之用,保留地之內的紅樹林「如今正在快速消失」。

該中心引述一項研究報告指出,如果一九七七年到一九八六年之間紅樹林遭摧毀的速度維持不變,所有紅樹林將在五十年內消失。

Mangrove destruction partly to blame for Myanmar toll: ASEAN chief

SINGAPORE (AFP) - The destruction of mangrove forests that served as a buffer from the sea is partly to blame for the massive death toll from a cyclone in Myanmar, the head of the ASEAN regional bloc said Tuesday.

More than 15,000 people have died after the cyclone swept through the Irrawaddy river delta over the weekend and pounded Myanmar's main city of Yangon, the country's state media reported.

"Why the impact is so severe is because of the increase of the population," said Surin Pitsuwan, secretary general of the Association of Southeast Asian Nations, to which military-ruled Myanmar belongs.

This has led to an "encroachment into the mangrove forests which used to serve as buffer between the rising tide, between big waves and storms and the residential area," he said in a speech in Singapore.

"All those lands have been destroyed. Human beings are now direct victims of such natural forces."

Surin was giving a keynote address at the launch of a new centre at the S. Rajaratnam School of International Studies to focus on non-traditional security threats. These include climate change, degradation of the environment, and diseases such as bird flu.

The official New Light of Myanmar newspaper said the devastated town of Bogalay, in the heart of the Irrawaddy river delta where the storm swept ashore, had suffered most of the losses.

The Irrawaddy is one of the most heavily silted rivers in the world because of deforestation and intensive agriculture activities along its banks, the ASEAN Regional Centre for Biodiversity Conservation said on its website.

It said land outside the reserved forests has been converted for agricultural use and mangrove forests within the reserve "are now disappearing at a rapid rate."

The centre cited a study which said that if the rate of destruction between 1977 and 1986 was maintained, all mangrove forest would disappear in 50 years.

(法新社馬德里四日電)日本財政大臣額賀福志郎今天在西班牙提出警告說,在過去一年中,基本糧食的價格持續上漲,特別是米價上漲,可能在亞洲引發社會動亂。

額賀福志郎在亞洲開發銀行的會議中致詞說:「最近稻米價格上漲將對亞洲國家帶來特別沈重的打擊。受到打擊最沈重的就是這些國家的貧窮人口,包括都市中的窮人。」

額賀福志郎說:「糧食價格上漲不但對生活水準帶來不利影響,也會影響人們的營養。這種情形可能導致社會的互不信任與動亂,因此社會安全網必須處理最貧窮居民的迫切需要。」

具指標性的泰國米目前的價格約為每公噸一千美元(約台幣三萬元),這個價格是亞洲開發銀行上屆年會在日本舉行時的三倍。

三年來,全球糧食的價格上漲近兩倍,在埃及與海地引發暴動,在其他國家也引起抗議事件,巴西、越南、印度與埃及則禁止糧食出口。

Japan warns rising food prices could lead to unrest in Asia

MADRID (AFP) - Soaring prices for food staples, especially for rice which have tripled over the past year, could lead to social unrest in Asia, Japanese Finance Minister Fukushiro Nukaga warned Sunday in Spain.

"The recent hike in the price of rice will hit Asian countries particularly hard. The ones who are most affected are the poorest segment of the population including the urban poor," he said at a meeting of the Asian Development Bank.

"It will have a negative impact on the living standards and also affect their nutrition. Such a situation may lead to social untrust and unrest and therefore safety nets addressing the immediate needs of the poorest are needed," he added.

Prices for the benchmark Thai variety of rice, a food stable across much of Asia, are at about 1,000 dollars a tonne, up threefold from the last ADB annual meeting held in Japan one year ago.

Global food prices have nearly doubled in three years, sparking riots last month in Egypt and Haiti, protests in other countries and restrictions on food exports in Brazil, Vietnam, India and Egypt.

Nukaga warned that export restrictions lead to higher prices while food subsidies to help the poor deal with surging prices could place a tremendous burden on state budgets.

"Export restrictions will no only distort the proper functioning of markets in price formation but further exacerbate the price hikes in international markets," he said.

"Subsidies that are intended to keep food prices under control have the risk of becoming a significant burden to budgets and are not sustainable over time," he added.

