    對和談已經絕望的巴勒斯坦打算透過加入聯合國,宣示獨立建國的決心。美國警告,缺乏和平談判的基礎,巴勒斯坦抄捷徑建國,將後患無窮。為了化解危機,美國外交系統全面動員,歐洲也加入協調,法國建議以巴在一個月內復談。


    巴勒斯坦自治政府主席阿巴斯不顧美國的強烈反對,決心要在聯合國攤牌,他要替巴勒斯坦向聯合國爭取會員國地位,明天就要提出正式申請,美國總統歐巴馬和法國總統沙柯吉都在今天向聯大發表的演說中,試圖安撫阿巴斯。歐巴馬並沒有挑明了要巴勒斯坦放棄入聯行動,他除了喊話勸阻,呼籲以巴重啟談判之外,沒有提出具體的解決危機方案;相較之下,法國總統(沙柯吉)比較實際,他建議巴勒斯坦退而求其次,爭取聯合國的觀察國地位。巴勒斯坦目前是聯合國觀察員,被視為團體而非國家。


    想成為聯合國會員國,必須先通過安理會表決,提案根本出不了安理會,因為美國毫無疑問會動用否決權,而申請成為聯合國觀察國,就可以繞過安理會,直接交大會表決,美國就無法用否決權來干預。


    除此之外,(沙柯吉)還建議以巴設定談判時間表,在一個月內復談,一年內談出結果,白宮說它們支持談判,可是不贊成讓巴勒斯坦在聯合國的地位升級。


    巴勒斯坦雖然對沙柯吉的構想表示歡迎,不過依然堅持不放棄爭取聯合國會員國地位的行動。

Palestinians hold first Bethlehem marathon

BETHLEHEM, West Bank (AP) -- Hundreds of people on Sunday took part in the West Bank's first marathon, looping around the biblical city of Bethlehem four times on a course that was limited by the confines of Israel's sprawling separation barrier.

The race was meant as a political statement as much as a sporting event.

One participant wore a T-shirt honoring the victims killed in last week's bombing at the Boston Marathon, while other runners waved slogans in support of Palestinians. The area was decorated with green, white and red balloons symbolizing the Palestinian flag.

Runners jogged near the stone-clad Church of the Nativity, built over the grotto where tradition says Jesus was born, past a charred Israeli military watchtower where Palestinian youths often hurl flaming bottles during protests and alongside the concrete barrier. The 8-meter (26-foot) high barrier, partly scrawled with graffiti demanding freedom, hems in Bethlehem.

''This is illegally occupied land,'' one slogan read. ''The wall must fall,'' read another.

Israel built the barrier a decade ago in response to a wave of suicide bombings carried out by West Bank Palestinians. Israel says the barrier keeps out militants, who killed hundreds of Israelis. Palestinians see its route as a land grab because it frequently dips into the West Bank, swallowing their lands.

About 1,000 people participated in the race, which included shorter 10-kilometer (six-mile) and 20-kilometer (12-mile) options. Around a quarter of participants undertook the full 42-kilometer (26.2 miles) run, said Itidal Abdul-Ghani of the Palestinian Olympic Committee.

''C'mon guys, you gotta go a lot faster than that!'' yelled a voice from the crowd in English as the pack began jogging.

The fastest runner, Abdul-Nasser Jawani of the West Bank town of Jericho came in at 3 hours, 9 minutes, 47 seconds. The fastest woman was a Palestinian from Bethlehem who came in at 3 hours, 36 minutes, 37 seconds. Abdul-Ghani did not have her full name.

The Palestinians seek an independent state in the West Bank and east Jerusalem, which Israel captured in the 1967 Mideast war, and the Hamas-controlled Gaza Strip.

Palestinians and their international supporters have turned toward sports in recent years to draw attention to their struggle for statehood, although that has sometimes backfired.

In March, the United Nations had to cancel a Gaza marathon because the territory's conservative Islamic rulers wouldn't let women participate, claiming it was immodest.

