Angry Chinese occupy government office, smash computers in environment protest

QIDONG, China (Reuters) - Angry demonstrators occupied a government office in eastern China on Saturday, destroying computers and overturning cars in a violent protest against an industrial waste pipeline they said would poison their coastal waters.

 

The demonstration was the latest in a string of protests sparked by fears of environmental degradation and highlights the social tensions the government in Beijing faces as it approaches a leadership transition this year.

 

About 1,000 protesters marched through the coastal city of Qidong, about one hour north of Shanghai by car, shouting slogans against the plan pipeline that would empty waste from a paper factory in a nearby town into the sea.

 

Demonstrators rejected the government's stand that waste from the factory would not pollute the coastal waters.

 

"The government says the waste will not pollute the sea, but if that's true, then why don't they dump it into Yangtze River?" said Lu Shuai, a 25-year-old protester who works in logistics.

 

"It is because if they dump it into the river, it will have an impact on people in Shanghai and people in Shanghai will oppose it."

 

Several protesters entered the city government's main building and were seen smashing computers, overturning desks and throwing documents out the windows to loud cheers from the crowd.

 

Reuters witnessed five cars and one minibus being overturned. Over 1,000 police - some paramilitary - guarded the city government office compound in lines.

 

At least two police officers were dragged into the crowd at the government office and punched and beaten enough to make them bleed.

 

On Friday, in an effort to stave off the protest, the Qidong city government announced it would suspend the project for further research.

 

But many protesters said on Saturday that postponement was not enough.

 

"If the government really wanted to stop this project, they should have done it right from the beginning. At this point they are too late," said Xi Feng, a 17-year-old protester.

 

Local officials took steps to ward off the demonstration and residents received text messages and letters warning that any public demonstration would be illegal.

 

Environmental worries have stoked calls for expanded rights for citizens and greater consultation in the tightly controlled one-party state.

 

The outpouring of public anger is emblematic of the rising discontent facing Chinese leaders, who are obsessed with maintaining stability and struggling to balance growth with rising public anger over environmental threats.

 

The protest followed similar demonstrations against projects the Sichuan town of Shifang (四川 什邡市) earlier this month and in the cities of Dalian in the northeast and Haimen in southern Guangdong province in the past year.

 

In Shifang, the government halted construction of a copper refinery following protests by residents that it would poison them. It also freed most of the people who were detained after a clash with police.

 

The leadership has vowed to clean up China's skies and waterways and increasingly tried to appear responsive to complaints about pollution. But environmental disputes pit citizens against local officials whose aim is to lure fresh investment and revenue into their areas.

寧波萬人騷亂 警催淚彈清場

浙江寧波鎮海區民眾抗議中石化鎮海煉化擴建項目生產有害化工PX(對二甲苯)項目落戶當地,昨天演變成騷亂。據香港媒體報導,當地居民表示,昨傍晚一對父子被特警毆打,引發民眾圍堵。特警躲入附近的交警大隊後,民眾衝破大門闖入交警大院,打砸並掀翻多輛警車。防暴警到場施放催淚彈,試圖驅散人群,卻進一步激發對抗,現場一度聚集上萬人。

 

據報導,這是鎮海民眾連續第五日堵路示威,由於擔心今天的「周末大示威」,當局調動周邊逾千警力嚴陣以待。鎮海公安局官方微博昨晚稱,「支持理性表達訴求,過激行為根本無助事情的解決。」

 

另據茉莉花革命網站消息,24日,示威者與警察發生衝突,數人受傷,14人被捕。晚上,數人被釋放回家。25日,示威者繼續與警察衝突,多人被捕。

 

據報導,鎮海所有的機關和事業單位都下了通知,凡是參與抗議活動的員工,一律解雇。

 

當地居民揚言,周末將發動數萬人大示威,一定要把PX趕出鎮海。

江蘇南通啟東市發生數萬市民的大規模群眾示威遊行,抗議日本王子紙業向啟東附近海域排汙。當局隨後妥協永久性停止王子造紙項目建設,啟東市公安局釋放消息將對參與事件人員進行”秋後算賬”

江蘇啟東市民抗議王子造紙廠排汙,週六上午發生了大規模民眾衝擊市政府事件,數以萬計的民眾聚集在市政府門口,人群衝破了警方的防線進入市政府大樓內,有抗議者將政府公文等材料抛灑下樓,還有的在大樓內搜到保險套、進口酒、撲克等,並將此類的物品擺在廣場上示眾。當局出動的數千警力封鎖周邊道路禁止人群流動。

 

啟東市市長徐峰也被托上大街抗議被脫去外衣,之後套上外面寫著“抵制王子造紙”的文化衫,市委書記孫建華也被憤怒民眾扒去上衣,隨後他在員警的護送下離開了現場。據悉孫建華是當時批准排汙計畫中主要領導者之一。有員警受傷的照片公佈在網路中,不少人認為民眾和員警保持了最大的克制。

 

一位參與當天抗議的先生向本台表示:昨天現場情況是很混亂的,我看見有很多車被砸了,政府大樓都被憤怒的群眾佔領了,我看見一層到三層裏都被砸了。具體數字我也不知道,人群就是密密麻麻的。我是聽他們當地的說剛開始的時候政府沒有去回應和解決事情。

 

記者:政府說要永久停止排汙專案了不是嗎?