Food subsidies in Bangladesh, one of the poorest nations in Asia, are estimated to double in the current fiscal year and reach over 1.5 billion dollars (973 million euros) in the current fiscal year.

The ADB announced Saturday on the opening day of its four-day annual meeting that it will provide soft loans to help Asian countries subsidise the price of food staples for the poor.

It will also provide two billion dollars in 2008 and 2009 in loans to finance agriculture infrastructure projects such as irrigation systems and rural roads aimed at boosting farm output in the region.

Rising use of biofuels, trade restrictions, increased demand from Asia to serve changing diets, poor harvests and increasing transport costs have all been blamed for the price rise.

(法新社巴黎二日電)聯合國新任糧食首席顧問舒特上任首日,就在專訪中提出嚴厲批評,將橫掃全球的糧食危機,歸咎於世界強權二十年的錯誤政策。

法籍法學教授舒特就任第一天,在「世界報」專訪中表示,國際社會未能預料到上個月因為糧價高漲引爆的暴動,為「不可原諒」。

這位聯合國糧食權報告員說:「這只是開始。食物便宜的日子已經離我們遠去。」他認為目前的危機顯示「工業化農業的侷限」。

同時是人權運動人士的舒特說:「我們正為二十年的錯誤付出代價。雖然可以預見,股市成長減緩之後,投資人會轉向這些市場,但是沒有人採取任何措施防止原物料的投機行為。」

舒特表示,世界銀行與國際貨幣基金「嚴重低估投資農業的需要」,他還指控國際貨幣基金強迫負債的開發中國家以犧牲糧食自給自足為代價,投資生產可以出口的現金作物。

舒特也和其他專家想法一致,指控生質燃料佔據可耕地並扭曲全球糧食價格。直到最近,生質燃料還被視為造成污染的化石燃料的神奇替代品。

Food crisis payback for '20 years of mistakes': UN expert

PARIS (AFP) - The UN's new top advisor on food blamed two decades of wrong-headed policies by world powers for the food crisis sweeping the globe, in a stinging interview published on his first day in office Friday.

Frenchman Olivier de Schutter, a law professor and human rights campaigner, told Le Monde newspaper the international community was "unforgivable" for its failure to anticipate the riots sparked last month by soaring food prices.
 
"This is a call to order. The days of cheap food are behind us," said the United Nations rapporteur on the right to food, arguing that the current crisis showed the "limits of industrial agriculture."

"We are paying for 20 years of mistakes. Nothing was done to prevent speculation on raw materials, though it was predictable investors would turn to these markets following the stockmarket slowdown."

Schutter said the World Bank and International Monetary Fund (IMF) had "gravely underestimated the need to invest in agriculture," and accused the IMF of forcing indebted developing countries to invest in export cash crops at the expense of food self-sufficiency.

Workers across Asia, where one billion people are now seriously affected by the food price surge, made food their May Day battle cry, with volatile crowds staging rallies in the Philippines, Indonesia, Singapore and Bangkok.

Experts blame the soaring prices on a confluence of factors, including trade restrictions; increased demand from a changing diet in Asia; poor growing weather; rising use of biofuels that rely on staples like corn; and the hike in fuel prices that make transporting foodstuffs more expensive.

Schutter joined the growing chorus accusing biofuels -- until recently cast as a miracle alternative to polluting fossil fuels -- of usurping arable land and distorting world food prices.

Billions of dollars have been poured into transforming corn, soy beans and sugar to ethanol and biodiesel to help wean rich economies from their addiction to fossil fuels, mainly in the United States, Brazil, Canada and Europe.

"The ambitious goals for biofuel production set by the United States and the European Union are irresponsible," Schutter charged.

He described the biofuel rush as a "scandal that only serves the interests of a tiny lobby" and called for a freeze on investments in the sector.

But he also distanced himself from the hardline stance of his predecessor in the UN post Jean Ziegler, who had called for an outright moratorium on biofuels, describing them as a "crime against humanity".

The rapporteur said it was vital to phase out "shameful" rich world farm subsidies, which he said represent an annual 350 billion dollars, but gradually to avoid driving up prices for buyers in the developing world.

