    中華人民共和國主席 胡錦濤主席先生,各位同事,各位代表,女士們,先生們:

    在這個莊嚴而重要的時刻,世界各國的領導人和代表集聚一堂,共同紀念聯合國成立60周年,重申我們對恪守聯合國憲章宗旨和原則的承諾,表達維護世界和平、促進共同發展的決心。這是世界各國人民的共同願望,也是各國有見識的政治家的共同認識。

    聯合國的成立,是人類為和平與發展長期努力的結果。聯合國體現了世界各國人民“欲免後世再遭今代人類兩度身曆慘不堪言之戰禍”、“彼此以善鄰之道,和睦相處”的崇高精神,承載了國際社會共同促進經濟社會發展的美好理想。60年的實踐表明,聯合國的成立是人類歷史上一件具有劃時代意義的大事,是人類和平進步事業發展的一座重要里程碑。

    60年來,人類社會滄桑巨變,國際舞臺風雲變幻,聯合國也歷經種種考驗,走過了不平凡的歷程。我們高興地看到,60年來特別是冷戰結束以來,廣大會員國共同努力,推動聯合國各項事業蓬勃發展,使聯合國在維護世界和平、推動共同發展、促進人類文明等方面發揮了重要作用,取得了巨大成就。

    60年來,儘管地區動盪不斷、局部衝突時有發生,但各國更加重視對話合作,更加重視談判解決爭端,通過聯合國預防和制止武裝衝突、維護世界和平日益成為國際社會的普遍訴求。遵守國際責任,承擔國際義務,以和平方式解決爭端,採取有效集體措施,共同維護地區和全球安全,是成立聯合國的初衷,也越來越成為國際社會實現持久和平、普遍安全的必由之路。

    60年來,儘管強權政治依然存在、國際關係民主化尚未實現,但對話交流、和睦相處已成為國際關係的主流,各國互相尊重、平等相待日益成為國際社會的重要共識。尊重國家主權和領土完整,尊重各國自主選擇社會制度和發展道路的權利,是聯合國憲章的重要原則,也越來越成為不同社會制度、不同發展水準國家互相建立和發展關係的指導原則。

    60年來,儘管世界發展還很不平衡、貧窮和饑餓仍在不少國家肆虐,但國際社會已經制定了減少貧困、促進發展的目標,加強合作、共同發展日益成為各國的普遍選擇。加強國際合作,促進共同發展,實現互利共贏,是聯合國的重要宗旨,也越來越成為實現各國共同發展繁榮的重要途徑。

    主席先生、各位同事!

    新的世紀為人類社會發展展現了光明前景。在維護世界和平、促進共同發展的道路上,我們既面臨著難得機遇,也面臨著嚴峻挑戰。

    要和平、促發展、謀合作是時代的主旋律。世界多極化和經濟全球化的趨勢深入發展,科技進步日新月異,世界生產力顯著提高,全球經濟保持總體增長,各類全球性和區域性合作生機勃勃,國際關係民主化不斷推進。人類正以前所未有的速度發展進步。

    同時,世界和平與發展這兩大問題還沒有得到根本解決。因種種原因導致的局部戰爭和衝突時起時伏,地區熱點問題錯綜複雜,南北差距進一步拉大,許多國家人民的基本生存甚至生命安全得不到保障,國際恐怖勢力、民族分裂勢力、極端宗教勢力在一些地區還相當活躍,環境污染、毒品走私、跨國犯罪、嚴重傳染性疾病等跨國性問題日益突出。人類實現普遍和平、共同發展的理想還任重道遠。

    主席先生、各位同事!

    歷史昭示我們,在機遇和挑戰並存的重要歷史時期,只有世界所有國家緊密團結起來,共同把握機遇、應對挑戰,才能為人類社會發展創造光明的未來,才能真正建設一個持久和平、共同繁榮的和諧世界。我願就此發表以下幾點意見。

    第一,堅持多邊主義,實現共同安全。和平是人類社會實現發展目標的根本前提。沒有和平,不僅新的建設無以推進,而且以往的發展成果也會因戰亂而毀滅。無論對於小國弱國還是大國強國,戰爭和衝突都是災難。因此,各國應該攜起手來,共同應對全球安全威脅。我們要摒棄冷戰思維,樹立互信、互利、平等、協作的新安全觀,建立公平、有效的集體安全機制,共同防止衝突和戰爭,維護世界和平與安全。

    聯合國作為集體安全機制的核心,在保障全球安全的國際合作中發揮著不可替代的作用。其作用只能加強,不能削弱。聯合國憲章確定的宗旨和原則,對維護世界和平與安全發揮著舉足輕重的作用,已經成為公認的國際關係基本準則,必須得到切實遵循。安理會作為聯合國維護世界和平與安全的專門機構,其維護世界和平與安全的權威必須得到切實維護。

    我們應該鼓勵和支援以和平方式,通過協商、談判解決國際爭端或衝突,共同反對侵犯別國主權的行徑,反對強行干涉一國內政,反對任意使用武力或以武力相威脅;應該加強反恐合作,堅持標本兼治,重在消除根源,堅決打擊恐怖主義;應該按照公正、合理、全面、均衡的原則,實現有效裁軍和軍備控制,防止核擴散,積極推進國際核裁軍進程,維護全球戰略穩定。

 

    第二,堅持互利合作,實現共同繁榮。發展事關各國人民的切身利益,也事關消除全球安全威脅的根源。沒有普遍發展和共同繁榮,世界難享太平。經濟全球化趨勢的深入發展,使各國利益相互交織、各國發展與全球發展日益密不可分。經濟全球化應該使各國特別是廣大發展中國家普遍受益,而不應造成貧者愈貧、富者愈富的兩極分化。聯合國應該採取切實措施,落實千年發展目標,特別是要大力推動發展中國家加快發展,使21世紀真正成為“人人享有發展的世紀”。

    我們應該積極推動建立健全開放、公平、非歧視的多邊貿易體制,進一步完善國際金融體制,為世界經濟增長營造健康有序的貿易環境和穩定高效的金融環境;應該加強全球能源對話和合作,共同維護能源安全和能源市場穩定,為世界經濟增長營造充足、安全、經濟、清潔的能源環境;應該積極促進和保障人權,努力普及全民教育,實現男女平等,加強公共衛生能力建設,使人人享有平等追求全面發展的機會和權利。

    發達國家應該為實現全球普遍、協調、均衡發展承擔更多責任,進一步對發展中國家特別是重債窮國和最不發達國家開放市場,轉讓技術,增加援助,減免債務。發展中國家要充分利用自身優勢推動發展,廣泛開展南南合作,推動社會全面進步。中國將盡自己所能,為推動各國共同發展作出積極貢獻。

    第三,堅持包容精神,共建和諧世界。文明多樣性是人類社會的基本特徵,也是人類文明進步的重要動力。在人類歷史上,各種文明都以自己的方式為人類文明進步作出了積極貢獻。存在差異,各種文明才能相互借鑒、共同提高;強求一律,只會導致人類文明失去動力、僵化衰落。各種文明有歷史長短之分,無高低優劣之別。歷史文化、社會制度和發展模式的差異不應成為各國交流的障礙,更不應成為相互對抗的理由。

    我們應該尊重各國自主選擇社會制度和發展道路的權利,相互借鑒而不是刻意排斥,取長補短而不是定於一尊,推動各國根據本國國情實現振興和發展;應該加強不同文明的對話和交流,在競爭比較中取長補短,在求同存異中共同發展,努力消除相互的疑慮和隔閡,使人類更加和睦,讓世界更加豐富多彩;應該以平等開放的精神,維護文明的多樣性,促進國際關係民主化,協力構建各種文明相容並蓄的和諧世界

    第四,堅持積極穩妥方針,推進聯合國改革。聯合國憲章確立的各項宗旨和原則,符合和平、發展、合作的歷史潮流,符合國際關係健康發展的本質要求,符合世界各國人民的根本利益。我們應該通過合理、必要的改革,維護聯合國權威,提高聯合國效率,更好地發揮聯合國作用,增強聯合國應對新威脅新挑戰的能力。

    聯合國改革是全方位、多領域的,可以先易後難、循序漸進,推動改革盡可能多出成果。改革應該重點推動聯合國加大在發展領域的投入,致力於維護聯合國憲章的宗旨和原則,增進廣大會員國團結。

    安理會改革是聯合國改革的一項重要內容。要通過改革安理會,優先增加發展中國家特別是非洲國家的代表性,讓更多國家特別是中小國家有更多機會參與安理會決策。改革涉及各國利益,應該充分協商,在達成廣泛共識的基礎上作出決定。

    主席先生、各位同事!

    在這裏,我願重申:中國將堅定不移地高舉和平、發展、合作的旗幟,堅定不移地走和平發展道路,堅定不移地奉行獨立自主的和平外交政策,在和平共處五項原則的基礎上同世界各國發展友好合作關係。中國將始終不渝地把自身的發展與人類共同進步聯繫在一起,既充分利用世界和平發展帶來的機遇發展自己,又以自身的發展更好地維護世界和平、促進共同發展。中國將一如既往地遵守聯合國憲章的宗旨和原則,積極參與國際事務,履行國際義務,同各國一道推動建立公正合理的國際政治經濟新秩序。中華民族是熱愛和平的民族。中國的發展不會妨礙任何人,也不會威脅任何人,只會有利於世界的和平穩定、共同繁榮。

    主席先生、各位同事!

    在人類漫長的發展史上,各國人民的命運從未像今天這樣緊密相連、休戚與共。共同的目標把我們聯結在一起,共同的挑戰需要我們團結在一起。讓我們攜手合作,共同為建設一個持久和平、共同繁榮的和諧世界而努力!

——在第65屆聯大一般性辯論上的講話

    主席先生,各位同事:

    中國是聯合國大家庭中的一員,中國的發展變化受到國際社會的高度關注。我願就如何認識一個真實的中國,談談我的看法。

    中華人民共和國成立以來,特別是改革開放30多年來,中國這個古老的東方大國發生了翻天覆地的變化。國家經濟實力和綜合國力大為增強,人民生活顯著改善,社會文明程度大幅提升,國際交流與合作不斷擴大。中國已經實現了由解決溫飽到總體上達到小康的歷史性跨越。

    中國對自己通過艱苦奮鬥而取得的成就感到自豪。同時,我們對今天中國在世界上的位置和作用,也有著清醒的認識。

    中國國內生產總值位居世界第三,但人均水準較低,只相當於發達國家的十分之一左右。中國經濟已保持30多年的快速增長,但進一步發展受到能源、資源和環境的制約。中國若干重要產品產量位居世界前列,但總體上仍處於全球產業鏈的低端。中國已經成為國際貿易大國,但出口產品技術含量和附加值低,核心技術仍然大量依賴進口。中國沿海地區和一些大中城市呈現出現代化的繁榮,但中西部和廣大農村的不少地方仍然相當落後,還有1.5億人口生活在聯合國設定的貧困線之下。中國民生有了很大改善,但社會保障體系不健全,就業壓力很大。中國社會政治生活日趨活躍,公民基本權利得到較好的維護,但民主法制還不夠健全,社會不公和貪污腐敗等問題依然存在。

    中國現代化走到今天,先進落後並存,新舊矛盾交織,面臨諸多前所未有的挑戰。中國仍然處於社會主義初級階段,仍然屬於發展中國家。這就是我們的基本國情,這就是一個真實的中國。

主席先生,各位同事!