The mood was far more relaxed in relatively liberal Bethlehem during Sunday's ''Right to Movement Palestinian Marathon,'' held in cool, rainy weather.

Most of the women jogged in loose shirts and tights, although some wore Muslim headscarves. Most men wore shorts and sweatshirts. Loud Arabic music blasted in the background.

The participants jogged four times around Bethlehem because there wasn't enough space to do a straight marathon due to the barrier, Abdul-Ghani said. Israel also has full control over nearby areas, making it complicated for Palestinians to run there.

Underscoring hostilities, Abdul-Ghani said Israelis weren't welcome to join the marathon while their military occupies Palestinian lands. Israeli officials would not allow some two dozen Gaza hopefuls to cross through the Jewish state to reach the West Bank to attend the marathon.

The marathon came six days after the Boston Marathon bombings. The Sunday run also coincided with the London Marathon.

Participant Demitri Awwad, a Palestinian-American from Fenton, Mich., wore a T-shirt honoring the Boston Marathon victims under his official marathon shirt as he ran in the 10-kilometer race. It had a picture of 8-year-old Martin Richard, with the words ''No more hurting people'' emblazoned below.

'''No more hurting people' - it's a very simple thing from a kid and it's what we all should live by,'' said the 33-year-old.

Other runners touted other causes: One group ran with a banner demanding the freedom of a Palestinian prisoner Samer Issawi, who has been refusing food since August. Two Palestinian men smoking cigarettes looked on as they ran by.

Israelis said they also planned to hold five-kilometer (30nuke) evening runs in the cities of Tel Aviv, Jerusalem and Beersheva in solidarity with the Boston Marathon victims.

Organizer Ilia Rabinovich said the gesture was to show Americans that it was important to ''continue running.''

The 26-year-old marathon enthusiast estimated some 300 people had signed up for the runs.

''We feel a lot of compassion to these innocent people who are victims of terrorist attacks,'' he said.

台南市長賴清德今率多名立委大動作在立法院召開記者會,要求中央政府正視平埔族「西拉雅」的歷史地位。賴清德是民進黨中生代政治明星,記者會現場不僅塞滿台南區域立委,黨內其他派系立委也都到場致意,一名立委表示,這除了顯示賴清德人氣不錯,也凸顯賴清德逐漸浮出檯面,頗有成為中生代代表性人物的態勢。賴清德稍後也到內政部,要求承認西拉雅族人為台灣第14族原住民。

出席這場記者會或到場致意的立委,除了台南選區立委葉宜津、陳亭妃、許添財、黃偉哲,還包括新系所支持的不分區立委田秋堇、新系南流(菊系)李昆澤、新系北流段宜康,以及英系陳其邁。對於記者會展現了相當的影響力,賴清德會後接受本報訪問時低調表示,這是因為大家都關心這個議題,自己的因素沒那麼大,也謝謝大家關注這個重要的議題。

原住民正名向來不是熱門的新聞議題,但賴清德卻大動作北上召開記者會,被解讀政治意味濃厚。一名在場立委認為,賴清德不是作秀型的政治人物,不然也不會選擇原住民這種較無新聞性的議題,「如果他想幹什麼,開年終慰問金還比較有話題。」但是人民會逐漸發現,他是腳踏實地型的政治人物。

彰化縣長卓伯源經常也上台北召開記者會,被解讀為有意更上層樓,日前賴清德曾被雜誌評選為五都中唯一五星市長,也讓他坐穩民進黨新一代政治明星地位。賴清德除了在地經營外,也開始抓緊機會增加全國性的媒體曝光,黨內人士也認為,他的企圖心由此可見,且「賴清德是該開始動了!」

Palestinians: settlement expansion means 1 state

RAMALLAH, West Bank (AP) — The Palestinians will ask the U.N. Security Council to call for an Israeli settlement freeze, President Mahmoud Abbas and his advisers decided Tuesday, as part of an escalating showdown over Israel's new plans to build thousands more homes on war-won land in and around Jerusalem.