And Schutter took aim at the giants of the agri-business world -- such as US firms Monsanto or Dow Chemicals -- which hold patents on many of the world's most used seeds, fertilisers and pesticides.

"We need to think about changing the intellectual property rules for these companies, whose profits are exploding," he said, arguing that many products were currently priced beyond the reach of small producers.

The World Bank said last month that the doubling of food prices over the past three years could push 100 million people in poorer developing countries further into poverty.

The World Food Programme is appealing to donors for an extra 755 million dollars (487 million euros) to enable it to purchase enough food to meet its global commitments, while UN Secretary General Ban Ki-moon this week set up a new global task force to address the food crisis.

The UN food aid agency urged the US congress to speedily approve 770 million dollars in emergency food aid pledged by President George W. Bush.

Schutter said he was confident a coordinated international response between now and the autumn harvests would manage to avert famine.

全球糧荒頻傳,物價也不斷上漲,慈濟今天42周年慶,發起「克己、克勤、克儉、克難」行動,慈濟創辦人證嚴法師呼籲台灣人正視糧食危機的警訊,惜福愛物,更要「惜糧」,別再浪費。

今天農曆3月24日是慈濟42周年慶,慈濟決定,因應全球暖化和糧食危機,今年將以「克勤、克儉、克儉、克難」為主題,推動全體台灣人從自身做起。證嚴法師也特別發表談話指出,幾十年來,台灣從克儉、克難中一路走來,才有今天的繁榮景象,但如今的繁榮卻演變成過度消費,甚至耽溺於無窮欲望,因此慈濟希望打造全民克己、克勤、克儉、克難的精神,惜福愛物,過著知足少欲,簡單自在的生活。

證嚴法師強調,聯合國的糧食組織已為全球日漸空虛的存糧提出警訊,許多國家正在鬧糧荒,但在富裕無缺的台灣,很多人「吃米不知米價」,長年累月不懂珍惜糧食,往後可能沒有米可論價了。

他說,全球通貨膨漲壓力加上缺糧,慈濟全球救援的擔子愈來愈重,很多國家紛紛禁止米糧出口,慈濟在北韓、菲律賓、印尼,一再增加糧食救援,但很多國家紛紛禁止米糧出口,慈濟也憂心,不知該從何處購得米糧給災民?

證嚴法師更憂心的說,台灣人應該提高警覺,正視糧食危機,而面對危機,他呼籲大家要「克己、克勤、克儉、克難」,就是克服惰性,勤於付出,疼惜資源,能省則省;一人節省一點,眾人合起來就有無窮大。

(法新社瑞士伯恩二十九日電)聯合國秘書長潘基文今天宣佈,他將就糧食價格問題組織一個聯合國特別小組,結合聯合國所屬機構的領導人,對糧食危機提供一致反應。

潘基文宣佈上述行動之前,二十七個主要國際組織在瑞士首都伯恩舉行會議,擬定緊急措施作戰計劃,同時探討其他長期措施,謀求解決全球糧食危機。

潘基文說,優先要務是「餵飽飢餓者」,他呼籲各國「緊急與充裕」供應世界糧食計劃署所需的資金。

BERNE (AFP) - United Nations Secretary General Ban Ki-moon announced he was forming a UN task force on the food crisis Tuesday, bringing together heads of UN agencies to provide a coordinated response on the issue.
 
Ban announced the move after a meeting in Berne, Switzerland, with 27 key international agencies to hammer out a battle plan of emergency measures, while exploring other longer-term measures to solve the global food crisis.

He said an immediate priority would be to "feed the hungry", urging countries to "urgently and fully" fund the World Food Programme.

Some 755 million dollars extra is needed by the programme due to the sharp jump in prices.

World Food Programme head Josette Sheeran said: "We have pledges of 471 million, but only 18 million is cash in hand. We can't procure food until we have cash in hand. So we're in a really urgent timeframe to getting a commitment as soon as possible."

Ban also cited as another urgent priority support for farmers so as to "ensure food for tomorrow".

But in the long-term, he acknowledged that there is an "urgent necessity to address structural and policy issues that have contributed to this crisis as well as the challenge posed by climate change".

