Huge Step in Conserving Dolphins
76,300-hectare habitat to be built for humpback dolphins

TAIPEI, Taiwan - The Forestry Bureau yesterday announced that a habitat for the wild Chinese white dolphin, a species of humpback dolphins in danger of extinction, is scheduled to be built covering 76,300 hectares along the West Coast.

This is the first habitat designed to protect wild marine animals in Taiwan.

The Forestry Bureau said that this habitat will be officially launched within 30 days.

Based on research conducted by National Taiwan University professor Chou Lien-siang, there are less than 100 Chinese white dolphins left around Taiwan, the bureau said.

FINES IMPOSED:
If people who are responsible for construction or developments along the coast fail to apply for an EIA, they will be fined between a minimum of NT$300,000 (S$12400) and a maximum of NT$1.5 million for violating the Wildlife Conservation Act.

As for current developments or construction projects that might threaten the survival of Chinese white dolphins, companies in charge should propose a contingency plan, the bureau said.

According to the bureau, anyone who trawls within three nautical miles of the dolphin habitat will be fined between NT$30,000 and NT$150,000.

Taiwan is setting up its first marine wildlife sanctuary, in a bid to protect its dwindling population of Indo-Pacific humpback dolphin

TAIPEI, Taiwan - The Forestry Bureau yesterday announced that a habitat for the wild Chinese white dolphin, a species of humpback dolphins in danger of extinction, is scheduled to be built covering 76,300 hectares along the West Coast.

According to the bureau, this is the first habitat designed to protect wild marine animals in Taiwan.

The Forestry Bureau said that this habitat, which will run along the coast of Miaoli County, Taichung City, Changhua County and Yunlin County, will be officially launched within 30 days.

Based on research conducted by National Taiwan University professor Chou Lien-siang, there are less than 100 Chinese white dolphins left around Taiwan, the bureau said.

According to the bureau, the coastline from Miaoli County to Yulin County will be divided into four areas for the Chinese white dolphins.

Once the coastline is officially designated as a habitat for wild Chinese white dolphins, all construction and land developments along the coast will have to pass environmental impact assessments (EIA), and developers will be required to apply for permits from the local governments, the bureau said.

Huge Step in Conserving Dolphins

Matsu-based Fish Conservation Union's Gan Chen-yi yesterday said that planning a habitat for Chinese white dolphins is a huge step in conserving the endangered species.

After the Sixth Naphtha Cracking Plant was built, Gan said, the habitat of Chinese white dolphins was severely polluted, leading to a decrease in their numbers.

Taiwan Academy of Ecology Secretary-General Tsai Chih-hai said that the government should consider the original environment and habitat of Chinese white dolphins before planning a protected area for them.

According to Tsai, there are many industrial areas along the West Coast and all the wastewater being discharged into the sea affects the survival of Chinese white dolphins, so the government should establish a better management system to control wastewater discharge.

POD OF PINK DOLPHINS ACCOMPANIES RECORD-BREAKING PEARL RIVER DELTA SWIMMER

Last weekend Simon Holliday, 35, set a record for the crossing of the Pearl River Delta in a time of 10 hours, 20 minutes, and 30 seconds, beating the time of Beijing swimmer Zhang Jian who swam across in 10 hours 30 minutes in 2005.
‘There were tough moments – lots of big tankers in the start, and lots of time to contemplate what I was doing, but the jellyfish didn’t appear, and instead, the dolphins did, for over an hour!’ Holliday was accompanied by a pod of pink dolphins, obviously keen to support another ‘pink’ thing swimming in the murky waters of the Pearl River Delta. Pink dolphins are a massively endangered species, mostly on account of habitat degradation and destruction. ‘It was one of the most amazing moments of my life to see them around us for so long, even though I had to keep my head down and kept going.’
Doug Woodring of the Ocean Recovery Alliance said: ‘I’ve never seen so many dolphins – at one point there was around 30 of them. Today was not just a great day for the ocean, but a great day for Hong Kong open-water swimming.’

Holliday began his swim at 5am from Peaked Hill (Kai Yet Kok), on the west edge of Lantau Island, Hong Kong and swam approximately 35km to Hac Sa Beach in Macau, arriving at [3:40pm]. The swim has raised over $250,000 HKD for Ocean Recovery Alliance and their project Grate Art, which brings together eight local and Chinese artists to create plaques used to remind people not to dump into drains on the street, as these sometimes flow into the ocean.

Asked the first thing he was going to do after emerging from the water, Holliday remarked: ‘I am going to have a pint of beer, in a glass.’

Simon Holliday is an open-water swimmer based in Hong Kong. Simon swam across the English Channel in August 2011 and has done several long swims around the UK and Ireland.