    中國的戰略目標是到本世紀中葉,基本實現現代化。展望今後幾十年,中國人民將堅定不移地沿著改革開放、和平發展的道路前進。這條道路改變了中國的命運,給全體人民帶來了福祉。我們必須堅持它、完善它,而沒有任何理由改變它。

    中國將繼續集中精力發展經濟。發展仍然是中國的第一要務,是解決一切問題的基礎。中國的發展主要依靠自己的力量。中國工業化城鎮化的推進,數以億計農民進入城鎮,將創造有史以來最為巨大的國內需求,開闢極其廣闊的市場和發展空間,為中國和世界經濟增長提供持久而強勁的動力。中國將下大力轉變經濟發展方式,調整經濟結構,走出一條均衡和可持續的發展道路。

    中國將繼續深化體制改革。我們要不斷完善社會主義市場經濟體制。毫不動搖地鞏固和發展公有制經濟,毫不動搖地鼓勵、支持、引導非公有制經濟發展。更加注重保障和改善民生,改革收入分配制度,完善養老、醫療、失業等社會保障體系,扭轉城鄉、地區和貧富差距擴大的趨勢,使每一個公民都能夠分享改革開放和發展的成果。在深化經濟體制改革的同時,要推進和搞好政治體制改革。只有這樣,經濟體制改革才能最終成功,現代化建設才能不斷發展。我們要尊重和保障人權,維護社會公平正義,實現人的自由和全面發展,這是民主法治國家的重要標誌,也是國家長治久安的基本保障。

    中國將繼續擴大對外開放。互利共贏,是我們必須長期堅持的開放戰略。我們要遵循國際通行的規則,擴大同世界各國的經貿往來。我們要進一步改善外商投資環境,優化利用外資結構,創新對外投資與合作方式。中國致力於推動建設公正公平、包容有序的國際金融新秩序和開放自由的國際貿易體系,反對各種形式的保護主義。在中國現代化的進程中,我們不僅要在經濟和科技領域繼續吸收和利用世界先進的東西,而且要在社會管理和文化建設等領域大膽借鑒人類文明的成果。

    我們將繼續發展教育科技。中國縮小同世界先進水準的差距,增強發展的後勁,根本靠什麼?一靠教育,二靠科技。中國已經制訂了發展教育、發展科技的兩個中長期規劃綱要。我們要著力抓好這兩個規劃綱要的實施,爭取在2020年左右,基本建成人力資源強國和創新型國家。

    我們將繼續弘揚中華優秀文化。國家發展、民族振興,不僅需要強大的經濟力量,更需要強大的文化力量。五千年中華文明所凝結的道德和智慧,屬於中國,也屬於世界。我們要大力發展文化事業,加快建立與社會主義現代化建設相適應、與中華民族傳統美德相承接的思想道德體系。我們尊重世界文明的多樣性,加強不同文明之間的對話與交流,構建人類共有的精神家園。中華民族不僅能夠創造經濟奇跡,也一定能夠創造新的文化輝煌。

主席先生,各位同事!

    人類進入21世紀,世界並不太平。但靠戰爭最終解決問題已經過時了。和平與發展,仍然是當今世界的兩大主題。

    中國將堅定不移地走和平發展道路。和平發展的精髓是什麼?就是爭取和平的國際環境來發展自己,又以自己的發展促進世界的和平。這也是中國特色社會主義的題中應有之義。

    中國在追求自身發展的進程中,將繼續以促進人類的共同發展和繁榮為己任。中國將繼續尋求和擴大同世界各國的利益交匯點。中國的發展,不會損害任何人,也不會威脅任何人。中國絕不走“國強必霸”的路子。

    中國講友好,也講原則,堅定不移地維護國家的核心利益。在涉及主權、統一及領土完整的問題上,中國決不退讓,決不妥協。

    中國堅定不移地支援聯合國在國際事務中發揮主導作用。中國將繼續遵守《聯合國憲章》,認真履行國際公約的各項義務。中國將一如既往地加強同發展中國家的合作,支援擴大發展中國家在國際事務中的發言權。中國永遠是發展中國家的好夥伴、好兄弟!

    中國的穩定和發展,有利於建設和平的國際環境,有利於建設民主的國際秩序,有利於建設繁榮的世界經濟,也有利於建設和諧的文明世界。中國發展,世界機遇;中國好了,世界得利。歷史將會進一步證明這一點。

    主席先生,各位同事!

    一個和平發展的中國,一個充滿活力的中國,一個敢於擔當的中國,永遠與世界同行。讓我們攜起手來,為世界的持久和平與繁榮而奮鬥!

新华网北京9月7日电(记者 崔静 熊争艳 吴晶晶)中国国家主席胡锦涛7日指出,当代中国的前途命运已日益紧密地同世界的前途命运联系在一起,中国的发展离不开世界,世界的发展也需要中国。中国将高举和平、发展、合作的旗帜,始终不渝走和平发展的道路。

    胡锦涛是在向由中国全国政协举办的“21世纪论坛”发出的贺信中作上述表示的。这是中国国家领导人再次重申中国坚持走和平发展道路的决心,这一立场得到了与会政要与各国专家学者的认同。

    今年二季度,中国GDP超过日本跃升世界第二后,国际上关于中国已不是发展中国家的声音甚嚣尘上。继“中国崩溃论”“中国威胁论”之后,“中国责任论”被“旧调重谈”,有关“中国的发展是否会威胁世界”“中国将走怎样一条发展道路”的争论再次成为各界关注的焦点。

    全国政协主席贾庆林在论坛开幕式上的主旨演讲中明确表示,中国在经济社会发展方面,取得了历史性的巨大成就,但中国仍然还是一个发展中国家。

民生问题使中国仍将韬光养晦

 在今年中国“两会”的总理记者会上,温家宝针对中国在哥本哈根气候大会上的表现,特地澄清了西方媒体“中国傲慢说”的指控。他解释说,中国之所以只派出一名副部长,参加由美国总统奥巴马牵头的欧美领导人磋商会,并非刻意怠慢,而是他事前并没有接到任何开会的通知。他强调,虽然中国代表团同样没有接到通知,他还是决定派出外交部副部长与会,并同时向大会秘书处及美国代表团咨询。温家宝进一步指出,至今仍然没有人向中国解释为何不通知中国与会的谜团。按照中方对事件的说法,“中国傲慢说”完全是个冤枉,更别说可能还另有隐情。

  温家宝这番不寻常的解释,不无“哀兵”的姿态,一方面化解“傲慢说”背后隐喻的中国威胁论色彩,另一方面突出中国的受害者形象,反衬事件背后若有若无的“阴谋”。同时,由总理在“两会”的正式场合公开回应,显示中国非常在意事件对其国际形象可能产生的不良影响;如果配合北京近日的一些外交举措,以及温家宝在发布会上的其他发言,或许也暗示了中国外交策略非但没有转变为主动进取,反而因为内部因素的考虑而将维持现状。

  此前,延续中国在哥本哈根气候大会上的“傲慢”氛围,北京针对美国对台军售、奥巴马接见西藏流亡精神领袖达赖等“中国核心利益”问题做出的激烈反应,包括首次制裁涉及对台军售的美国企业,解放军将领放狠话的强硬态度,以及被视为反击华盛顿就人民币汇率的施压,在国际市场传出北京开始减持美国国债的消息,均让人形成中国外交基调变得咄咄逼人的印象。

  事后观之,北京对美国在台湾和西藏问题上的反弹,显然存在不得不然的表态。温家宝在回答本报提问时,虽然没有直接回答中国网民对于中国崛起的自信,以及网上一些极端言论如何影响外交决策,他关于国家之间应相互尊重包容的说法,以及对国内公平正义问题的忧心,充分说明了北京必须保持现行稳健温和外交方针的制约因素。

  在具有指标意义的对美关系方面,各种迹象皆表明,这一轮的外交风波正趋向平息。北京在3月初接受美国常务副国务卿斯坦伯格和白宫国安会亚洲事务高级主任贝德访华;中国外长杨洁篪事后在“两会”新闻发布会上表示,“坚持原则立场同是否强硬是两码事”;在奥巴马于白宫会见达赖的同时,美国尼米茨号航空母舰,连同四艘护卫舰艇的5000多名官兵却获准停靠香港四天过春节;获得美国新军购的台湾,也将继续得到大陆经贸交流政策的好处。

  中国外交保持一贯的韬光养晦方针,无疑为国际社会所乐见,其背后的动机,或许也可以从温家宝在发布会上的谈话得到启示。他在回答本报时说:“我们的对外方针还要考虑国内和国际两个大局。”温家宝口中的国内大局,正是他在发布会上念兹在兹的“社会的公平正义”。他警告,收入分配不公、贪污腐败加上通货膨胀,“足以影响社会的稳定,甚至政权的巩固”。换句话说,外部的挑战固然不小,内部的威胁其实更为严峻。中国政府需要一个相对平和的外部环境,以便集中精力化解内部累积的社会经济矛盾,放弃韬光养晦的外交指导方针,目前并非最佳的时机。

    拉斯穆森首相閣下,各位同事: 

    此時此刻,全世界幾十億人都在注視著哥本哈根。我們在此表達的意願和做出的承諾,應當有利於推動人類應對氣候變化的歷史進程。站在這個講壇上,我深感責任重大。 

    氣候變化是當今全球面臨的重大挑戰。遏制氣候變暖,拯救地球家園,是全人類共同的使命,每個國家和民族,每個企業和個人,都應當責無旁貸地行動起來。

近三十年來,中國現代化建設取得的成就已爲世人矚目。在這裏我還要告訴各位,中國在發展的進程中高度重視氣候變化問題,從中國人民和人類長遠發展的根本利益出發,爲應對氣候變化做出了不懈努力和積極貢獻。 

    ——中國是最早制定實施《應對氣候變化國家方案》的發展中國家。先後制定和修訂了節約能源法、可再生能源法、迴圈經濟促進法、清潔生産促進法、森林法、草原法和民用建築節能條例等一系列法律法規,把法律法規作爲應對氣候變化的重要手段。 

    ——中國是近年來節能減排力度最大的國家。我們不斷完善稅收制度,積極推進資源性産品價格改革,加快建立能夠充分反映市場供求關係、資源稀缺程度、環境損害成本的價格形成機制。全面實施十大重點節能工程和千家企業節能計劃,在工業、交通、建築等重點領域開展節能行動。深入推進迴圈經濟試點,大力推廣節能環保汽車,實施節能産品惠民工程。推動淘汰高耗能、高污染的落後産能,2006至2008年共淘汰低能效的煉鐵産能6059萬噸、煉鋼産能4347萬噸、水泥産能1.4億噸、焦炭産能6445萬噸。截至今年上半年,中國單位國內生産總值能耗比2005年降低13%,相當於少排放8億噸二氧化碳 

    ——中國是新能源和可再生能源增長速度最快的國家。我們在保護生態基礎上,有序發展水電,積極發展核電,鼓勵支援農村、邊遠地區和條件適宜地區大力發展生物質能、太陽能、地熱、風能等新型可再生能源。2005年至2008年,可再生能源增長51%,年均增長14.7%。2008年可再生能源利用量達到2.5億噸標準煤。農村有3050萬戶用上沼氣,相當於少排放二氧化碳4900多萬噸。水電裝機容量、核電在建規模、太陽能熱水器集熱面積和光伏發電容量均居世界第一位 

    ——中國是世界人工造林面積最大的國家。我們持續大規模開展退耕還林和植樹造林,大力增加森林碳彙。2003至2008年,森林面積淨增2054萬公頃,森林蓄積量淨增11.23億立方米。目前人工造林面積達5400萬公頃,居世界第一 