"In order to take this forward we have agreed to establish a UN task force on global food crisis that I will chair and will bring together heads of specialised agencies and ...institutions into effective and coordinated mechanisms," he said.

全球糧食危機 比戰爭、環保危機更嚴重

     台灣陶醉在馬蕭劉「鐵三角」組閣成功,即將正式執政的氣氛裏,不知世界上還有30幾個國家正面臨空前未有的糧價高漲,大部分人民生活難以維持的危機。

     從海地到辛巴威,北韓到阿富汗,摩多瓦到車臣,數以千萬計的貧苦人民已經買不起維持活命最低需要的玉米粉、糙米、或雜糧,正在飢餓邊緣掙扎。原物料與石油價格飛漲導致的糧食危機,比發生戰爭、全球暖化或環保失控的危機更加嚴重。

     這並非危言聳聽,本月上旬,世界銀行和國際貨幣基金在華盛頓聯合發出警訊,呼籲工業化國家和各國的主權財富基金(sovereign wealth funds)要出錢出力,支持曾任美國副國務卿的世銀總裁佐立克提議的「全球糧食政策新政」(New Deal on Global Food Policy)。

     佐立克要這些主權財富基金捐出它們總資產的1%,亦即300億美元,在最窮困的非洲國家投資並協助開發。他說,今年以來飛漲的糧價,等於全球救助貧窮的戰爭「倒退了7年」!聯合國援助貧窮國家的糧食計畫署(UN Food Program)現在還短缺5億美元,則希望已開發國家盡速捐輸,補足這個缺口。

     世界銀行估計,各國貧苦家庭有75%的開支都花費於基本的糧食需求。僅最近2個月裏,全球米價就漲了75%。1年來,世界市場的小麥價格漲了120%。如將所有糧食價格合併統計,過去3年平均上漲率也有83%。

     台灣在加勒比海最大的邦交國海地,月初就因糧價飛漲,窮人上街焚燒搶掠暴動,持續1星期之久,而總統浦雷華為挽救局勢,立即撤換總理,強迫壓壓抑米價。現在連美國人也在囤積食物,超市的米價駭人聽聞。南美有4國更由左傾的委內瑞拉總統查維茲倡議,設立1億美元的糧食安全基金,幫助玻利維亞、尼加拉瓜、和古巴渡過面前的難關,可見問題嚴重。

     依照世界糧食暨農業組織(Food and Agriculture Organization,簡稱FAO)調查,面臨糧食危機,急需援助者:非洲有21國,亞洲9國,拉丁美洲4國,歐洲2國,外加俄羅斯聯邦成員之一的車臣共和國,共計達36國之多。

     FAO按缺糧原因再把它們分類為:一、嚴重缺糧者,非洲有賴索托、索馬利亞、史瓦濟蘭、辛巴威;亞洲有伊拉克;歐洲則有摩多瓦。

     二、大部分地區買不到糧食者,非洲有厄立垂亞、賴比瑞亞、茅利塔尼亞、獅子山;亞洲則有阿富汗和北韓。

     三、地區性糧食供應極不安定者,非洲有蒲隆地、中非共和國、查德、兩個剛果、象牙海岸、衣索比亞、迦納、幾內亞、幾內亞比索、肯亞、蘇丹和烏干達。亞洲有孟加拉、印尼、尼泊爾、巴基斯坦、斯里蘭卡和東帝汶。中南美則有玻利維亞、多明尼加、海地、和尼加拉瓜。

     《紐約時報》在社論裏指出,美國即使低收入的家庭,食物只占所得的16%;與奈及利亞家庭把73%的收入都花在食物上,簡直不成比例。該報統計,糧食倚賴進口各國的外匯支出去年比前年多負擔了25%,玉米在國際市場的價格2年來漲了1倍,小麥價格更打破了28年的紀錄。

     平心而論,有些促使糧價飛漲的原因無人能加控制。中國大陸與印度人口仍在增加,生活大幅改善,對糧食的需求自然節節上升。另一項因素,是拿玉米來製造稱為乙醇(corn based ethanol)的汽油替代燃料。

