NEW DELHI: "A mistake covered up may cost the lives of a brave crew." The message, displayed on a huge board at the assembly line of the C-130J Super Hercules aircraft at Lockheed Martin's plant at Marietta, Georgia, stares at workers all the time, reminding them of the enormous responsibility on their shoulders.

The message could also become a marketing slogan for the leading US defence manufacturer as it looks forward to sealing a deal with India for supply of six of these military transportation planes and makes a pitch, with its upgraded F-16 fighter planes, for India's biggest defence contract in two decades.

The contract for the supply of 126 medium multirole combat aircraft is estimated to be worth $14 billion, or Rs 55,000 crore. The Hercules deal, awaiting clearance from the Cabinet Committee on Security, would be the first direct military sale by a US company to India.

"The F-16 Fighting Falcon being offered to India has unique safety features that recover the aircraft ¡X and save the pilot ¡X even if the plane runs out of control," Lockheed Martin executives told a group of Indian reporters at the F-16 production facility at Fort Worth in Texas. As the Indian Air Force grapples with an aging fleet, which has come to be known as flying coffins, the F-16's safety features could be a USP, the executives said.

In fact, the company already has a name for the customized aircraft it intends to sell to India ¡X F-16IN. It is also inclined to set up an assembly line in India in collaboration with Indian partners. The aircraft's latest features, none of which are available in the version Pakistan has, include AESA (active electronically scanned array) radars, electronic warfare suites and infrared searching.

AESA gives the plane the capability to simultaneously track and destroy ground and air threats. Although supercruising, or cruising at supersonic speeds, is not being touted as one of the features of the new F-16, pilots flying the latest version say they often supercruise.

"The F-16IN is the most advanced F-16 ever," said Chuck Artymovich, the company's director, business development. Many in India might think Americans are fully absorbed in the Hillary, Obama or Romney campaigns but for Artymovich and his team, it's a season of a full-time "India campaign". Will the campaign lose momentum if the Indo-US nuclear deal falls through? Richard Kirkland, Lockheed Martin's South Asia president, insists it won't. "It has already got the backing of the US government and a go-ahead from the US Congress," he says. Many in India, however, may not agree with him as they would not like to take a favourable US foreign policy for granted.

Lockheed Martin hopes to give a detailed proposal soon to the US government on the features and price of the F-16s on offer to India. The US government, in turn, will make a proposal to the Indian government offering F-16s and F-18s.
Incidentally, the F-18 Super Hornet, built by Boeing, is not to be mistaken for an upgraded version of the F-16. The Super Hornet is a supersonic carrier-based fighter aircraft and currently its only user is the US navy. The other aircraft competing for the Indian Air Force's contract are the Russian MiG-35, the French Dassault Rafale, Eurofighter Typhoon being offered by a consortium of European aerospace manufacturers and Swedish company Saab's Gripen.

Why is Lockheed Martin not offering its new fifth-generation fighter aircraft F-35 to India? Company executives give three reasons: such an offer can be made only by the US government, manufacturing capability for the F-35 is still not adequate to meet the timeframe set by India, and the upgraded F-16 meets all the requirements put forward by the Indian government.

The F-35 Lightning II, yet to be officially rolled out, is a multirole stealth-capable strike fighter. It can
perform close air support, tactical bombing, and air-to-air combat.

In fact, the US air force is not going to acquire any more F-16s. Mass production of the F-35 is likely to begin by 2016, when it will start rolling out at the rate of one aircraft a day. "The F-35 is the fighter of the future," company officials said, insisting that if India acquires the F-16 today, the F-35 would be its natural successor in future.

Meanwhile, the "India campaign" rolls on with even Jawaharlal Nehru and Indira Gandhi being roped in. Lockheed martin executives have dug up a forgotten piece of history to emphasize the ties between the two countries. Thirty-five years ago, during the Chinese aggression, Prime Minister Nehru called up President Kennedy, who sent a fleet of Hercules aircraft to India. These aircraft stayed in India for nine months and carried troops and cargo to inaccessible areas in the Himalayas. The Herck also had two distinguished passengers ¡X Nehru and daughter Indira.

The Turkish and US governments signed a letter of offer and acceptance (LOA) on April 26/05 for the $1.1-billion modernization of 117 Turkish Air Force F-16s to a common avionics configuration. December 2006 saw a $635.1 million contract under that framework issued to Lockeed Martin.

The upgrade will create a common avionics configuration for the service¡¦s fleet of F-16 Block 40 and 50 aircraft. More than 200 F-16 aircraft make up the backbone of Turkey¡¦s current fighter fleet. Systems to be integrated on Turkey¡¦s upgraded F-16s include:

¡´The AN/APG-69(V)9 radar that is currently being installed on new F-16 Advanced Block 50/52 aircraft
¡´Color cockpit displays
¡´The Modular Mission Computer and new avionics processors
¡´The Joint Helmet-Mounted Cueing System (JHMCS)
¡´The Link 16 datalink
¡´New identification-friend-or-foe (IFF) transponders
¡´AN/AVS-9 night-vision goggles
¡´Upgraded navigation systems; and
¡´BAE Systems¡¦ AN/ALQ-178(V)5+ electronic-warfare (EW) system, mounted internally, with radar-warning and jamming capabilities for aircraft self-protection

The aircraft will also be modified to accept new missile systems of unspecified types; some potential candidates include the AIM-9X Sidewinder, AIM-120 AMRAAM, and MBDA Meteor.