    中國有13億人口,人均國內生産總值剛剛超過3000美元,按照聯合國標準,還有1.5億人生活在貧困線以下,發展經濟、改善民生的任務十分艱巨。我國正處於工業化、城鎮化快速發展的關鍵階段,能源結構以煤爲主,降低排放存在特殊困難。但是,我們始終把應對氣候變化作爲重要戰略任務。1990至2005年,單位國內生産總值二氧化碳排放強度下降46%。在此基礎上,我們又提出,到2020年單位國內生産總值二氧化碳排放比2005年下降40%-45%,在如此長時間內這樣大規模降低二氧化碳排放,需要付出艱苦卓絕的努力。我們的減排目標將作爲約束性指標納入國民經濟和社會發展的中長期規劃,保證承諾的執行受到法律和輿論的監督。我們將進一步完善國內統計、監測、考核辦法,改進減排資訊的披露方式,增加透明度,積極開展國際交流、對話與合作

各位同事, 

    應對氣候變化需要國際社會堅定信心,凝聚共識,積極努力,加強合作。必須始終牢牢把握以下幾點: 

    第一,保持成果的一致性。應對氣候變化不是從零開始的,國際社會已經爲之奮鬥了幾十年。《聯合國氣候變化框架公約》及其《京都議定書》是各國經過長期艱苦努力取得的成果,凝聚了各方的廣泛共識,是國際合作應對氣候變化的法律基礎和行動指南,必須倍加珍惜、鞏固發展。本次會議的成果必須堅持而不能模糊公約及其議定書的基本原則,必須遵循而不能偏離“巴厘路線圖”的授權,必須鎖定而不能否定業已達成的共識和談判取得的進展。 

    第二,堅持規則的公平性。“共同但有區別的責任”原則是國際合作應對氣候變化的核心和基石,應當始終堅持。近代工業革命200年來,發達國家排放的二氧化碳占全球排放總量的80%。如果說二氧化碳排放是氣候變化的直接原因,誰該承擔主要責任就不言自明。無視歷史責任,無視人均排放和各國的發展水平,要求近幾十年才開始工業化、還有大量人口處於絕對貧困狀態的發展中國家承擔超出其應盡義務和能力範圍的減排目標,是毫無道理的。發達國家如今已經過上富裕生活,但仍維持著遠高於發展中國家的人均排放,且大多屬於消費型排放;相比之下,發展中國家的排放主要是生存排放和國際轉移排放。今天全球仍有24億人以煤炭、木炭、稭稈爲主要燃料,有16億人沒有用上電。應對氣候變化必須在可持續發展的框架下統籌安排,決不能以延續發展中國家的貧窮和落後爲代價。發達國家必須率先大幅量化減排並向發展中國家提供資金和技術支援,這是不可推卸的道義責任,也是必須履行的法律義務。發展中國家應根據本國國情,在發達國家資金和技術轉讓支援下,盡可能減緩溫室氣體排放,適應氣候變化。 

    第三,注重目標的合理性。中國有句成語:千里之行,始於足下。西方也有句諺語:羅馬不是一天建成的。應對氣候變化既要著眼長遠,更要立足當前。《京都議定書》明確規定了發達國家至2012年第一承諾期的減排指標。但從實際執行情況看,不少發達國家的排放不減反增。目前發達國家已經公佈的中期減排目標與協定的要求和國際社會的期望仍有相當距離。確定一個長遠的努力方向是必要的,更重要的是把重點放在完成近期和中期減排目標上,放在兌現業已做出的承諾上,放在行動上。一打綱領不如一個行動,我們應該通過切實的行動,讓人們看到希望。 

    第四,確保機制的有效性。應對氣候變化,貴在落實行動,重在機制保障。國際社會要在公約框架下做出切實有效的制度安排,促使發達國家兌現承諾,向發展中國家持續提供充足的資金支援,加快轉讓氣候友好技術,有效幫助發展中國家、特別是小島嶼國家、最不發達國家、內陸國家、非洲國家加強應對氣候變化的能力建設。 

    最後,我要強調的是,中國政府確定減緩溫室氣體排放的目標是中國根據國情採取的自主行動,是對中國人民和全人類負責的,不附加任何條件,不與任何國家的減排目標挂鈎。我們言必信、行必果,無論本次會議達成什麽成果,都將堅定不移地爲實現、甚至超過這個目標而努力

At the invitation of President Hu Jintao of the People’s Republic of China, President Barack Obama of the United States of America is paying a state visit to China from November 15–18, 2009. The Presidents held in-depth, productive and candid discussions on U.S.-China relations and other issues of mutual interest. They highlighted the substantial progress in U.S.-China relations over the past 30 years since the establishment of diplomatic ties, and they reached agreement to advance U.S.-China relations in the new era. President Obama will have separate meetings with Wu Bangguo, Chairman of the Standing Committee of the National People's Congress and Premier Wen Jiabao. President Obama also spoke with and answered questions from Chinese youth.

I. The U.S.-China Relationship

The United States and China agreed that regular exchanges between leaders of the two countries are essential to the long-term, sound, and steady growth of U.S.-China relations. The two sides are of the view that the three meetings between the two presidents and other important bilateral exchanges this year have strengthened relations. President Obama invited President Hu to make a visit to the United States next year, and President Hu accepted the invitation with pleasure. Leaders of the two countries will continue to maintain close communication through mutual visits, meetings, telephone conversations and correspondence.

The United States and China spoke highly of the important role of the U.S.-China Strategic and Economic Dialogue and recognized that the Dialogue offers a unique forum to promote understanding, expand common ground, reduce differences, and develop solutions to common problems. Both sides believed that the first round of the Dialogue held in Washington, D.C., in July this year was a fruitful one and agreed to honor in good faith the commitments made and hold the second round in Beijing in the summer of 2010. The two sides agreed that they will continue to use the direct communication links among senior leaders to maintain timely communication on major and sensitive issues, institutionalize the annual exchange of visits by the two foreign ministers and encourage senior officials of other departments of the two countries to exchange visits on a regular basis.

The United States and China commended the outcomes of the visit to the United States by General Xu Caihou, Vice Chairman of the Chinese Central Military Commission, in October this year, and stated that they will take concrete steps to advance sustained and reliable military-to-military relations in the future. The two sides will prepare for the visit to the United States by General Chen Bingde, Chief of the General Staff of China’s People’s Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, Chairman of the U.S. Joint Chiefs of Staff. The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges. The goal of these efforts is to improve their capabilities for practical cooperation and foster greater understanding of each other’s intentions and of the international security environment.

The United States and China agreed to deepen counter-terrorism consultation and cooperation on an equal and mutually beneficial basis and to strengthen law-enforcement cooperation. They agreed to exchange evidence and intelligence on law enforcement issues in a timely and reciprocal manner. The two countries will undertake joint investigations and provide investigative assistance on cases of mutual interest. The United States and China will strengthen cooperation on criminal investigations and deepen collaboration in combating embezzlement as well as in counter-narcotics and pre-cursor chemical control and in combating unlawful migration. They also will boost joint efforts to combat transnational crime and criminal organizations as well as money laundering and the financing of terrorism including counterfeiting and recovery of illicit funds. They will work to combat smuggling and human trafficking.

The United States reaffirmed its support for Expo 2010 Shanghai.

The United States and China applauded the rich achievements in scientific and technological cooperation and exchanges between the two countries over the past 30 years since the signing of the U.S.-China Agreement on Cooperation in Science and Technology and agreed to further upgrade the level of exchanges and cooperation in scientific and technological innovation through the U.S.-China Joint Commission on Science and Technology Cooperation.

The United States and China look forward to expanding discussions on space science cooperation and starting a dialogue on human space flight and space exploration, based on the principles of transparency, reciprocity and mutual benefit. Both sides welcome reciprocal visits of the NASA Administrator and the appropriate Chinese counterpart in 2010.

The United States and China underlined that each country and its people have the right to choose their own path, and all countries should respect each other’s choice of a development model. Both sides recognized that the United States and China have differences on the issue of human rights. Addressing these differences in the spirit of equality and mutual respect, as well as promoting and protecting human rights consistent with international human rights instruments, the two sides agreed to hold the next round of the official human rights dialogue in Washington D.C. by the end of February 2010. The United States and China agreed that promoting cooperation in the field of law and exchanges on the rule of law serves the interests and needs of the citizens and governments of both countries. The United States and China decided to convene the U.S.-China Legal Experts Dialogue at an early date.

The two countries noted the importance of people-to-people and cultural exchanges in fostering closer U.S.-China bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges. The two sides are pleased to note the continued increase in the number of students studying in each other’s country in recent years. Nearly 100,000 Chinese are now studying in the United States, and the U.S. side will receive more Chinese students and facilitate visa issuance for them. The United States has approximately 20,000 students in China. The United States seeks to encourage more Americans to study in China by launching a new initiative to send 100,000 students to China over the coming four years. China welcomed this decision by the United States. The two sides agreed to expedite negotiations to renew in 2010 the Implementing Accord for Cultural Exchange for the Period Through 2010-2012 under the Cultural Agreement Between the Government of the United States of America and the Government of the People’s Republic of China. The United States and China agreed to jointly hold the Second U.S.-China Cultural Forum in the United States at an appropriate time.

II. Building and Deepening Bilateral Strategic Trust

The United States and China are of the view that in the 21st century, global challenges are growing, countries are more interdependent, and the need for peace, development, and cooperation is increasing. The United States and China have an increasingly broad base of cooperation and share increasingly important common responsibilities on many major issues concerning global stability and prosperity. The two countries should further strengthen coordination and cooperation, work together to tackle challenges, and promote world peace, security and prosperity.

The two countries believe that to nurture and deepen bilateral strategic trust is essential to U.S.-China relations in the new era. During their discussions, the Chinese side said that it resolutely follows the path of peaceful development and a win-win strategy of opening-up, and is committed to promoting the building of a harmonious world of enduring peace and common prosperity. The United States reiterated that it welcomes a strong, prosperous and successful China that plays a greater role in world affairs. The United States stated that it is committed to working with other countries in addressing the most difficult international problems they face. China welcomes the United States as an Asia-Pacific nation that contributes to peace, stability and prosperity in the region. The two sides reiterated that they are committed to building a positive, cooperative and comprehensive U.S.-China relationship for the 21st century, and will take concrete actions to steadily build a partnership to address common challenges.

The United States and China underscored the importance of the Taiwan issue in U.S.-China relations. China emphasized that the Taiwan issue concerns China’s sovereignty and territorial integrity, and expressed the hope that the United States will honor its relevant commitments and appreciate and support the Chinese side’s position on this issue. The United States stated that it follows its one China policy and abides by the principles of the three U.S.-China joint communiqués. The United States welcomes the peaceful development of relations across the Taiwan Strait and looks forward to efforts by both sides to increase dialogues and interactions in economic, political, and other fields, and develop more positive and stable cross-Strait relations.

The two countries reiterated that the fundamental principle of respect for each other’s sovereignty and territorial integrity is at the core of the three U.S.-China joint communiqués which guide U.S.-China relations. Neither side supports any attempts by any force to undermine this principle. The two sides agreed that respecting each other’s core interests is extremely important to ensure steady progress in U.S.-China relations.

The United States and China believe that bilateral cooperation on common global challenges will contribute to a more prosperous and secure world. They reaffirmed their commitment made on 27 June 1998 not to target at each other the strategic nuclear weapons under their respective control. The two sides believed that the two countries have common interests in promoting the peaceful use of outer space and agree to take steps to enhance security in outer space. The two sides agreed to discuss issues of strategic importance through such channels as the U.S.-China Strategic and Economic Dialogue and military-to-military exchanges.