Such construction will destroy any lingering hopes of setting up aPalestinian state, Abbas aides warned, as international anger over the settlement construction snowballed.

Israel announced the new plans after the U.N. last week recognized a state of Palestine in the West Bank, Gaza and east Jerusalem — lands Israel occupied in 1967 — as a non-member observer.

The plans include 3,000 more homes for Jews in the West Bankand east Jerusalem, as well as preparations for construction of an especially sensitive project near Jerusalem, known as E-1.

Separately, Israel is moving forward with two major settlement projects in east Jerusalem. Israel would build more than 4,200 apartments in the two areas, Ramat Shlomo and Givat Hamatos.

Israeli settlement construction lies at the heart of a four-year breakdown in peace talks, and was a major factor behind the Palestinians' U.N. statehood bid. Since 1967, half a million Israelis have settled in the West Bank and east Jerusalem.

The Israeli plans for Jerusalem and nearby West Bank areas "are the most dangerous in the history of settlement expansion and apartheid," Abbas and senior members of the PLO and his Fatah movement said in a statement after a meeting Tuesday evening.

The Palestinians decided to ask the Security Council for a resolution censuring Israeli settlement building, even though a previous attempt in early 2011 was derailed by a U.S. veto.

The Palestinians say E-1 and Givat Hamatos are particularly problematic because they would cut off east Jerusalem, the intended Palestinian capital, from the rest of the West Bank.

Israel's plans for E-1 and Givat Hamatos "will leave us with no peace process," Saeb Erekat, a senior Abbas aide, told The Associated Press.

He later told Israel TV that "it's over" if these two settlements are built.

"Don't talk about peace, don't talk about a two-state solution ... talk about a one-state reality between the River Jordan and the Mediterranean," Erekat said, referring to the land that the international community hopes will one day accommodate both Israel and a Palestinian state.

British Foreign Secretary William Hague sounded a similar warning Tuesday, telling Britain's parliament that Israel's building plans would make a Palestinian state alongside Israel "almost inconceivable."

Eight countries, Britain among them, summoned local Israeli ambassadors in protest since Monday, and Hague said there could be further diplomatic steps if building continues.

Some Palestinian officials have raised the possibility of asking the European Union to reconsider its trade agreements with Israel, but Hague said he did not think Europe is ready for economic sanctions against Israel.

Israel has rebuffed the international criticism, which put it at odds with some of its strongest foreign allies, including Australia.

Israeli Foreign Minister Avigdor Lieberman said Tuesday that construction plans would move forward, particularly in east Jerusalem and nearby West Bank settlements. "Israel makes decisions according to its national interests, and not in order to punish, fight or confront," he said.

U.N. recognition could enable the Palestinians to gain access to the International Criminal Court and seek war crimes charges against Israel for construction of settlements on occupied lands.

Last week, before Israel's announcement of the new settlement plans, Abbas said that he's not turning to the ICC "unless we were attacked," and Palestinian officials portrayed an appeal to the court as a step of last resort.

However, Abbas said Tuesday that "no one can keep quiet about the issue of settlement in E-1," adding that if Israel keeps building, "it definitely does not want to reach a peace agreement."

Actual construction in E-1 would be years away even if the planning process is pushed ahead now.

The Palestinian representative to the United Nations, Riyad Mansour, wrote to the U.N. chief and the heads of the Security Council and the General Assembly late Monday that Israel's construction constitutes a war crime.

The letter made no mention of possible ICC action, which in any case would first require a series of steps by the Palestinians and the court.

A Palestinian case at the ICC could also expose Abbas' main Palestinian rival, the Islamic militant Hamas, to possible war crimes charges for its indiscriminate rocket fire from Gaza on Israel.

Hanan Ashrawi, a senior PLO official, said the Palestinians were encouraged by the recent diplomatic sanctions against Israel, but that the international community must go further.

Among other steps, she said the European Union should reconsider its association agreement with Israel that grants the Jewish state considerable trade benefits. She said the EU should also take harsher measures against products from Israeli settlements.