Ocean Recovery Alliance brings together new ways of thinking, technologies, creativity and collaborations in order to introduce innovative projects and initiatives that help to improve our ocean environment. It has two projects with the Clinton Global Initiative focused on the reduction of plastic pollution, and is one of the only NGOs in the world to be working with both the United Nations Environment Programme (UNEP) and the World Bank’s Global Partnership for Oceans. It also organises Kids Ocean Day in Hong Kong, Hong Kong-San Francisco International Ocean Film Festival (May 6-11, 2014), and the international business forum, Plasticity, on the future of plastic, where is can be used, without the ‘footprint.’

別去海生館才對海洋保育更有幫助?

去年,海生館將僅存的一尾鯨鯊野放,不幸的是在過程中鯨鯊兩次游回岸邊擱淺,最後在沒有生命現象的情況下,被拖到外海拋棄,或許心存不忍的人還會抱有一絲希望,回歸大海之後能逐漸甦醒或復活,但我想同樣也有人不忍鯨鯊再受任何折磨,希望鯨鯊早已安息。

今年,又有一尾被世界自然保育聯盟列為「瀕危物種」的鬼蝠魟進到了海生館,然後死亡。為什麼憾事一樁接著一樁呢?這或許要從海生館講起。就像電影「海角七號」著名的台詞「山也BOT、海也BOT」一樣,海生館就是相當知名的BOT案,但是很成功所以知名嗎?這要看從誰的角度來談這件事情。

海生館的研究部門,有館長和許多研究人員,隸屬於教育部,是國內海洋生物研究的重鎮,這是政府預算所支持的官方機構。但是水族館部,則是委外經營,目前由南仁湖集團的海景公司負責,無論是展示動物的引進、照顧和解說,以及門票、週邊商品的收入,都是海景公司的業務範圍。

所以海生館是不是一個成功的BOT案?對海景公司來說,有賺到錢,當然很成功。但是對研究部門來說呢?或許可以從這幾次的事件中看出端倪。海景公司為了吸引更多遊客,賺取更多門票收入,以教育展示的名義引進了企鵝、白鯨、鯨鯊和鬼蝠魟等明星生物,然而研究部門卻束手無策,等到出事了,始作俑者的海景公司毫不檢討,總是在輿論壓力之下被逼得非得站上火線遭受砲轟的研究部門,再怎麼檢討、反省其實也沒有用,我們只能看到稀有、珍貴的海洋生物依舊不斷的死去。

說是台灣海洋生物教育展示最重要的博物館,但是在這麼重要的使命之下,又是犧牲了多少生命所換來的,國人其實有權力瞭解真相。但是,海生館敢公佈嗎?敢不敢公佈每一個進入海生館的海洋生物,是來自於哪裡?是不是來自保護區,是不是以破壞性漁法捕獲?收購到展示的死亡率有多高?展示到死亡的時間有多久?如果我們在質疑放生團體放了一隻鳥可能背後的捕獵過程有十隻鳥的死亡,我們又怎能不去探究海生館的展示,是犧牲多少生命,而那些生命又來自何方?但是這些疑問,會有答案嗎?

因為如果不知道這些資訊,每一個去海生館參觀的遊客,其實就都成了幫凶,每個人掏出錢包買了門票,可能不見得真的有學到什麼海洋生物的知識或建立保育的觀念,但肯定都贊助了唯利是圖的商業展示,只是我們不知道我們所付出的幾百塊錢,後面代表的是多少珊瑚、多少魚的無辜死去。

鬼蝠魟當然相當具有吸引力,在白鯨死去一大半、鯨鯊也全數陣亡之後,海景公司大概為了今年夏天的票房而決定要先斬後奏,買了鬼蝠魟放到大洋池之後,才告訴海生館官方的研究部門,而海景公司卻只認為這只是通報瑕疵,一條生命的逝去依舊沒有換來商人任何檢討與反省。的確,生命等不得公文往返,但通報流程不友善可以改,而不遵照通報流程恣意引進生物的後果,不就是生物在沒有經過專業評估之下,就因為商業利益而無辜犧牲了?甚至海景公司也知道鬼蝠魟是相當不容易飼養的生物,但依舊在金錢誘惑之下鋌而走險。

去年的鯨鯊,又何嘗不是死在商業利益之下呢?海景公司眼見鯨鯊必須要野放,不再具有商業價值,於是野放過程草率,既願意出資設置中繼站讓鯨鯊適應,野放之後也沒有追蹤觀察,更對鯨鯊的擱淺毫無準備,最後導致憾事。海景公司對著媒體開心的談論著鯨鯊一年多帶來了十幾萬的遊客,但是錢賺到荷包裡之後,卻不願意再拿出來,讓鯨鯊回到海洋的路上做好萬全的準備。