The United States and China agreed to handle through existing channels of consultations and dialogue military security and maritime issues in keeping with norms of international law and on the basis of respecting each other’s jurisdiction and interests.

III. Economic Cooperation and Global Recovery

The two sides are determined to work together to achieve more sustainable and balanced global economic growth. To that end, the two sides noted that their forceful and timely policy responses helped stem the decline in global output and stabilized financial markets. The two sides agreed to sustain measures to ensure a strong and durable global economic recovery and financial system. The two sides reiterated that they will continue to strengthen dialogue and cooperation on macro-economic policies. The two sides pledge to honor all commitments made at the inaugural meeting of the Strategic and Economic Dialogue, the G-20 summits, and APEC in Singapore.

The two sides commended the important role of the three G-20 summits in tackling the global financial crisis, and committed to work with other members of the G-20 to enhance the G-20’s effectiveness as the premier forum for international economic cooperation. The two sides agreed to work together, including through a cooperative process on mutual assessment to make the G-20 Framework for Strong, Sustainable and Balanced Growth a success. The two sides welcomed recent agreements by the G-20 to ensure that the International Financial Institutions (IFIs) have sufficient resources and to reform their governance structures in order to improve IFIs credibility, legitimacy and effectiveness. The two sides stressed the need to follow through on the quantified targets for the reform of quota and voting shares of IFIs as soon as possible, increasing the voice and representation of emerging markets and developing countries in these institutions consistent with the Pittsburgh Summit Leaders Statement. They also agreed to work together to strengthen the capacity of these institutions to prevent and respond to future crises.

The two sides will further enhance communication and the exchange of information regarding macro-economic policy, and work together to pursue policies of adjusting domestic demand and relative prices to lead to more sustainable and balanced trade and growth. China will continue to implement the policies to adjust economic structure, raise household incomes, expand domestic demand to increase contribution of consumption to GDP growth and reform its social security system. The United States will take measures to increase national saving as a share of GDP and promote sustainable non-inflationary growth. To achieve this, the United States is committed to returning the federal budget deficit to a sustainable path and pursuing measures to encourage private saving. Both sides will also pursue forward-looking monetary policies with due regard for the ramifications of those policies for the international economy.

The two sides recognize the importance of open trade and investment to their domestic economies and to the global economy, and are committed to jointly fight protectionism in all its manifestations. The two sides agreed to work proactively to resolve bilateral trade and investment disputes in a constructive, cooperative, and mutually beneficial manner. Both sides will expedite negotiation on a bilateral investment treaty. The two sides are committed to seeking a positive, ambitious, and balanced conclusion to the Doha Development Agenda in 2010.

The two sides spoke highly of the outcomes of the 20th Meeting of the U.S.-China Joint Commission on Commerce and Trade. The two sides reaffirmed the commitment at this JCCT meeting and look forward to their full implementation.

IV. Regional and Global Challenges

The two sides noted that, at a time when the international environment is undergoing complex and profound changes, the United States and China share a responsibility to cooperatively address regional and global security challenges. The two sides stressed that they share broad common interests in the Asia-Pacific region and support the development and improvement of an open and inclusive regional cooperation framework that is beneficial to all. The two sides will work to encourage APEC to play a more effective role in promoting regional trade and investment liberalization and economic and technical cooperation and for the ASEAN Regional Forum to play a more effective role in strengthening regional security cooperation.

The two sides agreed that respect for the Treaty on the Non-proliferation of Nuclear Weapons, IAEA mandates, and implementation of all relevant UN Security Council resolutions are essential for the success of our joint efforts to stem the spread of nuclear weapons. The two presidents recalled their participation at the September 24, 2009, UN Security Council Summit on nuclear nonproliferation and nuclear disarmament. They welcomed the outcome of the Summit and expressed their strong support for UN Security Resolution 1887.

The two sides reaffirmed the importance of continuing the Six-Party Talks process and implementing the September 19, 2005, Joint Statement, including denuclearization of the Korean Peninsula, normalization of relations and establishment of a permanent peace regime in Northeast Asia. The two sides stated that they will work together with other parties concerned to comprehensively achieve the purpose and overall goal of the Six-Party Talks through consultations and dialogues. The Chinese side welcomed the start of high-level contacts between the United States and the DPRK. The two sides expressed the hope that the multilateral mechanism of the Six Party Talks would convene at an early date.

The two sides noted with concern the latest developments with regard to the Iranian nuclear issue. The two sides agreed that Iran has the right to peaceful uses of nuclear energy under the NPT and it should fulfill its due international obligations under that treaty. They welcomed the talks in Geneva on October 1st between the P5+1 and Iran as a promising start towards addressing international concerns about Iran’s nuclear program, and expressed their readiness to continue that engagement as soon as possible. The two sides emphasized that all efforts should be made to take confidence building steps and called on Iran to respond positively to the proposal of the IAEA Director General. The two sides reaffirmed their strong support for a comprehensive and long-term solution to the Iranian nuclear issue through negotiations, and called on Iran to engage constructively with the P5+1 and to cooperate fully with the IAEA to facilitate a satisfactory outcome.

The two sides welcomed all efforts conducive to peace, stability and development in South Asia. They support the efforts of Afghanistan and Pakistan to fight terrorism, maintain domestic stability and achieve sustainable economic and social development, and support the improvement and growth of relations between India and Pakistan. The two sides are ready to strengthen communication, dialogue and cooperation on issues related to South Asia and work together to promote peace, stability and development in that region.

The two sides underlined their commitment to the eventual realization of a world free of nuclear weapons. They reiterated their opposition to the proliferation of weapons of mass destruction and will jointly uphold the international nuclear non-proliferation regime. They agreed to enhance non-proliferation cooperation on the basis of mutual respect and equality. They will work together to achieve a successful Review Conference of Parties to the Treaty on the Non-Proliferation of Nuclear Weapons in 2010. They committed to pursue ratification of the Comprehensive Nuclear-Test-Ban Treaty as soon as possible, and will work together for the early entry into force of the CTBT. They support the launching of negotiations on the Fissile Material Cut-off Treaty at an early date in the Conference on Disarmament, and stand ready to strengthen communication and cooperation in nuclear safety and security and in combating nuclear terrorism. China attaches importance to the U.S. initiative to hold a nuclear security summit in April 2010 and will actively participate in the preparations for the summit.

The two sides also discussed the importance of UN peacekeeping operations in promoting international peace and security.

The two sides agreed to enhance dialogue on development issues to explore areas of cooperation and coordination and to ensure that both countries’ efforts are conducive to achieving sustainable outcomes.

V. Climate Change, Energy and Environment

The two sides held a constructive and productive dialogue on the issue of climate change. They underscored that climate change is one of the greatest challenges of our time. The two sides maintain that a vigorous response is necessary and that international cooperation is indispensable in responding to this challenge. They are convinced of the need to address climate change in a manner that respects the priority of economic and social development in developing countries and are equally convinced that transitioning to a low-carbon economy is an opportunity to promote continued economic growth and sustainable development in all countries.

Regarding the upcoming Copenhagen Conference, both sides agree on the importance of actively furthering the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change in accordance with the Bali Action Plan. The United States and China, consistent with their national circumstances, resolve to take significant mitigation actions and recognize the important role that their countries play in promoting a sustainable outcome that will strengthen the world’s ability to combat climate change. The two sides resolve to stand behind these commitments.

In this context both sides believe that, while striving for final legal agreement, an agreed outcome at Copenhagen should, based on the principle of common but differentiated responsibilities and respective capabilities, include emission reduction targets of developed countries and nationally appropriate mitigation actions of developing countries. The outcome should also substantially scale up financial assistance to developing countries, promote technology development, dissemination and transfer, pay particular attention to the needs of the poorest and most vulnerable to adapt to climate change, promote steps to preserve and enhance forests, and provide for full transparency with respect to the implementation of mitigation measures and provision of financial, technology and capacity building support.

The two sides are committed to working together and with other countries in the weeks ahead for a successful outcome at Copenhagen.

The two sides agreed that the transition to a green and low-carbon economy is essential and that the clean energy industry will provide vast opportunities for citizens of both countries in the years ahead and welcomed significant steps forward to advance policy dialogue and practical cooperation on climate change, energy and the environment, building on the U.S.-China Memorandum of Understanding to Enhance Cooperation on Climate Change, Energy and Environment announced at the first round of U.S.-China Strategic and Economic Dialogue this July and formally signed during the Presidential visit.

The two sides recognized the importance of the Ten Year Framework on Energy and Environment Cooperation (TYF) and commit to strengthen cooperation in promoting clean air, water, transportation, electricity, and resource conservation. Through a new U.S.-China Energy Efficiency Action Plan under the TYF, the United States and China will work together to achieve cost-effective energy efficiency improvements in industry, buildings and consumer products through technical cooperation, demonstration and policy exchanges. Noting both countries significant investments in energy efficiency, the two Presidents underscored the enormous opportunities to create jobs and enhance economic growth through energy savings.

The two sides welcomed the signing of the Protocol Between the Department of Energy of the United States of America and the Ministry of Science and Technology and the National Energy Administration of the People’s Republic of China on a Clean Energy Research Center. The Center will facilitate joint research and development on clean energy by teams of scientists and engineers from both countries, as well as serve as clearing house to help researchers in each country, with public and private funding of at least $150 million over five years split evenly between the two countries. The Center will have one headquarters in each country. Priority topics to be addressed will include energy efficiency in buildings, clean coal (including carbon capture and sequestration), and clean vehicles.

The two sides welcomed the launch of a U.S.-China Electric Vehicles Initiative designed to put millions of electric vehicles on the roads of both countries in the years ahead. Building on significant investments in electric vehicles in both the United States and China, the two governments announced a program of joint demonstration projects in more than a dozen cities, along with work to develop common technical standards to facilitate rapid scale-up of the industry. The two sides agreed that their countries share a strong common interest in the rapid deployment of clean vehicles.

The two sides strongly welcomed work in both countries to promote 21st century coal technologies. They agreed to promote cooperation on large-scale carbon capture and sequestration (CCS) demonstration projects and to begin work immediately on the development, deployment, diffusion, and transfer of CCS technology. The two sides welcomed recent agreements between Chinese and U.S. companies, universities, and research institutions to cooperate on CCS and more efficient coal technologies.

The two sides welcomed the signing of the Memorandum of Cooperation between the Environmental Protection Agency of the United States and the National Development and Reform Commission of China and to Build Capacity to Address Climate Change.

The two sides welcomed the launch of The U.S.-China Renewable Energy Partnership. Through this Partnership, the two countries will chart a pathway to wide-scale deployment of wind, solar, advanced bio-fuels, and a modern electric power grid in both countries and cooperate in designing and implementing the policy and technical tools necessary to make that vision possible. Given the combined market size of the two countries, accelerated deployment of renewable energy in The United States and China can significantly reduce the cost of these technologies globally.

The two sides welcomed the establishment of The U.S.-China Energy Cooperation Program (ECP), a partnership between government and industry to enhance energy security and combat climate change. The ECP will leverage private sector resources and expertise to accelerate the deployment of clean energy technology.

The two sides commended the results of the recently-held Fourth U.S.-China Energy Policy Dialogue and Ninth U.S.-China Oil and Gas Industry Forum and welcomed the launch of a U.S.-China Shale Gas Resource Initiative to accelerate the development of unconventional natural gas resources in China. Drawing on recent experience in the United States, this initiative aims to improve energy security in both countries and help China transition to a low-carbon economy.