聯合國大會29日以138票對9票、41票棄權、3國不參加投票的結果,壓倒性通過提升巴勒斯坦地位的決議案,使其從「觀察員實體」升格為「非會員觀察國」。決議案通過不到24小時,以色列宣布批准在東耶路撒冷及約旦河西岸占領區興建3000棟房屋的申請,作為反制。以色列設置了100多個屯墾區,住有50萬名猶太人,國際社會視為非法,但以色列不予理會。

表決結果僅是象徵性的勝利,巴勒斯坦仍面臨諸多限制,包括無法掌控領土疆界、領空或貿易,加薩與約旦河西岸分由彼此競爭的政府治理,且缺乏統一的軍隊或警力。

巴勒斯坦自治政府主席阿巴斯說,聯合國終於簽發了「巴勒斯坦國的出生證明,通過此案是維護以巴解決方案的最後機會」,讓巴勒斯坦有機會建國。此案通過使巴勒斯坦能參加聯合國機構與簽署國際條約,並暗示承認巴勒斯坦的國家地位。美國、以色列、加拿大、捷克、馬紹爾群島、密克羅西尼亞、諾魯、帛琉和巴拿馬等9國投反對票,德國棄權。

以色列在1967年中東戰爭後占領約旦河西岸、加薩與東耶路撒冷。若巴勒斯坦欲尋求真正的獨立,仍需與以色列恢復和議。

美國國務卿希拉蕊.柯林頓說,這個結果「不幸、也會產生不良後果」,將進一步阻礙以巴和平進程。以色列總理內唐亞胡直指通過此案毫無意義,只會使巴人建國更為延後。

對巴勒斯坦內部而言,阿巴斯可藉此挽回和好戰勢力哈瑪斯的競爭劣勢。以巴和議迄無成果,阿巴斯漸失民心,主張消滅以色列的哈瑪斯人氣大漲。表決結果能向哈瑪斯表明,國際社會係以巴勒斯坦自治政府為交涉對象。

記者近日一再問巴勒斯坦官員及分析家「決議通過又會如何?」他們都選擇不回答,足見此案通過並不會為巴人帶來多少實質利益。話雖如此,取得非會員觀察國資格仍然利多於弊,巴勒斯坦參加聯合國機構之門因而大開,尤其可向只受理「國家」申訴的國際刑事法院(ICC)控告以色列在占領區的戰爭罪行和屯墾行為。

國際瞭望-巴入聯 政治財政有得有失

     巴勒斯坦進入聯合國大會成為觀察員國有利有弊,大體說來應是利多於弊。

     有利方面是聯合國大會若接納它成為觀察員,就等於間接承認了巴勒斯坦的建國,一方面對爭取正式會員國作了墊步,另一方面與以色列打交道時也會處於較有利地位。在實質上,可以參加聯合國向所有國家開放的會議,雖無表決權卻可提建議,同時在申請加入世界衛生組織、國際勞工組織、國際刑事法庭方面有強硬立場。以色列最擔心的是巴勒斯坦如加入國際法庭,它可能會要求對以色列在約旦河西岸及迦薩採取的行為進行調查。據說法國等西歐國家贊成接納巴勒斯坦為觀察員的條件是,巴勒斯坦承諾不加入國際法庭起訴以色列。

     但由於美國仍持否定立場,巴勒斯坦在經濟上必然受到打擊,根據美國國內法,禁止贊助任何承認巴勒斯坦國的國際組織。去年聯合國教科文組織承認了巴勒斯坦,美國便停止對其七千萬美元的捐助。二○一○年美國直接捐助巴勒斯坦就有五億美元。其他受影響的國際性組織的捐助也不少,如果巴勒斯坦進入聯合國,這些捐助就會終止。以色列在其占領區所收到的稅款,目前都撥交給巴勒斯坦,巴勒斯坦進入聯合國,以色列極有可能不再移撥。這樣算起來,巴勒斯坦的財政損失確實很大,世界銀行早先就估計,本年度巴勒斯坦的財政赤字將達十五億美元,如果減少或斷絕了來源,其財政赤字將更多,除非波灣產油國家肯全部彌補,不然日子過不了。