     根據國際貨幣基金調查,3年來使玉米價格高漲的原因,至少有一半應歸咎於對乙醇的熱衷。已有學者指出,這種乙醇沒有像樂觀者預估可減少二氧化炭排放量達五分之一,反而使它增加幾乎2倍,對全球溫室效有害無益。現今因能源短缺,許多國家鼓勵本國廠商自製乙醇,對進口品則課以每加侖7角美元的關稅,也造成玉米缺貨。

     由此可見,糧食供應與全球人口總數、農業生產技術乃至環保危機環環相扣,牽一髮而動全身。地球只有這麼大,170年前,馬爾薩斯(Thomas Malthus, 1766-1834)已經提出人口論,預言糧食生產永遠趕不上人口增加率。

     今年6月3至5日,聯合國將在羅馬召開「研討世界糧食安全與氣候變化和生質能源的高階層會議」,恐怕又將是空談一場,於實際無補。

     我上網查的結果,信不信由你,《時代》周刊早在1974年就曾以〈世界糧食危機〉作為封面故事。真應了英語裏一句俗諺「太陽下沒有新鮮的事物」。人類雖已進入21世紀,糧食不足的老問題,依然揮之不去。

走路、吃素、熄燈 官員昨天好環保

為響應四二二世界地球日,不少機關首長昨天都捨棄公務車,改搭捷運或步行上班;立委還發起吃素食減碳運動,減少牲畜飼養,降低廢氣排放,內定出任環保署長的台北市環保局長沈世宏建議,未來各級學校可試辦一個月吃素一天,讓愛護地球的教育意義向下扎根。

行政院長張俊雄、副院長邱義仁和秘書長陳景峻昨天都茹素一天,新聞局長謝志偉和環保署長陳重信則一同步行上班。行政院也發函所屬機關,中午午休時「熄燈一小時、關電梯一小時」。

國民黨團不開冷氣不打領帶

國民黨團書記長謝國樑昨上午穿著白襯衫、未打領帶舉行記者會,他表示為配合世界地球日,昨天全體黨籍立委不穿西裝外套,也不打領帶,黨團辦公室也不開冷氣,並且將連署提案減碳節能公約在院會通過。立法院將建請各行政機關,力行下班後拔除電源插頭。

立委籌備就素愛地球基金會

立委林鴻池則與台北市議員李新共同主持了一場響應吃素抗暖化的健康素食品嘗會。林鴻池指出,台灣近年溫度上升了攝氏一點三到一點四三度,而二氧化碳排放量排名全球廿二名、亞洲第九,呼籲國人能廣用素食來對抗地球暖化。他也計畫在六個月內籌備成立「就素愛地球基金會」,推廣素食、建立安全衛生的素食飲食環境。

台北市長郝龍斌與公館國小師生一同在校園內種下象徵希望的「台灣欒樹」,並簽署十大減碳宣言,推廣「將傳統燈泡改成省電燈泡」、「開窗通風、夏天冷氣控溫」、「隨手關燈拔插頭」、「每周一天不開汽機車」等行動。市府四十多位首長也各自搭乘大眾交通工具到捷運市政府站和郝龍斌會合,再步行到市府。

台中副縣長帶隊走路上班

台中縣副縣長張壯熙則與五十多名搭火車、公車的同事,從豐原火車站走到縣政府上班,許多縣府員工看到浩浩蕩蕩的隊伍驚訝說:「原來有這麼多同事和我一樣是通勤族」。張壯熙說,自己若無特定行程,早上會步行到縣府上班,節能又能健身。

不少學校學生也主動配合地球日活動,豐原高中多數班級自行表決中午全班吃素一餐;豐原高商則是強制限水節約,學生沖馬桶、洗手不便大聲叫苦。

台中慈濟醫院全體同仁推動「蓮步款款」愛地球多走路活動,昨天驗收成果成果,二百四十五位同仁一個多月來共走了四千四百六十萬九千九百八十九步,不僅消耗自身的卡路里,且也相對節省許多能源。

人類將分化成肉食性人類與素食性2種

然後展開激烈的生存競爭

就像非洲大草原的食物鏈一樣

此外

在外面容易吃到的素食

其用油量與調味料用量大得嚇人

都是讓人很容易產生相關疾病

吃這樣的素食很難讓人相信會有多健康