The two sides agreed to work together to advance global efforts to promote the peaceful use of nuclear energy. They welcomed the recently-concluded Third Executive Committee Meeting of the Global Nuclear Energy Partnership, and the commitment of the partnership to explore ways to enhance the international framework for civil nuclear energy cooperation. They agreed to consult with one another in order to explore such approaches -- including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the

    合力應對挑戰 推動持續發展

    ——在亞太經合組織第十七次領導人非正式會議上的講話

    尊敬的李顯龍總理,各位同事: 

 

    很高興同大家再次相聚,就共同關心的國際和地區問題交換意見。李顯龍總理和新加坡政府爲會議作了周到細緻的安排,我對此表示感謝。

    亞太經合組織21個經濟體擁有世界40%的人口、54%的經濟總量、44%的貿易量。世界關注我們的聲音,我們達成的共識將對世界特別是本地區發展産生重要影響。 

 

    去年,我們在利馬作出同舟共濟、積極應對國際金融經濟危機的堅定承諾。一年來,國際社會的協調努力初見成效。世界經濟出現企穩回升的積極迹象,亞太地區經濟復蘇好于預期,有望成爲世界經濟全面復蘇的重要推動力量。

    當前,國際金融危機的深層次影響依然存在,世界經濟形勢好轉的基礎並不牢固,各種形式的貿易和投資保護主義明顯擡頭,國際經濟體系的內在矛盾尚未得到根本解決,推動世界經濟全面恢復增長還面臨諸多不確定不穩定因素。與此同時,多哈回合談判進程艱難曲折,氣候變化、糧食安全、能源資源安全、公共衛生安全、重大自然災害等全球性問題日益突出。這些對亞太和世界經濟全面復蘇和長遠發展帶來嚴峻挑戰。

    在這樣的關鍵時刻,我們更應該團結一致,秉持開放合作、互利共贏的理念,加強協調,攜手努力,鞏固世界經濟復蘇勢頭、推動世界經濟平衡有序發展。同時,我們應該以應對國際金融危機爲契機,認真審視導致危機發生的深層次原因和各經濟體在危機中暴露出來的深層次矛盾,加快轉變經濟發展方式,切實解決經濟發展中的深層次、結構性問題,爲經濟又好又快發展奠定堅實基礎。爲此,中方提出以下主張。 

 

 

 

    第二,著眼長遠,促進可持續增長。要實現經濟可持續增長,必須形成資源節約、環境友好的生産方式、生活方式、消費模式,實現經濟增長、社會發展、環境保護相協調。我們應該統籌考慮當前增長和長遠發展,在推動經濟恢復增長的同時,優化能源結構,推進産業升級,大力發展綠色經濟,培育新的經濟增長點,爲經濟可持續增長創造條件。發達成員應該向發展中成員提供資金、技術轉讓、能力建設支援,確保發展中成員用得上氣候友好技術,讓氣候友好技術更好服務於全人類共同利益。發展中成員應該立足實際,努力探索符合自身情況和發展階段的可持續增長道路 

 

    第三,統籌兼顧,倡導包容性增長。讓經濟全球化和經濟發展成果惠及所有國家和地區、惠及所有人群,是可持續發展在社會領域的必然要求。實現包容性增長,既有利於解決經濟發展過程中出現的社會問題,也有利於爲推進貿易和投資自由化、實現經濟長遠發展奠定堅實社會基礎。我們應該結合應對國際金融危機,優化産業結構,提高經濟發展質量,提高全社會就業水平,增強抵禦危機和風險能力。我們應該加強社會保障網路建設,著力解決教育、醫療、養老、住房等民生問題,實現發展爲了人民、發展依靠人民、發展成果由人民共用的目標。明年,中國將主辦亞太經合組織第五屆人力資源開發部長級會議,爲各方應對國際金融危機帶來的社會問題、探討實現包容性增長提供交流合作平臺。希望各方積極支援和參與。 

 

 

    各位同事!

    全球性挑戰需要全球共同應對。一段時間以來,世界多國領導人越來越經常地聚集在一起,探討解決全球性問題之道。這說明,國際社會已經認識到,隨著經濟全球化深入發展,和衷共濟、合作共贏是我們的必然選擇。亞太各經濟體具有豐富多樣性和高度互補性,在合作應對挑戰方面積累了寶貴經驗,爲亞太經合組織合作奠定了良好基礎。結合本次會議議程,我願就當前世界和地區經濟社會發展中的突出問題談幾點看法。 

 

    ——堅定信心,支援多邊貿易體制健康發展。維護多邊貿易體制穩定,推動多哈回合談判加快進程並取得成功,有利於提升國際貿易開放水平、抑制貿易保護主義、推動世界經濟復蘇,符合各方共同利益。中國是貿易和投資自由化便利化的堅定支持者,始終致力於建立公平、合理、非歧視的多邊貿易體制,一直以建設性姿態參與多哈回合談判。我們願同各方一道努力,推動多哈回合談判在鎖定已有成果、尊重多哈授權的基礎上,抓緊解決遺留問題,早日取得全面、均衡的成果,實現發展回合目標。我們應該履行已經作出的承諾,堅決反對任何形式的保護主義,警惕和糾正形形色色的隱性保護主義行爲,減少和消除貿易壁壘,通過對話協商解決貿易摩擦。 

 

 

 

    ——多管齊下,積極推動區域經濟一體化。加快區域經濟一體化對本地區具有重要現實意義。亞太經合組織成員處在不同發展階段,多樣性明顯。我們應該在不同層次、不同範圍、通過多種途徑推動區域經濟一體化。我們應該加強經濟結構改革領域合作,促進各成員改善商業環境,降低運營成本,幫助工商界特別是中小企業渡過難關。我們應該加強各成員基礎設施等領域互聯互通,改善本地區貿易、通信、運輸網路,促進貿易、投資、人員更加便捷、順暢、安全流動。本月初,中國成功舉辦亞太經合組織港口服務網路港口發展大會,探討深化本地區港口及相關行業合作、加強港口和航運業在綜合運輸及國際供應鏈中的作用,爲密切區域聯繫作出了積極貢獻。 

 

    ——團結協作,共同應對非傳統安全威脅。近年來,各種全球性問題日益突出,對本地區經濟社會發展和人民生活造成重大影響。我們應該本著平等、互利、共贏的全球發展夥伴精神,加強合作,共同維護世界糧食安全。我們應該樹立和落實互利合作、多元發展、協同保障的新能源安全觀,穩定能源價格,改善能源結構,促進能源技術轉讓,減少能源貧困。我們應該加強在甲型H1N1流感防控方面的協調,開展資訊交流、早期預警、危機管理、防疫互助等合作,更好保障民衆福祉。我們應該繼續深化防災減災領域合作,總結合作中的有效做法和成功經驗,加強交流和互助,共同抗擊自然災害。

 

    今年是亞太經合組織成立20周年。20年來,亞太經合組織逐步建立起全方位、多層次、寬領域合作機制,推動了地區經濟合作,提升了亞太大家庭意識;尊重本地區多樣性突出、經濟社會發展階段不同的現實,以自主自願、協商一致、循序漸進的方式開闢了區域合作新途徑;通過單邊和集體行動計劃相結合的方式,爲推進本地區貿易和投資自由化便利化進行了有益探索;不斷創新經濟技術合作方式,爲縮小成員間發展差距、促進共同繁榮發揮了重要作用。 

 

    中國作爲亞太大家庭的一員,一貫重視並積極參與亞太經合組織各領域合作。中國積極推進區域貿易和投資自由化便利化,支援加快區域經濟一體化。中國是經濟技術合作的積極倡導者和參與者,提出了多項合作倡議,推動本地區經濟合作走向深入。中國致力於亞太大家庭團結,積極推動建設持久和平、共同繁榮的和諧亞太。中國通過參與亞太經合組織合作促進了自身發展,也爲本地區乃至世界經濟發展作出了重要貢獻。 

 

    亞太和世界經濟正在經歷深刻變革。經過20年的發展,亞太經合組織自身也面臨一些新的挑戰和問題。回首過去,展望未來,爲充分發揮職能和作用、保持活力和動力、提升地位和影響,我們認爲,亞太經合組織應該與時俱進、順應形勢,不斷改革完善,提升合作效率。 

 

    第一,突出特色,繼續推動貿易和投資自由化便利化進程。亞太經合組織是本地區貿易和投資自由化便利化的倡導者和開拓者,應該堅持不懈開展區域經濟合作,不斷推進區域經濟一體化,提高各成員經濟發展水平。茂物目標事關亞太經合組織的信譽、凝聚力和未來發展。發達成員如期實現茂物目標,將展現亞太經合組織推動貿易和投資自由化、反對貿易保護主義的決心,對提振各方信心、擴大區域貿易、推進區域經濟一體化具有重要意義。中國支援將發達成員如期實現茂物目標作爲亞太經合組織近期工作重點,穩步加以推進。 

 

    第二,加大投入,推動經濟技術合作取得更大成果。經濟技術合作是亞太經合組織的兩大支柱之一,是推動貿易和投資自由化便利化的重要保證,也是縮小成員間發展差距、實現共同繁榮的必要手段。我們應該從促進全體成員平衡有序發展的高度重視經濟技術合作問題,加大經濟技術合作投入,積極探索新形勢下開展合作的新方式,切實幫助發展中成員開展能力建設,擴大技術轉讓,提高經濟技術合作水平。 

 

    爲推動亞太經合組織經濟技術合作進程,中國政府將撥款1000萬美元設立中國亞太經合組織合作基金,用於鼓勵和支援中國相關部門和企業參與亞太經合組織經濟技術合作。 

 

    第三,改革創新,不斷增強機制生機活力。近年來,亞太經合組織運作機制改革取得重要進展,爲自身未來發展奠定了良好基礎。當前形勢下,亞太經合組織應該主動適應新情況、積極應對新挑戰,繼續穩步推進自身改革和機制建設。同時,應該優化資源配置,提高工作效率,增強合作效能,提升在應對重大經濟問題方面的相關性、針對性、時效性,鞏固和提高在區域合作中的影響力,爲促進區域經濟社會發展和人民生活改善作出新的更大的貢獻。 

 

    各位同事!

    前不久,中國人民熱烈慶祝了中華人民共和國成立60周年。60年來特別是改革開放30年來,中國取得了舉世矚目的發展成就,發生了翻天覆地的巨大變化,實現了從高度集中的計劃經濟體制到充滿活力的社會主義市場經濟體制、從封閉半封閉到全方位對外開放的歷史性轉變,中國的前途命運日益緊密地同世界的前途命運聯繫在一起。中國需要和平穩定、和諧合作的國際發展環境,也願意爲營造這樣的環境貢獻自己的力量。中國將同國際社會攜手合作、同舟共濟,合力應對挑戰,努力尋求包容性、可持續、平衡的經濟增長。中國將始終不渝走和平發展道路,始終不渝奉行互利共贏的開放戰略,始終不渝謀求和平的發展、開放的發展、合作的發展,爲推動建設持久和平、共同繁榮的和諧世界作出不懈努力。

各位同事!

