國科會為培育海外科技人才，今年首度推出「候鳥計畫」，邀請海外台裔學生利用暑假返台擔任志工，在海外引起熱烈回響。全球各地的一八四名台裔外籍生預定廿六日返台報到。國科會不但提供這群台裔外籍生周薪七千到一萬兩千元(含食宿補助)津貼，第一周職前訓練天天都住五星級飯店。

國科會副主委紀國鐘表示，「候鳥計畫」是該會主委吳茂昆今年二、三月間提出的構想，希望透過這項活動讓旅居海外的台裔大學生或研究生深入瞭解台灣最新發展現況，再回到僑居地後，可以變成台灣的國民外交尖兵；甚至在學成後回來工作，作為台灣培育及延攬海外科技人才的管道。

住五星級飯店月領四萬多

紀國鐘指出，這項活動今年原定招收五十人，結果吸引二六八人報名，美國哈佛大學、史丹福大學和麻省理工學院等知名大學高材生都來報名。為避免遺珠之憾，最後錄取名額擴大到一八四名，由國科會依個人志願分發到國家實驗研究院、中央研究院、工業技術研究院、故宮、國立史前文化博物館、奇美文化基金會和台北市立木柵動物園等三十二個機構實習。

「候鳥計畫」雖以志工名義號召台裔外籍生返台實習，但國科會對這群學生在台灣期間，除了第一周職前訓練課程外，其餘五周每天提供一千元食宿補助費，也為學生向各實習機構爭取每天一千元實習貼津。除了木柵動物園等少數單位，大多數機構均「慷慨解囊」，扣除周休假期「不支薪」，大多數台裔外籍生在台期間周薪高達一萬二千元，一個月就有四萬八；比主計處周三最新公布的上班族平均月薪三四、八七四元高出許多，引起外界質疑質疑台裔外籍生既是擔任志工，實習津貼卻比國人平均薪資還高，合理性何在？

為照顧他們，國科會還行文財政部，為台裔外籍生爭取免稅。更離譜的是，國科會委託中山大學從周日起舉辦的職前訓練，一八四名志工每晚都住五星級飯店，晚餐也吃五星級飯店，依每日課程安排，輪流住宿高雄國賓、金典、漢來和墾丁凱撒等飯店，食宿安排完全比照國科會接待國際重要學者來台訪問的規格。

候鳥計畫, 是臺灣要跟大陸一爭長短的心態之下的產物.

美國的大學校園, 都收到老共的邀請, 合格的學生, 可以到大陸遊學九個月, 吃住全包, 還有薪水. 年輕的學,生趨之若鶩, 還為此修習中文. 去看老共的大型慶祝節目, 如國慶晚會等等, 裡頭一大堆外國人, 說字正腔圓的普通話.

老共這麼做, 就是要表現, 泱泱大國, 近悅遠來的風範.

臺灣跟大陸別苗頭的習慣, 淵遠流長: 長江大鐵橋興建, 老蔣就下令蓋澎湖跨海大橋.

候鳥計畫, 不過是對於老共這行之有年的活動, 做個反撲. 在國內, 被媒體攻擊, 是在所難免. 如果陳水扁還在野, 他會吼得更大聲: 啥子錄音帶, 秘密文件, 恐怕早就在立法院摔桌子了!

The fact your son is chosen, means that he is a outstanding young man. My congratualtions.

Let's just get over the word: volunteer. The program said it IS volunteer. I am a volunteer in many occasions. I might get free meals, I might get free lodge. But I don't take manoy home!

Not to mention the fact that Taiwan government is actually using this excuse to bribe!

I can see where you come from: I would want my kids to go back to Taiwan and have oppertunity to learn the language and become connected to the people back home. Be it the love boat in 劍潭, live with relatives or teach English. Now there is this oppertunity for voluneer that makes money, why not?

Definitely, I have nothing against you, your son or any people involved. Just against the government using this money in such a way they are actually lying to the tax payers. Not that they don't lie everyday. I am just copying from the paper another act caught red handed.

A suggestion for you: please use the edit function to clean up your article. At least, make sure all the words are spelled correctly. The first letter M in My son is missing. This must be the windows environment. Since UDN spent so much time and effort to provide such feature, please take advantage of it. I got sick and tired about reading bad English here.

Last but never the least, please translate to Chinese if you would. Many people here doesn't read English. I would love for them to hear your objection. I will translate mine once yours is in place!

My son is attending this program. His mother worked for 110 hours to make $1100 to buy a roundtrip ticket for him. My son gave up his opportunity to work as a freelancer which can make U.S. $50 an hour in the summer. My son needs to pay rent and meals for 5 weeks at Taipei. All the interns need to pay 20% tax on the money they will receive. This is an intern program, not a volunteer program (please check the announcement I posted below), so it's fair to make some money with their labors. My son graduated from college and he will contribute what he learned to Taiwan in this 5 weeks. Love and care about Taiwan motivated us to do all these arrangements. Remember there are many interns will work in Taipei zoo and will not get any pay for 5 weeks. Although these interns have been staying in some nice hotels during the first week, but they appreciate it and will return the favor during the next five weeks. The pictures taken and video recorded in this week can also be shown to their friends and families, it can help Taiwan to attract more tourists in the future. Some of them will return to Taiwan to serve Taiwanese, most of them will find opportunities to help Taiwan after they return. Just be fair to them and give them some encouragement when they are doing their best to work for Taiwan and also make international connections for Taiwan.