     不過,若能進入聯合國,巴勒斯坦國際地位提高,阿拉伯國家不至於不肯伸手慨助,看起來入聯還是利多於弊。

教廷模式 巴勒斯坦建國將獲通過

藉由29日聯合國大會的背書,巴勒斯坦終於要建國了!在29日舉行的聯合國大會中,巴勒斯坦自治政府將提出資格升級案,並由現在「非成員觀察實體」,升等為如教廷資格一般的「非成員觀察國」。在獲得中英法俄等強權支持後,巴勒斯坦的「建國升等案」也預計將輕鬆通過聯合國大會3分之2的審核門檻,在國際政治的舞台上踏出重要的一大步。

巴勒斯坦自治政府的主席阿巴斯將在29日迎來關鍵一戰,藉由在聯合國大會上的提案,巴勒斯坦自治政府將尋求「建國升等」,由現有「非成員觀察實體」(Non-member Observer Entities)提升為「非成員觀察國」(Non-member Observer State)。換句話說,藉由29號的大會通過,巴勒斯坦將被聯合國正式承認為一個存在的「國家」。

重要的一大步

「對巴勒斯坦人而言,這將是重要的一大步。」阿巴斯表示,雖然取得聯合國的國家承認,並不會一夕改變巴人現實中的艱難處境,「但取得國際承認,將對巴勒斯坦和平獨立起重要的影響!」他說。

巴勒斯坦在1974年得到聯合國觀察員的地位,當時在阿拉伯聯盟的強力支持下,由已故巴人領袖阿拉法特所領導的巴勒斯坦解放組織(PLO)成為「居住在巴勒斯坦人民的合法代表」。隨後,再隨國際情勢而逐步升級,在1988年成為「巴勒斯坦與巴人代表」,10年後也再以巴人自治政府的「政治實體」為名,提升成如今的「觀察實體」代表。

近年來,巴人自治政府一直尋求已正式成員身分加入聯合國,但由於正式成員的入會手續需要安理會的通過,在美國否決的威脅與國際現實的壓力下,阿巴斯的闖關不但失敗,同時在海內外也重挫了自己的聲望。

教廷方案好折衷

鑒於去年的失敗,阿巴斯今年選擇了歐盟先前提出的「教廷方案」,暫緩正式資格入會申請,而採用非成員國的方式加入聯合國大會。這種折衷作法不但能幫助巴人得到「建國的法理承認」,同時也不會傷害以色列在國際間的主權聲明,對雙方而言都是各退一步的做法。

雖然觀察國的身分不能讓巴勒斯坦在聯合國提出議案,但卻能在大會上得到討論與發言權,同時也大幅增加加入其他國際組織的可能性與機會,對巴人的國際承認具有相當大的政治影響。

同時,相比於正式資格的取得,觀察國的升級手續也相對直接,不但略過安理會的審核,避開了常任理事國的否決權封殺,同時更可直接經由聯合國大會進行提案表決,並在取得3分之2的成員同意後,即可生效。

考慮到國際間的政治氣氛,阿巴斯可望於29日的表決中,在193個成員國中取得150席以上的同意投票,正式地取得聯合國「國家地位」的承認。也由於阿巴斯的特意選擇,11月29日提案日當天正好是1947年聯合國通過以巴分治案的65週年紀念日,時過境遷,巴人尋求重回家園的夢想,也將在65個寒暑後再度進入新的政治階段。

UN to vote Thursday on raising Palestinian status

UNITED NATIONS (AP) — The Palestinians said the U.N. General Assembly will vote Thursday afternoon on a resolution raising their status at the United Nations from an observer to a nonmember observer state, a move they believe is an important step toward a two-state solution with Israel.

Unlike the Security Council, there are no vetoes in the General Assembly and the resolution is virtually certain of approval. The world body is dominated by countries sympathetic to the Palestinian cause and the resolution only requires a majority vote for approval. To date, 132 countries — over two-thirds of the U.N. member states — have recognized the state of Palestine.