——通力合作,攜手應對氣候變化挑戰。氣候變化是全人類面臨的重大挑戰,需要國際社會合力應對。《聯合國氣候變化框架公約》及其《京都議定書》是國際社會共同應對氣候變化的主渠道,相關國際合作應該堅持共同但有區別的責任原則。發達國家應該按照《聯合國氣候變化框架公約》確定的原則和“巴厘路線圖”提出的要求,在2012年後繼續率先減排,同時爲發展中國家應對氣候變化提供資金、轉讓技術,提高發展中國家應對氣候變化能力。發展中國家也應該通過實施可持續發展戰略爲應對氣候變化作出自己的努力。在不久前召開的聯合國氣候變化峰會上,我代表中國政府明確表示,中國將繼續在節能減排、發展可再生能源和核能、增加森林碳彙、發展綠色經濟等方面採取強有力措施,爲國際社會共同應對氣候變化作出力所能及的貢獻。哥本哈根大會是國際社會合作應對氣候變化的一次重要會議。中方願以積極和建設性的態度參與談判,同各方一道推動哥本哈根大會取得積極成果。近年來,亞太經合組織在合作應對氣候變化方面進行了有益嘗試,特別是結合本地區特點,在森林保護方面採取了具體舉措。希望各方繼續支援和參與去年成立的亞太森林恢復與可持續管理網路各項活動,共同爲本地區增加碳彙、減緩氣候變化獻計出力。

第四,全面協調,推動平衡增長。促進平衡增長、推動世界經濟平衡有序發展是實現共同繁榮的必由之路。世界經濟失衡根源是南北發展嚴重不平衡。發展中成員可以成爲推動世界經濟全面復蘇和長遠發展的重要力量。國際社會特別是發達成員應該以更廣闊的視野和更長遠的眼光審視發展問題,儘快落實在發展援助、貿易融資、優惠貸款等方面所作的承諾,向發展中成員開放市場,幫助發展中成員提高經濟發展水平。國際金融機構應該幫助發展中成員保持金融穩定、促進經濟增長,增強發展中成員危機承受能力和經濟修復能力。只有兼顧發達成員和發展中成員利益和需求,實現雙方經濟均衡協調增長,才能真正實現世界經濟平衡有序發展。

第一,堅持不懈,推動世界經濟全面恢復增長。不久前,二十國集團領導人匹茲堡峰會明確提出,必須繼續實施經濟刺激計劃以促進經濟活動,直到經濟復蘇勢頭得到鞏固。各經濟體應該保持宏觀經濟政策的連續性和穩定性,採取更加扎實有效的舉措,在促進消費、擴大內需上下功夫。我們應該堅決維護公正自由開放的全球貿易和投資體系,努力保持商品、投資、服務自由流通。這對世界經濟全面復蘇和長遠發展至關重要。

China’s 11th Ambassadorial Conference Signals Continuity and Change in Foreign Policy

This past July the Chinese Communist Party (CCP) convened the 11th Ambassadorial Conference in Beijing. The foreign policy conclave was attended by hundreds of Chinese ambassadors, diplomats, officials responsible for foreign affairs work from the capital as well as select provinces, regions, and municipalities, and individuals from a small number of state owned enterprises. The conference served as both a working session for Chinese foreign policy professionals and an opportunity for party leaders to discuss the prevailing international environment and the future direction of Chinese foreign relations. As in previous years, the conference provided a venue for announcing new policy directions, as well as adjusting diplomatic strategy. Although widely reported in the Chinese media, the conference has received remarkably little attention from both Western and Chinese scholars.

The conference was jointly organized by the Ministry of Foreign Affairs (MFA) and the Foreign Affairs Office under the CCP Central Committee. Key speeches were given by Premier Wen Jiabao and Dai Bingguo, and work reports were provided by Minister of Foreign Affairs Yang Jiechi, and his vice minister, Wang Guangya. The conference’s centerpiece was a keynote speech by President Hu Jintao, General Secretary of the CCP Central Committee and Chairman of the Central Military Commission. Flanked by the other eight members of the Standing Committee of the Politburo of the CCP Central Committee, Hu paid tribute to Deng Xiaoping’s legacy, while simultaneously hinting at updates to Deng’s long-standing foreign policy guideline discouraging China from assuming an active role in shaping international affairs.  

Several of the themes in Hu’s speech recalled key ideas presented at the 10th Ambassadorial Conference (held in 2004) and the 2006 Central Work Conference on Foreign Affairs (FAWC), the two most recent major foreign policy gatherings. For example, in keeping with both of these meetings, the 11th Ambassadorial conference cited peaceful development and adherence to the Five Principles of Peaceful Coexistence among the primary objectives of Chinese foreign policy. Hu also emphasized two major themes from the FAWC: (1) the increasing linkages between China’s external and internal situation brought about by globalization and (2) the necessity of harmonizing the management of foreign and domestic affairs in pursuing national objectives.

In addition to these continuities, Hu’s speech included three modest but significant supplements to his previous remarks on foreign policy. First, the speech demonstrated an increased emphasis on the role of “soft power” in building China’s comprehensive national power. Second, it called for foreign policy practitioners to adopt a more active diplomatic posture in select areas of foreign affairs. Third, Hu presented an unusually positive perspective on the international system’s progress toward multipolarity and a growing consensus among the party leadership on the importance of multilateralism in promoting China’s interests.

The “Four Strengths”

Introducing a notable new formulation, Hu urged diplomatic envoys and foreign policy officials to make efforts to give China “more influential power in politics, more competitiveness in the economic field, more affinity in its image,” and “more appealing force in morality” (Xinhua News Agency, July 20). The Chinese media quickly dubbed these four areas the “four strengths” (sili) [1], and discussions of the significance of Hu’s comments soon appeared in the Chinese blogosphere and the online version of the CCP mouthpiece People’s Daily. Confirming the importance of this new concept, Chinese Foreign Minister Yang Jiechi, in an August interview with China’s official news service, Xinhua News Agency, repeated Hu’s call to build the four strengths, accentuating the need for “diplomacy and other work … [to] promote each other and develop in a coordinated manner” (Xinhua News Agency, August 24).

Three of the four strengths (political influence, image appeal and moral suasion) fall under the category of soft power, which for many Chinese encompasses political factors and thus goes beyond Joseph Nye’s definition. This emphasis underscores growing recognition by the party leadership of soft power's importance in promoting China’s “peaceful development” strategy. Hu first publicly stressed the value of soft power in his political report to the CCP’s 17th Party Congress, but in that speech he focused solely on its cultural dimensions, stating, “We must . . . enhance culture as part of the soft power of our country to better guarantee the people’s basic cultural rights and interests…” [2]. Hu’s statements at the 11th Ambassadorial Conference, however, were notable for addressing the importance of developing the political and moral aspects of soft power as well.

Hu’s reference to the importance of developing political influence and moral suasion suggests Beijing’s thinking on the issue of soft power is undergoing a significant shift. Since the 1990s, China’s academic discourse on soft power has been dominated by two schools. The first defines soft power exclusively in terms of culture and emphasizes its pull factors—what Joseph Nye has described as the ability of “a country to get other countries to want what it wants” as opposed to “ordering others to do what it wants” [3]. In contrast, the second school focuses on soft power’s push factors, maintaining that its essence resides in exerting political influence [4]. Thus far, observers of Chinese politics have credited the first school with having the strongest influence on Beijing’s soft power policies. Yet, the debut of the four strengths formulation suggests the second school has boosted its sway among Chinese leaders.

A More Proactive Stance in Foreign Affairs?

Implicit in Hu’s discussion of the four strengths is a suggestion that soft power can be used as a means for actively pursuing China’s foreign policy goals. This contrasts with prior authoritative statements on soft power, which portrayed its role in Chinese foreign policy as primarily passive [5]. Following the Ambassadorial conference, commentators suggested that this more active stance on soft power signaled a departure from taoguang yanghui, yousuo zuowei (keep a low profile and bide our time, while also getting something accomplished), an important guideline of Chinese foreign policy introduced by Deng Xiaoping in 1989 in reaction to the dissolution of Eastern Europe’s socialist bloc [6]. For example, an editorial that appeared in the Canadian newspaper Xingdao Daily and republished on the web site of the People’s Daily claimed that Hu’s speech signaled that the taoguang yanghui concept would be discarded—this is not the case (People's Daily Online, July 24). Following the practice of the 2006 FAWC, Deng’s eight-character phrase was included in the internal documents of the 11th Ambassadorial Conference, but excluded from public reporting [7].  

There are at least two explanations for the omission of Deng’s instructions to keep a low profile from media coverage of key leadership statements on foreign policy. First, Chinese leaders are concerned that western nations have misconstrued the essence of the phrase to the detriment of Chinese interests. Some observers in the West have interpreted the phrase to mean China is “amassing its power and hiding its true intention to dominate the world” [8]. To avoid fueling the “China threat theory,” the expression has been excluded from publicly circulated Chinese policy documents. Second, to many in China the taoguang yanghui formulation implies a passive role for China in world affairs, a position that increasingly meets disapproval from a Chinese public eager for Beijing to assert itself globally. As China’s power has grown, nationalism has risen apace, and a growing number of Chinese are disenchanted with the leadership’s unwillingness to flex its newfound muscle.  According to Chinese scholars, references to Deng’s dictum are excluded from the media to limit pressure on the leadership to more aggressively protect Chinese interests around the world.

Despite its absence from public reports, Chinese sources insist that taoguang yanghui, yousuo zuowei remains a fixture of intraparty discussions and internal documents and that there is a consensus to preserve it for the foreseeable future [9]. Yet, at the same time, the leadership has decided to slightly modify Deng’s axiom, signaling an emphasis on the last four characters—the importance of getting something accomplished in Chinese foreign policy. According to leading Chinese scholars, Deng’s eight-character guideline was expanded to ten characters at the 11th Ambassadorial Conference. The new version calls on China to “uphold (jianchi) keeping a low profile and bide its time, while actively (jiji) getting something accomplished.” Although the difference may seem negligible, it was reported to be the subject of heated dispute. Apparently, other formulations were proposed and rejected.  In the end, the decision to add the word “actively” was made by Hu Jintao himself [10].

Specifically, Hu called for China to “actively participate in dealing with the impact of the global financial crisis” (Xinhua News Agency, July 20). There is a growing interest in re-shaping international financial institutions to strengthen the global economy and to provide China with a bigger voice in those institutions. Other possible areas where Beijing may seek to be more assertive were hinted at by Premier Wen, who stated that China should “extensively participate in international cooperation in the nontraditional security area and … dealing with climate change” (Xinhua News Agency, July 20). This reflects the higher priority China is assigning to transnational issues, especially those resulting from globalization, such as the financial crisis, energy security and climate change. Foreign Minister Yang has referred to this new component of Chinese foreign policy as “functional diplomacy” (lingyu waijiao), which, he said, would receive greater attention as China’s comprehensive national power grows [11].

Even as Chinese leaders agreed to stress the importance of making achievements in China’s foreign policy, they cautioned that China should eschew adopting a leadership role on international issues. The 11th Ambassadorial conference apparently reiterated admonishments to “not take the lead” and “not raise banners,” which Premier Wen Jiabao had made at the FAWC, echoing language Deng used in 1989 (Xinhua News Agency, February 26, 2007). The leadership remains wary of being entangled in overseas predicaments that could divert the country from its main task of development. Indeed, President Hu Jintao placed even greater weight than in the past on the importance of China’s interest in domestic development and the essential need for foreign policy to serve the interests of that development, stating:

The relations between diplomatic work and national development have become closer. We must rely on development, serve development, promote development, and earnestly safeguard China’s development interests (Xinhua News Agency, July 20).