而海景營運之下的海生館,是否又真的具備了當初設立海生館所規劃的教育功能呢?如果遊客參觀完海生館之後,只是知道什麼魚可以吃,卻不知道自己所看到的那些魚是吃什麼的?只是把書上的照片、電視裡的影片以活生生的生物個體放在遊客眼前展示,換來一句「哇!」以及「這真的存在耶!」,然後開車到墾丁大街上依然大吃海鮮,自己結婚的時候喜宴出現魚翅也不覺得有什麼不妥,那海生館的教育功能真的還有很長的路要走。

的確,教育是百年大計,無法一蹴即成,但是每一條生命的死活卻等不得。在展示生物來源資訊還沒透明之前,在海景公司依舊是海生館的經營廠商的現在,我們該做些什麼來幫助這些珍貴的海洋生物呢?你可以有你的作法,我也有我的作法,而當我們展開行動的同時,其實就是在自己的心中種下了一株保育的幼苗,這甚至不必去到海生館就能做到。畢竟,我真的不知道,是不是別去海生館才是真的對海洋保育更有幫助。

China just banned shark finning! Huge step in the Right Direction

The biggest importer and consumer of sharks are now banning shark fin soup

China’s government has, according to the Chinese news agency Xinhua, made a list of 420 endangered species that is no longer legal to consume, import or sell. And among the animals on the list are sharks.

The punishment for breaking this new ban will be up to 10 years in prison. If this is uphold it would have a big effect for the fast decreasing shark population.

白海豚不用擔心自己會不會轉彎了!農委會昨天核定,自苗栗龍鳳港到嘉義外傘頂洲,總長一百七十二公里的西部沿海,畫為「中華白海豚野生動物重要棲息環境」,是我國第一座海上野生動物重要棲息環境。

農委會表示,未來白海豚棲地附近的新開發案,如離岸風車的設置,都須對棲地可能造成的衝擊進行環境影響評估。

今天是四月二十二日「地球日」,農委會林務局特別選在昨天預告白海豚棲地,並可望在一個月後正式公告。林務局指出,劃定棲地依白海豚的活動範圍分為四區,和海岸線距離一到三浬(約五點四公里)不等,包含苗栗、台中、彰化、雲林境內幾個主要河口,總面積達七萬六千三百公頃。

林務局說,過去因西部沿岸過度漁撈、開發、水下噪音、汙染等棲地破壞問題,讓白海豚族群瀕臨絕種,只剩不到一百隻。

幾年前國光石化提出在彰化海岸的開發案,恐將白海豚洄游路線腰斬,引發民眾抗議;當時曾有主張開發官員說「白海豚會轉彎」,也引發爭議。

「未來像國光石化這樣的案子要開發就難了。」農委會林務局保育組組長管立豪說,未來除開發要進行環評,漁業署也規定未滿五十噸的漁船,不能在棲地範圍內拖網捕魚,因為拖網容易將小魚苗也一網打盡,讓白海豚沒有食物吃,其餘漁業行為仍可持續。

「棲地公告遲來了,但至少踏出了第一步。」台灣媽祖魚(白海豚)保育聯盟秘書長甘宸宜說,且保育團體早先建議的棲地範圍更廣,要到台南將軍溪口,未來將朝為白海豚繁殖、育幼熱點設立保護區努力。

甘宸宜說,白海豚是指標動物,就像一把傘,下面涵蓋許多海洋生物,棲地保護的不只是白海豚,而是整個海洋生態;若白海豚能好好生存,代表魚種豐富,漁業也會跟著受惠。

對政府劃設白海豚保護區,中部沿海漁民支持、反彈的聲音都有,雖大都贊成近海三浬內禁止拖網捕魚,但期盼政府有配套措施,訂定休漁期,讓漁業資源永續發展。

「海豚是吃魚的,我們是抓魚的,是對立的。」雲林區漁會總幹事林傳育反對劃設白海豚保護區,認為不能動輒以環評無限上綱,影響漁民生計。

他強調,沿海的海豚有許多種,保育界都無法掌握,農委會考量海豚的生存,卻未考量到漁民的死活,站在漁會立場,無法接受。

苗栗縣通苑區漁會總幹事楊資暖表示,苗栗沿岸都是候潮港,漁民多靠小型膠筏在近岸幾浬內或潮間帶捕魚,漁民和白海豚長久以來都相安無事,漁民更不會去傷害白海豚,一旦畫設海上保護區,作業會受影響。

彰化區漁會總幹事陳諸讚說,彰化漁民本來多只用膠筏和流刺網作業,「雙拖網在沿海三浬內本來就被禁止使用」,因此保護區劃設,不會對漁民造成影響,「政府擔心漁民捕抓白海豚,其實白海豚很聰明,從未聽說有人抓到過」。

雲林縣淺養殖協會理事長林進郎支持劃設白海豚保護區。

他認為白海豚是環境的指標,適合白海豚生存的環境,才適合人類生存,除了禁止三浬內拖網捕魚外,政府更應訂定休漁期,永續漁業資源。