 

先生:排汙是停止了,但是企業還沒有停止,排汙不排到大海也會排到長江去,也是會對長江三角有影響的。現在還沒有明確的說法。

 

事件起因啟東市政府將通過日本王子造紙廠在啟東建排汙管道,每天將十五萬噸廢水排往呂四漁港附近,不少民眾擔心將帶來環境污染,民眾通過互聯網等管道表反對意見,有學生通過QQ群串聯計畫上街遊行,當局人員發現之後便緊急要求學校及居委會等上門對學生及家長做疏導工作,並要求簽署“拒不參與”的協定

 

南通市政府週六上午做出緊急決定永久取消“王子造紙”排海專案,有線民表示此事震驚北京當局,江蘇省委,南通市委書記都已到北京報告此事,啟東市公安局發送多條微博,內容都對傳言死傷等消息進行闢謠。

 

本台記者周日致電南通市公安局長秦建平查詢此消息。

 

記者:您好,秦局長我想問一下昨天大規模的騷亂。

秦建平:我這裏信號不好。

記者:昨天不是大規模騷亂嗎?

秦建平:我信號不好,不好意思。

記者:怎麼會,您明明聽得很清楚……

對方尚未等記者問完問題便急忙掛斷了電話。

 

本台記者隨後再致電日本王子紙業查詢,一位接聽的公司職員表示:我們的排汙標準已經是在國家標準之上,不存在任何問題。

 

記者:但是民眾的反對意見很大。

接聽人員:因為他們沒有得到一些正面的消息,所以存在一些誤解。

記者:因為市民的強烈抵制,排海工程就永久取消了

接聽人員:南通市政府方面還沒有出示一個公告,這些問題現在還在摸索之中。

記者:政府有給你們一些意見嗎?

接聽人員:我們一直都和政府方面有在溝通。

 

啟東市公安局週六下午發出通告稱“參與或者通過手機、互聯網等煽動組織、參與集會、遊行、示威活動的,特別是參與打、砸、搶等違法犯罪活動的,公安機關將嚴格按照《中華人民共和國集會、遊行、示威法》、《中華人民共和國刑法》之規定,依法予以處置,對於違法犯罪行為予以嚴厲打擊,許多線民認為事件尚未平息,當局已忙著“秋後算賬”。

Protest stops China sewage pipeline project

Beijing (CNN) -- Bowing to intense pressure from local residents, authorities in an eastern Chinese city abandoned plans to build a controversial sewage pipeline for a paper mill, the local government announced Saturday.

 

After days of fuming at potential water pollution caused by the project and defying official orders, thousands of residents in Qidong city north of Shanghai gathered in a downtown square early Saturday morning to voice their opposition to the project, a witness told CNN.

 

Blocked by hundreds of awaiting police, the protesters marched to the city government building, said the witness, who asked to be identified only by his surname Wan for fear of official reprisal.

 

"Most people stayed calm," Wan said. "Only a few clashed with police, but there were no serious injuries."

 

Photos posted on Chinese social media sites show an angry crowd storming the government compound, ransacking offices and overturning cars.

 

Residents in Qidong have said the proposed 110-kilometer (70-mile) pipeline would eventually release 150,000 tons of sewage into the sea nearby every day, contaminating a major fishing harbor and local water supply.

 

Oji Paper, the mill's Japanese parent company, denied its discharge would cause pollution.

 

"Our factory has very strict water quality management system based on national standards," the company said in a statement. "We only release sewage after it is purified in house to meet such standards."

 

State-run media earlier reported that local authorities had requested residents not to take to the streets but have remained largely silent on the protest. Internet censors began deleting posts and images on the topic Saturday afternoon, as the central government continues to tighten its grip on social media ahead of a sensitive Communist Party meeting later this year that will see a once-in-a-decade leadership transition.

 

Although most Chinese internet users appeared to hail the protest a success, many also cautioned the demonstrators to avoid violence that could prompt future retribution from the authorities.

 

The protest in Qidong is the latest example of China's increasingly Internet-savvy urban residents -- long considered the main beneficiaries of the government's economic reforms -- banding together for a common cause, especially environmental issues.

 

Chinese officials in southwestern Sichuan province scrapped plans early this month to build a $1.6 billion heavy metals plant following violent protests by local residents worried about the project's environmental impact.

 

Last August, a large protest prompted authorities in the northeastern port city of Dalian to shut down a controversial chemical plant that produced paraxylene (PX), an allegedly carcinogenic compound used in the production of polyester films and fabrics.

 

In 2008, residents in Shanghai worried about radiation risks took to the streets to protest the construction of a high-speed rail line using the magnetic levitation technology, forcing the government to suspend the project indefinitely. And in 2007, residents in the southeastern city of Xiamen marched against a local PX plant, which eventually moved out of town.