A Multipolar International System is Emerging, but Hasn’t Arrived

In addition to introducing the four strengths, the 11th Ambassadorial Conference was also notable for Hu’s positive assessment of the international system’s progress towards multipolarity. In his speech, Hu suggested that damage to U.S. reputation might help move the international system closer to 'true' multipolarity, a situation that most Chinese believe will benefit their national interests. “The prospect of global multipolarization has become clearer (minglang),” Hu remarked, a formulation that significantly differed from his statements at the FAWC, where he described the path toward multipolarity as “tortuous” (Xinhua News Agency, July 16; August 23, 2006). This assessment reflects a general trend in China’s perception of the international system that was signaled earlier in the year in China’s 2008 defense white paper, which referred to multipolarity as “gaining momentum (shenru fazhan)” [12].

In accordance with this positive outlook, Hu emphasized the increased importance of multilateral diplomacy, stating, China must “actively advocate multilateralism [and] promote democratization of international relations” (Xinhua News Agency, July 20). This change is indicative of the positive lessons Beijing has drawn from its participation in multilateral diplomacy in recent years and demonstrates an increased willingness to enhance China’s role in international organizations. Nevertheless, multilateralism remains positioned in fourth place in China’s diplomacy, after relations with the major powers, the neighboring countries and developing countries, unchanged from the 10th Ambassadorial Conference (Xinhua News Agency, August 29, 2004).

Although the Chinese view the process of multipolarization as more conspicuous, they are not ready to declare an end to the unipolar world dominated by the United States. Considerable controversy persists in Chinese debates over whether U.S. power is, in fact, in decline (China Brief, July 9). While a growing number of Chinese experts have taken this position, no such official judgment has been made, and financial decision makers are reputed to believe reports of the U.S.’s demise are greatly exaggerated [13].

Implications for China’s Foreign Policy

Rather than indicating a sea change in China’s foreign policy, as suggested by some commentators, the 11th Ambassadorial Conference is best described as an adjustment (tiaozheng) that affirms the trend toward China’s more active involvement in select issues that are crucial to the country’s national interests.

It is notable that the leadership rejected a proposal by the foreign ministry to hold another large-scale FAWC this year instead of the ambassadorial conference. According to several sources, Chinese leaders concluded that the international situation had not changed dramatically in the three years since the last FAWC, and therefore a more extensive review of Chinese foreign policy was unnecessary [14].

China’s foreign policy continues to serve domestic interests. Yet it is no longer sufficient for foreign policy to create a stable external environment to support China’s internal reforms, as Deng instructed three decades ago. Now, foreign policy must actively aid in the development of Chinese comprehensive national power. Domestic growth, for example, requires a more pro-active diplomacy to secure resources, markets, and technology.

The decisions taken at the 11th Ambassadorial Conference demonstrate the party leadership's increased interest in building and actively implementing Chinese soft power, as well as desire to deepen involvement in multilateral institutions. The new focus on functional diplomacy recognizes that China’s expanding interests require going beyond its traditional emphasis on bilateral relations. The Conference also signals an intention to use China’s economic weight, financial resources and growing geopolitical influence to expand its say in designing any future international and economic system. This suggests a new assertiveness in areas where the Chinese see a close internal-external linkage.

Given the conference’s emphasis on the four strengths, soft power can be expected to play a more prominent role in China’s foreign policy. Although soft power has long been a hot topic in Chinese intellectual and policy circles, Beijing has not yet articulated a comprehensive strategy for its development and use. Thus far, the development of China’s soft power has depended less on the central government than on such disparate actors as state owned enterprises and provincial-level governments. Hu’s call to build the four strengths is a natural extension of the FAWC’s emphasis on coordinating the activities of Chinese actors overseas to ensure that they serve domestic interests; there are concrete indications that efforts to develop a more comprehensive approach to managing China’s soft power are already underway. Xinhua’s recent plans to increase the presence of its foreign language networks overseas highlight Beijing’s determination to improve its image abroad (The Malaysian Insider, July 23). Wen Jiabao has also called for an expansion of China’s “going out” (zouchuqu) strategy, which encourages Chinese firms to expand overseas with the explicit, albeit secondary, purpose of strengthening ties with other nations.

The internal debate over the modest reformulation of Deng Xiaoping’s taoguang yanghui dictum suggests that even though China is willing to become more involved on the global stage, it will do so cautiously and selectively. Although Beijing appears to now be willing to “actively get something accomplished” in certain areas that directly impact domestic stability and development, it is not prepared to abandon its policy of avoiding excessive involvement in overseas commitments. China is not merely paying lip service to Deng’s guidance to “keep a low profile;” it remains a central part of China’s approach to foreign affairs. Despite calls by Obama administration officials for China to assume a leadership role on critical regional and global security issues, Beijing is likely to remain reluctant to heed this call.

同舟共濟 共創未來
——在第64屆聯大一般性辯論時的講話



    主席先生,各位同事,女士們,先生們: 

    當今世界正處在大發展大變革大調整時期,和平、發展、合作的時代潮流更加強勁。世界多極化、經濟全球化深入發展,多邊主義和國際關係民主化深入人心,開放合作、互利共贏成為國際社會廣泛共識,國與國相互依存更加緊密。 

    同時,國際金融危機影響仍在持續,世界經濟復蘇前景還不明朗,全球失業和貧困人口數量上升,發展不平衡更加突出,氣候變化、糧食安全、能源資源安全、公共衛生安全等全球性問題進一步顯現,恐怖主義、大規模殺傷性武器擴散、跨國有組織犯罪、重大傳染性疾病等非傳統安全威脅依然存在,一些熱點問題長期得不到解決,地區局部衝突此起彼伏,國際形勢中的不穩定不確定因素給世界和平與發展帶來嚴峻挑戰。 

    面對前所未有的機遇和挑戰,國際社會應該繼續攜手並進,秉持和平、發展、合作、共贏、包容理念,推動建設持久和平、共同繁榮的和諧世界,為人類和平與發展的崇高事業不懈努力。 

    第一,用更廣闊的視野審視安全,維護世界和平穩定。在人類歷史上,各國安全從未像今天這樣緊密相連。安全內涵不斷擴大,傳統安全威脅和非傳統安全威脅相互交織,涉及政治、軍事、經濟、文化等諸多領域,對各國構成共同挑戰,需要採用綜合手段共同應對。安全不是孤立的、零和的、絕對的,沒有世界和地區和平穩定,就沒有一國安全穩定 

    我們應該堅持互信、互利、平等、協作的新安全觀,既維護本國安全,又尊重別國安全關切,促進人類共同安全。堅持聯合國憲章宗旨和原則,堅持用和平方式解決地區熱點問題和國際爭端,反對任意使用武力或以武力相威脅。支持聯合國在國際安全領域繼續發揮重要作用。堅持平等、互利、合作精神,保障全球經濟金融穩定。堅持反對一切形式的恐怖主義、分裂主義、極端主義,不斷深化國際安全合作。 

    全面禁止和徹底銷毀核武器,建立無核武器世界,是中國的一貫主張。國際社會應該切實推進核裁軍進程,消除核武器擴散風險,促進核能和平利用及其國際合作。 

    第二,用更全面的觀點看待發展,促進共同繁榮。在經濟全球化深入發展的大背景下,各國發展息息相關。沒有發展中國家普遍發展和平等參與,就沒有世界共同繁榮,就無法建立更加公正合理的國際經濟秩序。受國際金融危機衝擊,發展中國家外部發展環境惡化,經濟增長普遍減速,發展遇到嚴重困難。 

    我們應該把促進共同發展作為解決全球發展不平衡和實現可持續發展的重要途徑。聯合國應該加大對發展問題的投入,促進經濟全球化朝著均衡、普惠、共贏方向發展,努力營造有利於發展中國家發展的國際環境。國際金融機構應該把新增資源首先用於幫助發展中國家脫困,以更加靈活多樣、更加便利快捷的方式提供貸款支援。國際金融體系改革應該著力提高發展中國家代表性和發言權 

    我們應該採取負責任的應對國際金融危機舉措,堅定反對保護主義,積極推動多哈回合談判早日取得全面、均衡的成果。發達國家應該向發展中國家開放市場、減免關稅,兌現官方發展援助和減債承諾,特別是加大對最不發達國家援助力度,重點解決其面臨的饑餓、醫療、教育等問題。 

    發展中國家應該立足自主發展,探索有利於實現發展、消除貧困的發展模式。發展中國家之間應該擴大貿易和投資合作,相互開放市場,提升南南合作水準。

 

    第三,用更開放的態度開展合作,推動互利共贏。在氣候變化、糧食安全、能源資源安全、公共衛生安全等全球性挑戰面前,任何國家都不可能獨善其身。加強國際合作,是應對挑戰、確保和睦安寧的必由之路。我們應該樹立共贏理念,把本國人民利益同世界人民共同利益結合起來,擴大各方利益匯合點。 

    氣候變化是人類生存和發展面臨的嚴峻挑戰之一。國際合作是應對氣候變化的關鍵。我們應該堅持《聯合國氣候變化框架公約》及其《京都議定書》主管道地位,堅持共同但有區別的責任原則,堅持“巴厘路線圖”的授權,推動哥本哈根大會取得成功,努力實現互利共贏。 

    糧食和能源問題事關各國民生、發展、穩定。我們應該加大農業投入,發展先進技術,抑制市場投機,增加糧食援助,加強農業和糧食合作。加強能源開發利用方面的互利合作,加緊研發新能源和可再生能源,構建先進能源技術研發和推廣體系,實現能源供應多元化。 

    甲型流感持續蔓延,已成為國際社會共同面臨的全球性公共衛生挑戰。中國願為發展中國家防控甲型流感提供力所能及的幫助。 

    第四,用更寬廣的胸襟相互包容,實現和諧共處。不同文明交流借鑒、相容並蓄,是社會進步的不竭動力。國家不分大小、強弱、貧富一律平等。我們應該承認各國文化傳統、社會制度、價值觀念的差異,尊重各國自主選擇發展道路的權利。積極促進和保障人權,加強對話,消除隔閡。宣導開放包容精神,使不同文明和發展模式在競爭比較中取長補短、在求同存異中共同發展。 

    主席先生、各位同事! 

    中國人民即將迎來中華人民共和國成立60周年。60年前,中國人民經過長期艱苦奮鬥實現了民族獨立、人民解放,建立起人民當家做主的新中國。30年前,中國人民開始了改革開放和社會主義現代化建設的偉大歷史征程。中國社會迸發出前所未有的活力和創造力。而今的中國,綜合國力顯著增強,人民生活總體上達到小康水準。中國發展對世界和平與發展作出了重大貢獻。 

    歷史是繼續前進的基礎,是開創未來的啟示。我們清醒地認識到,中國仍然是發展中國家,我們在發展進程中遇到的矛盾和問題無論規模還是複雜性都世所罕見。中國要全面建成惠及十幾億人口的更高水準的小康社會,進而基本實現現代化、實現全體人民共同富裕,還有很長的路要走。中國將繼續從本國國情出發,堅持走中國特色社會主義道路,堅持以經濟建設為中心,堅持改革開放,全面推進經濟建設、政治建設、文化建設、社會建設以及生態文明建設,真正做到發展為了人民、發展依靠人民、發展成果由人民共用,努力實現以人為本、全面協調可持續的科學發展 

    中國的前途命運日益緊密地同世界的前途命運聯繫在一起。中國越是發展,對世界的貢獻就越大,給世界帶來的機遇也越大。中國將始終不渝走和平發展道路,始終不渝奉行互利共贏的開放戰略,堅持在和平共處五項原則的基礎上同所有國家發展友好合作。中國過去、現在、將來都是維護世界和平、促進共同發展的積極力量。 

    中國作為一個負責任的發展中大國,歷來把促進共同發展作為外交政策的重要內容,盡力向其他發展中國家提供支持和幫助,已兌現對聯合國《千年宣言》所作承諾。截至目前,中國向120多個國家提供了援助,累計免除49個重債窮國和最不發達國家債務,對40多個最不發達國家的商品給予零關稅待遇。 

    國際金融危機發生以來,中國在面臨巨大困難的情況下,保持人民幣匯率基本穩定,為維護國際貿易健康發展發揮了重要作用。我們積極參與國際金融公司貿易融資計畫,向國際貨幣基金組織提供融資支援並主要用於幫助發展中國家。我們同有關發展中國家簽署雙邊貨幣互換協定。我們設立“中國-東盟投資合作基金”,為上海合作組織成員國提供信貸支援,積極參與東亞區域外匯儲備庫建設。 

    為進一步幫助發展中國家,中國還將採取以下舉措。 

    ——繼續加強對受國際金融危機影響嚴重的發展中國家的支持,認真落實有關增資融資計畫,加強貿易和投資合作,增強有關國家抵禦金融風險和可持續發展能力。 

    ——繼續落實中國在聯合國千年發展目標高級別會議上提出的幫助發展中國家加快發展的舉措,促進聯合國千年發展目標的實現。 

    ——繼續落實中非合作論壇北京峰會確定的各項援非舉措,增加對非援助,減免非洲重債窮國和最不發達國家債務,擴大對非貿易和投資,在農業、衛生、教育、防災減災等領域向非洲國家提供人力和技術支援,加大面向非洲的人力資源培訓。 

    ——繼續參與和推動地區貨幣金融合作,維護地區金融和經濟形勢穩定,促進地區金融合作和貿易發展。 

    主席先生、各位同事!