A spokesman for the Permanent Observer Mission of Palestine to the United Nations said Monday that Palestinian President Mahmoud Abbas will address the 193-member world body before the resolution is put to a vote. He spoke on condition of anonymity because he was not authorized to speak to the press about the matter.

The Palestinians are seeking to enhance their status because their application in September 2011 to become a full U.N. member state has been blocked. To become a member state, an applicant must be approved by the U.N. Security Council and the United States has made clear it would veto the bid until there is a final settlement with Israel.

Israel and the United States are also on record opposing the move for enhanced status, saying the Palestinians should first negotiate their statehood with the Jewish state, not take unilateral action and sidestep talks.

"We do not think that this step is going to bring the Palestinian people any closer to a state," State Department spokeswoman Victoria Nuland told reporters Monday in Washington.

"We think it is a mistake" she said. "We oppose it."

Nuland said the U.S. was continuing to make its case with other countries who will cast their votes.

The Palestinians believe their upgraded status would add weight to their claims for a state in the West Bank, Gaza Strip and east Jerusalem, territories captured by Israel in the 1967 Mideast war. Israel pulled out of Gaza in 2005.

The Palestinians also hope to use their upgraded status to join additional U.N. bodies, such as the International Criminal Court, where they could attempt to prosecute Israel.

At the same time, they have expressed fear of financial and diplomatic retaliation.

Following last year's move by the Palestinians to join the U.N. cultural agency UNESCO, the United States withheld funds from the organization, which amount to 22 percent of its budget. The U.S. also withheld money to the Palestinians, and the U.S. Congress has threatened similar sanctions if the Palestinians proceed to improve their status at the U.N. again.

Israel also retaliated by accelerating settlement construction and withholding funds from the Palestinian government.

The latest draft resolution, obtained by The Associated Press, would have the General Assembly decide "to accord to Palestine Nonmember Observer State status in the United Nations, without prejudice to the acquired rights, privileges and role of the Palestine Liberation Organization in the United Nations as the representative of the Palestinian people, in accordance with the relevant resolutions and practice."

It "reaffirms the right of the Palestinian people to self-determination and to independence in their State of Palestine on the Palestinian territory occupied since 1967."

The draft also expresses "the urgent need for the resumption and acceleration of negotiations within the Middle East peace process" to achieve "a just, lasting and comprehensive peace settlement between the Palestinian and Israeli sides that resolves all outstanding core issues, namely the Palestine refugees, Jerusalem, settlements, borders, security and water." It drops "prisoners" as a core issue.

美反對 巴勒斯坦仍擬力爭升格

美國總統歐巴馬今天在電話中反對巴勒斯坦爭取聯合國非會員國地位,不過巴勒斯坦自治政府主席阿巴斯仍有意繼續爭取升格,並向歐巴馬解釋原因。

阿巴斯(Mahmud Abbas)發言人魯代納(NabilAbu Rudeina)說:「阿巴斯主席和歐巴馬總統在電話中長談。」

「對於我方向聯合國大會爭取地位升格的決定,歐巴馬表達了美國的反對立場。」

不過阿巴斯告訴歐巴馬,儘管歐巴馬反對,他仍有意繼續爭取聯合國非會員國地位。

魯代納說,阿巴斯透過電話向歐巴馬解釋「巴勒斯坦決定尋求非會員國地位的理由和動機,主要是以色列未停止屯墾活動,也持續攻擊巴勒斯坦人及其財產」。

白宮表示,歐巴馬趁阿巴斯來電恭賀他勝選連任時,重申美國「反對巴勒斯坦在聯合國的片面行動」。

白宮說:「歐巴馬總統在和阿巴斯主席的討論當中,重申致力中東和平,並強烈支持以巴直接協商達成毗鄰雙方和平安全並存的目標。」

聲明提到,歐巴馬希望和阿巴斯「未來繼續密切合作」。

為平息南部多年的戰禍與貧窮,菲律賓政府做出重大政治讓步,同意讓穆斯林分離組織在民答那峨島成立相當於「亞國」(sub-state)的新政治實體。

菲律賓媒體今天引述政府和談小組首席談判員里奧能(Marvic Leonen)報導,菲律賓政府與莫洛穆斯林解放陣線(MILF)的談判小組,簽署了「和談原則要點」文件,這些要點未來將引導雙方繼續就和談重大議題做進一步的磋商。