The deal will be conducted under the US Foreign Military Sales (FMS) program, with Lockheed Martin in Ft. Worth, TX serving as principle contractor, although the actual modification of the aircraft will be performed by TUSAS Aerospace Industries in Ankara, Turkey. TUSAS is currently the focus of a Turkish defense industry consolidation plan sponsored by the Turkish government.

F-16 Pilot Fires On SUV On Utah Training Grounds

A sport utility vehicle in the wrong place at the wrong time is destroyed by an F-16 flying a training mission over Utah¡¦s west desert.

A Hill Air Force Base spokeswoman says the incident happened at the Utah Test and Training Range on Tuesday when an F-16 fighter jet opened fire and destroyed the vehicle during a night training exercise.
 
Two soldiers in the SUV suffered minor injuries when they jumped out of the vehicle. They were not hit by any of the 20 mm rounds fired by the pilot, according to the spokeswoman.
 
The SUV was in a part of the range where the Air Force uses live ammunition in mock combat.
 
It was not clear whether the soldiers were supposed to be in the area.

Air Force investigators have closed part of the range as they investigate the incident.

Air Force Pilot Made Error In Shooting Up Soldiers' SUV

LAYTON - A military investigation has determined that the errant shooting of a soldier vehicle by a F-16 fighter pilot, at the Utah Test and Training Range earlier this year, was the fault of the pilot.

In a news release Wednesday, The U.S. Air Force identified pilot error in the accidental shooting -- which officials called 'strafing.'

"The cause of the accident was the failure of the pilot to positively identify the intended target during the nighttime, close air support training sortie," the news release said.

The incident occurred on Apr.  8, 2008, when the F-16 pilot participated in the training run at the Utah Test and Training Range.  His goal was to identify a predetermined target on the range, with the assistance of night-vision goggles, and shoot it with the jet's 20 millimeter canon rounds.

According to the Air Force's investigation, the pilot briefly lost sight of the target area as he rolled the jet into a strafing run.  As the pilot reacquired the target area, he misidentified the SUV on the range as his goal -- and opened fire.

Two soldiers from Fort Lewis, Wash. were sitting inside the SUV at the time as part of a different training project on the range.  They quickly exited the vehicle when the shooting commenced, but neither was struck by gunfire.

In actuality, the investigation learned, the pilot's real target was 1.5 miles away from the soldiers' SUV.

The mishap has led Air Force officials to reassess internal training procedures and reevaluate air-to-ground coordination and communication during nighttime training operations.

"As a result of investigation findings, [we have] taken appropriate administrative actions and changes to the pilot's flight qualifications," the Air Force said in the news release.  "Additional classroom, simulator and flight training is required to ensure the individual is qualified for wing missions."

"We are fully committed to keeping the range a safe place to practice the skill sets needed to bring airpower to the enemy," said Col. Scott Dennis, commander of the 388th Fighter Wing.

Lockheed, Pratt get first contracts under Moroccan F-16 deal

Lockheed Martin and Pratt & Whitney have received their first contracts to begin production activities linked to Morocco's recently approved purchase of 24 F-16C/D Block 52 multirole fighters via the US government's Foreign Military Sales mechanism.

The Royal Moroccan Air Force is to receive a tailored version of the F-16 to support its modernisation efforts, says Lockheed, which on 6 June received an initial contract worth almost $234 million to launch production of the aircraft.

Announced by the US Defense Security Cooperation Agency last December in a notification document to Congress, the F-16 deal has a potential value of $2.4 billion, including air-launched weapons, reconnaissance equipment and support services.

The new F-16s will be powered by P&W F100-229 engines, with the company saying its part of the contract values around $170 million, with deliveries to take place during 2010-11.

Lockheed - which has now delivered more than 4,400 F-16s - says the latest order will safeguard its Fort Worth, Texas production line for the type beyond 2012.

The DSCA also last December announced a related $200 million request to supply Morocco with 24 Beechcraft T-6B Texan II trainers.

On June 28/06, the US DSCA notified Congress via a series of releases of its intention to provide Pakistan with a $5.1 billion Foreign Military Sales package to upgrade the F-16s that serve as the PAF¡¦s top of the line fighters. Some of these items had been put on hold following the October 2005 earthquake in Pakistan & Kashmir, but the request for 36 new F-16 Block 50/52s is now going ahead following the required 30-day review period, along with new weapons, engine modifications, 60 F-16 upgrade kits that would cover Pakistan¡¦s older F-16 A/Bs plus other aircraft it might buy second-hand, and related equipment.