    同舟共濟、互利共贏是時代對我們的客觀要求,也是實現各國共同發展繁榮的必由之路。讓我們攜起手來,共同分享發展機遇,共同應對各種挑戰,為建設持久和平、共同繁榮的和諧世界而不懈努力!

2008亞歐峰會北京會議「可持續發展北京宣言:和諧社會」

新華網北京10月25日電 第七屆亞歐首腦會議25日在北京落下帷幕。會議發表了《可持續發展北京宣言》。摘要如下:

    2008年10月24日至25日,我們16個亞洲國家和27個歐盟國家的國家元首和政府首腦以及歐盟委員會主席和東盟秘書長在中國北京舉行的第七屆亞歐首腦會議上:

    認識到當前全球人口不斷增長與環境持續惡化、資源迅速枯竭及生態環境承載能力減弱的矛盾在許多國家和地區日益凸顯,實現可持續發展是全人類共同面臨的嚴峻挑戰和重大緊迫任務;亞歐會議成員願本著互利共贏的精神加強合作,為實現可持續發展作出積極貢獻;

    重申可持續發展關係人類的現在和未來,關係各國的生存與發展,關係世界的穩定與繁榮,各國在追求經濟增長的同時應努力保持和改善環境品質,充分考慮子孫後代的需求;

    認識到經濟發展、社會進步和環境保護是可持續發展的三大支柱,三者相互依存、相輔相成,強調國際商定的發展目標,特別是聯合國千年發展目標、應對氣候變化和保證能源安全、社會和諧是實現可持續發展需特別關注的問題; 

    重申必須全面實施聯合國環境與發展大會通過的《裏約宣言》和《21世紀議程》、國際發展籌資大會確定的《蒙特雷共識》、《聯合國氣候變化框架公約》第13屆締約方大會通過的“巴厘路線圖”以及可持續發展首腦會議通過的《約翰尼斯堡實施計畫》等一系列檔中確定的目標、原則和行動規劃; 

    憶及第六屆亞歐首腦會議將可持續發展,特別是千年發展目標、氣候變化、環境和能源列為亞歐會議第二個十年優先合作領域。

    決定發表以下宣言:

    一、千年發展目標 

    我們重申聯合國千年發展目標和約翰尼斯堡目標是國際可持續發展合作的基礎,歡迎亞歐會議成員為實現聯合國千年發展目標和其他國際商定的發展目標所做努力,認識到全球如期實現目標所面臨的嚴峻挑戰。

    我們對糧價飆升加大全球減貧壓力,阻礙消滅極端貧窮和饑餓的步伐表示關切。我們呼籲從短期及中長期出發,採取充分協調和綜合的策略,並通過務實合作穩定國際商品市場解決這一問題。我們呼籲各方提高可持續農業生產力和糧食生產,減少扭曲市場的農業補貼,加大對農業和農村發展投入,為低收入者創造更多就業機會,提高其收入水準,從而有效減少饑餓和貧困問題,確保糧食安全。

    我們呼籲各成員顯示更強政治意願,採取行動,切實兌現對目標的承諾,推動千年發展目標在全球範圍內如期實現。

    我們重申對建立真正意義上的全球發展合作夥伴關係的承諾,強調聯合國在協調國際發展合作和確定可持續發展問題國際共識中的主導作用。我們呼籲發達國家增加對發展的投入,落實2015年前官方發展援助占國民總收入0.7%的承諾目標。

    我們強調發展籌資是實現千年發展目標的重要因素,國際社會應儘快落實《蒙特雷共識》。

    二、氣候變化及能源安全 

    我們重申在可持續發展的框架下應對氣候變化問題。

    我們強調《聯合國氣候變化框架公約》(《公約》)和《京都議定書》(《議定書》)是氣候變化國際談判和合作的主管道,重申對《公約》和《議定書》的目標、宗旨和原則,尤其是“共同但有區別的責任”原則和各自能力的承諾。我們認識到亞歐會議成員願在《公約》和《議定書》框架下共同尋求長期多邊的解決辦法,應對氣候變化問題。我們歡迎巴厘行動計畫的有關決定,致力於在2009年底前結束有關談判。

    我們強調發達國家應繼續率先行動,採取可衡量、可報告、可核實的適合本國國情的減緩承諾,包括進行量化的限排和減排目標,並向發展中國家提供資金和轉讓技術。發展中國家則要在可持續發展框架下採取適合本國國情的減緩行動,這種行動應得到可衡量、可報告、可核實的技術、資金和能力建設支持。

    我們強調需有一個進行長期合作行動的共同願景,以確保實現《公約》最終目標,使《公約》得以全面、有效和持續實施。我們進一步強調,為使這個共同願景可信,要求發達國家帶頭承諾有雄心的、具有可比性的、有法律拘束力的減排目標。強調亞歐會議成員應根據《公約》承諾,共同努力提高發展中國家適應氣候變化的能力。

    我們強調技術、技術合作及向發展中國家轉讓技術的關鍵作用,加強與發展中國家的技術合作與轉讓將為其應對氣候變化創造必要條件。我們支援加大對發展中國家的資金支援,努力在2009年底丹麥哥本哈根氣候變化大會就目前階段、2012年前及2012年後長期合作行動達成有雄心、有效和全面的一致成果。

    我們認識到,能源與氣候變化問題緊密相關,應統籌解決,充分考慮保障能源安全、改善能源結構、提高能源效率和節約能源等問題。

    我們重申,能源安全同世界經濟的穩定發展和各國的可持續發展緊密相關,強調各國應享有充分以及可持續利用能源與資源促進自身發展的權利,同時應充分考慮生態系統的承載能力和地區環境保護。

我們呼籲實現能源供應多元化、可持續性和安全性。

    我們呼籲各成員努力提高能源節約和使用效率,優化能源消費結構,開發和使用可再生和清潔能源。

    我們強調,能源合作需與國際扶貧合作及環境保護相結合,通過能源扶貧幫助發展中國家,特別是最不發達國家加強基礎設施建設、減少貧困、實現可持續發展。

    我們對當前國際油價及其變化趨勢表示強烈關注,強調亞歐會議成員應共同努力,對石油市場的穩定性、透明度和可預見性做出貢獻。

    三、社會和諧 

    我們認識到一個平等和包容的社會必須通過統一的戰略和政策來解決經濟增長、社會發展和環境問題。

    我們強調,亞歐會議成員願通過對話與合作促進社會和諧,為實現全球化下的社會可持續發展做出有效貢獻。

    我們認識到社會公平對於社會和諧的重要性,強調人人有權享受教育的重要性。 

    我們注意到,要確保社會和諧,減少一國內部和國家之間的經濟和社會不平衡,需提供合理、充分和可持續的社會保障,確保消費者安全,建立覆蓋城鄉正式和非正式部門的社會保障體系。

    我們認識到國際移民有利於各方,有助於解決亞歐會議成員面臨的人口和

勞動力市場問題,幫助各國,特別是發展中國家實現可持續發展。

    我們認識到人口老齡化已成為發達和發展中國家所共同面臨的一個嚴峻挑戰,強調亞歐會議成員應致力於實現《馬德里國際老齡行動計畫》所確定的目標和承諾以及相關地區戰略。 

    我們認識到社會和諧包括人與自然和諧,生態文明是社會和諧不可或缺的組成部分,歡迎中國提出的亞歐生態城網路倡議。

    我們認識到企業社會責任與環境保護、勞工和人權、風險評估、公司治理和社區發展相關。鼓勵亞歐會議成員在國內和國際層面促進企業社會責任。

    結束語

    我們重申聯合國在可持續發展領域確定的原則和目標,以及亞歐會議在該領域達成的共識的指導意義。我們歡迎亞歐會議現有可持續發展倡議,鼓勵各成員開展更多活動落實本宣言。

中國駐英大使傅瑩:中國不會成為另一個西方國家

中國駐英大使傅瑩表示,中國的改革開放不會逆轉,仍將奉行和平、合作的外交政策,但中國不會成為另一個西方國家。 

    記者三十日從中國駐英使館獲悉,中國使館近日在英保守黨伯明罕年會期間舉辦論壇,研討“奧運後的中國——是夥伴還是挑戰?”傅瑩在論壇上說,奧運會的成功是建立在中國三十年改革開放的堅實基礎之上的,奧運會後的中國還是要在與世界的融合與互動中求得發展。

針對民主、人權等問題,傅瑩表示,改革開放以來,中國的政治體制改革與經濟體制改革都取得了很大進展。國家領導人多次強調,沒有民主,就沒有社會主義,就沒有社會主義現代化。中國政府以人為本的政策得到民眾的衷心擁護。美國皮尤研究中心所做的一項民意調查表明,百分之八十六的中國民眾對國家的發展方向感到滿意。

    傅瑩認為,判斷一個國家是否民主,不能只看有沒有一天的全國性選舉,關鍵是政府的決策過程是否民主,政府是否服務於人民的利益。她表示,西方民主制度在特定國情的土壤裏和相應的經濟、社會基礎上發展順利,但是世界上移植西式民主的國家並非都是成功的範例。“中國仍處於工業化初期,有自己的歷史、文化傳統,用西方模式衡量和要求中國是不適宜的,要求中國採用西方民主本身就是不民主的。”

    傅瑩表示,中國並不完善,在公正執法、公平分配等方面還面臨許多問題和挑戰,所以中國才一再強調要繼續堅持改革開放。她說,西方民主脫胎於西方的歷史文化傳統,在幾個世紀的工業化過程中伴隨著經濟社會發展而逐步成熟起來。但英國在工業化初期也做過不少侵害殖民地土著人權益的事。西方在婦女選舉權、少數民族等問題上也走過漫長的道路。

    談到中英關係,傅瑩說,中英兩國合作應對挑戰十分必要,兩國共同點遠遠大於分歧。當前中英關係的最大挑戰是需要進一步增進兩國間的相互理解,雙方在一些問題上存在不同認識,甚至誤解很深,但只要坦誠對話,求同存異,相信中英關係會有美好的前景。