菲律賓政府和談小組昨天甫於馬來西亞吉隆坡結束了與MILF之間的第27輪和平談判。

在10項和談原則要點當中,最受關注的是雙方同意共同努力成立新的政治實體,以取代民答那峨島穆斯林自治區(ARMM),但這需符合菲律賓憲法規定,也需國會立法通過。

菲律賓9000萬人口當中,約有5%至9%是穆斯林,多集中於南部的民答那峨島。

穆斯林自治區成立於1989年,目前範圍涵蓋民答那峨島上的5省,面積約2萬6749.9平方公里,由約430萬名居民投票選出總督治理,但由於2011年自治區選舉延至2013年舉行,目前總督是由總統艾奎諾三世指派。

根據和談原則文件,新的政治實體將為總理制的政府。

里奧能指出,菲律賓政府與MILF都體認到,「保持現狀是雙方都無可接受的」,但新政治實體的輪廓尚需進一步討論,因為雙方對新政治實體的地理幅員,目前立場仍是南轅北轍。

另一方面,MILF的談判小組也在1篇新聞稿中說,馬尼拉已經同意讓他們在民答那峨島上成立「亞國」。

MILF擁有1萬2000餘名武裝成員,於1977開始就爭取在民答那峨島的「祖傳土地」上建立獨立伊斯蘭教國家「莫洛國」,導致菲律賓南部陷入長期混亂與貧窮,至少12萬人死於戰火。

成立亞國現為MILF與菲律賓政府進行和談的核心議題。MILF要求掌握除國防、外交及郵政以外的所有政府功能。

雙方將於5月在馬來西亞再次會面。

加入聯合國,何以巴勒斯坦能,台獨不能?

2011/10/31,巴勒斯坦共和國在美國和以色列無所不用其極的打壓下,以107:14的票選,成功的加入了聯合國屬下的《聯合國教科文組織》(UNESCO),這為以後成為聯合國的正式會員國建立了灘頭堡。
此一信息讓台灣震撼,大家都在問,何以巴勒斯坦能,台獨不能?

巴國窮的連公務員的薪水都發不出,李倭阿扁時期的台獨入聯,台灣的外匯存底高達4500億美元。
財力不是原因。
台獨說,是大陸打壓,但美國對巴國的打壓更大。
打壓也不是原因。

原因很簡單,巴國是要真心入聯,台獨是玩假的。
民進黨立委管碧玲對美國人很坦白:“入聯是為了選舉,入聯議題在選後就會被拋棄”

李倭阿扁時期,每年9月份,就是台獨入聯的瘋狂期,台獨全員總動員,幕後有無限的資金提供,大咖可以去紐約,中咖可去日本,小咖可以全省串聯,不入流的咖可以有吃有拿,從頭到尾都有公帳可報,吃喝玩樂兼旅遊,多麼快樂的9月啊,入聯是台獨的嘉年華,多少貪財枉法假入聯而行....

台獨入聯20餘年,何以毫無成效?原因是台獨不想入聯。
入聯成了台獨斂財的工具,他們希望年年搞入聯,這樣才能滾滾錢財入口袋,若台灣真的可以入聯,台獨絕不會同意,會說這是陰謀,他們還是依舊上街頭發動入聯運動,台獨希望年年都有入聯的戲碼,若真的入聯了,就斷了財路了。
這是李倭阿扁執政時期,台獨年年都搞入聯大戲,馬英九上台後,台獨就偃旗息鼓的原因,因馬政府拒絕出錢,台獨無錢可撈,自然不再搞入聯了。
